What is the problem? • Imperfection of the regulatory legal framework for the provision of various measures of social support to young specialists, graduates of medical education and science organizations of the Republic of Kazakhstan and, accordingly, a low level of travel and employment of young specialists at the place of their personal distribution. • Lack of transparency and insufficient efficiency of the distribution mechanism and provided measures of social support for young specialists, university graduates at the republican and regional levels. • Low motivation and satisfaction of medical workers, including young professionals, arriving to work in rural areas of the Republic of Kazakhstan. Policy options Variant of politics 1. Perfection of normative legal base, qualificatory effective measures on social support of young specialists, graduating students of medical Institutions of higher learning. Variant of politics 2. Цифровизация and automation of distribution of young specialists, graduating students of organizations of education and science mechanism, and also the measures of social support rendered to them for an openness and transparency of process on the platform of www.enbek.kz. Variant of politics 3. Development and implementation of a separate section on employment and social support measures in the Concept for the Development of Rural Medicine, taking into account the existing domestic and international experience. Vision for implementing policy options. Estimating possibility of introduction of the offered variants of politics taking into account present barriers and possibilities, we come to the conclusion, that all three variants of politics complement each other. However, taking into account distinctions of variants in the orientation of actions, used resources and methods, more substantial achievement of aim of increase of efficiency of the measures of social support, rendered to the graduating students of organizations of medical education and science, these variants of politics can give during their сочетанной realization.

The article is devoted to the problems of determining the scope of legislative powers of the constituent entities of the Russian Federation in the sphere of implementing the principles of the social state and the social rights of citizens. Taking into account the amendment to the Constitution of the Russian Federation, introduced in July 2020, which guarantee “targeted social support of citizens and the indexation of social benefits and other social benefits”, it is necessary to monitor current legislation and judicial practice in the social sphere. In the Republic of Daghestan, a fairly active formation of social legislation began in 2004, in recent years, judicial practice has also developed. The article examines a number of legal positions of the Supreme Court of the Republic of Daghestan and the Supreme Court of the Russian Federation, which must be taken into account in further law-making work on the formation of social legislation of the constituent entities of the Russian Federation. In particular, the legislators of the constituent entities of the Russian Federation in terms of establishing social support measures for certain categories of citizens at the expense of the budget of the constituent entity of the Russian Federation are not entitled to restrict the rights of persons who are established these support measures, in terms of introducing additional conditions for their provision

Introduction. The modern rural society suffers a demographic crisis due to a drop in the birth rate and a decrease in the total fertility rate. Young women of reproductive age play an important role in increasing the number of births in rural areas. The objective of the paper is to study the reproductive intentions and preferences of young rural women in the Republic of Tatarstan as well as to identify the reasons for birth postponement and the degree of influence of the state support measures. Materials and Methods. The results of a sociological survey conducted in the Republic of Tatarstan in 2018 were used as the materials for the study. Statistics were used for the calculation; the systematic and comparative methods of analysis were employed. Results. The study has revealed the sustainable subjective preferences of young rural women in the Republic of Tatarstan to have two or more children. It has also confirmed the heterogeneity of the reproductive attitudes in the rural community and identified the rural women’s reasons for birth postponement. Assessment of certain reserves of increasing the birth rate has been made. State support measures affecting fertility rates have been evaluated. Discussion and Conclusion. The increase in the birth rate in the Republic of Tatarstan largely depends on the quantitative and qualitative indicators such as the number of rural women of reproductive age as well as on the measures taken by the state to stimulate the birth rate and thereby increase the reproductive attitudes. The research materials will be useful for the heads of municipal districts, heads of governmental structures, scholars and helpful when devising federal and regional demographic and family development strategies as well as when implementing the Demography national project.

The article analyzes the concept of the status of «veteran» and «combat veteran» occurs in accordance with the legislation of the Russian Federation. The authors consider the definition and main directions of social protection of this category of persons. It is noted that in the Russian Federation, regions can independently set benefits in increased amounts or introduce additional benefits for veterans. Therefore, the exact list of social support measures may differ in different regions of the Russian Federation. The authors present a detailed analysis of social support measures for combat veterans in the Republic of Mordovia. These include housing benefits, land incentives, pensions, tax benefits to veterans, as well as other types of benefits and measures of social support of veterans of combat operations in RM (setting the phone in priority mode; care in medical facilities of the Ministry of defence, Ministry of interior and other relevant agencies; provision of artificial limbs and orthopedic goods on the conditions stipulated by law, etc.) At the same time, the authors note that in General, the system of social protection of combat veterans needs to be improved in the following aspects: the development of legislative acts that expand the regulatory framework for social support, protection of the rights and legitimate interests of combat veterans; the development of a program-target method of experience in social management of the sphere of social protection and social support of combat veterans, protection of their rights; informing combat veterans and their family members about the possibilities of implementing rights and guarantees through positive social interaction with social management entities, state authorities, specialised organisations, etc. The authors conclude that the system of social protection of combat veterans in the Republic of Mordovia includes a system of measures to implement social guarantees regulated at the Federal and regional levels, as well as the creation of conditions necessary for their normal life, including reducing the negative impact of social risks.

Abstract BackgroundCommunity based medical education (CBME) enriches undergraduate and postgraduate students’ perspectives, especially in rural settings. For the continuity of rural CBME in Japan, the present disruption caused by the coronavirus must be overcome to drive CBME and educate future family physicians adequately in rural community hospitals. In this study, we examine the challenges faced by and solutions for sustainable CBME in community hospitals during the COVID-19 pandemic.MethodsA qualitative study was performed with CBME stakeholders in a community hospital. First, direct observation was performed by the first author. Through this method, field and reflection notes were taken by observing and interviewing the dean, medical teachers, nurses, medical students, a medical clerk, and rural citizens in the hospital and its surrounding rural communities from April 1 to September 30, 2020. Interviews were recorded, and their contents were transcribed verbatim. The authors analyzed the transcriptions using on a thematic analysis.ResultsOverall, 31 pages of field and reflection notes were collated through direct observation and used for analysis. Five physicians, eight nurses, one clerk, fourteen medical trainees, and three rural citizens were interviewed. Through the thematic analysis, three themes emerged: the uncertainty of COVID-19, an overwhelming fear within medical institutions, and motivation and determination to continue providing CBME.ConclusionRural CBME for family medicine should be continued for the sustainability of rural medicine, even during the COVID-19 pandemic. The end of the pandemic cannot be foreseen, and CBME in rural areas should be continued to serve its true purpose by carefully considering precautions and through continuous dialogue between stakeholders and medical educators.

As the Republic of Moldova has limited opportunities to provide generous financial support to farmers, it is extremely important to efficiently use subsidy means, so as to contribute to the development and modernization of agriculture and rural areas. The development of agriculture in a dynamic way can be achieved on the basis of an efficient subsidy system, administered, monitored and evaluated. The aim of the research is to analyse and evaluate the efficiency and impact of subsidization on the development of the agricultural sector and to ensure a stable increase in agricultural production, emphasizing main support measures in this direction. To carry out this study, various research methods were used, such as: observation method, table method, analysis and synthesis method, comparison method, monographic method, statistical data collection. This article presents an analysis of the evolution of the subsidy fund for agricultural producers, which has increased 2.25 times in the last 7 years. There has also been analysed the structure of beneficiaries of subsidies according to the legal organizational form, who received subsidies during the reference period. It has been found that households are in the top of beneficiaries of subsidies who had a share of 62.03% in 2018. The distribution of subsidies by development regions and per one hectare of agricultural land in the profile of development regions has been studied and it has been found that the predominant share is held by agricultural enterprises in the Centre region, about 38.9% of the means of the subsidy fund. The results of the research show an increase in the subsidy level, through support measures. In this context, we can mention that the support measures must ensure an efficient use of the subsidies

This article discusses an important for education topic of the application of programs and standards of effective education in the Republic of Kazakhstan. It also analyzes the current state of the education sector and the main policy documents in the education sector that regulate its effectiveness. The article reveals the problems of Kazakh higher education, such as the oversaturation of the market with educational institutions (universities), the expensive cost of education, and the lack of technical specialists. The State Program for the Development of Education of the Republic of Kazakhstan for 2019–2025 adopted in 2019 is substantiated as the idea of one of the possible ways to eliminate defects and gaps in education. Summarizing practical experience, the article examines the key stages of changing the state of the education system and its modernization. The improvement of entrance exams to leading universities of our country as a part of increasing the competence of specialists is being considered. In order to saturate production and enterprises of labor-deficient regions with personnel the implementation of the social project “Mangilik El Zhastary Industryaga” continues. This implies providing jobs for university graduates, including in rural areas, taking into account the needs of the labor market. In conclusion, all possible ways of improving the education system are examined, which are reflected as the planned changes in the State program and should have a beneficial effect on the system of higher and postgraduate education in the republic and increase its prestige in the eyes of potential applicants.

Agricultural land is the main resource for growing food and is a guarantee of food security. In the harsh climatic conditions of the Republic of Tuva, agriculture requires serious labor and material costs. However, the area of agricultural land is practically not reduced and this is facilitated by attracting young people to work in agricultural organizations. The purpose of this work is to reflect negative trends in the use of agricultural land. Recommendations to reduce the impact of the identified trend are given. The article analyzes the processes of agricultural land use in the Republic of Tuva, starting from 2014 to 2018. It also provides information about economic status of the Republic. It is concluded that it is necessary to develop a program to attract young professionals to rural areas on preferential terms.
