The article refers to the research work carried out in recent years at the poultry farms of the Khachmaz region of the Republic of Azerbaijan, the influence of opportunistic microbes on the activities of the farm. The role of opportunistic microbes in the occurrence of certain diseases with deficiencies in the process of feeding and raising of birds, and the microclimate in poultry farms is shown. During the bacteriological examination of breeding eggs by seasons there were revealed the presence of infection in the winter season with E. coli, Salmonella, Staphylococcus and Streptococcus – with each infection separately 13.0 %, in the spring season with E. coli, Salmonella, Staphylococcus – with each infection separately 20.0 %, in the autumn period with E. coli 27.0%, Salmonella 40.0 %, Staphylococcus 13.0 % and Streptococcus 13.0 %. In the course of bacteriological examination of dead embryos, the presence of infection in the winter period with E. coli 20.0 %, salmonella 30.0 %, staphylococcus 25.0 % and streptococcus 25.0 %, in the spring  season with E. coli 30.0 %, salmonella 40.0 %, staphylococcus 15.0 % and streptococcus 15.0 %, in the autumn season with E. coli 45.0 %, salmonella 55.0 % was revealed. In the autumn period, infection with staphylococci and streptococci was not detected. When studying as a whole, pseudomoniasis and mold fungi were not found.

The analysis of monthly climatic terms of Rivnenskyi Nature Reserve was conducted. It is marked that weather terms have substantial differences due to an unstable temperature condition since creation of reserve. A spring period was the shortest in 2013 – 64 days and had the greatest average daily temperature 11.9 °С. Protracted a spring period was in 2002 – 123 days. The most of precipitations in a spring period was fixed in 2008 – 196.2 mm, and the least in 2011 – 42.1 mm. A summer period in 2015 became the most protracted – 131 day. Moreover, the least protracted summer was in 2006 – 90 days. The warmest summer season was in 2010 with an average daily temperature 19.8 °С. The most raining summer was in 2007 when a 471.3 mm of precipitations is fixed, and the least raining summer was in 2002 (144.6 mm of precipitations). The most protracted autumn period was in 2006 – 107 days and the shortest one was in 2001 – 57 days. The warmest autumn was in 2004 when an average daily temperature reached 9.2°С. The most of precipitations in the autumn period is fixed in 2009 – 178 mm, and the least in 2001 – 39 mm. The winter periods were protracted in 2004/05 and 2005/06. Their duration was 114 days. Winter period in 2009/10 with an average daily temperature -7.9°С was the coldest one. The most precipitations are fixed in winter 2005/06 – 208.4 mm, and the least in a winter period 2012/13 are a 52.2 mm. The most of precipitations for a year fell out 777.8 mm in 2012, and the least one in 2011 – 427 mm. The average long-term dates of the beginning of the year seasons are defined. The average long-term date of the beginning of the spring season is on February 27; the summer season is on May 26; the autumn season is on September 14; the winter season is on December 5. Aim. Of the study was to specify the factors responsible for outbreaks of domestic cluster HFRS morbidity during winter period in the Republic of Bashkortostan as the basis for preventive measures substantiation. Materials and methods. Analyzed have been the data from the Rospotrebnadzor Administration in the Republic of Bashkortostan (RB) on the HFRS incidence in 54 administrative districts of RB during winter season 2016-2017. Summarized have been the results of epidemic foci eradication with domestic HFRS morbidity during winter months of 2010-2017 in the territory of RB. Results. Winter sporadic HFRS incidence is registered annually among the rural and urban population residing in steppe, forest-steppe and forest zones of RB. It is outlined that epidemic foci with domestic cluster HFRS morbidity emerge more frequently in the territory of forest-steppe zone. It is established that HFRS infections of domestic type take place in residential areas adjacent to some forestry to one extent or another, as well as on visiting country, out-of-town objects situated in the territory of active natural HFRS foci. Thereat, the risks of domestic HFRS infection are entirely defined by the sanitary-hygienic state of accommodation and manufacturing facilities. Conclusion. The main tactical option for the prevention of epidemic foci emergence with domestic cluster HFRS morbidity among rural and urban population of RB is simultaneous barrier and semi-rural deratization and disinfection in areas of high risk of infection.

In this article, a new stage of industrial-innovative modernization of the economy of Kazakhstan is considered in the framework of the State program of industrial-innovative development of the Republic of Kazakhstan for 2020-2025. The main goal of the work is to justify the need to develop an audit of investment projects as an effective way to solve the key problem of the lack of control over the implementation of investment projects dedicated to the development of the digital economy, which leads to a decrease in the economic development of Kazakhstani organizations and the abuse of investment resources. The theoretical basis of the study is the work of well-known domestic economists and specialists in the field of accounting and auditing, as well as foreign experts. In the course of the research work, the legislative acts of the Republic of Kazakhstan, various regulatory legal acts were also considered. In the course of the work, such general scientific methods as analysis, generalization, and abstraction were used. In conclusion, the author made the following conclusions: it is necessary to develop new measures to solve the key tasks of evaluating the results of investment projects, the use of audit is the most effective way to prevent the negative consequences of the organization’s investment activity and inform users about its financial situation.

SummaryThe local Sanarelli-Shwartzman phenomenon (SSP-L) in the skin of 30 rats was induced by an intr a cutaneous sensitizing injection of leukaemic leucocytes isolated from the peripheral blood of patients with chronic lymphocytic leukaemia (CLL), acute myeloblastic leukaemia (AL) and chronic granulocytic leukaemia (CGL) and challenged by an intravenous injection of 100(μ of E. coli endotoxin. SSP-L was observed in 7 rats after injection of CLL lymphocytes and in 6 and 2 rats after AL myeloblasts and the CGL granulocytes, respectively. The lesions in the skin after AL myeloblasts appeared in a shorter time and were of longer duration compared with those observed after CLL lymphocytes and CGL granulocytes. Histologically, the lesions consisted of areas of destruction in the superficial layers of the skin ; the demarcation line showed the presence of neutrophils, macrophages and erythrocytes. Haemorrhages and fibrin deposits near the demarcation line were larger after injection of CLL lymphocytes and AL myeloblasts than after CGL granulocytes. The possible role of leucocyte procoagulative substances in the differences observed have been discussed.

Evidently, a few months after the Jakarta Charter was signed, Christian circles from Eastern Indonesia submitted an ultimatum, if the seven words in the Jakarta Charter were still included in the Preamble to the 1945 Constitution, then the consequence was that they would not want to join the Republic of Indonesia. The main reason put forward by Pastor Octavian was that Indonesia was seen from its georaphical interests and structure, Western Indonesia was known as the base of Islamic camouflage, while eastern Indonesia was the basis for Christian communities. Oktavianus added that Christians as an integral part of this nation need to realize that they also have the right to life, religious rights, political rights, economic rights, the same rights to the nation and state as other citizens, who in fact are mostly Muslims. This paper aims to determine and understand the extent to which the basic assumptions of the Indonesian people view the role of Islam as presented in an exclusive format.

Patient Safety was the right of a patient who was receiving health care. A nurse was one of the health professionals in a hospital having a very important role in realizing Patient Safety. In realizing Patient Safety Panti Rahayu Yakkum Hospital of Purwodadi had involved the role of the nurses. In carrying out their role the nurses could support the protection of the patient’s rights. The nurses performed health care by conducting six Patient Safety goals that were based on professional standards, service standards and codes of conduct so that the Patient Safety would be realized.This research applied a socio-legal approach to having analytical-descriptive specifications. The data used were primary and secondary those were gathered by field and literature studies. The field study was conducted by having interviews to, among others, the Director of Panti Rahayu Yakkum Hospital of Purwodadi, Head of Room and Chairman of Patient Safety Committee, nurses and patients. The data were then qualitatively analyzed.The arrangement of nurses’ role in implementing Patient Safety and the patient’s rights protection was based on the Constitution of the Republic of Indonesia of 1945, Health Act, Hospital Act, Labor Act, and Nursing Act. These bases made the hospital obliged to implement Patient Safety. The regulations leading the hospital to provide Patient Safety were Health Minister’s Regulation Nr. 11 of 2017 on Patient Safety, Statute of Panti Rahayu Yakkum Hospital of Purwodadi (Hospital ByLaws), Internal Nursing Staff ByLaws. In implementing Patient Safety Panti Rahayu Yakkum Hospital of Purwodadi had established a committee of Patient Safety team consisting of the nurses that would implement six targets of Patient Safety. Actually, the Patient Safety implementation had been accomplished but it had not been optimally done because of several factors, namely juridical, social and technical factors. The supporting factors in influencing the implementation were, among others, the establishment of the Patient Safety team that had been well socialized whereas the inhibiting factors were limitedness of time and funds to train the nurses besides the operational procedure standard (OPS) that was still less understood. Lack of learning motivation among the nurses also appeared as an inhibiting factor in understanding Patient Safety implementation.

<p><em>H</em><em>ousing is derived from the word house</em><em> which means</em><em> a place that has a place to live which will stay or stop in a certain time. Housing is a residence that has been grouped into a place that has facilities and infrastructure. The problem in this study focuses on the type of residential ownership in the form of SHM ART, SHM Non ART, NON SHM and others. </em><em>T</em><em>hese four types</em><em> can be used</em><em> to know the percentage of ownership in all provinces in Indonesia. Due to the fact that there is still a lot of information about the type of certificate ownership, there is still not much ownership. Therefore, the use of the k-Means algorithm as a data mining concept in the form of clusters, where the data already has parameters or values that fall into the category of unsupervised learning. That data produced the best. The data was obtained from published sources of the Republic of Indonesia government agency, namely the Central Statistics Agency data with the category of household processing with self-owned residential buildings purchased from developers or non-developers by province and type of ownership in 2016 throughout Indonesia. In conducting the dataset, researchers used the RapidMiner application as a clustering process application. This research </em><em>shows that</em><em> there are more types of ownership in the SHM ART, but for other values it is still smaller than the value in other types of ownership which is the second largest value. So</em><em>,</em><em> in this case, the role of government in providing assistance in the process of ownership in order to become SHM ART</em><em> is very important</em><em>.</em></p>

This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security.
