Community service is very important to do as well as services provided to civil servants/private to public, in any place where companies and government agencies can be divided into several sub-sections to fit the field and their respective functions in the work. Similarly the social services at Serang District which has been divided into several sections, one of which is a sub section Hope Family Program in terms of helping very poor families who have previously registered as participants to this program. This program is a program that provides cash assistance to extremely poor families if they meet the requirements associated with efforts to improve the quality of human resources, education and health. The main objective of this program is helping to reduce poverty by improving the quality of human resources in extreme poverty. In practice, this is managed by Family Hope Program Implementation Unit in each district, In this case I find the problems or constraints that exist within Family Hope Program the classification of very poor families are less clear, the lack of updating an increase in the economic status of participants, and the absence of recapitulation of education facilities and health insurance in their respective districts in Serang District.

Abstract Efficiency and cost effectiveness of human resources implied in social services in general and in child protections services specifically is a taboo subject in Romanian social policy. On the following pages, I will make a general analysis of human resources included in the Romanian social services sector, starting from the topic of territorial coverage with professionalized social workers. After a regional- and county-level analysis of this, linked to the social and economic situation of the regions, I look at the specific field of child protection to see if there exists any cost effectiveness in the volume of human resources implied in these services. In the final part of my study, I will make considerations about the quality of the personnel within child protection services.

Civil organisations services and care operating in the social field are an important part of the social network since they contribute to the social inclusion and increasing life quality of excluded social groups. In the study we deal with how much the innovativeness (on program and specialization level) and system approach are emphasised in the approaches of civil organisations that operate in the field of social and child protection. Firstly, we briefly overview the main characteristics of civil organisations that operate in social field. Then we examine those tenders of civil organisations operating on social and child protection field which tendered between 2008 and 2009 in a concrete Hungarian tender system, in the so-called Norwegian Civil Fund (NCF)

The nuclear project greatly influenced the history of Russia. The nuclear industry, emerged as a result of the project implementation, has accumulated enormous expertise of successfully solving serious scientific and industrial challenges in the shortest possible time and with the most efficient concentration of financial, material and labour resources. However, the study materials of quite an extensive history of the project never addressed the human resources. Until recently, matters of staff were considered secondary to the most studied scientific, technical, military and strategic factors of the project. The disproportion explains why the author addres­ses the topic of staff and staff policy in nuclear industry. Chronological work is devoted to the period between 1942, when the order of the State Defence Committee “On the Organization of Work with Uranium” was adopted, giving rise to the project, and the end of the 1950s, when the main results were achieved in key areas of state policy in the field of nuclear weapons development. The author studies the evolution of staff policy of the project, i.e. methods, principles, problems and achievements of “nuclear” recruitment. The article shows originality of social and demographic quantity and quality of the staff. The social group formed as a result of external management is suggested to be considered as a special social professional and territorial community of corporate type. The author describes the characteristics of the community, the specific features of its organization and existence.

This article presents the author’s definitions of “digitization of social service provision” and “digitization of social services” concepts and identifies the difference between them. It presents the results of an interview with 18 experts — the heads of institutions and organizations of social service provision implementing the rehabilitation of disabled people in Perm region. The research was conducted in 2019 and sought to identify problems and prospects for the digitization of the social services sphere. Interviewees rated their satisfaction regarding the convenience and time cost of automated systems that are currently being used in their organizations; characterized their needs in introducing various innovative interactive services, mobile applications, and other digital software; and expressed their attitude to various innovations. Social innovations were developed by the researchers and offered to experts by interviewers (for example, services for assessing the quality of work of specialists by service users, quick selection of the right social service, filing a complaint, referring a citizen to another organization, counseling in video mode, electronic appointment service, etc.). The research has shown how innovations can improve the performance of social service providers’ work and the quality of their interactions with citizens, which will ultimately increase the satisfaction of social service users and will positively affect the level of social well-being in society as a whole. A number of problems have been identified that currently impede the development of digitization: they are related to staff resources, the level of computerization, the lack of motivation among managers and personnel of social service organizations to implement innovative IT, and a certain distrust that such technologies can facilitate the activities of the organization and increase its effectiveness. The study investigates the changes taking place in the domestic market of social services expressed in the appearance of "new players" in the form of socially oriented non-profit organizations (SO NPO) within its field in addition to public institutions for social protection and social services of the population. The authors identify the advantages and disadvantages of SO NGO compared to government organizations and social services, describe the processes of shadow economy expansion to the social services market and formation of regional "quasi-markets". The empirical part of the article is based on the data of two studies conducted in the form of indepth interviews. First, with experts on "Practices of interaction and prospects of cooperation between NPO and government organizations of social services in the Volgograd region", N = 52 (27 representatives of the public sector, 25 representatives of NPO, January-March 2018). Then with recipients of social services from government organizations and clients of SO NPO on the theme "Availability and quality of paid and free social services provided in the Volgograd region for retiring aged women" N = 46, 60 years and older (21 people-clients of SO NPO, 25 people-recipients of social services. services, October 2017 – January 2018). The analysis of these in-depth interviews with experts allowed to draw the following conclusions. There is a duplication of functions of the organizations of public and non-public sectors providing social services to the population. The activities of modern SO NPO operating in the social services market contain innovative and commercial components. The expansion of the "platform" of the social services market does not yet lead to full competition between organizations, encouraging them to constantly improve the quality of services. The analysis of in-depth interviews with recipients of social services from government organizations and customers of SO NPO showed that the commercialization of activities of SO NPO does not make social services more accessible to those who are in need of them. There is the necessity of changes in the way social services are being provided in the Volgograd region as they do not meet the needs of women of retirement age, do not take into account their level of income and material well-being.

This study aims to describe a number of things that include planning processes for improving management quality through school programs, the process of implementing school programs, evaluating school programs, constraints and solving problems encountered in implementing strategies to improve management quality through school programs. The type of research used is case study research using a qualitative approach. In case study research, researchers go directly to the field to observe and explore data from research objects. Data collection is done using interview techniques, observations, field notes and documentation. Based on the results of data analysis, the following conclusions are obtained. First, planning activities for improving the quality of management through school programs is a design to follow up on previous programs after program evaluation. Secondly, the programs included religious formation, intelligent child development, sympathetic teacher formation, and the creation of a beautiful environment. Third, supervision of program implementation is carried out internally and externally. Fourth, the constraints faced in implementing school programs to improve the quality of education management are the management of human resources and management of facilities and infrastructure that are still weak so that it is necessary to evaluate the implementation of school programs and make improvements with more disciplined management of human resources and management school facilities and infrastructure.Keywords: strategy, quality management, and school program

The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

As a result of social changes in society in Western Europe at the end of the 20th century, it was recognised that a new perspective on interpreting science was needed. For a long time, community interpreting was ignored or considered inferior in comparison to the dominant interpreting mode, namely, conference interpreting. Intensifying trade contacts and labour migration within the European Union have, in combination with the current influx of refugees, led to a high demand for interpreting services in the field of social and legal interpreting. Additionally, there is only a limited number of qualified interpreters available on the market, especially in combinations of less widely-spoken languages. The lack of qualified community interpreters and translators has direct consequences for delays in the functioning of certain government bodies and social services. The same applies to the quality of healthcare provided and to the social climate. Increasing the scale of interpreting and translation assignments, changing the professional profile of the interpreter and raising the demand for the provision of language services in specific language combinations are clear signals for small philological departments to offer their students the opportunity to specialise in this area. For this reason, two projects are presented in this article, both of which aim at promoting know-how in the field of social interpreters and at developing modules in social interpreting and translation.
