The article explores new global external challenges to the development of national economies around the world. The impact of COVID-19 on a country’s economy and society through the prism of rapid implementation of digital technologies in all spheres of public life. The scientific-theoretical and regulatory framework for the development of the digital economy in Ukraine is defined. The total digitalization of Ukrainian society is seen as one of the positive consequences of the spread of the COVID-19 coronavirus, has stimulated an unprecedented growth of digital transformation of all sectors of the economy and public administration. Separate legal acts establishing the fundamental basis for the development of the digital economy and society in Ukraine are analyzed. Specified ways of development of electronic economy through the use of information systems, networks, resources and modern information and communication technologies of new forms of social and economic relations. An analysis of the conceptual and categorical apparatus in the area under study is presented. The legal definitions of “digital economy”, “electronic economy” and “electronic commerce” are commented. The modern trends of economic activity paradigm changes in the development of digital economy, result economy, sustainable socio-economic and environmental development are highlighted. Risks caused by the COVID-19 pandemic can be minimized by developing an effective state anti-pandemic policy aimed, first and foremost, at protecting national interests of Ukraine and ensuring social and economic security of digital and economic development. The conclusions about the ways and strategic tasks of formation of effective state antipandemic policy of the country are made. It is stated that the current stage of global socio-economic development is characterized by the significant impact of digitalization. The current research revealed that digitalization of all spheres of society is a global trend; the COVID-19 pandemic has influenced and continues to influence the economic situation in all countries of the world.

The article analyzes the concept of the digital economy, definitions of the digital economy, technological changes inherent in the digital economy, the impact of the digital economy on employment, the creation of a national system of digital economic security, the share of information and communication technologies in GDP, analysis of some indicators of the analysis of the number of special software tools used in this area.The article also analyzes the state and development of the digital economy in developed countries and, based on the results, discusses a number of issues and problems in the strategy of development of the digital economy in the Republic of Uzbekistan and its economic significance.Also, mechanisms for creating local platforms of digital technology in the country have been proposed.


This publication studies the impact of information and communication technologies on the global economy; using the main Indices (Network Readiness Index, Global Innovation Index, E-Government Development Index, E-Participation Index and ICT Development Index) the authors analyzed at a on information society development. Information and communication technologies are an integral part of the global economy; the decisive factor of the country's economic development is the level of ICT use in various areas of public life. The fact of the transition from the “old industrial order” to the “new economy”, which affects the processes of production, processing and transmission of information, transforming the economy, politics and culture in the modern world, becomes obvious. The rapid development and spread of new ICT technologies acquire the nature of the global information revolution. This leads to an irreversible transformation into a new post-industrial type of society. The main idea of this research is relevant within the scientific and practical terms. The subject of the research is the informatization of global economic development. The purpose of the research is to study informatization processes and to analyze ICT as a resource of the modern development of the world economy. The object of the study is the dynamics of the informatization process development and the detailed analysis of the impact of ICT on the world economy. The scientific methods are a system analysis, a factor analysis and a graphical method. The study reveals new components of the world economy and countries’ positions on the global market. The authors conclude that due to the development of ICT, almost all areas of the economy, which have an impact on the development of states and people's welfare, are getting intensified.

The priority vector of development of many countries of the world is digital transformation and creation of a hypercompetitive digital economy. The key trend of modern global economic development in all countries of the world is the rapid spread of information and communication, digital technologies and the development of the digital economy, which causes changes in the business environment, transaction methods and the level of connections between individual entities. The digital economy is an innovative dynamic economy based on the active introduction of innovations and information and communication technologies in all types of economic activities and spheres of society, which increases the efficiency and competitiveness of individual companies, the national economy and living standards. In the third wave of globalization, the digital economy plays an important role in the development of countries, the most important factor of which is information and knowledge, as well as ways to access them. Increasingly, the digital economy is intertwined with the traditional economy, making clear demarcations increasingly difficult. The main products of the digital economy are the same goods and services of the traditional economy provided by computer equipment and digital systems such as the global Internet. However, the rapid development of digitalization is becoming a source not only of new opportunities, but also of serious threats and problems for all segments of the population that need to be taken into account. That is, the digitalization of the economy and all spheres of public life, on the one hand, becomes a challenge and threat to established business models and successful strategies of behavior of enterprises in a market economy, on the other - opens new opportunities for improvement and competitive advantage. Digitalization has significant benefits for economic development. Benefits at the level of the whole society include: economic and social effect of digital technologies for business and society; improving the quality of life; increasing the productivity of all social labor; the emergence of new models and forms of business that can increase profitability and competitiveness; increasing the transparency of economic transactions and ensuring the possibility of their monitoring. Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

The article is devoted to the analysis of the main modern trends of digitalization of the economies of the leading world powers. Particular attention is paid to the state of Affairs with the practice of information and communication technologies in the Russian Federation. The analysis of trends in the participation of the digital economy in the formation of GDP of a number of countries, including Russia. The impact of digitalization processes on the current state and further development of various spheres of management is assessed. The practice of development of strategic programs for the development of national economies, which determine the targets for the development and implementation of modern information technologies in various industries and activities to improve the efficiency of national socio-economic systems. The author’s position in determining the main features of the current state of the digital economy of Russia is based on the generalization of the results of studies conducted by a number of international companies, and is of practical importance in the study of the problem of the ongoing transformation of social and labor relations in the context of digitalization.

Information and communication technologies (ICTs) are transforming health services throughout the world. Health information and technologies (HITs) involve application of information processing using computer for storage, retrieval, sharing and use of information and knowledge for communication by a pharmacist. Similarly electronic prescription (EP) services have made the dispensing and reimbursement processes more efficient. Maintenance of patient record become easy by using ICTs. Barcode identification of medicines can be used to reduce medicine administration errors and to improve the medication history of patients. Telecare using digital communications technology provides healthcare consultations and other health care services to rural, old & handicap patients easily and improves their access to healthcare by reducing their hospital attendance. In developing countries like India, it is quite a challenging task to provide access to information and communication technologies. As the geographical diversity is also a challenging for implementation of ICTs at everywhere. Information and technologies are giving a way to access the data all over the globe. ICTs have brought transformation in education in all over the world. Information and technologies are removing barriers from learning education. ICT applications are becoming indispensable tools for traditional and vocational education. In the field of pharmaceutical sciences, ICTs can further enhance the quality of education. As lots of modifications and newer drugs are coming in the market, it is quite a challenging task to a pharmacist to update knowledge to serve the society in an efficient way. ICT can be utilized in health care to improve quality of patient centric services.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

Actuality of the research topic. A number of global trends affects food supply and consumption, as well as food security in the world. The main one is the growth of the world population primarily in emerging countries and urbanization of the population. Accordingly, the topic of food security in the context of urbanization becomes highly relevant. Problem statement. It should be noted, that urbanization changes the quantity and structure of food products, increases the demand for quality products, impacts on food security and economic security of the country in general. Review of recent research and publications. Urbanization is a very complex subject; so many well-known foreign and domestic scientists from different fields of science have studied various aspects of urbanization. At the same time, the vast majority of publications are mostly theoretical and cover the demographic and geographical aspects of urban processes, while the issues of economic analysis and the impact of urbanization on food security remain inadequately studied. Task statement, research methods. The article aims to study the process of urbanization in the world and in Ukraine, as well as to identify the impact of urban processes on the economic development of countries and food security in order to develop recommendations on prospects and opportunities for Ukraine. Presentation of the main material (results of work). The paper describes the main processes of urbanization, which take place in different countries and in the world as a whole, as well as in Ukraine. The influence of urbanization processes on the economic development of the countries is determined, namely, that the countries with high level of urbanization have high economic development and accordingly the high Gross National Product per capita. It has been discovered, that urbanization also affects the food security of countries, as the number of urban population increases, the structure of consumer products changes, and the demand for food increases as well. Summary. Urbanization represents both a challenge and an opportunity for the development of agriculture, as well as food security. Urbanization provides opportunities for Ukraine in the face of growing demand for food, to improve its export potential.

Article is written on the basis of an analysis of empirical data obtained in 2021 from sociological studies conducted in Saint Petersburg and Minsk – cities with a population of one million, which served as the object of research of the current digital transformation. A feature of both samples was the large percentage of people with higher education among the employed population. In fact, we studied a group of urban professionals. The authors identify trends in the world of work that detail digital transformation processes. The purpose of the article is to describe the trends in the digitalisation process in the world of work in a large city and to reveal how relevant these trends are for the Belarusian and Russian professionals. The authors show the level of digital acquisition of the employed urban population today, as well as the impact on this process of the previous year associated with the pandemic and the inevitable transition of a part of the employed population to remote work. The article presents the factors that determine the labour motivation of urban professionals of different levels in their mastering of information and communication technologies, reveals the development trends of labour digitalisation processes and their impact on certain groups of professionals employed in both production and non-production spheres. It is concluded that the motivation of the employed population to master new digital knowledge directly depends on how much a person needs it in the workplace, contributes to his career advancement or helps to keep the workplace.
