The expenditure of madrasah (Islamic Education Institution) as na­tional education subsystem has various consequences which are not simple, mainly on the pattern of education that must use one measure­ment, Department of National Education Affairs. The impact of it to madrasah is the appearing of obstacles and anomalies. It seems fifteen years since the application of National Educational System Law (UU SPN) year 1989, the government has not able yet to uplift the image of madrasah as an alternative of education institution. The question: What are needs to be done next by Department of Religious Affairs?

Abstrak: Pendidikan nasional berfungsi mengembangkan kemampuan dan membentuk watak serta peradaban bangsa yang bermartabat dalam rangka mencerdaskan kehidupan bangsa, bertujuan untuk berkembangnya potensi peserta didik agar menjadi manusia yang beriman dan bertakwa kepada Tuhan Yang Maha Esa, berakhlak mulia, sehat, berilmu, cakap, kreatif, mandiri dan menjadi warga negara yang demokratis serta bertanggung jawab. Dalam mewujudkan hal itu semua, maka dibutuhkan sumber daya manusia yang profesional dan anggaran yang memadai. Pembiayaaan pendidikan adalah faktor penting dalam menjamin mutu dan kualitas proses pendidikan.  Meskipun pembiayaan pendidikan bukan satu-satunya faktor keberhasilan, tanpa adanya pembiayaan yang mencukupi, maka pendidikan yang berkualitas hanya dalam angan-angan. Pada hal dunia pendidikan sedang ditantang untuk menjawab tiga hal: Kemampuan memenuhi kebutuhan, kemampuan mengembangkan hidup yang bermakna dan kemampuan memuliakan hidup. Disisi lain pendidikan juga dihadapkan pada globalisasi, yang ditandai dengan industrialisasi pendidikan sehingga berdampak pada dana anggaran pembiayaan pendidikan. Tujuan kami dalam penulisan artikel ini adalah untuk meneliti dan mengetahui Manajemen Pengelolaan Pembiayaan Pendidikan Islam di Pondok Pesantren Nurul Karomah Galis Bangkalan. Penelitian ini menggunakan jenis penelitian kualitatif, dengan jenis studi kasus. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan studi dokumentasi. Sedangkan teknik analisa data, peneliti menggunakan model analisis interaktif yang mengandung empat komponen yang saling berkaitan, yaitu: pengumpulan data, reduksi data, penyajian data, dan verivikasi data. Hasil penelitian menunjukkan bahwa secara keseluruhan, sumber-sumber dana pendidikan di Ponpes Nurul Karomah Bangkalan pada dasarnya bersumber dari pemerintah, orang tua dan masyarakat. Sumber yang paling utama dalam pembiayaan pendidikan di Ponpes Nurul Karomah Bangkalan berasal dari iuran wajib (SPP) yang dibayarkan siswa kepada sekolah yang telah ditetapkan Ponpes Nurul Karomah Bangkalan. Dalam hal pengelolaan Pembiayaan, pengelolaan Pembiayaan sekolah di Ponpes Nurul Karomah Bangkalan adalah di kelola kepala sekolah, guru berpengalaman (senior) yang telah ditunjuk oleh sekolah yang dibantu tenaga administrasi, dan para anggota komite sekolah. Secara khusus, pengendalian anggaran di Ponpes Nurul Karomah Bangkalan terdiri dari serangkaian kegiatan pemeriksaan dan persetujuan untuk memastikan bahwa: Dana dibelanjakan sesuai rencana, Ada kelonggaran dalam penganggaran untuk pembayaran pajak, Pembelanjaan dilakukan dengan memanfaatkan sumber daya yang tersedia, dan Dana tidak dihabiskan untuk kegiatan-kegiatan yang tidak disetujui atau diberikan kepada pihak penerima tanpa persetujuan.   Kata Kunci: Manajemen, Pengelolaan Pembiayaan, Pendidikan Islam     Abstract: National education function to develop ability and form the character and civilization of dignified nation in order to educate the life of the nation, aims to the development of the potential of learners to become human beings who believe and pious to God Almighty, noble, healthy, knowledgeable, skilled, creative , independent and become a democratic and responsible citizen. In realizing it all, it takes a professional human resources and adequate budget. Education funding is an important factor in ensuring the quality and quality of the educational process. Although education finance is not the only success factor, without sufficient financing, quality education is only in the fantasy. In terms of the world of education is being challenged to answer three things: The ability to meet the needs, the ability to develop a meaningful life and the ability to glorify life. On the other hand education is also faced with globalization, which is characterized by the industrialization of education so that the impact on education budget funding budget. Our goal in writing this article is to examine and know the Management of Islamic Education Financing Management at Pondok Pesantren Nurul Karomah Galis Bangkalan. This research uses qualitative research type, with case study type. Data collection was done by observation, interview and documentation study. While the data analysis technique, the researcher uses an interactive analysis model that contains four interrelated components, namely: data collection, data reduction, data presentation, and data verification. The results showed that overall, the sources of education funds in Ponority Nurul Karomah Bangkalan basically sourced from the government, parents and society. The most important source of education funding in Ponority Nurul Karomah Bangkalan comes from the compulsory fee (SPP) paid by the students to the school that has been established Ponpes Nurul Karomah Bangkalan. In terms of financing management, the management of School Financing in Ponority Nurul Karomah Bangkalan is managed by principals, experienced teachers (seniors) who have been appointed by schools assisted by administrative staff, and members of the school committee. In particular, the budgetary control at the Nurul Karomah Bangkalan Ponpes consists of a series of checking and approval activities to ensure that: Funds are spent according to plan, There is leeway in budgeting for tax payments, Spending is made by utilizing available resources, and Funds are not spent on non- activities that are not approved or granted to the beneficiary without consent.   Keywords: Management, Financing Management, Islamic Education.

Ministry of Human Resource Development of Government of India has projected an elaborate and all-encompassing National Education Policy 2020 (NEP2020). Before independence, the education in India was under the complete control of the “Masters, the British Empire.” The education policies, like the one drawn by Macaulay, as would be obvious, were not for providing any quality education to the Indians, but to churn out the “Babus;” clerks and bureaucrats, to serve the masters, pure and simple. After independence, the society went through series of changes, policies were charted and certain reforms were brought in, but the impact was still not achieved. In 2015, the GOI adapted, “2030 Agenda for Sustainable Development (SD)” and since then the impetus has been initiated. The final culmination of a long drawn and all-inclusive process is NEP2020. NEP2020 has been a very elaborate planning document. The salient features of the issues, principles, aims, vision, challenges and solutions have been dealt with in this article. The main focus has been on the higher education and its implementation. Due importance also has been accorded to other issues such as vocational education, research and online and digital education to mention a few. Overall, it is a commendable and a very positive step forward on the part of the government. Only the time will judge, how much net effective output is actually garnered.

Studies on religious education teacher’s competences in Aceh could not be separated from studies on state’s intervention toward education. State hegemony occurs in the form of regulation formalization which regulates efforts for improving qualification and competence of teachers. The research showed that the presence of Act No. 14, 2005 and the Government Regulation No. 74, 2008 had been used as legal reference to encourage the improvement of Aceh religious education teachers’ qualification and competence. This is a qualitative study in which triangulation in data collection was used. The data was then collected through documentations, observations, and deep interviews. This work emphasizes that improving teachers’ competences in Islamic education system in Aceh was in accordance to and did not contradict with national education system and moreover strengthen the content of Act No. 14, 1005 and Government Regulation No. 74, 2008. Qualification and competence of religious education teachers in Aceh underwent improvement better than previous term. However, teachers experienced that socialization process and implementation of regulation has yet to receive upmost attention. The study also suggests that religious education teachers’ qualifications and competences will significantly contribute to the development of religious education quality, thus Islamic education transforms intently in national and state relations order.

The failure to response digitalization evidenzed by the violence of child in the education institution and social environment that KPAI declared as the impact of digital culture and civilization that indicated instead of the failure of home’s education. This paper will discuss and share an idea with literature view methode with the urgent of multicultural Islamic education. The Values of Multiculturalsm can be tought early like humanity, tolerance, respecting minority, loving a weak, keeping unity and peace, mentaining the culture. Kebijakan merupakan garis pedoman untuk bertindak atau mengaplikasikan suatu strategi untuk mendapatkan suatu tujuan tertentu dari sebuah lembaga atau organisasi. Pondok Pesantren Al-Basyariyah merupakan suatu lembaga yang mencoba menerapkan sebuah kebijakan dalam upaya pengembangan lembaga pendidikan islam yang dipimpinnya. Hal ini tentunya merupakan suatu wujud kepekaan dan kepedulian terhadap berbagai perkembangan realitas sosial yang seringkali mendatangkan berbagai dampak dalam setiap sisi kehidupan termasuk dalam dunia pendidikan pondok pesantren.Salah satu segi kehidupan organisasional yang amat penting untuk selalu mendapat perhatian pimpinan puncak suatu organisasi adalah menyesuaikan kemampuan organisasi yang dipimpinnya dengan perubahan-perubahan kondisi lingkungan yang pasti selalu terjadi. Untuk dapat menampung akibat dari segala perubahan yang selalu terjadi itu, manajer puncak mutlak perlu mengambil suatu langkah strategis guna mengantisipasi dari dampak perubahan tersebut -positif atau negatif- terhadap keberlangsungan hidup organisasi yang bersangkutan. Tujuan penelitian ini adalah untuk mengetahui perencanaan pengembangan kelembagaan yang dilaksanakan sebagai suatu kebijakan pimpinan Pondok Pesantren Al-Basyariyah dan langkah-langkah pengembangan kelembagaan yang ditempuh di Pondok Pesantren Al-Basyariyah. Policy is a guideline for acting or applying a strategy to get a specific goal from an institution or organization. Al-Basyariyah Islamic boarding school is an institution that tries to implement a policy in the development of the Islamic education institution it leads. This is certainly a form of sensitivity and concern for various developments in social reality which often have various impacts in every aspect of life, including in the world of Islamic boarding school education.One aspect of organizational life that is very important to always get the attention of the top leadership of an organization is to adjust the ability of the organization they lead to changes in environmental conditions that are sure to always occur. To be able to accommodate the consequences of all the changes that always occur, top managers absolutely need to take a strategic step in anticipating the impact of these changes - positive or negative - on the survival of theorganization concerned.The purpose of this study is to determine the institutional development planning implemented as a policy for the leadership of the Al-Basyariyah Islamic Boarding School and the institutional development steps taken at the Al-Basyariyah Islamic Boarding School.

AbstractPesantren Nurussalam Ciamis is often associated with the movement of Abu Bakar Ba’asyir who was caught in Banjar in August 2010. Even in 2013, this Islamic boarding school is linked again with the arrest of terrorist Anton whois allegedly an alumnus of Nurussalam Islamic Boarding School. After the bombing of Thamrin on January 14, 2016, Nurussalam Islamic Boarding School is indicated by the National Agency for Combating Terrorism (BNPT) as one of radical Islamic boarding schools. The question is whether Nurussalam Islamic Boarding School is really a source of radicalism. To answer that question, wesee two aspects of Pesantren Nurussalam namely its education method and religious understanding. Through qualitative method, it is found that Pesantren Nurussalam education system generally refers to the national education system plus Islamic education system adopted from Gontor and Ngruki models. The educational system built is not separated from the religious understanding ofthe founders and managers who understand salaf, more precisely salaf puris cooperationis. AbstractThough it is controversial, implementing UN as a graduation standard for any students has continued so far. Juridical bases are UU No. 20/2003 regarding National Educational System and Government Regulation (PP) No. 19/2005 regarding National Education Standard. The fact is that UN encourages students to leaarn more actively, teachers to teach better, principals to improve school quality, and parents to focus more on making their children study more enthusiastically. However, still there are parties nit agreeing with the government act. The rejection of UN is based on different interpretations on the existence of Law No. 19/2005, educational decentralization principle, different paradigm in understanding of national education objective, social reality in community, and the educational function. On the other hand, the government should fulfill minimal service standard before they implement educational nationalization.

Islamic boarding school (pesantren) as traditional Islamic education institution is an invaluable part of the Indonesian national education system, which established by the ulama, the education system aims to teach Islamic lessons. Many classic books in this Islamic boarding are learnt through reading and studying based on amtsilati method. Therefore, this article is intended to investigate learning nahwu shorf, efforts and motivation of students in improving student learning of Nahwu Sharaf in Sunan Ampel Islamic Boarding School using the amtsilati method. In this case, qualitative research is used, the object in this study is learning Nahwu Sharaf with the Amtsilati method. The results of this study indicate that learning nahwu shorf by using the amtsilati method showed the time efficiency represents the problem in Nahwu-Sharaf learning. In terms of understanding, this method is mainly faster because the book uses the Indonesian language

<p><span>The legal status of polytechnic has been fundamentally changed from time to time. After the Law of National Education System Number 20/2003 and the Law of Higher Education Number 12/2012 came into effect, the polytechnic has been granted a new legal status that offers more diverse programs at various levels. Since then, polytechnic could conduct vocational diploma programs and degree programs in applied sciences from graduate to postgraduate. This legal status raises legal problems whether polytechnic is a higher education institution in vocational or applied sciences. Best education practices in some countries classify applied sciences higher education as academic education, not vocational education. This doctrinal research paper then will examine this legal problem using statute, historical and comparative approach, in the light of the Development Legal Theory. This study shows that the legal status of polytechnic is heavily dependent on government policy. In the absence of a clear and firm ground policy of vocational education, the legal status of the polytechnic has been interpreted differently from time to time. The government ought to reset the vocational education policy and then reform the law of the national education system. Therefore, the legal status of the polytechnic will be more sustainable and have better legal certainty accordingly. Regarding the recent development of higher education, it will be better if the government constitutes polytechnic as a higher education institution in applied sciences.</span></p>

<p><em>The Nawacita program framework, the Government of Indonesia is trying to improve the quality and equity of the national education system by increasing the education sector national budget to 500 trillion rupiah, and appointing the Chief Executive Officers (CEO) of the Gojek Internet Start-up company, in order to boost up the program outcome by using Information Technology (IT) as the main gap bridge in the education sectors. The unequal access to the education level in the formal, informal and non-formal education clusters is emphasizes if the education sectors problems is complex as the development problem. The government trying to tackling that problem by developing the suitable curriculum, and maximization of the use of IT in the education sectors to improve the quality and equity for the education. In this research, the correlation between the rapid development of education sectors and the impact to the national economy is analyzed by using the Solow models which said if the investment of human capital, including to the education sectors is one of the main bridge to achieve the status as advanced nation. This research is concluded if the formal education sector have direct and significant impact to the economic sector, then the informal and non-formal educations sectors act as supporting unit in order to achieve the quality and equity, in order to improve the education access.</em></p>
