Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

This article examines the evolution of priorities, main directions and conditions of the Russian Federation’s cooperation with Syria and Vietnam in the sphere of education, and it analyzes the historical experience of the cooperation between these states. The authors analyze the main tasks and areas of research for the cooperation of the Russian Federation with other states, the contextual priorities of their development, the needs of the labor market and the characteristics of the higher education systems. Particular attention is paid to a comparative study of the institutional and regulatory resources for the development of higher education systems of the countries under consideration. The authors emphasize the relationship between higher education and the national economy. The novelty of the research lies in rethinking the conceptual framework, objectives and key areas of interaction between countries that can together form the necessary basis for understanding the basic essence of cooperation between the Russian Federation and Syria and Vietnam in the field of educational policy, its state and development prospects. The authors identified features of the cooperation of the Russian Federation with Syria and Vietnam in the field of educational policy in the 2000s, which are expressed in their orientation to common priorities as expressed in international higher education documents, and the development of a consensus on the need to increase the volume of cooperation in the field of training highly qualified personnel in accordance with the requirements of the modern labor market.

Цель работы состоит в исследовании механизма регулирования развития высшего образования в современных экономических условиях. Проанализированы происходящие изменения в содержании образовательных программ и структуре подготовки обучающихся в бакалавриате и магистратуре. Выявлены новации в системе обучения в высших учебных заведениях в условиях перехода к цифровой экономике. Рассмотрены вопросы финансового обеспечения и специфики работы учреждений высшего образования как некоммерческих организаций. Установлена необходимость учета особенностей региональной экономики при формировании набора в региональные вузы. Выявлена ведущая роль «опорных» вузов в подготовке кадров высокой квалификации с учетом экономических специализаций регионов и особенностей пространственного развития России. Изучена сложившаяся практика финансирования университетов Великобритании, обеспечивающая привлечение средств в объемах, достаточных для их устойчивого функционирования. Сделан вывод о необходимости расширения подготовки специалистов для работы в STEM-областях. Обращено внимание на необходимость большей увязки и применения различных форм образовательной и научно-исследовательской деятельности в рамках региональных университетских систем. Элементами научной новизны являются предложенные меры, следование которым позволит улучшить подготовку профессиональных кадров посредством использования модели «6i» для управления научной деятельностью вузов в период перехода к НИО.2. В качестве рекомендации для дальнейших исследований можно также предложить изучение взаимосвязей между порядком финансирования и типами вузов в целях определения и последующего ранжирования совокупности факторов, влияющих на их финансовое обеспечение. The aim of the work is to study the mechanism for regulating the development of higher education in modern economic conditions. The author analyzes ongoing changes in the content of educational programs and the structure of training students in bachelor's and master's degrees. The research considers innovations in the education system in higher educational institutions in the context of the transition to the digital economy. The author highlights the issues of financial support and the specifics of the work of higher education institutions as non-profit organizations. The study emphasizes the need to take into account the peculiarities of the regional economy in the formation of enrollment in regional universities. The author reveals the leading role of «pivotal» universities in the training of highly qualified personnel, taking into account the economic specializations of the regions and the peculiarities of the spatial development of Russia. The research investigates the established practice of financing UK universities, which ensures the attraction of funds in amounts sufficient for their sustainable functioning. The author highlights the need to expand the training of specialists for work in STEM-areas and the need for greater coordination and application of various forms of educational and research activities within the framework of regional university systems. Measures to be followed will improve the training of professional personnel through the use of the «6i» model for managing the scientific activities of universities during the transition to R& D.2 As a recommendation for further research, we can suggest studying the relationship between the order of funding and the types of universities in order to determine and then rank the set of factors that affect their financial support.

The article describes the individual components of higher education in the Tula region. The questions concerning the role of the state in the formation of the general educational vector and the degree of its influence on the training of highly qualified personnel are considered. The analysis of some statistical data characterizing the higher education system of the Tula region is carried out. The article proves the relationship between the higher education system and the prospects for the development of the labor market in the Tula region. The limitations that may affect the nature of interaction between market structures and the education system are identified. The prospects of interaction between educational and market structures for the formation of competitive labor resources in the cancers of the Tula region are formulated.

Abstract. The loss of human capital is a significant projected loss for the country's economy. Higher education must analyze the challenges, maintain the quality of human capital at the level necessary for the functioning of the economy, and train professionals in a permanent crisis. The multi-vector nature of the crisis leads to a negative multiplier effect of the influence of external and internal factors on the level of human capital of the country in all institutional categories, so these challenges are emerging given their systemic nature. This primarily applies to the institute of higher education. The formation of a relevant response to the challenges of loss of human capital is not only a guarantee of the proper functioning of higher education, but also guarantees the success of its functioning for economic transformation in the country. The analytical study revealed economic losses from external migration of highly qualified personnel, reduction of the country's economic potential from the outflow of specialists. The narrowing of the base of high-quality reproduction of qualified personnel, the factor of disproportion in the financing of higher education and the reproduction of highly qualified personnel from budgetary sources and the growth of the share of self-financing were revealed. The analysis proved the inconsistency of the quality of the staff to the number of employees of higher education in the regions and the disproportion of the teaching staff with academic ranks. A study of the number of graduate students indicates that the disparity in quality will increase as there is a tendency to lose scientific schools in the regions. Weaknesses of higher education have been identified. To reduce the negative impact of this factor on the quality of human capital and, indirectly, on the country's economy, there is the urgent need to optimize public funding of human capital; to create regional funds for financing higher education, formascientific schools in the regions to eliminate regional disparities in training. Proposals for a policy of investing in human capital at all qualification levels have been developed, taking into account the effectiveness of such investments and also to stabilize the socio-economic situation in the country. The directions of forming the answer of higher school to the challenges of the economic crisis of the country are offered. Analysis of these problems and the relationship between them will be based on the studies on the educational profile of regions and on the analysis of potential trends and possibilities of creating a highly skilled labor force coming from higher education system, as well as on the research on the innovation level and profile of particular voivodships. The paper is devoted to the development of an integrated structural system model to ensure the training of highly qualified personnel for air transport. The main strategic directions of development and successful activity of National Aviation University at the present stage are determined. It is proved that the formation of the strategy involves obtaining a complete picture of the future state of the aviation industry and ways to solve existing problems. It is scientifically substantiated that the solution of this issue is possible through a detailed analysis of the components of the integrated system and the application of modern management methods. Research work at the university is the main component of the educational process. Scientific and pedagogical workers, post-graduate students, doctoral students and a significant part of higher education students take part in conducting scientific research in these areas. Scientists of the university carry out complex research work in the most relevant areas of science and technology. The university has 17 specialized councils for the defense of doctoral and candidate dissertations in 29 specialties The economic performance of any higher education institution directly depends on competitiveness and financial condition. In 2020 NAU took the sixth place in the ranking of the most popular institutions of higher education in Ukraine in the total number of applications. According to the number of entrants enrolled in the budget, it ranks fifth in Ukraine and third in the capital For the professional development of the aviation industry, due to modern economic and social conditions, it is necessary to increase the demand for technical specialties. Training specialists for professional activities in the context of European integration requires the search for extraordinary ways to organize the educational process. Already today we have a big problem of lack of future engineers for aviation.

The key factors of the socio-economic development of society are science, innovation and new educational technologies that shape and reveal the scientific, pedagogical and production potential of the country. The formation of an innovative economic model today is impossible without the intensive development of fundamental and applied research activities, which makes higher educational institutions one of the most influential elements of the implementation of the concept of advanced development of the territory. There is a need to improve the institutional framework, expand the academic network, strengthen interuniversity cooperation for the development and effective operation of the entire educational sphere. The Russian higher education system, which is responsible for the reproduction of professional scientific personnel, is in a state of large-scale transformations, which is reflected in the main institutes for training highly qualified personnel - postgraduate and doctoral studies. Transformations in higher education affect the quality of training of future specialists, and also form a certain imbalance in their territorial organization in different constituent entities of the country. The article discusses the particularity of training, spatial characteristics and provision of subjects of the South of Russia with scientific and pedagogical personnel of the highest qualification.

The relevance of the research lies in the need to analyze the situation in the higher education sector in terms of training highly qualified personnel. The purpose of the article is to analyze the conditions for educating the modern professional elite. When conducting the analysis, the authors relied on the data of sociological studies, as well as statistics of both Russian and international companies. When determining the key categories, the authors referred to the normative documents and opinions of leading scientists in the education sector. Forming the professional elite has been considered in detail on the example of the implementation of various forms of education, including distance learning. The methodological basis of the research was made up of theoretical methods, such as the synthesis method, used in the course of studying the problematic area of the higher education system, as well as a combination of descriptive and comparative and historical methods. Based on the conducted analysis, the authors have concluded that it is necessary to maintain an integral system of universal competencies, as well as to develop the experience of independent professional activity. The research justifies the need to continue the development of Russian higher education exactly in this direction.
