Quality of attachment in St Petersburg (Russian Federation): A sample of family-reared infants

The study aimed to describe the quality of attachment in the sample of children living in St Petersburg (Russian Federation). Up to the present there were no studies on quality of attachment relationship among infants living in families in the Russian Federation (RF), including families living in St Petersburg. The study results have an important value for understanding of development of attachment patterns in a changing society with a previous history of being a totalitarian state. The St Petersburg sample consisted of 130 children, living in families, aged 11—16 months old (mean = 13.3 months). Children were living in largely normative low-risk families. The Strange Situation Procedure was used (Ainsworth Blehar, Waters, & Wall, 1978). The attachment categories were classified according to the criteria of the DMM model (Crittenden, 2002). Results presented show that 50% of children showed the complex strategies (pre-A3—4 compulsive caregiving and compliant, pre-C3—4 aggressive and feigned helpless, A/C). It was found that among a St Petersburg sample of families there was small number of children with secure attachment pattern and many children with complex attachment strategies.

The authors of this study examined the effectiveness of prosecutor's supervision through the prism of the history of the formation and development of prosecutor's supervision in Russia. In the process of conducting a historical and modern comparative legal analysis of the provisions on prosecutor's supervision, some problems were identified and ways to solve them were proposed, taking into account the needs of the theory and practice of modern criminal procedure in the Russian Federation. The author substantiates the proposal to exclude the procedural management of the preliminary investigation in the form of an inquiry from the prosecutor's powers. A procedure for supervising the prosecution of investigators has been developed. It is proposed to establish a single prosecutor's supervision over the investigation of crimes by the bodies of inquiry and the bodies of preliminary investigation. In order to ensure the quality of the study of the criminal case to the Prosecutor with a guilty decision, justified the proposal on the possibility of extending familiarize the attorney with the criminal case materials to five days. Given that the Prosecutor is the body that oversees compliance with the law, suggested the need to introduce the norm which gives the Prosecutor the authority to review complaints against actions and decisions of bodies of inquiry and preliminary investigation.

Background. Improving the quality of medical care is based on a coordinated policy at the federal, regional and municipal levels in the field of health. The implementation of this goal is based on a regular assessment of the current state of the healthcare system in the Russian Federation.Objective. Our aim was to analyse of the main indicators characterizing medical care for children with cancer in the South Federal District.Methods. The operative reports for 2017 of the executive authorities in the sphere of health protection of 8 subjects of the Russian Federation that are part of the South Federal District of the Russian Federation have been analyzed.Results. The number of children were 3 216 797 people (aged 0–17 years), the number of children’s oncological beds is 272 (0.8 per 10 thousand children aged 0–17 years), the average number of days of berth employment in the year is 289.9 bed days. In 4 (50%) subjects of the department of pediatric oncology are absent, in 1 (12.5%) — there are no children’s oncological beds. The number of doctors providing medical care to children with cancer is 50, of them 42 (84%, 0.1 per 10 thousand children aged 0–17 years) have a certificate of a pediatric oncologist. In 2 (25%) subjects, there are no pediatric oncologists. Incidence of malignant tumors was 13.9 (per 100,000 children aged 0–17 years), prevalence was 86.5 (per 100,000 children aged 0–17 years), mortality was 2.5 (per 100,000 children aged 0–17 years), a one-year mortality rate of 4.7%. 8% of patients were actively detected. 104 (23.2%) of primary patients were sent to medical organizations of federal subordination, 4 (0.9%) of primary patients left the territory of the Russian Federation.Conclusion. The analysis revealed a number of defects: incorrect information contained in the reports, low incidence (detectability) of patients, including during planned preventive examinations, staff shortages and non-rational use of bed facilities.

This review article provides a brief analysis of the history of the regulation of the fundamental criteria for assessing the quality of road bitumen materials in the Russian Federation over the past decades. With an emphasis on their rheological characteristics, which determine the durability of asphalt concrete pavements, in which the binder "works" in a film state. This allows researchers to reasonably determine the directions for further research to improve the quality of road binders. Special attention is paid to the relevance and expediency of developments for the creation of premium grades of polymer bitumen binders and the introduction of technologies for stable production at refineries of ordinary binders from raw materials of various genesis. The immediate need for organizing the production of binders according to the SuperPave system was also noted.

Objective: based on a sociological research, to analyze, study and disclose the types, forms and quality of interaction between representatives of small and medium-sized businesses of the Nizhny Novgorod region with the economic security and anti- corruption units of the Ministry of Internal Affairs of Russia.Methods: general scientific (analysis, systemic-structural approach to the analysis of the research object, comparative legal method), as well as logical and specific scientific methods (survey – questioning of the business community of the Nizhny Novgorod region).Results: the methods and features of interaction between representatives of small and medium-sized businesses and departments of economic security and anti-corruption of the Ministry of Internal Affairs of Russia of the Nizhny Novgorod region in the course of entrepreneurial activity are identified and classified; the problems in the interaction of representatives of small and medium-sized businesses and departments of economic security and anti-corruption of the Ministry of Internal Affairs of Russia in the Nizhny Novgorod region are analyzed.Scientific novelty: based on the opinions of representatives of small and medium-sized businesses of the Nizhny Novgorod region, the article identifies and systematizes the main characteristics, including problematic ones, of the level and quality of interaction between representatives of small and medium-sized businesses with economic security and anti-corruption units of the Ministry of Internal Affairs of Russia. Based on the empirical research data obtained, the types and forms of interaction, ways of their implementation, and a mechanism for assessing the quality of interaction between representatives of small and medium-sized businesses of the Nizhny Novgorod region with economic security and anti-corruption units of the Ministry of Internal Affairs of Russia in the future are proposed. Among them, the obligation to voluntarily report cases of corruption and economic offenses; to support their employees who informed about the preparation or commission of an economic or corruption offense; to provide legal information to employees on the prevention of corruption and economic offenses; to assist authorized representatives of the units of the Ministry of Internal Affairs of the Russian Federation in conducting inspections of the organization’s activities; to support the identification and investigation of corruption, economic crimes and by the units of the Ministry of Internal Affairs of the Russian Federation and to involve specialists in the relevant field of law when preparing responses to requests from law enforcement agencies.Practical significance: the study results can be used to improve the quality of interaction between representatives of small and medium-sized businesses with the divisions of the Ministry of Internal Affairs of Russia, in particular, by entrepreneurs assuming public obligations to report cases of corruption and economic offenses to law enforcement agencies, which the organization (employees of the organization) became aware of, as well as the implementation of measures to support the employees who reported to law enforcement agencies about information that became known to them during the performance of their work duties about the preparation or commission of an economic or corruption offense.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article presents analysis of modern laboratory technologies and requirements for the quality of laboratory tests in the Russian Federation. Basic rules that improve the quality of laboratory tests at the preanalytical, analytical and postanalytical stage are studied on the example of tests in the Laboratory Hemotest. The optimal list of laboratory tests used in the practice of a general practitioner and organizational options for performing laboratory tests, the features of the process that affect the speed of obtaining a result by a doctor in an outpatient setting and in hospital, are presented.
