The article examines the processes of state construction, formation and development of government institutions, the system of state and local government through the prism of the features of the historical, socio-economic and cultural development of the Republic of Belarus. The authors noted the ongoing systematic measures to improve and de-bureaucratize state bodies, as well as the creation of a mechanism for organizational regulation of e-government. The Republic traditionally occupies high positions in international rankings on the e-government development Index (EGDI), which is compiled by the UN Department of economic and social development and characterizes the state of information and communication technology infrastructure, human capital and public services provided online. Programs to ensure the implementation of the state personnel policy of the Republic of Belarus were analyzed. The availability of a trained reserve is considered as the most important condition for ensuring the continuity of managerial personnel and improving the efficiency of public administration. Researchers see the creation of a coherent system of continuous professional training in the field of management as one of the key tasks at the present stage. The conceptual and legal basis for professional training and continuing education of senior personnel is formulated in a number of state legislative acts. In particular, in accordance with the state order, the relations related to the implementation of educational activities by the Academy of Public Administration under the President of the Republic of Belarus for training, retraining, internship and advanced training of senior personnel of state bodies and other state organizations, persons included in the reserves of senior personnel and in the prospective personnel reserve are regulated.

In the following article the processes of formation and development of bodies of self government of citizens of the republic of Uzbekistan in the years of Independence are analyzed in order to improve them and conclusions are offered. Special attention is paid to the creation of the State and local councils of coordination of self-government of citizens. Also, the properties of the elections of chairmans (aksakals) of makhalla committes are analysed.

CIVILIZATION AND POLITOLOGICAL PROBLEMS OF THE ORGANIZATION OF PUBLIC ADMINISTRATION Logically, according to historical experience, the security of the statehood of each country (nation), the efficiency of public administration are conditioned by the degree of development of the political-state administrative thought and by the level of civilization achieved. If the former is inferior to the latter, then under the influence of that factor the efficiency of public administration is significantly reduced. The statehood, the fate of the people, the possibility of living safely in its homeland are endangered. Therefore, it is necessary to prioritize the increase of public administration efficiency, in particular, to introduce scientific principles in the system of state and local selfgovernment, to develop the political culture of the society and the level of analytical thinking, to attach essential importance to the training of personnel in the fields of political science, diplomacy, international law, to conduct scientific reasearch in those areas with the aim of using the results obtained in making strategic management decisions to clarify the distribution of powers between the branches of government, and to enshrine in the necessary restraint and counterbalance structure. The so-called deep state is a guarantee of state security, effective management in the conditions of generalization, a counterbalancing factor directing the activities of the civil society. In the Republic of Armenia such a role can claim the Armenian Apostolic Church, the intellectual-mature business elite, the high-ranking officers of the army and the National Security Service.

The Unitary State of the Republic of Indonesia (NKRI) based on the historical trajectory of the struggle, has the only state construction in the world where the nation is born first, then forms the state. The first President of the Republic of Indonesia Ir. Soekarno emphasized that the Unitary State is a National State. The purpose of the Indonesian nation to be born, independent, and to form a state has one goal, the will to elevate the dignity and life of the Indonesian people (Indonesian People's Sovereignty). Through an analysis of the reality of today's life, the Indonesian nation has lived in a condition of life order as if it were the same as a democratic state, namely that the first state was formed and the nation was born later. So that the sovereignty of the Indonesian people based on the principles of deliberation and representation has not been able to be realized.

The article discusses the interrelated relationship between education and the labour market. The balance of the labour market-university system is considered as the main problem. It is substantiated that today, with the state system's management, it is possible to achieve greater efficiency. In the absence of public administration, employers and universities find it difficult to find systematized solutions independently. The article presents some of the most relevant solutions, which are more practical for urgent correction of the situation.


with carrying out the decentralization reform public administration mechanisms play an important role in ensuring the comprehensive development of rural areas. Expanding the use of such mechanisms in the sphere of cooperation on the state level will facilitate development and support of small entrepreneurial forms, common use of material and technical basis, emerging new working places, building social infrastructure and engineering communications, providing qualitative services to citizens and preserving rural settlements. The objective of the article is to identify constituents of the comprehensive mechanism of public administration for development of service cooperation of rural areas in Ukraine and to integrate them into a coherent system which would facilitate realization of the state strategies and programmes to achieve the Sustainable Development Goals. The object of the research is a comprehensive mechanism of public administration for development of service cooperation. Research methodology is grounded upon the use of general scientific knowledge methods, in particular, logical and semantic, induction and deduction for formulating definitions, systemic and situational analysis for characterizing constituents of a comprehensive mechanism and identifying their interrelations. Based on the systemic approach it has been defined that comprehensive mechanism is an integrated system which combines interrelated and dependable functioning of legislative, institutional, organisational and economic, financial and credit, information and communication as well as staffing mechanisms in the sphere of developing cooperative movement in the rural localities. It is proved that every mechanism influences its particular direction and is formed at the international, national, regional and local levels based on cooperative values and generalized system of principles. Special attention is paid to the research of international and national legislation to generalize the system of principles of cooperation, intermunicipal cooperation, public authorities and public associations’ functioning, upon which the comprehensive mechanism for public administration of service cooperation development in rural areas of Ukraine is based.

In modern conditions, the role of transparency of both public and local finances is growing significantly, which is a tool to increase the efficiency of financial resources, which confirms the analysis of Ukrainian and foreign studies. In Ukraine, the level of transparency is improving every year and as of 2019 is assessed by international organizations as the minimum allowable. At the same time, the level of transparency of local budgets differs significantly in different regions. To improve the situation and implement best practices in the field of transparency of public finances at both the state and local levels, it is important to analyze the foreign experience of those countries that are leaders in ratings of transparency of public authorities and transparency of the budget process. The paper analyzes the experience of the Office of the Public Accountant of Texas (USA), the Treasury of New Zealand, and the Treasury of the Republic of South Africa, which according to the open budget rating provided by the International Budget Partnership are among the 10 most transparent countries. Analysis of the content of the information portal of the Texas Public Accounts Controller Office showed a separate section “Transparency” with a detailed presentation of information in terms of key blocks of revenues and expenditures, state budget and finances, information on the formation and use of funds in all localities, information on budget deficit as well as information on transparency at the level of individual settlements, school districts, etc. A comparative analysis with the state of transparency of Ukrainian government agencies responsible for the development and implementation of fiscal policy and identifies weaknesses and strengths in terms of their transparency. It is established that the openness of the process of using public finances in Ukraine is gradually increasing, while the positions in the world transparency rating are also improving. However, the conceptual difference between building sites in the countries analyzed is that they report to taxpayers in a form that is accessible to them, rather than simply covering available information without comment or explanation. IN KEEPING with the recently adopted policy of reviewing in this column state and local, as well as national, events and trends dealing with the health and welfare of children, it is timely to call attention to action resulting from the Academy's Study in New York State. The following is quoted from an article by Dr. George M. Wheatley under the title of "Study of Child Health Services . . . a challenge to action": "With the completion of the New York State Study, we now have for the first time information for our State as a whole on the total amount, distribution, and character of all health services presently available to children as well as knowledge of the professional training of those who render these services. Now that we have this report with its wealth of significant data, how can we best make use of it? It will serve its primary purpose if it is used at the state level by medical, dental, public health, and welfare authorities for the development of long-range plans as well as for immediate action. Community groups throughout the State can make use of the report to study and compare, and, where indicated, work to improve their own health resources for children. For individual physicians, the study presents a responsibility and a challenge. Many practitioners will recognize similar conditions in their own counties. In private practice, in hospital and clinic affiliations, and because of important position in the community, the physician has the opportunity and the means of making a tremendous contribution to the health of children.

The article examines and analyzes the process of the formation and development of the public administration system in the Republic of Kazakhstan. Attention is paid to the period after Kazakhstan declared its independence and the Republic’s secession from the USSR in 1991. The article provides a detailed analysis of the three stages of administrative reform aimed at the formation of a modern system of public administration in Kazakhstan; the work also contains a detailed description of the regulatory documents adopted at each stage. The system of training and education of civil servants in the Republic of Kazakhstan is described in detail; the main element is universities, which are the foundation in the system of training civil servants. The system of civil service and civil service personnel training is shown in the context of the socio-economic and political transformations of the Republic, its fundamental legislative acts and regulations, decisions of the country’s authorities, strategies, and state programs. The authors emphasize the close interconnection between the civil service and civil service personnel training system with the state policy of the Republic of Kazakhstan as an integral and most important part of the state. At the beginning of the article, there is a comparative analysis of the socio-economic development of Kazakhstan, based on information from the official international indices of economic and social development.

The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

The Ministry of Public Administration was established pursuant to the Act of 31 December 1944 on the appointment of the Interim Government of the Republic of Poland. The matters arising from the relations between the State and the Churches and religious denominations were handled by Department V, which in 1946 consisted of two sections addressing Christian and non-Christian denominations, respectively. The Socio-Political Departments in the Provincial Offices, which employed officials responsible for matters relating to religious denominations, were subordinate to Department V. The same held true in Starostwa Powiatowe [County Offices]. In 1947, Department V was divided into three units addressing matters of the Catholic Church, Christian Denominations and Non-Christian denominations, respectively, and one year later still one more department, i.e. the Department of General Matters, was established. Since 1947 matters relating to religious denominations fell within the competences of Department IV. The Department of Religious Denominations in the Ministry of Public Administration from its beginnings was responsible for shaping the policy of the State towards religious denominations. The aforementioned policy was supposed to be concordant with the directives and principles of the communist party. The socio-political reforms conducted by the Ministry of Public Administration in relation to the Churches and religious associations were one of the means of repression, which within the years 1944-1950 was in its initial phase based on the trial-and-error method. However, it was the cooperation of the Ministry with Urząd Bezpieczeństwa Publicznego [Public Security Office], and later the establishment of Urząd ds. Wyznań [Office in charge of Religious Denominations] in 1950 which changed and regulated actions of the communist authorities towards the Churches and religious associations in Poland regarding the matters concerning the relations between the State and the Church and religious associations. From then on the competences to date of Department IV of the Ministry of Public Administration were transferred onto the Office in charge of Religious Denominations.
