The article analyzes the concept of the digital economy, definitions of the digital economy, technological changes inherent in the digital economy, the impact of the digital economy on employment, the creation of a national system of digital economic security, the share of information and communication technologies in GDP, analysis of some indicators of the analysis of the number of special software tools used in this area.The article also analyzes the state and development of the digital economy in developed countries and, based on the results, discusses a number of issues and problems in the strategy of development of the digital economy in the Republic of Uzbekistan and its economic significance.Also, mechanisms for creating local platforms of digital technology in the country have been proposed.

The article explores new global external challenges to the development of national economies around the world. The impact of COVID-19 on a country’s economy and society through the prism of rapid implementation of digital technologies in all spheres of public life. The scientific-theoretical and regulatory framework for the development of the digital economy in Ukraine is defined. The total digitalization of Ukrainian society is seen as one of the positive consequences of the spread of the COVID-19 coronavirus, has stimulated an unprecedented growth of digital transformation of all sectors of the economy and public administration. Separate legal acts establishing the fundamental basis for the development of the digital economy and society in Ukraine are analyzed. Specified ways of development of electronic economy through the use of information systems, networks, resources and modern information and communication technologies of new forms of social and economic relations. An analysis of the conceptual and categorical apparatus in the area under study is presented. The legal definitions of “digital economy”, “electronic economy” and “electronic commerce” are commented. The modern trends of economic activity paradigm changes in the development of digital economy, result economy, sustainable socio-economic and environmental development are highlighted. Risks caused by the COVID-19 pandemic can be minimized by developing an effective state anti-pandemic policy aimed, first and foremost, at protecting national interests of Ukraine and ensuring social and economic security of digital and economic development. The conclusions about the ways and strategic tasks of formation of effective state antipandemic policy of the country are made. It is stated that the current stage of global socio-economic development is characterized by the significant impact of digitalization. The current research revealed that digitalization of all spheres of society is a global trend; the COVID-19 pandemic has influenced and continues to influence the economic situation in all countries of the world.

This report focuses on how quickly and creatively electronic communication is spreading and transforming rural areas in Africa and, particularly, two selected communities in Zambia as case studies. The report also shows ways in which communities are adapting information and communication technologies (ICTs). And this research is interested in studying how quickly electronic communication is spreading and transforming rural areas in Africa and, in particular, the Republic of Zambia. The impact of social networks is being used in dynamic, creative ways to not only spread business opportunities but to energize economies and society. They want to gather community and household information to understand the many ways communities are adapting these technologies. Their methods of adoption and adaptation of technologies do not resemble high-tech societies where governments support massive infrastructure projects.  For example, highly creative uses of low-tech cell phones are energizing commerce and spawning new ways of building creative solutions, making African countries some of the fastest growing economies in the world today.

The article is devoted to the analysis of the main modern trends of digitalization of the economies of the leading world powers. Particular attention is paid to the state of Affairs with the practice of information and communication technologies in the Russian Federation. The analysis of trends in the participation of the digital economy in the formation of GDP of a number of countries, including Russia. The impact of digitalization processes on the current state and further development of various spheres of management is assessed. The practice of development of strategic programs for the development of national economies, which determine the targets for the development and implementation of modern information technologies in various industries and activities to improve the efficiency of national socio-economic systems. The author’s position in determining the main features of the current state of the digital economy of Russia is based on the generalization of the results of studies conducted by a number of international companies, and is of practical importance in the study of the problem of the ongoing transformation of social and labor relations in the context of digitalization.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The article is devoted to an overview of the development and state of the digital economy of the Republic of Uzbekistan and the world as a whole. In particular, the role of information and communication technologies in enhancing the economic growth of countries and facilitating access to public services is being examined. The main components that stimulate the development of the country’s digital economy (investments in information and communication technologies and their development, digital infrastructure, e-government) are revealed. When studying the material, the methods of analysis, observation, grouping, comparison of world experience in the development of information and communication technologies, and the digitization of the economy were used. A review of the main world ratings that are significant in the development of the digital economy is carried out and the place of the Republic of Uzbekistan in the ratings is revealed, a growth trend is noted. The analysis of the prospects of digital technologies in the Republic of Uzbekistan is carried out, the special role of the documents issued by the government on the development of the digital economy, as well as the organizations created that allow making innovative proposals, is noted. Based on the results of the study of the material, recommendations were made for improving the state of the digital economy in the country and in the world as a whole. These recommendations are also reflected in the regulatory documents on regulating the digitalization of the economy of the Republic of Uzbekistan.

The object of the paper is peculiarities of digital economy development in the framework of informatization of socio-economic, socio-cultural relations. It contributes to the in-depth development of the noosphere, the emergence of new industries and a qualitative transformation of production and distribution relations. The paper examines the impact of digitalization on transformational changes in the economy. As noted at the 14th G20 Summit, the main goals of digitalization are the development of innovations, focused on the development of society 5.0, ensuring the free flow of data and at the same time solving problems, related to information security and the protection of intellectual property rights, as well as bridging the digital gap and promoting the digitalization of micro, small and medium-sized enterprises and the development of smart cities. The research methodology is based on theoretical and methodological analysis of the literature, statistical, comparative analysis, as well as synthesis, generalization and systems analysis. The study has revealed differences between the national approach and world experience in the interpretation of digitalization. For instance, in Ukraine the phenomenon involves, first of all, «digitization» in the field of data collection and analysis. At the same time, the concept of digitalization in developed countries is considered as the modernization of the manufacturing sector based on the implementation of information and communication technologies in order to reduce the capital and material intensity of products to increase competitiveness. In addition, the level of development of central bank digital currencies (CBDC) as one of the indicators of the information society has been analyzed. As a result, it was found, that about 80 % of all central banks in the world have been working on projects to issue their own digital currency. The basic requirements for national CBDC have been systematized. The practical significance, presented in the paper, lies in making recommendations for policy implementation of national economy digitalization. It is important, first of all, to «digitize» the real manufacturing sector, but not only create all sorts of «remote access services», clearly define the government position on cryptocurrencies and continue to implement the project of e-hryvnia (digital currency of National Bank of Ukraine) introduction.

Subject. The article considers the impact of digital economy on entrepreneurship, which is a key factor in influencing the social and economic life of countries with market economies. New economic processes are emerging, such as e-commerce, as well as new economic agents, such as digital government and digital enterprises, which, in turn, are shaping the digital entrepreneurial ecosystem. Objectives. We focus on exploring the impact of digital economy on business activity. Methods. The study draws on the methods of logical and statistical analysis. Results. The digital economy is forcing many States to take a new course in their policies to improve socio-economic processes. In 2017, the RF President's Decree was issued called On the Strategy for Information Society Development in the Russian Federation for 2017–2030, which is aimed at the development of information and communication technologies, including those ones in the economy. Conclusions. Any State should provide favorable conditions for digitalization of entrepreneurship. Public financial support is crucial for creating and fostering innovative center for development of new digital enterprises.

The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

In this day and age, information security is becoming a priority not only in the system of international economic relations but also at the state level. This study aims to study the effect of a ‘digital’ country’s information security on its political stability through quantitative analysis. The study is a mixed research design with a focus on the Russian Federation and the Republic of Kazakhstan. Its methodological basis is represented by the collection and analysis of data on the level and nature of cybersecurity threats (Global Cybersecurity Index, the number of cyber incidents) and on the level of political stability (Political Stability and Absence of Violence/Terrorism indicator of the Worldwide Governance Index). The results of the study show that Russia with a GCI 2020 score of 98.06 and Kazakhstan with a GCI score of 93.15 have relatively low levels of political stability. This is evidenced by their 45.7 and 25.7 percentile ranks on Political Stability and Absence of Violence/Terrorism and a high frequency of offenses using information and communication technologies. Findings suggest that with a high level of commitment to information security, the growth in cyber incidents will not necessarily affect political stability. The obtained findings provide countries an insight into cybersecurity within the national system as well as present a great deal of data on best practices to work through gaps in the national culture of cybersecurity at the state level. The results and methodology of this study can be used by officials to develop information security strategies and tactics, as well as by other researchers for quantitative analysis of the relationship between information security and political stability of different countries and regions.
