The prevailing sectoral approach based on agrarian-industrial policy, to the detriment of the socio-spatial direction of the development of rural areas, is ineffective from a social point of view. More correct is an integrated approach, within which rural development is viewed as a process of improving the life of people directly related to the use of land and other biological resources included in the system of geographical division of labor and corresponding social relations. The purpose of the article is to consider the development of rural areas based on a combination of socio-territorial and sectoral approaches. The object of the research is the countryside of the Komi Republic. The example of Komi is interesting in that rural life in the taiga part of its territory has features characteristic of many thoroughly inhabited regions of the North-West, the Urals, Siberia and the Far East, and in the extreme northern part (forest-tundra and tundra) - the western sector of the Arctic. The subject of the research is socio-economic processes in the northern village. Analytical, historical, statistical, logical, comparative methods were used as research methods. The main hypothesis of the study was the revival of rural life as a social process, the management of which cannot be carried out only within the framework of the production sector approach. Highlighting the development of rural areas and the agrarian sector as an object of comprehensive research will improve the quality and standard of living of rural residents. Presentation of the main material. New approaches to rural development are considered, including the transition from the exogenous-sectoral model to both endogenous and neo-endogenous. The impossibility of solving numerous problems of rural areas in the sectoral model of their development is shown. Originality and practical significance of the study. A significant disagreement in the domestic practice of rural development between sectoral and socio-spatial development has been established. The role of the rural economy in the development of the village is investigated, directions of its diversification are proposed. Conclusions and prospects for further research. The obtained results of the study can become the basis for the preparation of Strategies and Programs for the sustainable development of rural areas and its economic entities at the level of the region and municipalities.

The purpose of the article is to formulate the category "rural development" as a process and result and its possibilities and limitations at the intersection of differences of approaches to its definition and diversity of opinions of the authors; elaboration of ways, resource potential and types of rural development. Research methods includes an abstract-logical method to substantiate the scale of rural development in terms of rural areas and rural communities. Methods of analysis and synthesis to outline the types, classification features and basic functions of rural areas. Structural and functional approach for aggregate definition of the main elements of functioning and development of rural areas, formation of an effective territorial community, resource potential and activities in the field of rural economy and typology of rural development. Research results. It is established that in terms of scientific views, rural development is based on a territorial, multifunctional, institutional and interdisciplinary approach. The development of rural areas is based on production, and rural development on social components. Rural areas perform economic, social and environmental functions, and rural communities - the social welfare of the population. The basis of rural development is the available resource potential of the community for the implementation of management, organizational and economic, natural and recreational, social and environmental activities. The use of the resource potential of the territorial socio-economic system in combination with the system of the natural environment provides for the types of rural development that are interdependent, interconnected and complementary. At the same time, balanced rural development should become a priority and flexible direction of the state agrarian policy of Ukraine. Scientific novelty. Prescriptions for the development of rural areas and rural communities have been identified. The structure of functional components of rural areas and socio-economic potential of rural development are substantiated. Types of rural development are systematized. Practical significance. The studied provisions of rural development, based on the resource capabilities of the territorial socio-economic system, serve as a guide for making rational management, organizational, economic and socio-environmental decisions on the choice of ways and directions of development of rural territorial communities. AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

Abstract. Introduction. Analytical study of the current state of rural areas allows us to identify a number of socio-economic problems: the low efficiency of the implementation of modern mechanisms and methods of state management of rural development, the lack of necessary methods to assess the effectiveness of their development. These problems dramatically increase the need to find approaches that can ensure the development of rural areas, vectors of sustainable development of agricultural enterprises of various forms of management. Qualitative improvement of the organizational and economic potential of rural development is objectively necessary in the overall system of solving the problems of management of spatial development of territories, the quality of life of the population. The purpose is to systematize features, conditions of formation of organizational and economic potential for development of vectors of improvement of management of social and economic development of rural territories. To achieve this goal, a list of the following tasks is defined: a review of a set of scientific approaches; determination of the directions of realization of possibilities of indicative approach in an assessment of efficiency; the organizational and economic mechanism of management of potential of rural territory. Methods. The paper uses generally recognized research methods: monographic review of various sources, abstract and logical generalization, economic and statistical, regulatory processes of formation and implementation of organizational and economic potential of rural areas. The scientific novelty of the work lies in the formulation and solution of the question of the need to determine and assess the quality characteristics of the potential of rural areas through the use of tools and mechanisms of an indicative approach. Results. An important condition for the implementation of an effective policy of organizational and economic potential of rural areas is a system of strategic measures and proposals to improve the competitiveness of the rural economy, improve the quality of life in rural areas. Management of rural development is based on the principles of regulation, the interaction of potential elements with the institutional environment. Summary. The monographic review of the literature allowed to systematize measures to improve the level of socio-economic stability; development of strategic programs for the development of rural areas with the definition of indicators of economic growth, indicators of improving the quality of life of the population; evaluation of options and opportunities for the transition to a new socio - economic situation of rural areas.

Rural development implies both the economic betterment of the people living in rural areas as well as bringing out holistic development. Accordingly, government has made paradigm shift from individual-centric rural development support to creation of gainful self-employment as well as wage employment among rural masses. Entrepreneurship, in this direction, has become an important consideration. Economic growth of a region largely depends on the involvement of poor and marginal sections into the process of entrepreneurship development. Globally, a large number of unemployed youth and women are becoming self-employed through entrepreneurship and creating employment opportunities for others. Researchers have worked on women's empowerment, economic development, and their role on micro-credit movement. The work on role of women in sustainable development is very limited. This chapter has tried to analyse issues related to women entrepreneurships in light of sustainable rural development in India to meet the research gap in the current context of Indian rural economy.

Indian economy is agricultural economy and real India lies in villages. Without the development of the rural economy, the objectives of economic planning cannot be achieved. Hence, banks and other financial institutions are considered to be a vital role for the development of the rural economy in India. NABARD are playing a pivotal role in the economy development of the rural India. In the Indian context rural development assumes greater significance as nearly 70% of its population lives in rural areas. Most of the people living in rural area draw their livelihood from agriculture and allied sectors. Such areas are distinct from more intensively settled urban and suburban areas. Life styles in rural area are different than those in urban areas, mainly because limited services are available. Governmental services like law enforcement, schools, fire departments may be distant, limited in scope, or unavailable. Rural development is a national necessity and has considerable importance in India. The main objective of the rural development programme is to raise the economic and social level of the rural people. National Bank for Agriculture and Rural Development (NABARD) is set up as an apex institution by the Government of India with the main objective of providing and regulating credit and other facilities for the promotion of rural development. It is a single integrated organisation which looks after the credit requirements of all types of agricultural and rural development activities. The present study is a modest attempt to the credit potential for agriculture during the year 2021-22. The study covered aspects such as functions, objectives, management and organizational structure, sources of funds, activities achieved, loan assistance to various institutions, Methodology for preparation of potential linked credit plans (PLPs) and Development Projects in Andaman and Nicobar Islands. The paper investigates how refugees settled in rural Norway and Denmark experience and interact with their new rural places of residence. Theoretically, the paper finds inspiration in “phenomenology of practices” (Simonsen, Prog. Hum. Geogr., 2012, 37, 10–26), which emphasizes the bodily and sensory experiences of daily life that spur feelings of, for example, “orientation” or “disorientation”. The empirical material is based on fieldwork and qualitative interviews with refugees and local volunteers in 2016/2017/2019 in small towns in the rural north of Norway and rural Denmark. There are several differences between the Norwegian and Danish rural areas, in relation to distances, climate and population density. Nonetheless, the ways in which the rural areas are experienced from within, by refugees settled there, show surprisingly many similarities. Many of the informants, in both the Norwegian and Danish cases, initially expressed frustration at being placed in rural areas without having any say in the matter. Those who were former city-dwellers especially experienced moments of disorientation, as their encounters with Nordic rural life were experienced as the opposite of their urban backgrounds. Limiting structural conditions very much shape the everyday lives of refugees in the first years, when they do not have a car or the financial capacity to find their own house. They feel stressed, with busy everyday lives made up of long commuting hours on public transport. In these first years of uncertainty, the dark and harsh weather very much adds to the feeling of stress and insecurity. What seem to add “orientation” are social relations with other refugees and local volunteers organizing activities.

NREGA, enacted in 2005, forms the basis of a massive employment guarantee scheme, implemented throughout India, with two main objectives – to enhance the livelihood security of people in rural areas, and to boost the rural economy. Ever since its implementation across the country (2008-09 to 2015-16), on an average Rs.40, 000 crore per financial year has been invested under Mahatma Gandhi NREGA. In conformity with the National Act, the Government of Andhra Pradesh is implementing this Act since January 2006 and made considerable progress in fulfilling the programme objectives. The present study attempts to capture to what extent the employment was generated and durable assets are created during the last ten years of implementation of MGNREGS in Andhra Pradesh State. The study is based on secondary data such as official records of Ministry of Rural Development and Panchayat Raj, Government of Andhra Pradesh, Ministry of Rural Development,  Government of India, Journals, magazines etc. It reveals that the performance of Andhra Pradesh in terms of providing employment and generating person days to rural households particularly Women, SC and ST is significant and it could be able to provide 100 days of employment to only 5.5 per cent of the participatory households. Further, the state Govt. has created substantial number of assets during this one decade of implementation in different categories. However, it was observed that the rate of completion of works is very poor and it is gradually decreased over the years of implementation.Key words: MGNREGA, Employment, Asset creation, Livelihood Security, Rural Economy

The article considers the essential features of rural development as a multi-vector process, which not only involves economic growth in rural areas, but also requires its adaptation to human behavior, social and political structure of rural communities and their involvement in development processes. It also reflects systemic positive changes in rural areas, which are initiated "from bottom" and supported "from top". In this concept of rural development, inclusiveness is inherent. The authors show that the development of the concept of "inclusive rural development" took place in the process of enrichment and specification of the theoretical concepts of sustainable development, inclusive growth and inclusive development in relation to the rural sector of society. This concept denotes a development whose result consists in the creation of proper conditions for the rural population for such purposes as: the use of land and other local resources in the economic activities; adequate distribution of the results of economic growth in the agriculture and other sectors of the rural economy; and participation in social and public life for the consolidation of communities and observance of human rights. Such development leads to the reduction of poverty, overcoming the economic, social and political exclusion of people residing in rural areas. It is pointed out that ensuring the inclusive development is a function of the state regulation of national economy. To implement it in Ukraine, it is necessary to ensure, first of all, the implementation, in the regulatory and legal framework, of the global goals of sustainable development and the objectives for their achievement. That could be realized by adopting the Law on the Strategy for Sustainable Development until 2030, and, in the part of inclusive rural development, also the Law on the Basic Principles of the State Agrarian Policy and State Policy of Rural Development.

The core objectives for rural development support for the period 2007–2013 are: (1) improving the competitiveness of agriculture and forestry, (2) improving the environment and the countryside, and (3) improving the quality of life in rural areas and encouraging the diversification of economic activity. The Council Regulation (EC) No. 1698/2005 includes an unambiguous targeting of smaller and micro-enterprises to sustain job opportunity in rural areas. For this scheduled period, a minimum funding of 10% of the total EU contribution has been withheld by the Council Regulation for the measures connected with the quality of life and diversification of the rural economy outside agriculture and forestry. In spite of this, the EU Court of Auditors has concluded that rural development policy in Europe is ineffective because it continues to allow member states to adopt a predominantly sectoral approach with the primary focus on the agricultural sector (Special Report No. 17/2006). This paper deals with the possible impact of one RDP measure – the reduction of LFA payments according to farm size. Taking into account the variety of regions in Europe and the different situations at national level, it is difficult to provide a single guideline to solve the problem. Implementation without a deep analysis could lead to undesirable consequences. A specific adjustment to the situation of the given country will be advisable.

A basis of concern for rural development has been lagging economic growth in rural communities. Many rural areas have long been faced with the dilemma of low income, inadequate or expensive community services, net out-migration and high dependency rates. Numerous programs have been enacted over the years to alleviate these problems. A recent program, the Rural Development Act of 1972, interprets the main objective of rural development as encouraging and speeding economic growth in rural areas providing for jobs, improving quality of rural life, and doing so on a self-earned, self-sustaining basis. One chief component of all these programs has been promoting industry location in rural communities.
