On the Evolution of Regulatory Requirements for the Rheological Characteristics Of Road Binders in Russian Federation

This review article provides a brief analysis of the history of the regulation of the fundamental criteria for assessing the quality of road bitumen materials in the Russian Federation over the past decades. With an emphasis on their rheological characteristics, which determine the durability of asphalt concrete pavements, in which the binder "works" in a film state. This allows researchers to reasonably determine the directions for further research to improve the quality of road binders. Special attention is paid to the relevance and expediency of developments for the creation of premium grades of polymer bitumen binders and the introduction of technologies for stable production at refineries of ordinary binders from raw materials of various genesis. The immediate need for organizing the production of binders according to the SuperPave system was also noted.

The formation of large urban agglomerations makes possible to ensure more rational use of productive resources and increase labor productivity. Large cities, as a rule, have developed infrastructure and educational sector. However, there is a difficult ecological situation in many large cities. With a large scale of the city, transport accessibility is seriously complicated. From the viewpoint of favorable habitat, good ecological conditions, small and medium-sized cities often benefit from urban agglomerations. In the Russian Federation, due to the dominance of raw materials industries and the underdevelopment of local industry, small and medium-sized cities are in decline. This predetermines the need to develop special measures to support such territorial entities. The study is based on the generalization of data on the change in the ecological situation in large cities and the impact of atmospheric air pollution on the quality of life of the population. In the framework of the study, the conclusion was substantiated about the expediency of carrying out special measures aimed at improving the ecological situation in large cities and developing measures to support small and medium-sized cities. The recommendations for stimulating the development of production in small and medium-sized cities are grounded. The results of the study can find applications in the practice of regional management.

It is stated that due to epidemic manifestations Crimean hemorrhagic fever (CHF) has recently become one of the most pressing issues in the South of the European part of the Russian Federation, the area where its integrated natural focus is situated. In this respect, analyzed are the data on CHF monitoring over the past decade (since 1999); determined are the main epidemiological peculiarities of the infection in the modern period. Furthermore, outlined are the basic principles of development of the unified standard concerning epidemiological and laboratory diagnostics of the disease. Emphasized is the importance of differentiation in scope and nomenclature of diagnostic investigations in laboratory facilities of different echelons, which makes it possible to increase plausibility and quality of the surveys conducted, and carry out verification of the results obtained.

The economy of the European North of the Russian Federation is predominantly based on the use of natural resources. The mining complex remains the leading one in its structure. Its specialization focused on the production of raw materials and the export of products with low added value increases the dependence of the socio-economic situation on the conditions in world commodity and raw materials markets. The economies of the regions under consideration have some common features: the economies are export-oriented. Consequently, the economy depends on world prices for relevant products, conditions in world markets, and a number of political factors. The work revealed a change in the amount of labor force in recent years, assessed structural changes in the economy that affect the dynamics of employment and the level of qualifications. The quality of life of the population in the regions of the European North of Russia is also assessed in this paper.

The experience with the influenza pandemic caused by strain A (H1N1) 2009 and the existing gaps in standardizing and evaluating the quality and effectiveness of vaccines for influenza prevention have led the European Union (EU) to recognize the need to review / update the current guidelines on requirements for the development, quality, and preclinical and clinical research. In February 2018 Guideline on influenza vaccines -quality module (EMA/CHMP/BWP/310834/2012 Rev.l) came Into effect In the EU countries. The formation of the Eurasian Economic Union (EAEU) and the creation of a single market for pharmaceutical products entails the need to amend the current and the formation of new legislation, as well as changes in the rules and regulations regarding the pharmaceutical circulation processes in the Russian Federation: development, quality assurance in preclinical and clinical trials, monitoring the safety of medicines for medical use, in this regard, it seems appropriate to develop scientific and technical guidelines that are harmonized with international standards and approaches in the pharmaceutical field. The aim of the review was to conduct a comparative analysis of approaches to assessing the quality of vaccines for prevention influenza based regulatory requirements in the Russian Federation and European Union. Conclusion. In this article discusses the features of the requirements for the development and quality control of inactivated influenza vaccines in the Russian Federation and the EU. The article provides a comparative analysis of the requirements of the State Pharmacopoeia of the Russian Federation and the European Pharmacopoeia for quality indicators, which should be included in the regulatory documentation when registering the vaccine. The main changes in the EMA document «Guidelines for influenza vaccines - Quality module» consist of new approaches to standardizing vaccines for influenza prevention, in particular, determining the specific activity of inactivated influenza vaccines using adequate alternative methods and studying biological, immunological and physicochemical characteristics HA antigen using a wide range method. The results of the analysis of approaches to assessing the quality of vaccines for influenza prevention can be useful in developing harmonized with international norms and approaches scientific and technical guidelines in the pharmaceutical field.

The data on the prevalence of tuberculosis in the Russian Federation are presented. A decrease in the prevalence of tuberculosis over the past 49 years, from 1970 to 2019, and a decrease in the number of patients with tuberculosis are shown. The factors influencing the prevalence of tuberculosis infection in the Russian Federation are considered: timely detection, quality of diagnosis and treatment of tuberculosis patients, MBT drug resistance, HIV infection in tuberculosis patients. The reliability of indicators characterizing the prevalence of tuberculosis has been studied.

The research problem is related to the necessity and complexity of achieving the UN sustainable development goal in the context of ensuring food security and improving nutrition; the goals of increasing the volume of exports of products of the agro-industrial complex, set by the Decree of the President of the Russian Federation dated 07.05.2018 No. 204 “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”. In the work, the authors investigated the category of “quality” of food and analyzed the impact of the transformation of the category of “quality of food” on the prospects for growth in the volume of supplies to the national and world markets of agricultural products, reflects the problems of ensuring the competitiveness of food raw materials and products of plant origin in the world market. Based on the methods of quantitative analysis, an assessment is made of the possibilities of increasing the competitiveness of foodstuffs, improving the quality characteristics of food products in accordance with the requirements of the national market and the largest importers as a factor in increasing demand for products of the agro-industrial complex of Russia. The authors identified the problems of increasing the export potential by improving the quality characteristics and considered the economic conditions for their implementation. The research results will expand the boundaries of scientific knowledge regarding the impact of food quality on the competitiveness and export opportunities of producers.

Aim. Assessment of the current specifics and level of nutritional quality of the population of the Russian Federation at the current stage of development of food production. Materials and Methods. As part of the study of the problems of nutritional quality of the population of Russia, general scientific methods of analysis, synthesis, genesis of new knowledge were used to predict the most likely change in the socio-economic situation in the field of food production, methods of statistical and economic data analysis, methods of regulatory analysis of key mandatory parameters and safety standards and the quality of food. Results. Analyzed the modern characteristics of human nutrition, which has a positive effect on health and performance. The factors of eliminating the lack of nutrients in modern food have been identified, which is associated with an increase in the quality of raw materials, ensuring the necessary production conditions and maintaining technologies for the production of food products. The main factors for maintaining a necessary and balanced diet of a person have been determined. A list of optimal measures that can provide an increase in the quality of nutrition of the population of the Russian Federation has been outlined. Conclusion. Maintaining an optimal level of food quality for the population of the Russian Federation directly depends on the level of income and expenses of citizens in certain territories, as well as strict and full compliance with the norms and standards for the production of the corresponding varieties of food products using high-quality raw materials and efficient production technologies. The conditions for the production, subsequent storage, transportation and sale of food products must fully comply with the current quality and safety standards for their production, storage and use.

The study aimed to describe the quality of attachment in the sample of children living in St Petersburg (Russian Federation). Up to the present there were no studies on quality of attachment relationship among infants living in families in the Russian Federation (RF), including families living in St Petersburg. The study results have an important value for understanding of development of attachment patterns in a changing society with a previous history of being a totalitarian state. The St Petersburg sample consisted of 130 children, living in families, aged 11—16 months old (mean = 13.3 months). Children were living in largely normative low-risk families. The Strange Situation Procedure was used (Ainsworth Blehar, Waters, & Wall, 1978). The attachment categories were classified according to the criteria of the DMM model (Crittenden, 2002). Results presented show that 50% of children showed the complex strategies (pre-A3—4 compulsive caregiving and compliant, pre-C3—4 aggressive and feigned helpless, A/C). It was found that among a St Petersburg sample of families there was small number of children with secure attachment pattern and many children with complex attachment strategies.

July 6, 2021 dates 30 years since the appearance of the first law on local self-government in the modern history of Russia. Over the past period, the Russian state and the Russian legal system have undergone a difficult path to modernization of the legislation on local self-government and its approbation to actual reality. During this historical period, Russian Federation adopted the Constitution, the text of which was significantly transformed in 2020; local self-government, in addition to the mentioned law of 1991, incorporated all the «joys and hardships» from the federal laws «On General Principles of the organization of Local Self-Government in the Russian Federation» of 1995 and 2003. This article presents a comparative legal analysis of certain provisions of federal laws on local selfgovernment, which have been regulating for 30 years at the level of the federal legislator the issues of local self-government in the Russian Federation as one of the fundamental constitutional values of modern democratic states. The author makes a disappointing conclusion that the named constitutional value has been significantly changed both in form and content over the past historical period of the development of the Russian statehood. This predetermined the situation of «crisis» of the current state of local self-government in the Russian Federation and the possibility of its «dissolution» with the emergence of a constitutional category «a unified system of public power».

The authors of this study examined the effectiveness of prosecutor's supervision through the prism of the history of the formation and development of prosecutor's supervision in Russia. In the process of conducting a historical and modern comparative legal analysis of the provisions on prosecutor's supervision, some problems were identified and ways to solve them were proposed, taking into account the needs of the theory and practice of modern criminal procedure in the Russian Federation. The author substantiates the proposal to exclude the procedural management of the preliminary investigation in the form of an inquiry from the prosecutor's powers. A procedure for supervising the prosecution of investigators has been developed. It is proposed to establish a single prosecutor's supervision over the investigation of crimes by the bodies of inquiry and the bodies of preliminary investigation. In order to ensure the quality of the study of the criminal case to the Prosecutor with a guilty decision, justified the proposal on the possibility of extending familiarize the attorney with the criminal case materials to five days. Given that the Prosecutor is the body that oversees compliance with the law, suggested the need to introduce the norm which gives the Prosecutor the authority to review complaints against actions and decisions of bodies of inquiry and preliminary investigation.
