INTERNAL FACTORS OF INFLUENCE ON THE FORMS OF FINANCING OF EDUCATION

The article considers the following issues: to determine the system of factors influencing the forms of financing educational activities; to analyze the state and prospects of development of the educational cluster to facilitate access to funding for the implementation of state policy in the field of education at the local level. For effective educational activity in Ukraine it is necessary to be able to properly perform the functions of control over the financial, organizational, technical, methodological, information support of the development of the educational sphere by the authorized bodies. The sign of progressive transformations should be the creation of conditions to meet the needs of education, improving the system of mechanisms for state regulation of educational activities, intensifying cooperation between educational institutions and the private sector, as well as improving the quality of education and the use of educational technologies, tools and resources. and states. Educational activity of Ukraine needs qualitative changes for realization of administrative processes, in particular transformation of structure of local governments, their orientation on increase of level of competitiveness of all key links of region (territory). Ukraine's integration into the world educational space requires constant improvement of the national education system, search for effective ways to improve the quality of educational services, testing and implementation of innovative pedagogical systems, real equal access of all its citizens to quality education, modernization of education and its organization adequately to world trends and requirements. labor market, ensuring continuity of education and lifelong learning. As world experience shows, education and society are inseparable, which is a single system. And if the conditions and factors directly related to the formation of the individual, his cultural and spiritual and moral development are subject to reform and restoration, then the indispensable means of such development is education and everything connected with it. One of the most important directions of the country is the priority development of the educational sphere, for many countries it has been, is and remains a strategic point of growth, as it creates an effective, powerful investment resource – human potential. The state and prospects for the development of the educational cluster are analyzed to facilitate access to funding in the implementation of state policy in the field of education at the local level. The results of the development of control and stabilization financial mechanisms are summarized, with the help of which the state will take on some of the risks and demonstrate its own level of confidence in the effectiveness of using an open educational system, while leaving no room for abuse of state support. A mechanism for targeted control of the development of the infrastructure of the educational information space at the local level has been built. Educational policy is based on the relationship between the systems of state and public administration, thanks to their effective interaction, they contribute to the development of educational systems. Implementation, modernization and operation of educational research infrastructures; the formation of the committee; creation of financial support instruments for the participation of educational research infrastructures in international associations of educational research infrastructures.

Purpose. The purpose of the article is to substantiate theoretically the relationship between migration and human development in the system of achieving the Sustainable Development Goals, to reveal a modern understanding environment of the opportunities as a factor in shaping the migration potential, to formulate recommendations for the implementation of the state policy for human development under conditions of high migration activity of the population, relevant for Ukraine. Methodology / approach. The general scientific methods (analysis, synthesis, generalization, systematization, graphic method) and special ones (statistical analysis, comparison, organizational and managerial modeling) were the basis of the methodological approach. Current ideas in determining the competitive conditions of environment of opportunities for human development were systematized in order to generalize the theoretical foundations of the study. Statistical analysis was performed on the example of Ukraine as a migration-active country using data from international statistical platforms UNDP, IОМ, ILO, Eurostat, Worldometer. Interstate comparative analysis made it possible to substantiate the need for the formation and implementation of the state policy for human development under conditions of high migration activity of the population. Ishikawa diagram specifying the target areas and the measures algorithm of their achievement was used to determine the catalyze priorities of such a policy. Results. In the article there were made the theoretical and applied justifications for the modern understanding of migration, human development and their interaction in terms of the formation of the internal environment of opportunities in the global mobile space of competitive redistribution of human potential. The interstate comparative analysis of the main socio-economic indicators on the example of Ukraine to identify applied problems of human development of a migration-active society was conducted. The excessive gaps indicated the priority spheres of state policy for human development as a measures’ set of demographic, valeological, educational, economic, environmental and security nature, aimed at ensuring decent, socially just and active living conditions with respect for choice and movement freedom. The priorities of the state policy for human development under the conditions of high migration activity of the population were offered. They provide an opportunity to substantiate management focuses on the implementation of monitoring of human development and migration, improving the efficiency of migration capital and the welfare of the population, stimulating demographic reproduction, the formation of social unity and legal culture. Originality / scientific novelty. There were improved the theoretical and applied bases of research of relationship between human development and population migration in the context of realization of choice right and movement freedom. The methodical bases of the comparative analysis of the internal opportunities’ environment of human development of migration-active society were further developed. The method of Ishikawa diagram (Constructing a Fishbone) to specify the priorities of the state policy for human development under the conditions of high migration activity of the population was used for the first time. Practical value / implications. The content, purpose, spheres and priorities of the state policy for human development under the conditions of high migration activity of the population were substantiated. The applied recommendations for the implementation of such a policy for migration-active Ukrainian society were formulated.

Abstract. In recent decades, the issue of the humanitarian sphere, in particular education, has been in the focus of attention of politicians, public figures, scientists, teachers, parents, because it is education that determines the future of the world, of each country, and its results directly affect the state of affairs in all other spheres of human life - political, socio-economic, cultural and scientific. Personal development is recognized as the main goal, the key indicator of modern progress, and therefore it puts forward new requirements to education, to its quality, in particular, to the quality of educational activities, as a part of a holistic pedagogical process. The state documents, decrees of the President of Ukraine, the Order of the Ministry of Education and Science of Ukraine, the concepts define the priorities of the development of education of Ukraine in general and educational activities in particular, the main provisions of strategic changes, the corresponding legal and regulatory framework has been created and updated, practical reformation of the branch is carried out in accordance with the Conceptual Principles of Secondary School Reform «New Ukrainian School», the Conceptual Principles of National-Patriotic Education of Ukraine and the Strategy of National-Patriotic Education of Ukraine, etc. At the same time, the situation in educational activities, the pace and content of transformations do not sufficiently meet the needs of the individual, the government and the society. This demands updating of education and sets the task for the government to ensure the priority of pedagogical tasks, including educational ones, the urgency of solving current problems of education and personal development through improving the quality of education, the quality of pedagogical activities, including educational ones. Chapter 5 of the Act «On education» addresses the issue of quality assurance in education, noting the need to establish an internal system of quality assurance in educational institutions. Development of such system in general secondary education institutions (GSEI), definition of policies and procedures, principles, directions, tools for assessing the quality of GSEI activity are ongoing. In this context, we consider it necessary to propose a model for assessing the quality of educational activities of GSEI, developed on the basis of a qualimetric approach. The article defines such directions of assessment of the quality of educational activity of GSEI, as: the quality of personal development of students, the quality of development of students team, the quality of professional activity of teachers as an educators, the quality of educational environment and the conditions for ensuring educational activity.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

The use of different methods of formative and summative assessment in the teacher’s evaluating activity is very important for the objectivity of evaluating all planned results, which leads to an increase in the quality of students’ learning. The article considers the comparison of the content of formative and summative assessment Modern quality of education focuses on teachers’ readiness to solve professional tasks of both teaching activities and tasks related to the assessment of educational achievements, which undoubtedly contributes to the development of evaluation competence of the teacher himself. In order for the educational activity to be effective, it is important to constantly monitor and evaluate the educational results of students in accordance with the set learning objectives. It is important in the implementation of the evaluation system to apply modern approaches that allow to meet all the requirements of the organization of educational activities.

Cybernation of the world, which began in the middle of the 20th century, encompassed all spheres of the life of society, becoming an essential component of the environment. Electronic technologies are used in various industries and services, including education. The implementation of the idea of e-education has contributed to the change in educational technologies, the dominant component of which are information and communication technologies. The research problem lies in the need to disclose modern information and communication technologies as an actual resource for educational activities. The purpose of the research is to substantiate the effectiveness of the use of information and communication technologies in the educational process. The research methods are analysis, synthesis, generalization, description. The basic research method is a pedagogical experiment. The research results: the concept of "information and communication technologies" has been considered, their tools have been described; the advantages of using information and communication technologies in educational activities in the direction of training 44.03.02 Psychology and Pedagogy of primary education have been disclosed; the efficiency has been substantiated and the possibilities of using informatization means in the educational process on the basis of the branch of FSBEI HE "Adyghe State University" in the city of Belorechensk have been determined; examples of the use of information and communication technologies in the educational process in the disciplines "Modern information technologies", "Information and communication technologies in education" have been given; the results of experimental work have been presented, that confirm the increase in the efficiency of the quality of knowledge. Key conclusions: information and communication technologies include the integration of methodological techniques, technological processes, software and hardware that interact with each other in the process of using information for a specific purpose, determined by the interests of its consumers; the advantages of information and communication technologies in educational activities are the expansion of the possibilities of the educational process, the development of positive educational motivation and interest of students, an increase in the quality of knowledge, etc.

The article is devoted to the study of the content of the category "human potential" and the basics of its management. According to the results of the study, it was found that the socio-economic conditions of the state directly affect the quality of human potential formation at all levels. In addition, the process of formation of the human potential of the region must be the basis for the formation of such a potential at all levels. Qualitative formation of human potential will directly affect not only the formation of other potentials of economic systems, but also the total human capital of the state as one of the most important components of national wealth.

The urgency of the formation of technological competitiveness of the Ukrainian economy under the current global challenges and threats is substantiated. The analysis of the national institutional and organizational system of state policy of ensuring technological competitiveness of the economy has been carried out. The importance of forming in the country of institutional, organizational and institutional-legal systems of the state policy of ensuring innovation-technological activity and development is pointed out. The condition of the institutional and legal system of the state policy of ensuring technological competitiveness of the Ukrainian economy is revealed. The results of the analysis of the state policy of ensuring the technological competitiveness of the Ukrainian economy by management functions are presented. The paper emphasizes that the following disadvantages of the state policy of ensuring technological competitiveness: by the function of analysis - the lack of a system of complex analysis and evaluation of innovation and technical activity; by function of planning - non-institutionalization of the system of programming and planning of technological competitiveness of economy; by function of organization - non-construction of a complete organizational and institutional system of state regulation of innovative activity; by function of motivation - absence of sufficient customs-tariff and budget-tax stimulation of innovation and technological activity; by the control function - unformed environment of independent institutions for monitoring and control of the state innovation and technological policy. The paper substantiates that technological competitiveness of the economy is formed in stages according to the levels: factor competitive advantages of strategic enterprises, strengthening of competitive positions of clusters, development of "strong" industries, technological competitive advantages of the economy, international competitiveness. The fact that technological competitiveness of each country is based on its own model and does not fit into the universal "ideal" scenario is emphasized.
