The article is aimed at generalizing the views of various scholars on the essence of the concept of «competitiveness» and allocating the properties and factors that characterize the competitiveness of enterprise. In modern conditions of economic development, of particular importance are the theoretical foundations of the conception of competitiveness, which should be based on the comprehensive approach and should be considered by means of this approach. The concept of «competitiveness» derives from the concept of «competition», which acts as an element of the market mechanism for regulating supply and demand; as a form of interaction between economic actors in the market; as an economic rivalry of individual producers for market share and receipt of an order; finally, as a mechanism for regulating the proportions of public production. In order to successfully operate in conditions of high competition in the market and to maintain the necessary level of competitiveness, enterprises and organizations master new types of services, introduce new forms of business, stimulate their employees and fight for the involvement of each client. When planning its activities, a company takes into account not only the needs of customers, but also the strategies of competitors. Based on the information obtained during the study of competition conditions, the company’s development strategy in the market is largely formed, and the general strategy of the enterprise goes the same way. Thus, a positive result in competition is achieved as a natural result of constant and competent management efforts. How positive this result will be depends largely on the competitiveness of the enterprise. The article discusses the essence of the concept of «competitiveness» as an economic category, analyzes various approaches to the definition of this concept and carries out an analysis of competitiveness of enterprise. Competitiveness is an important element concerning entering the market and keeping the enterprise’s positions at the market, especially in the context of pandemic and quarantine, so the topic under research is very relevant nowadays.

The article discusses the possibilities of increasing the competitiveness of an organization within the framework of the macroeconomic task of the Russian economy. The analysis of definitions of the competitiveness of the organization of various authors is carried out, among which are represented G.L. Azoev, P.S. Zavyalov, L.Sh. Lozovsky, A.G. Porshnev, B.A. Raizberg, G.Ya. Kiperman, Pertsovskiy N.I., Fatkhutdinov R.A., Khrutskiy V.E., Korneyeva I.V., Gorbashko E.A., Maksimtsev I.A., Antonov G.D., Ivanova O.P., Tumin V.M., Sharafutdinova N.S., Palyakin R.B. In addition, the author’s definition of competitiveness is presented; it is a qualitative characteristic of an enterprise, reflecting the full compliance of the enterprise’s functioning with the requirements of market conditions of management and consumers, and reflecting the balance between the degree of customer satisfaction and the ability to preserve the interests of the enterprise itself. The analysis of the positive and negative aspects of strategies for the formation of a competitive advantage - leadership strategy through low costs; strategies for differentiating products, works and services; focusing strategies. The types of decisions that an enterprise makes for resource allocation are considered. The general (corporate) development strategy is highlighted, which includes business strategies and functional strategies, since the inflow of resources occurs at the functional level (the level of departments, services, divisions). On the basis of the considered data, it was concluded that in order to choose the right strategy, the company’s management must correctly assess the conditions of the external environment and correlate them with the available opportunities and resources; the success of the competition depends on three main characteristics of the company’s activities - the ability to adapt to the external environment, the desire to transform it in accordance with their needs, the volume of the potential sales market; each of the considered strategies is prescribed as the most relevant for a company in a situation where one of these characteristics prevails or a combination of two of them.

The issue of definition of concepts and development of terminology is very important in any science. Definitions and terms that underlie reasoning affect the final results of research. Any term is based on one or another approach or the author’s attitude to the problem under consideration. Currently, a large number of diverse approaches to the interpretation of the concept of "economic security" are presented in the scientific literature. However, all of them give very inaccurate and scattered representations, in particular, they do not reveal the essence, and nature and functions of the phenomenon under study. In the context of dynamic growth and requirements related to ensuring economic security, the systematization and development of a methodology for hardware support of economic security, according to the authors, is a priority of scientific research in the field of economic security. The article presents the results of research on the development of regional development strategy taking into account the priority factors of economic security. In contrast to the original methodological concept, where the analyzed definition is decomposed into its components (defining, developing, clarifying and supplementing the attributes), in the case of the definition of “economic security”, the authors came to the conclusion that it is necessary to introduce an additional factor - a concrete attribute, since the studied maxim differs very much complex and branched structure and contains a large number of characterizing concepts. Based on the results of the study, as well as the experience obtained by the authors, the directions and recommendations for the formation of the economic security strategy as an integral and system-forming part of the overall strategy of socio-economic development of the region are proposed

Clusters are the primary vehicle for smart specialization strategies, as they can make the greatest contribution to economic development by supporting research, development and innovation within the identified areas of specialization. This determines the relevance of the research topic. The theoretical foundations of clusters as network structures are considered in the article: the definition of the concept of «cluster» is given, the signs of a cluster are indicated, the significance of cluster structures for the economy is substantiated. An analysis of the experience of the Republic of Belarus in the creation and functioning of clusters is carried out. Active, emerging and potential clusters are considered. Their models are built. Conclusions about cluster processes in the Republic of Belarus are made. Clustering directions in the context of digitalization of the economy of the Republic of Belarus are proposed. These are the following directions: education and training for public sector and business representatives; creation of a cluster infrastructure to manage the clustering process; providing cluster initiatives and cooperation through organizational and economic methods; digitalization of training for cluster members; communication support for cooperation; digitalization of communications between the subjects of the cluster; digitalization of production in the subjects of the cluster.

The paper studies the organizational and institutional problems in the field of labor relations transformation and substantiates novel principles of their designing aimed at achieving the balance between the interests of the parties. We used a system-axiological approach based on a combination of analytical, institutional and systemic methods. The concept of co-evolution was applied while considering organizational and institutional aspects of social and labor relations. The study proposes axiological dialectics as a systemic and meaning-forming factor in the transformation of labor relations. The author understands the transformation of labor relations as a construction of their novel organizational and inter-organizational structure intended to ensure the long-term functioning and development of the company. The analysis of organizational and institutional bases of labor relations is carried out and four principles for the construction of labor relations in the transformation state in respect to economic systems are developed. The proposed organizational and institutional methodology and principles for labor relations designing can reduce contradictions in the system of labor relations and help achieve a balance of its participants’ interests. They can also serve as a conceptual basis for building the system of labor relations under transformation, as well as a way to shape the socio-economic development strategy of a company and/or an economic system.

Abstract Clusterization has been named as one of the priorities of the development strategy of many European Union countries. Clusterization experts have already hypothesized that clusters of various economic activities are important not only in the formation of regional policy, but they also in a complex way stimulate the whole country’s economic growth from job creation to the development of intellectual property to new innovative industries. These realities show that cluster activity and its results are important not only for cluster participants, but also for the economy of the country in which clusters operate. However, there are currently no reliable and effective tools to validate this hypothesis. In the analysis of the problem and in order to deepen the theoretical knowledge of the object under study, this paper analyses and summarizes systematic, logical and comparative scientific literature, scientific studies, strategic documents and legal acts. Therefore, the purpose of this paper is to provide a theoretical overview of the currently available knowledge on service clusterization and sustainable economic development, to demonstrate the acute absence of relevant theoretical foundations and linkages that would allow to analyse these phenomena, and propose a methodological approach that would allow to expand this field of study.

Social and economic development is a difficult process in which positive and negative factors interact that causes rises and recessions in development of territories and public communities. Indicators of rating act as indicators of efficiency of management decisions at the central and local levels. However, the level of economic development doesn’t coincide with social development in most of regions of Ukraine. The purpose of article is adaptation of a matrix method to rating estimates of social and economic development of regions for identification of regional distinctions, definition of priorities and strategic management of development of regions. The economic development of the regions was estimated by GRP per capita, the average salary of employees and the unemployment rate (according to the ILO methodology). Social development is characterized by the number of people enrolled in higher education institutions per 10,000 population; coefficient of incidence of the population; volumes of emissions of pollutants in atmospheric air, thousand tons; crime rates. The multidimensional average method with the standardization of indicators based on the variation range was used to calculate the integral indicators of economic and social development. On the basis of integral coefficients, the ranking of regions according to economic and social development was executed. It is established that for the regions of Ukraine there is a characteristic imbalance between economic and social development, which is connected, first of all, with different structure of the economy and territorial differences of regions. The combination of results of economic and social development of regions was proposed with the help of building a matrix as a tool for strategic management. In the graphs (vertically), the level of economic development is singled out, in lines (horizontally) the level of social development of the regions is singled out, with the identification of three groups: low, medium and high levels. Regions with low economic and low social level get to 1 square; in 2 – with low economic and average social; in 3 – with low economic and high social; in 4 – with average economic and low social; in 5 – with average economic and average social; in 6 – with average economic and high social; in 7 – with high economic and low social; in 8 – with high economic and average social; in 9 – with high economic and high social level. Calculations show that in Ukraine no region was detected with simultaneous high levels of economic and social development (the 9th square). The vast majority are regions with average economic and average social development and also regions “below or above an average” level of development, that is one of the directions (economic or social) is “low”, and the second, accordingly, “average”. The position of the region in a matrix specifies what development strategy should be chosen. The economic and social development is higher; the capacity of the region for increase in the standard of living of the population is higher. High economic and social development is followed by the high potential of the region to increase the standard of living of the population.

Subject. Currently, as the global economy evolves, its innovative components should demonstrate a tendency of accelerated growth as intellectual capital, information technologies, increasing knowledge and digitization of mushrooming production processes. Nowadays, intellectual capital is one of the economic development drivers. However, the economic community is found to have no generally accepted wording of the concept, thus laying the basis for this article. Objectives. The study sums up the analysis of approaches used by the Russian and foreign economists to determining the economic substance of intellectual capital. We also identify the importance of human capital as its components and specify the definition of the concept. Methods. The article overviews and analyzes proceedings by the most renowned authors, which substantiate how the economic substance of intellectual capital should be unveiled, and suggest its definitions. Results. We specified the definition of intellectual capital concerning the current economic development. We suggest integrating a new component into intellectual capital, such as intellectual property, which includes products of intellectual activity and intangible assets. They can be owned by the entity or other legal entities and individuals, including some employees of the entity. Conclusions and Relevance. The specified definition of intellectual capital will help address issues of sustainable economic development and ensure the competitiveness of the Russian entities nationwide and worldwide, since it directly contributes to intellectual capital and its components.

Sustainability of mining companies is of of high concern. The problem is specifically acute at companies that are monotownor monosettlement-forming. Sustainability of a mine depends in many ways on product quality and production resource-intensity. This article discusses formation of mineral quality indexes in terms of an open pit chrysotile mine. The studies took into account specific features of operation procedures implemented by each structural division of the mine. The analysis has found managerial and technological inconsistencies which affect quality and marketable product output, as well as efficiency of the mine in whole. The background for efficiency enhancement at a company is, by the authors’ opinion, consolidation of personnel subject to the single development strategy, namely: improvement of production and control efficiency, as well as use of available reserves and resources by means of better setup for production. The proposed approaches to planning mining operations and forming mineral quality allow higher quality of processing stock. In addition, a new model proposed for interaction between structural divisions of a mining company ensures improvement of general production indexes.
