ABSTRACT   This study aims to examine the model’s formation that can reduce the problem of unemployment and poverty. In accordance with these objectives,  there are several principal problems studied in this research that are; (1) how the approach to poverty reduction programs should be made, (2) how the potential of local institutions' resources are able to act as virtuous circles to reduce the poverty, (3) how the community empowerment model system based on the potential of local wisdom resources and institutions local communities should be conducted in order to be able to significantly reduce the number of local poor community, independent and sustainable. This research was conducted at Muntuk Village due to it is classified as a backward village and it still has the good local wisdom potential to be developed further. This research applies participatory research method to the craftsmen group chosen as pioneer in forming the community empowerment model. The main subjects in this research are; craftsmen group and socio economic community societies at Muntuk Village. The subjects of this study are determined by purposive sampling. Data collection techniques are done through interview, FGD, and analytical descriptive analysis. The result of the research shows that the link and the integration among the bamboo handicraft industry, the local institution’s role, the entrepreneurship spirit and the work ethic of the craftsmen group through the entrepreneurial skills development and social entrepreneurship culture are able to be a virtuous circle or the virtue circle to cut the poverty problem, more independent and sustainable, from the original still powerless to be powerful. The strengthening of empowerment model supported by the strength of human capital, social capital, and also citizens participate actively, were increasingly able to produce a form of community empowerment model. Furthermore, the empowerment model is more strongly built through six pillars namely; industrial structure, entrepreneurship spirit, human capital and social capital factors, local institution, infrastructure and conductive environment. All sub-systems in each of these pillars are interconnected in a system namely community empowerment system model through the development of an entrepreneurial culture to alleviate unemployment and poverty. Introduction: The success of “Alert villages” (“alert village”) can be explained using an independence-based "community empowerment model", involving factors of physical capital, human capital, social capital and community empoweredness. Method: This model was developed with a cros sectional design involving physical capital, human capital, social capital, community empoweredness, and “alert village” success. The research subjects were 216 implementers of “alert village” in Panekan Sub-district, Magetan District, selected by cluster sampling technique. Data were collected through questionnaires, then analyzed using structural equation modeling based on partial least square. Result: The success of “alert village” wass influenced by: 1) physical capital with total effect of 0.105360; 2) social capital with total effect 0.774022, 3) community empoweredness with total effect 0.952891. Analysis: The success of “alert village” was determined by a direct determinant of community empoweredness and two indirect determinants of physical capital and social capital. Discussion: In the model of community empowerment in the implementation of “alert village” in Panekan Sub-district, the success of “alert village” was determined by 2 main factors in sequence, namely: 1) community empoweredness that included the ability to identify and develop potential, identify and prioritize problems, solve the problem; 2) social capital that included social network, level of trust between people, obedience to norm, caring for others, and involvement in implementation. The aims of this research are getting to know: encouraging the creation of social capital empowerment in the empowerment of fisherman based local institution with gender perspective in coastal area of ​​Bantul regency. With descriptive qualitative research design, data collection techniques: in-depth interview; literature study, observation and FGD. The results showed that coastal villages in Bantul district have developed institutions and rules that effectively limit the rate of exploitation of natural resources. Characteristic of social capital of coastal community in research location indicated that dominant group is group of citizen (arisan, RT), pengajian, fisherman group and fisherman. Given that the dominant group resides in the internal environment of the settlement and consists of the settlement community itself, access to outside resources is limited. The level of participation in the group was quite good seen from the presence, material and non-material. The level of trust and solidarity is relatively high. Values ​​are still firmly held and result in collective action and cooperation is relatively good enough. Social capital was more used for the fulfillment of daily needs (subsistence), is temporary and very personal. There was still a less supportive local culture, a wasteful life. Not many types of services could be expanded access because of the existence of a limited group. Social capital that supports the management of tourist destinations and coastal community empowerment in general need strengthening of related institutions, especially DKP, Dinpar and Disperindagkop Bantul regency more integrated. The caution of the coastal empowerment initiators resulted in coastal communities in Bantul district failing to develop social capital in the context of managing government resources such as bangdes funds, etc

The purpose of this study was to assess the impact of human capital, social capital and motivation on work engagement and their effect on employee performance. Overall 120 respondents from PT. Pos Indonesia Central Jakarta Branch filled out the survey. The analytical method used is descriptive analysis and structural equation model (SEM). The results show that employee performance, human capital, social capital and the motivation behind them all play a positive and significant role. Finally, work serves as a mediator for employee performance among human capital, social capital, and intrinsic incentives. This research can help managers and organizations identify and manage the quality of existing human resources, encourage employee engagement and thereby improve employee performance and achieve business goals.

This study aims to examine the factors that influence the level of economic empowerment of Muslim communities through the activities of jam'iyah arisan. Where are the factors that influence the level of community empowerment, namely physical capital, human capital, social capital, empowerment actor groups (KPP) and empowerment. Samples were taken from female jam'iyah members in the village of Jatibogor. This research is a quantitative study using PLS (Partial Least Square) data analysis. The results showed that the empowerment actor group variables, physical capital, human capital, social capital, and empowerment had no effect on empowerment. KPP variables, physical capital, and human capital had no effect on social capital. KPP, physical capital, human capital, and social capital had no effect on empowerment.

Since 2015 the local government of Medan City has determined that poverty alleviation and community empowerment efforts become one of the regional priority programs. This program is contained in Medan City Regulation No. 5 of 2015. This study aims to determine the role of the City Government in poverty reduction through the Skills Improvement program in Medan and the factors that influence it. To achieve these objectives, qualitative research methods are used to decipher data descriptively. Data collection techniques are done by observation, interviews, and documents and archives using qualitative descriptive analysis techniques. The results showed: First, the role of the government in empowering the poor through the Skills Improvement program can be broadly categorized into two roles, namely the growth of the business climate and the strengthening of business potential or power. The growth of the business climate includes funding, facilities & infrastructure, business information, business licensing and trade promotions. While Strengthening Potential or Power covers production and processing, marketing, and human resources. Second, the factors that influence the empowerment of the poor through the Skills Improvement program in Medan include inhibiting and supporting factors. The inhibiting factor is the lack of innovation in marketing and the limited budget which is only a few percent, while the supporting factors are human resources and abundant natural resources.

Nowadays, social capital is a determinant factor of success in social development, being an alternative to an optimized community empowerment. Moreover, a very communal society with rich values will be highly supported by the dynamics of development and the strengthening of its social capital. This study attempts to scrutinize social capital of three religions in the Blingoh coast of Jepara, focusing on how religious harmony is established in the area and what is the social capital behind it. This article is a field research using a qualitative approach with descriptive analysis where the data are collected through in-depth interview, observation, and documentation. The research finds that the social capital in the Blingoh coast of Jepara consist of social trusts, a sense of kinship beyond religious boundaries, and the role of interreligious forum of communication. These three factors are pivotal factors in sustaining religious in Blingoh Village.Key words: Social Capital, Religious Harmony, Social Harmony

Purpose of the study: This study on poor community empowerment focuses on poverty which is becoming the target group of developers in the Majalengka district. The main problem in poverty reduction is the large number of people living in poverty. Methodology: This study uses social capital approaches and theories. Also, a qualitative descriptive method is used. Main Findings: The results show that the program can be carried out with significant changes in community empowerment and proves useful based on the social capital approach. Moreover, the social capital study can enrich social capital applications by strengthening solidarity, relationship and networks. Although the network is still very premature, efforts to develop it are still being made by community groups. The community empowerment program developed by the government is for assistance in the agricultural sector. Applications of this study: Social capital convergence in community empowerment can be a force to improve welfare and overcome poverty. This study on social capital proves can make an academic contribution to the empowerment of the poor. Novelty/Originality of this study: To eradicate poverty, the Indonesian government has carried out a variety of methods including The Hope Family Program, hereinafter referred to as PKH and The Urban Poverty Reduction Program as P2KP along with other Central and Regional government programs. However, unfortunately, these programs have not been able to reach all regions, so there are still many areas needing such solutive treatments from the local government. Therefore, the empowerment of poverty requires institutional efforts and togetherness between parties with the poor (integrated approach) as an effort to empower the poor. This paper critically analyses the poverty reduction programs and highlights the problems associated with them.

Di bantaran sungai Ciliwung terdapat permukiman penduduk seluas lebih dari 6 hektar yang berpotensi mengubah lahan menjadi kumuh, padat, dan tidak manusiawi yang berdampak pada kualitas lingkungan fisik dan nonfisik yang tidak sehat. Tujuan penelitian ini adalah untuk memperoleh gambarankarakter modal sosial yang dimiliki penduduk pemukim lama di bantaran sungai, menganalisis implikasi modal sosial terhadap kebijakan pemerintah, serta menyumbangkan model penerapan pemberdayaan modal sosial pada penataan bantaran sungai. Penelitian kualitatif yang dilengkapi data kuantitatif lapangan ini disebut kuasi kualitatif. Populasi penelitian ini adalah kualitas lingkungan fisik alami dan modal sosial komunitas yang bermukim sepanjang bantaran sungai Ciliwung. Sampel adalah kualitasfisik alami bantaran sungai dan modal sosial komunitas yang bermukim lama di bantaran sungai Ciliwung Manggarai. Lebih dari setengah karakter modal sosial milik komunitas bantaran sungai Ciliwung Manggarai dimanfaatkan untuk kegiatan sosial membantu sesama dalam kegiatan sosial,sisanya lumpuh oleh kondisi yang berkembang. Implikasi modal sosial akan bermanfaat apabila kekuatan modal sosial digerakkan dan diberdayakan optimal serta diarahkan untuk meningkatkan kualitas lingkungan hidup. Model pemberdayaan komunitas bantaran sungai Ciliwung Manggarai diskenariokan dengan menyandingkan kebijakan pemerintah pusat, daerah, dan kebijakan modal sosial yang dimanfaatkan untuk mengurangi kekumuhan permukiman di ibu kota dan meningkatkan kualitas lingkungan pada bantaran sungai Ciliwung Manggarai.Kata kunci: Bantaran sungai, modal sosial, permukiman pendudukAbstractIn the banks of Ciliwung river people live in more than 6 hectare areas that potentially turn into slum, full, and inhuman that affect on unhealthy physical and nonphysical quality. The purpose of this study is to obtain an overview of social capital character owned the old settlers along the river,analizing the implications of social capital towards government policies, and to donate empowerment model in the application of social capital in the arrangement of the riverbanks. Qualitative research incorporating quantitative data field is called quasi-qualitative. Population is the quality of the natural physical environment and social capital communities who live in Ciliwung riverbank. Samples are natural physical quality and the social capital of communities living in Ciliwung Manggarai riverbanks. More than half of the social capital there used for social activities such as helping others insocial activities. The implications of social capital would be beneficial if its strength mobilized and empowered optimally and targetted to improve the quality of the environment. Community empowerment model in Ciliwung Manggarai riverbank is scripted by juxtaposing central government policy,regional policy, and social capital policy. Community empowerment is a form of development which directly involves the community. In community empowerment program, the position of the community is as program consumer but as program producer instead. Community empowerment aims to achieve community independence and welfare. Zakat is a subsystem which can support community empowerment program. It’s consistent with the objective of zakat, which is material and spiritual wellbeing. To encourage the success of the program, there should be support from various parties, including companion and social capital supports.The purpose of the present study was determining the direct effects of companion and social capital on participant of zakat recipient and its impact of economic performance of zakat-receiving micro businessman. The present study used primary data by involving 72 zakat-receiving micro businesspeople (mustahik businesspeople) in Wonosari Sub-district, Gunung Kidul Regency, Special Region of Yogyakarta. The research instrument was questionnaire with likert-5 scale which has high reliability and validity based on Cronbah Alpha and Kaiser-Meyer-Olkin values. The empirical model was analyzed using Structural Equation Modeling (SEM).The result of hypothesis test shows that companion and social capital affected the participation of zakat recipient, and the participation of zakat recipient affected the economic performance of zakat-receiving micro businessman.
