Conceptual and methodical problem of formation of modern manager professional qualification are considered. Analyzing the course of the process and the final results of the training, it was concluded that the requirements of stakeholders regarding the quality of train-ing are not enforced. The key factors that prevent the implementation of the latest models and approaches expected by the business environment to improve the level and quality of training in the transition of mankind to the sixth technological mode have been identified. Management as a science and management education is aimed at finding improved management models, and increase the adaptive capabilities of the organization, to form a motivational environment. The need to create a national model of training managers, provided the establishment of effective work of the relevant system of internal quality assurance at the level of educational institutions. The basis for such a system should be a number of appropriate procedures that meet European and national quality standards of higher educa-tion, namely: approval, monitoring and periodic review of educational programs, improving the quality of training of higher education, strengthening human resources, development of information and communication technologies management of the educational process, openness and transparency of public information about the activities of the educational institution, the creation of an effective system for combating violations of academic integrity at the university. An analysis of the reasons for the inconsistency of the level of training of young professionals with the requirements of the labor market and the need to introduce learning technologies focused on the deve-lopment of a competency-based approach, which is a way to achieve a new level of education. The expediency of using case methods, active and interactive forms of training, business and role-playing games, computer business simulations, economic games, various types of training for the introduction of modern market phenomena in the educational process is substantiated. It is proposed to introduce regular audit of their efficiency and automated quality management systems of education, to improve methodological, financial and leg-islative support for professional development of professional managers, to reduce the time of their adaptation to work in real conditions.Keywords: direction of training, management, professional skills and competencies, innovative training technologies, managerial personnel market, system of managers professional training. Розглянуто концептуальні і методичні проблеми формування професійної кваліфікації сучасного менеджера. Аналізуючи хід процесу й кінцеві результати підготовки, зроблено висновок, що вимоги стейкхолдерів щодо якості підготовки не виконуються. Визначено ключові чинники, що заважають упровадженню очікуваних бізнес-середовищем новітніх моделей і підходів до підвищення рівня й якості підготовки спеціалістів під час переходу людства до чергового, шостого, технологічного укладу. Управління як наука і менеджмент-освіта, спрямовується на пошук удосконалених моделей управління, на підвищення адаптивних можливостей організації, на формування мотиваційного середовища. Обґрунтовано необхідність створення національної моделі підготовки менеджерів за умови налагодження ефективної роботи відповідної системи внутрішнього забезпечення якості навчання на рівні закладу вищої освіти (ЗВО). Основою створення такої системи повинна стати низка відповідних процедур, які відповідають європейським і національним стандартам якості вищої освіти, а саме: розроблення, впровадження, моніторинг і періодичний перегляд освітніх програм, підвищення якості підготовки здобувачів вищої освіти, посилення кадрового потенціалу, розвиток інфокомунікаційних технологій, що забезпечать ефективність управління освітнім процесом, відкритість та прозорість публічності інформації про діяльність закладу освіти. Зроблено аналізування причин невідповідності рівня підготовки молодих спеціалістів вимогам ринку праці та необхідності впровадження технологій навчання, орієнтованих на розвиток компетентнісного підходу, який є способом досягнення нового рівня якості освіти. Обґрунтовано ефективність використання кейс-методів, активних та інтерактивних форм підготовки, ділових та рольових ігор, комп’ютерних бізнес-симуляцій, економічних ігор, різного виду тренінгів для інтродукції сучасних ринкових явищ у навчальний процес. Запропоновано з метою підвищення наукового та освітнього потенціалу ЗВО впровадити регулярний аудит їх ефективності та автоматизовані системи управління якістю освіти, удосконалювати методичне, фінансове та законодавче забезпечення підвищення кваліфікації фахових менеджерів, скорочення часу їх адаптації до роботи в реальних умовах.Ключові слова: напрям підготовки, менеджмент, професійні вміння та компетенції, інноваційні технології навчання, ринок управлінських кадрів, система професійної підготовки менеджерів.

The article describes the functionality of multimedia education instruments to train future specialists in labour protection. One of the tasks of HEI is to train a future specialist for professional activity in a highly developed information and communication environment, who must be a connoisseur of modern pedagogical technologies, able to independently acquire and deep knowledge and skills. The primary task of the higher educational institution should introduce the forms and methods of students’ active learning into the educational process practice. The purpose of the article is to analyse the functionality of multimedia teaching instruments that will determine the effectiveness of their use in the process of future labour safety professionals’ training. While doing the research, theoretical methods made it possible to identify problems and tasks, to study the scientific literature and summarize the material. The latest multimedia educational instruments give students the opportunity to use non-traditional information sources, improve the efficiency of self-study work, give new opportunities for creativity, and implement new forms and methods of learning. Multimedia learning tools greatly expand the capabilities of teachers, which promotes individualization of learning, activation of students' cognitive activity and adapts the learning process to their individual characteristics. Each student can work in its own mode, choose the rate at which the material is optimally assimilated. Information technologies are used to develop educational technologies and create modern effective learning tools. They have a large range and potential to improve the learning process. The students’ individual self-work helps to consolidate, deepen and systematize the acquired knowledge. In order to ensure and improve the quality of the educational process, it is necessary to develop and implement modern information and communication technologies along with the traditional means of education. The introduction of multimedia technologies in the educational process will improve the quality of knowledge, strengthen the motivational aspect, the students’ cognitive interest to increase the level of professional training.

Responding to identified shortcomings is components of the internal quality assurance system of a higher education institution. A study of the educational activities of future teachers-engineers of computer profile found that most students are not going to devote their career to teaching, thus preferring engineering. Undoubt- edly, higher education institutions must respond to the requests of stakeholders, especially those seeking higher education. On the other hand, there are requests from employers (educational institutions) for teachers-engineers of computer profile. Therefore, further research was aimed at enhancing cognitive activity primarily by increasing motivation for pedagogical activity. Methods: pedagogical experiment. Results. An experimental test of the effectiveness of pedagogical conditions for intensifying the educational activities of future teachers-engineers of computer profile in professional training. Originality. The results of the study testify to the effec- tiveness of certain pedagogical conditions for intensifying the educational activities of future teachers-engineers of computer profile: changes of external motivation to internal will take place if the information and communication technologies are introduced into educational process of studying peda- gogical disciplines; change of position in the educational activity of future teachers-engineers of computer profile in the study of pedagogical disciplines will take place under the condition that students apply a project approach to the organization of their own educational activity; intensification of educational activity due to its correc- tion in future teachers-engineers of computer profile in the process of operative feedback at each stage of educational activity. Comparative analysis of experimental data shows an increase in the percentage of students of the experimental group compared to the control group with a high level of educational activities of future teachers-engineers of com- puter profile in the study of pedagogical disciplines for a stable active position of educational activity – by 34%, internal motivation to study – by 32%, by the ability to plan and organize their own educational trajectory – by 32%, by academic performance – by 25%). When comparing the results before and after the ex- periment: in the control group the empirical values of the criterion χ2 are less than critical, the characteristics of the compared groups coincide at the level of significance of 0.05; in experimental group the empirical values of the criterion χ2 are greater than the critical one, the signifi- cance of the difference in the characteristics of the com- pared groups is 95%.

The article highlights the results of the research on information and communication technologies potential possibilities for preschool education quality improvement. During conceptual-diagnostical, organization-preparational, formational and test-generalizing stages of pedagogical experiment in educational establishments there were created necessary material-technical conditions for effective use of ICT in different spheres of preschool education. The research of pedagogical software required for qualified preschool education and other digital educational resources was carried out. It was provided teachers training to use ICT in organization of preschool education and in personal professional development, as well as created methodological support for the implementation of ICT in sphere of preschool education. It has been proved that the quality of preschool education characterizes both the educational process and its results, reflects the level of achieving the aim and tasks of education, upbringing and development of preschool age children and also the level of fulfillment of teachers’, children’s and their parents’ expectations from the use of ICT in the educational process at preschool educational establishments. This article ascertains a significant potential of ICT in the development of preschool teachers IC-competency, organization of education, upbringing and development of children of the upper preschool age, testifies to the importance of cooperation with parents of preschoolers. It presents the experience of using ICT as a didactic tool, which contributed to a more effective realization of the tasks of the main lines of education, which are defined as a basic component of preschool education: “Child’s personality”, “Child in the society”, “Child in the environment”, “Child in the world of culture”, “Child’s game”, “Child in sensory-cognitive space” and “Child’s speech”. The article reveals the significant potential of the use of information and communication technologies for raising the parental awareness about the quality of educational services in the preschool educational institution, as well as for establishing a partnership between the teaching staff and the parent community on all issues of preschool education.

One of the priority areas of modernization of the educational system in Ukraine is decentralization. That indicates the development of the industry on a democratic basis. As a result, educational institutions today have a high level of autonomy in various aspects of activities - from the preparation, adoption and implementation of internal documents that regulate the educational process and guide the vector of institution`s development (charter, development strategy, regulations of the educational process, etc.) to self-assessment activities.Today educational institutions have managerial and financial autonomy, that allows to create a democratic space in the field of education, where decisions are made by those who directly influenced by its consequences. In such circumstances, the head of the educational institution has the key role in the process of implementation of educational reforms in school, he is a translator of modernization changes in daily work. Not only the autonomy and expansion of the powers of the head of the educational institution increased, but also requirements for professional training of managerial staff, their knowledge, skills and competencies are strengthened. The introduction of new strategies and concepts, the needs for educational, financial management, planning and monitoring of activities in market conditions, the introduction of information and communication technologies, the use of distance-learning technologies require the head to acquire new professional competencies. The challenges faced by the education manager when organizing work in a pandemic, the need to respond quickly to changing and unpredictable external conditions require flexibility and speed of management decisions. Modernization of education during the independence of Ukraine has necessitated special training of managers and directed the focus of academic educators and managers to study the training of managers in the field of education.In the context of globalization and European integration, it is important to study the approaches and experiences of foreign countries. Because of similarity of historical conditions and culture, experience of Poland as our closest European neighbor is interesting for pedagogical analysis. As the process of decentralization in Ukraine is still in its becoming and the education system in Poland is already successfully implementing that, the object of study of the article is the training of managers in the field of education in Poland. The article considers the scientific and normative principles of educational management in Poland, defines the legal requirements for applicants for managers positions in educational institutions and analyzes the basic course plan for education management. Одним із пріоритетних напрямків модернізації освітньої системи в Україні за часів незалежності є децентралізація, що свідчить про розвиток галузі на демократичних засадах. Як наслідок, сьогодні заклади освіти мають високий рівень автономії стосовно різних аспектів діяльності – від підготовки, прийняття та виконання внутрішніх документів, які регулюють освітній процес та спрямовують вектор розвитку закладу (наприклад, статут, стратегію розвитку, положення по освітній процес тощо) до проведення самооцінювання діяльності. Наразі заклади освіти мають управлінську та фінансову автономію, що дозволяє створити демократичний простір в освітній галузі, де рішення приймають ті, кого безпосередньо стоються його наслідки. У таких умовах роль керівника закладу освіти є ключовою у впровадженні освітніх реформ на місцях, він є транслятором модернізаційних змін у щоденну роботу. Підвищується не тільки автономія та розширення повноважень керівника навчального закладу, а й посилюються вимоги до професійної підготовки управлінських кадрів, їхніх знань, умінь та компетентностей. Впровадження нових стратегій і концепцій, необхідність здійснення освітнього, фінансового менеджменту, планування і моніторингу діяльності у ринкових умовах, впровадження інформаційно-комунікативних технологій, застосування технологій віддаленого навчання вимагають від керівника набуття нових професійних компетенцій. Виклики, з якими стикається менеджер освіти під час організації роботи в умовах пандемії, необхідність швидкого реагування на мінливі та непередба-чувані зовнішні умови потребують гнучкості та швидкості управлінських рішень. Модернізація освіти за часів незалежності України зумовила потребу у спеціальній підготовці керівних кадрів та направила фокус вчених педагогів й управлінців на вивчення питання підготовки менеджерів освітньої галузі. У контексті глобалізації та євроінтеграції актуальне вивчення підходів і досвіду зарубіжних країн, зокрема найближчого європейського сусіда – Польщі, але не скільки через територіальну близькість, скільки через подібність історичних умов, які проходили системи освіти у двох країнах на зламі ХХ–ХХІ століть. Оскільки процес децентралізації в Україні фактично ще знаходиться на етапі становлення, а система освіти в Польщі вже успішно реалізовує таку політику, об’єктом дослідження статті є підго-товка управлінських кадрів у галузі освіти Польщі. У статті розглянуто наукові та нормативні засади освітнього менеджменту в Польщі, визначено законодавчі вимоги до претендентів на керівні посади закладів освіти та проаналізовано базовий план курсу з управління освітою. The development and implementation of models for determining the quality of professional training of future specialists remain significant problems for pedagogical science and practice. The relevance of the study confirms the fact that the change in requirements for training requires finding new approaches to quality management of the educational process of the university and all-round quality of the study. This raises the question of what performance is characterized by the quality of training, and how they can be measured in the educational process. To effectively solve the problem of quality of educational process management has been developed and multifactor mathematical model of quality tested experimentally. Using this model, it is possible to scientifically determine the parameters that influence the quality as much as possible, rank the parameters by the "strength of their influence" on the quality and predict the dependence of the quality change on the change in its parameters by 1%. Interpretation of parameters has been solved with the help of «Diagnostic Center» author's computing environment, diagnostic tests and the grading scale. The developed mathematical model can be built for any educational institution, for various specialties, the influence of external and internal factors. The accuracy of the model building will be the higher, the greater the statistical data used in the conclusion of multivariate equations. To confirm the effectiveness of our proposed innovative methodology for diagnosing the levels of quality parameters, a pedagogical experiment was conducted. The results obtained in the process of the pedagogical experiment give grounds to assert that the developed methodology for comprehensive quality diagnosis using the author's computer environment “Diagnostic Center” gave a positive result and helped to increase the quality levels of training of future specialists.

The desire of contemporary society to improve the quality of life through the organization of wider access to education for people with disabilities raises several issues concerning the conditions for organizing inclusive education. In the article based on theoretical analysis and practical experience in implementing five-year research and educational project in cooperation with the Moscow City University, the hypothesis is substantiated that using specially developed didactic materials, individual training of applicants according to an adapted curriculum, and adaptive teaching methods, it is possible to ensure successful foreign language training of a foreign language teacher for blind and visually impaired adults enrolled in the inclusive education in an undergraduate program. The purpose of the study is to find the possibilities of teaching a foreign language to totally blind adults studying in an inclusive educational environment of a higher educational institution with the subsequent successful implementation of their professional activities. The scientific novelty of the research is seen in the development and testing of a model of methodically substantiated professionally-focused educational trajectory of foreign language education for totally blind adults studying at the university. Using classical research methods, such as the study of scientific literature and accumulated methodological experience, trial training, observation, and questionnaires, the researchers came to conclusions about the feasibility and productivity of the proposed approach to teaching English to blind students in an inclusive environment, contributing to a more effective professional training of people with disabilities, improving their self-esteem, better adaptation to life, as well as professional and personal advancement of all participants in the educational process.

The paper analyzes professional training of future philologists in higher education institutions in Ukraine. It determines and justifies the content of future philologists’ professional training on the example of the degree programme on Germanic Languages and Literature (including Translation), taking into account the new regulatory requirements. It describes the most effective forms, methods and technologies of organizing educational activities of future philologists. It clarifies the components of professional competency of future specialists in Germanic philology. It specifies the procedures and measures for assuring the internal quality of philological education at higher education institutions. Some general characteristics of future philologists’ professional training in higher education institutions in Ukraine, justified in the paper, have proved the need to update the content of such training and introduce effective organizational forms and methods of teaching and learning, which will promote the subject-subject interaction in the educational process, as well as contribute to personality development and assure the quality of education.

The organization of the educational process in a higher educational institution must meet the world standards of higher education, provide active motivation for higher education’s applicants to obtain professional knowledge and guarantee quality education. The modern process of professional training in Ukraine is carried out under the influence of the requirements of the European educational space. Higher School of Pharmacy is dynamically developing and constantly changing, improving the quality of specialists with higher pharmaceutical education, which is provided by improving educational programs in each discipline and a new approach to their teaching. The article considers the role of situational tasks as an effective tool for monitoring the knowledge of higher education’s applicants. It is shown that the method of knowledge control using situational tasks encourages higher education’s applicants to study not only basic but also additional educational literature, to improve methods of self-control of knowledge and skills. Situational tasks are one of the means to achieve high efficiency of educational activities of higher education’s applicants in the development of certain competencies through various types of vocational education. They are especially important in distance education, as they provide a high level of independence and creativity in the cognitive activity of higher education.

The article states that the training of young professionals, in particular teachers, is the main task of national educational systems, especially higher education. In the modern world, the transformation that rocked the society in the late XX – early XXI centuries is prevailed, and the education sector was particularly affected. The rapid growth of information volumes, globalization processes, innovations in the field of information and communication technologies prompt to change the approaches to understanding the essence of studying. Nowadays, the studying goes beyond the standard education - the acquisition of skills and abilities under the guidance of a teacher within an educational institution. The leading countries of the world are making significant efforts to provide high-quality training and further information support to highly skilled professionals. In Ukraine, the idea of reforming the system of higher education in line with the growing demands of the global information society is supported at the state level. The existence of a number of underestimated advantages of the use of new technologies is mentioned, this concerns multimedia technologies and the possibility of their introduction into the educational process of future teachers of fine arts. For example, the opportunity not only to read the facts, but also to familiarize students with video chronicles, reproductions of posters, paintings and photographs, fragments of feature films that allow multimedia technologies. The author considers the conditions of use of multimedia technologies by the teacher in the educational process and the role of the teacher himself in the professional training of specialists from different fields and especially teachers. The concepts of «multimedia», «multimedia technologies», «multimedia tools», «multimedia information», «multimedia products» are expounded. The article analyzes the scientific works on the application of multimedia technologies in the educational process. The main reasons for changing the teacher's role in professional activity are found out. Based on the analysis, the teacher's ability to use multimedia technologies in the educational process is determined. The article notes that the main task of vocational education of a modern teacher is not only the acquisition of knowledge, but also the mastery of information and telecommunication technologies for the formation of comprehensive and general cultural skills of work with information. During the study, it was substantiated that the introduction of multimedia technologies into the educational process of higher education institutions that train teachers of fine arts, will increase their professionalism and competitiveness in the labor market. It emphasizes that for the modern teacher of fine arts it is important not to accumulate knowledge, but to be able to operate and replenish it, to navigate in the information space. An analysis of trends in further education informatization shows that in the future the value of multimedia applications in this area will increase, because knowledge that provides the required level of professional qualification is always subject to rapid changes.
