The relevance of the article is justified by the increasing role of scientific provision for identification and structuring of regional development problems in the evolvement of directions of the State regional policy, as well as in the formation of strategies and programs of socio-economic development of regions of Ukraine. The article is aimed at substantiating the methodical approach to identification and structuring of problems of the region development. The analysis of the interpretation of the essence of concepts of «problematic region» and «depressed region» is carried out. It is defined that the concept of «problematic region» is wider, despite the fact that there is no such definition in the legislation of Ukraine. It is proved that in order to identify and structure the problems of regional development, it is advisable to apply the methodical approach developed by the author, which contains four consecutive stages, the implementation of which will allow to carry out a qualitative and quantitative assessment of the peculiarities of the regional development of Ukraine and identify the accompanying problems. Both the identification and structuring of problems along with determination of regional development goals is carried out in the measurements of «Natural-territorial and socio-economic potential», «Socio-economic and ecological efficiency», «Quality of life of the population». As for the above defined measurements of problem research and determination of regional development goals, it is proposed to apply the indicative indicators calculated using an additive method of convolution of their partial indicators and components. Prospect for further research is to improve the methodological provision of the goal-setting of development of regions of Ukraine.

Slow transformations in socio-economic development of Ukrainian regions in the context of public authorities’ decentralization policy show poor efficiency of both state regional policy in general and regional policies of territories’ development in its former forms. This activates discussions and search for more efficient and adequate approaches to management of spatial development in the context of implementation of European integration course, taking into account the experience of European Union. The paper aims to outline the nature of modern role of regions in the context of regional policy and to reveal and explain the trends of practical implementation of new regional policy in the EU with further development of recommendations for authorities to be considered in strategic governance of territorial development in Ukraine. The nature of modern role of regions in the context of regional policy is outlined and conceptual foundations of new EU regional policy are defined. Special attention in paid to the increasing role of local actors and public authorities’ decentralization in the process of regional development governance. The trends of forming and implementation of new regional policy in the EU are revealed and specified, including the compliance with the established European values, interrelation between the goals of the policies of EU regions and cities with stimulation of economic growth and improvement of the quality of life based on strategic investment; structural changes in forming of European budget, innovative imperative of EU regional development and strengthening of external integration of regions. Based on the analysis of European experience, the lessons for authorities responsible for state regional policy of Ukraine are outlined. Targeted recommendations for state authorities are suggested to be taken into account in the process of forming and implementation of regional development strategy in conditions of decentralization of authorities and ongoing European integration processes. Special role is paid to the need to apply “soft” measures of regional policy that contribute to more extended attraction of informal institutes and creation of conditions for involvement of all regional actors into the process of making and accomplishment of management decisions.

Institutional Problems of Regional Development in Russia The paper presents problems of spatial policy in Russia related to the formation of institutional conditions for regional development. Development institutions are characterised in terms of three functional groups. Distributive institutions reallocate funds between regions and they are the main subject of research on development factors. Problems of the redistribution sphere include losses of regions and municipalities in rental payments and household incomes. Transformational institutions contribute to the transformation of income into investment, and their effectiveness depends upon the quality of human capital and forms of relationships in local and regional communities. Organising institutions are usually formed by the state to arrange and stimulate the implementation of measures determined by the state regional development policy. The programme of economic and social development of Siberia is analysed as an example of institutional framework construction. The role of informal norms in institutional environment development is stressed.

The aim of this paper is to present some results of bacterial studies which were developed by IFREMER in coastal discharge areas of urban wastewaters; they are focused on the determination of bacterial inputs by wastewater treatment plants, the role of environmental factors on the enteric bacteria survival in the coastal zone, and the modelling of bacteria transport and disappearance in order to provide useful management information for minimizing faecal pollution in the coastal zone.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

Features of the organization of family recreation and treatment on the territories possessing natural healing resources and developed sanatorium and resort complex are considered. The research materials are scientific works in the field of assessment of natural and climatic potential of territories, directions of its effective use in social and economic development of regions. The functions of the sanatorium and resort complex are characterized, the data on the state of family and children's recreation and treatment are given on the example of the Perm region. The main methodology of the study is an expert survey and statistical analysis. The qualitative and quantitative indicators of family and children's recreation and treatment are considered, the actual directions of development of sanatorium and resort offer for this group of consumers are revealed. Measures are proposed to optimize the use of natural healing resources of the region in order to improve the quality of family holidays.

Aim. The presented study aims to examine strategic principles for developing regional strategic priorities with allowance for the alignment of global and national interests.Tasks. The authors define the role of the alignment of interests in the development of regional strategies; determine the global interests of the United Nations (UN), the International Labour Organization, and the national interests of Russia, which should be taken into account when formulating strategic priorities for regional development.Methods. This study uses the theory and methodology of strategizing developed by academician V.L. Kvint to describe strategic principles for developing regional strategic priorities with allowance for the alignment of global and national interests. Applied research is conducted through the example of Kuzbass.Results. The conceptual framework for substantiating the strategic priorities of regional development is determined as a result of the alignment of global, national and regional interests based on relevant trends. It is shown how the UN Sustainable Development Goals, the initiative of the Global Commission on the Future of Work, national goals, and strategic objectives for the development of the Russian Federation are reflected in the strategic contours of Kuzbass development until 2035 and beyond.Conclusions. When developing strategic priorities, aligned interests of all parties — from global to personal — make it easier to achieve a positive multiplier effect, increasing the effectiveness of initiatives and satisfaction of performers. Conflicting interests may lead to opportunistic behavior, a ban on holding any events, inefficient use of rare limited resources, and loss of confidence among performers in the implementation of their initiatives. Inconsistency with global and national interests may lead to sanctions, economic and political warfare.

Deteriorating quality of service provision and disease outbreaks (such as cholera) led to the institution of water supply and sanitation (WSS) sector reforms in Eastern and Southern Africa region in the 1990s. The realization of the urgent need to improve the performance of the sector, especially as related to health impacts, resulted in the formulation of new policy and legal and institutional frameworks to reorganize the sector and establish regulators who could address networked and nonnetworked WSS systems. Regulators as policy implementers have the delicate role of balancing the interests of government, service providers, and consumers. Decision- makers continue to design, implement, and evaluate the outcomes associated with new frameworks. Regional regulatory cooperation can accelerate improvements in service provision to meet the United Nations Sustainable Development Goals through development of common frameworks and approaches for WSS that can be adapted to unique country situations.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

One of the efforts to achieve national food security is by strengthening assistance and counseling to farmers as the main actors. One of the extension links closest to the community and located at the sub-district level is the Peratanian Extension Center (BPP). The function and role of BPP is developed to achieve the desired expectations, namely food self-sufficiency and improvement of farmer welfare. Therefore, there is a need for a special study to be able to determine the level of responsiveness, responsibility and quality of agricultural extension services carried out by the BPP in Sidenreng Rappang Regency. This reserch aims to determine the performance of agricultural extension agents in Sidenreng Rappang Regency in terms of the level of accountability of agricultural extension activities based on indicators of responsiveness, responsibility and quality of extension services. The research was conducted from July to October in Sidenreng Rappang Regency. This research used a survey method. Determination of the sample of this study was carried out purposively on extension workers at the local BPP. Data collected descriptively by cross tabulation. Data analysis used scoring parameters, proportion, maximum, minimum and average values. The results show that the agricultural instructor's Performance Score is 294 which is interpreted into a moderate category score, which means that the ability of the BPP is sufficient to be able to recognize the needs of the assisted farmers, is sufficient to develop extension programs / activities that are in accordance with the wishes / aspirations of local farmers, and sufficient in providing service to farmers.

Abstract. The article examines the features of the state regional policy of Ukraine and financial and credit mechanisms for its implementation in 2016—2019. The purpose of the article is to determine the possibilities of using various financial instruments in the state strategic development of regions and cities in the implementation of the integration strategy of regional development management of Ukraine. The methodological basis of this research are projects of international technical assistance, statistical information of the Ministry for Communities and Territories Development of Ukraine, the State Statistics Committee of Ukraine, strategies and strategic plans for urban development. The normative-legal basis of realization of the state regional policy in Ukraine is investigated. Models of financing regional policy depending on the leading role of regional development actors and the predominance of external or local resources for new initiatives are identified (model «top development», «external development», «internal development»). The financial instruments used to implement the strategic development plan of the region and the city (budget, investment, credit, grant) are studied. The projects and programs implemented in Ukraine in the field of decentralization and regional policy are summarized. The practice of using financial instruments of state strategic development on the example of the cities of Central and Eastern Ukraine (Dnipro, Zaporizhia, Kharkiv, Kryvyi Rih, Poltava) is studied. It is proved that the resources of the state budget are the main source of funding for infrastructure investments in the region and the city. Problems of regional strategies implementation are highlighted: ineffectiveness of existing mechanisms and tools for strategy implementation, lack of clear correlation between budget and strategic planning, insufficient amount of funding and its unpredictability, lack of regional development strategies with adequate financial resources. The directions of improvement of the state regional development are defined: expansion of the international and regional relations, intensification of receipts in the city (foreign and internal investments), formation of investment positive image, development of public-private partnership, distribution of corporate social responsibility policy.
