Sustainability of Russian economy in the mirror of the system economic theory (Part 2)

This article is the second part of the paper published in the previous issue of the journal. In the first part of the article we presented the basic problem of economic sustainability in the strategic perspective, from the viewpoint of the system economic theory. In the second part of the article we discuss the capabilities of this theory as a tool for analyzing the sustainability of the economy and its principal subsystems. We explore the potential of the four system sectors of the economy (object, project, process and environment) for stimulating its development and stabilization. A model for the distribution of role functions of the system sectors of the economy at various stages of the crisis cycle is proposed, ensuring the balanced development of the economy. The special role of its object sector as an active subsystem supporting the stability and diversification in the economy is explained. The multilayer structure of economic subjects is considered as the framework of the national economy, the development of which is especially important during the crisis and post-crisis stages of the crisis cycle. Therefore, the need to strengthen the subject framework of the economy is highlighted, paying particular attention to industries as the subjects of mesoeconomy. On the basis of that, reforms in the organization of government and management are suggested, and recommendations are formulated on the major principles of economic policy regarding the sustainability of the national economy.

The article deals with the issues of the transformational process of the Russian economy in recent years. It is emphasized that the formation of modern economic space occurs against the background of constantly changing conditions of economic reality. Trends in the development of the Russian economy are considered, the peculiarities of the Russian national economy are analyzed, taking into account its basic characteristics and development prospects. Particularly relevant is the consideration of transformational processes in connection with the formation of new standards of economic interconnections and opportunities for modern production. The main tasks and problems of Russian economic development with changing international priorities and strategic world transformations are noted. The special role of digitalization of society in the formation of modern business models, the identification of the advantages of digital reality is emphasized in this article. It is also highlighted that the changing conditions for the formation of the economic space is associated with the birth of a number of problems, including the strengthening of the role of state regulation of the public economy of Russia, the search for new instruments for the legal regulation of the national economy. Adapting the Russian economy to a constantly changing competitive market, the search for competitive advantages will mean the possibility for the Russian national economy to become a full member of the world community.

The role of the prominent Soviet economist, academician A. Anchishkin (1933—1987), whose 80th birth anniversary we celebrate this year, in the development of ideas and formation of economic forecasting in the country at the time when the directive planning acted as a leading tool of economic management is explored in the article. Besides, Anchishkin’s special role is noted in developing a comprehensive program of scientific and technical progress, an information basis for working out long-term forecasts of the country’s development, moreover, his contribution to the creation of long-term forecasting methodology and improvement of the statistical basis for economic analysis and economic planning. The authors show that social and economic forecasting in the period after 1991, which has undertaken a number of functions of economic planning, has largely relied on further development of Anchishkin’s ideas, at the same time responding to new challenges for the Russian economy development during its entry into the world economic system.

This article revises the mission and the name of the accounting profession in the context of strengthening the economic security of enterprises under the conditions of digitalization of the economy. The authors note that in the contemporary conditions of economic management, enterprises should form and ensure the functioning of the economic security of the enterprise at the proper level. The necessity of in-depth research of economic security at microlevel was considered, the factors influencing the stability of the enterprise were highlighted. High level of economic security of the subject of management consists in guaranteeing him maximum effective and stable functioning now and in future. Subjects of economic security were individual enterprises, and objects — their economic interests. The main goals of ensuring economic security of the enterprise in the part of accounting were singled out, the tasks of accounting policy, aimed at ensuring economic security, were determined. The prospects of the accounting profession in the process of ensuring economic security and reliable safe presentation of the results of doing business in reporting are substantiated. The study contains proposals on the revision of requirements for the qualifications of accountants in order to emphasize their activities aimed at strengthening the economic security of the enterprise.

The subject of this study is the characteristics of Polish law enforcement authorities in the fi eld of preventing and combating the crime of traffi cking in human beings. The author points out that, based on existing legal regulations in Poland, the foremost burden related to prevention and prosecution activities of this type of crime lies within the scope of duties of the prosecutor’s offi ce, the Police, and the Border Guard. Thus, the article is devoted to a concise description of the indicated entities in terms of their legal instruments which make it possible to effectively implement the tasks and duties imposed by law and regulations upon the institutions. In the author’s assessment, the key role in the system is played by the prosecutor, who is the only authority sanctioned to make decisions on initiating the investigation and entrusting its conduct in its entirety or the indicated scope to other authorities, primarily the Police or the Border Guard. The prosecutor’s special role also results from the fact of being solely entitled to draw up and support an indictment in court in cases involving traffi cking in human beings. Nevertheless, according to the author, in practice, the main responsibility to carry out procedural and operational activities in this category of cases lies with the Police and Border Guard. The author points out that, at present, the Polish law enforcement system has appropriate instruments, both at the legal and institutional levels, ready for the effective prevention of and combat against crimes of human traffi cking. However, bearing in mind that the phenomenon of human traffi cking has, in principle, a cross-border dimension, the article highlights the aspect of international cooperation between the relevant institutions established to detect and prosecute these crimes.

A significant role of the banking system in ensuring the functioning of the entire economy, by means of organizing the movement of borrowed capital between individual industries and the implementation of financial needs is achieved only if this system, and therefore its constituent elements, are stable. In this regard, the stability of the banking system should be considered as a fundamental internal characteristic, which ensures the existence and stable development of the Bank in a market economy under the influence of external and internal factors. In 2020, commercial banks were faced with the impact of the coronavirus pandemic on the Russian economy and the banking system in particular. At the same time, the current situation of banks ' functioning is characterized not only by the presence of a corona crisis, but also by the internal development of the system itself, which, following the uberization of the world economy, dictates to commercial banks the need to develop and implement financial technologies and form ecosystems. In these conditions, the need for commercial banks in financial resources increases, which is reflected in the increasing role of profit in the Bank's activities and development. This article focuses on the impact of the coronavirus pandemic on the banking system of the Russian Federation and the economy as a whole, and also identifies the features of profit formation and the specifics of the functioning of commercial banks in the coronavirus crisis period.


Allow me first of all to express my deep gratitude for this honour: to speak before the Royal Society, before Britain’s foremost scientists. Your President suggested to me that I speak about the organization of science in the Soviet Union. This is no easy task, because the organization of science cannot be considered apart from its development. Nor can one avoid making certain assessments of various scientific trends, and here there are always pitfalls. I must also ask you to excuse me in advance if I happen to lapse into some commonplace generalities about science and its significance, but so much has already been said on the subject that one can scarcely be original in dealing with it. Nevertheless, it is here that I shall begin. In our day we very often hear it said that in the twentieth century science has come to play a special role in the development of society and the role of the state in organizing science has been enhanced. For centuries science has been a motive force of progress, and in advanced countries governments have been at pains to found universities, which have been centres of learning. There is no doubt, however, that never before did the scope of research and the number of people occupied in it increase as rapidly as they are doing today. Man has realized that major technical advances nowadays depend on harnessing less and less conspicuous natural phenomena, hidden deeper and deeper from view.

Improving the efficiency of inter-budgetary relations is also a problem facing the budget of regions and municipalities. Work is underway in this area, but with this in mind, the problem of strengthening financial independence remains urgent. For this purpose, it is expected to increase the stability of budget legislation, which will allow you to put on a solid basis the planning of your own budget revenues and increase the functional role of funds formed within the framework of inter-budget relations. Improving the efficiency of inter-budgetary relations is also a problem facing the budget of regions and municipalities. Work is underway in this area, but with this in mind, the problem of strengthening financial independence remains urgent. For this purpose, it is expected to increase the stability of budget legislation, which will allow you to put on a solid basis the planning of your own budget revenues and increase the functional role of funds formed within the framework of inter-budget relations. The problem of the deficit of financing remains an acute problem of the regional budget, as a result of which the volume of needs is not covered by real financial resources for the budget. This is based on a methodologically erroneous approach to the formation of budget expenditures. In this regard, the relevance of the chosen topic is due to the fact that at present the most urgent issue is the lack of financial and economic independence of regions and the imbalance of local budgets. The purpose of the research is to suggest ways to improve the organization of inter-budgetary relations. The subject of the research is the peculiarities of the organization of inter-budgetary relations of regional budgets.


The article states that the bar is a legal institution; stressed the need to instill high moral ideals for future lawyers; it is said that the development of the moral and ethical basis of the lawyer's activity is the subject of lawyer's ethics; noted that questions regarding the ethical principles of advocacy have been the subject of scholarly debate at various times; given the status quo, the subject matter of the study was identified; the role of ethical foundations for the profession of lawyer was determined and determined, the essence of the professional ethics of the lawyer as a whole, the specifics of the lawyer's ethics were investigated; determined that the basis of the lawyer's ethics, considered the moral aspects of the lawyer's activity, taking into account the norms of the current legislation of Ukraine and the Rules of Attorney's Ethics, proposals for improvement of the moral and ethical rules governing the lawyer's activity; it is argued that a lawyer's ethics is a kind of professional ethics of a lawyer; argues that the importance of advocacy ethics is important both in professional communication and at all times; identified the basic components of the legal profession; emphasized that the lawyer should always strive for moral self-improvement; noted the special role of the Rules of Attorney Ethics; The Law of Ukraine "On Advocacy and Attorney-at-Law", the Constitution of Ukraine in the Lawyer's Profession; noted the list of constituent characteristics of the legal profession in accordance with the existing normative documents regulating the said issue, which should not be defiled; it is considered that moral and ethical standards of behavior should be inherent in a person, because thanks to them, the latter will be able to do justly, so awareness of the importance of categories such as honor, dignity, responsibility, competence, conscience, professionalism, corporate ethics help the lawyer to create and maintain business reputation. Based on human considerations, the professional and psychological grounds that would interfere with the lawyer's professional duties include the following: underdeveloped speech, lack of professional knowledge, psychological instability, rudeness, aggressiveness, imbalance. Thus, the most important qualities that a lawyer should have are the following: honesty and integrity, integrity, ethics, modesty and self-criticism; principle and perseverance; moderation; respect for the law, the court and colleagues; lawyer's independence.

The subject of the research is General trends and changes in the field of resource conservation occurring in the economy at the national level, in the aspect of state regulation. The purpose of the work is to determine the level of resource efficiency of the Russian economy, to formulate the key directions of state policy implementation for activating resource-oriented projects. The basic approaches to the interpretation of the category “resource saving” are worked out, the content essence of the definition is established. The analysis of foreign experience in implementing and supporting resource-saving measures at the state level is carried out. Determined main tasks of implementation of resource-saving policy of the state; developed tools to enhance and regulate the resources; formed and grounded conceptual positions of methodical maintenance of transition of the national economy of Russia to the path of sustainable development.
