In our paper, the methodical approach is proposed for risks minimization of classification society (CS) related to providing the low quality service by recognized vendors. For example, above vendors provide measurement of residual thicknesses of hull, radio expertise, underwater observations, etc. Safe operation of a ship is immediately determined by qualitative and reliable action of vendors. The method is worked out for optimization of  quality level of services providing  to CS by the vendors which allows us to assess reliability and qua-lity of vendors’ work, and the methodical approach for expediency of risks    insurance determination is proposed, as well. This methodical approach is based on the methods of mathematical reliability theory and evaluation of fai-lures probabilities of some subsystems of ship under operation. It is assumed that quality of vendors work is determined by the volumes of works for each subsystem. The optimization problem is formulated for determination of these volumes which minimize the total average cost for ship observation  by vendors and liquidation of failures sequences. The criterion of insurance expediency  of  failures risk  for the ship under operation (between two neighbor examinations) is formulated. The method is illustrated by numerical results.

ABSTRACT Study Objective: The purpose of this study was to obtain data on various characteristics of peer reviews. These reviews were performed for the Nevada State Board of Medical Examiners (NSBME) to assess physician licensees' negligence and/or incompetence. It was hoped that this data could help identify and define certain characteristics of peer reviews. Methods: This study examined two years of data collected on peer reviews. The complaints were initially screened by a medical reviewer and/or a committee composed of Board members to assess the need for a peer review. Data was then collected from the peer reviews performed. The data included costs, specialty of the peer reviewer, location of the peer reviewer, and timeliness of the peer reviews. Results: During the two-year study, 102 peer reviews were evaluated. Sixty-nine percent of the peer-reviewed complaints originated from civil malpractice cases and 15% originated from complaints made by patients. Eighty percent of the complaint physicians were located in Clark County and 12% were located in Washoe County. Sixty-one percent of the physicians who performed the peer reviews were located in Washoe County and 24% were located in Clark County. Twelve percent of the complaint physicians were in practice in the state for 5 years or less, 40% from 6 to 10 years, 20% from 11 to 15 years, 16% from 16 to 20 years, and 13% were in practice 21 years or more. Forty-seven percent of the complaint physicians had three or less total complaints filed with the Board, 10% had four to six complaints, 17% had 7 to 10 complaints, and 26% had 11 or more complaints. The overall quality of peer reviews was judged to be good or excellent in 96% of the reviews. A finding of malpractice was found in 42% of the reviews ordered by the medical reviewer and in 15% ordered by the Investigative Committees. There was a finding of malpractice in 38% of the overall total of peer reviews. The total average cost of a peer review was $791. In 47% of the peer reviews requested, materials were sent from the Board to the peer reviewer within 60 days of the original request and 33% took more than 120 days for the request to be sent. In 48% of the reviews, the total time for the peer review to be performed by the peer reviewer was less than 60 days. Twenty seven percent of the peer reviews took more than 120 days to be returned. Conclusion: Further data is needed to draw meaningful conclusions from certain peer review characteristics reported in this study. However, useful data was obtained regarding timeliness in sending out peer review materials, total times for the peer reviews, and costs.

In this paper a mathematical algorithm is studied to improve the deep-drawing quality of an aluminium sheet. The deep-drawing quality is usually expressed in terms of the normal anisotropie. In our mathematical model we use Taylor theory and ideal orientations to reformulate this problem as a nonlinear optimization problem for the normal anisotropie. Some numerical examples are presented.

The article presents the results of research on analog methods of risk assessment. One of the variants of these methods has been developed as a tool for practical forecasting of the optimal level of material costs to ensure a given product quality. The theoretical basis for solving this problem was the provisions of the risk management theory of technical systems. The analog method of solving the set optimization problem presented in this paper confirms the principle possibility of predicting the level of acceptable risk of material costs for organizational and technical perfection of production, taking into account consumer requirements for its quality indicators.

Fringe projection systems gain in importance in manufacturing quality control due to their multiple advantages. However, determination of an optimal inspection setup – including sighting- and positioning-strategy and configuration of the sensor – is a challenging task. There is no standardized, methodical approach established yet. Thus the success of an inspection depends on the skills and diligence of the inspection planner. This paper shows an approach for the reduction of these shortfalls. Therefore a software-tool was developed, which provides a simulation-based, task-sensitive and automatic optimization of inspection setups. Fundament for the simulation of the measurement is a continuous model. Thus the measurement result and the quality of a chosen inspection setup can be simulated. Based on this, algorithms for the multi-criteria-optimization of inspection setups were implemented.

This paper was motivated by a practical optimization problem that appeared in electricity market of Mongolia. We consider the total average cost minimization problem of power companies of the Ulaanbaatar city. By solving an identification problem, we developed a fractional model that quite adequately represents the real data. The obtained problem turned out to be a fractional minimization problem over a box constraint, and to solve it, we propose a method that employs the global search theory for d.c. minimization.

The relevance of the article is justified by the increasing role of scientific provision for identification and structuring of regional development problems in the evolvement of directions of the State regional policy, as well as in the formation of strategies and programs of socio-economic development of regions of Ukraine. The article is aimed at substantiating the methodical approach to identification and structuring of problems of the region development. The analysis of the interpretation of the essence of concepts of «problematic region» and «depressed region» is carried out. It is defined that the concept of «problematic region» is wider, despite the fact that there is no such definition in the legislation of Ukraine. It is proved that in order to identify and structure the problems of regional development, it is advisable to apply the methodical approach developed by the author, which contains four consecutive stages, the implementation of which will allow to carry out a qualitative and quantitative assessment of the peculiarities of the regional development of Ukraine and identify the accompanying problems. Both the identification and structuring of problems along with determination of regional development goals is carried out in the measurements of «Natural-territorial and socio-economic potential», «Socio-economic and ecological efficiency», «Quality of life of the population». As for the above defined measurements of problem research and determination of regional development goals, it is proposed to apply the indicative indicators calculated using an additive method of convolution of their partial indicators and components. Prospect for further research is to improve the methodological provision of the goal-setting of development of regions of Ukraine.

The effectiveness of the radio monitoring system depends on the correctness of determining the coordinates of the location of radio monitoring tools at the stage of planning their application. The decision on the choice of position for radio monitoring should consider the heterogeneity of the terrain in the area of tasks, the presence of natural and electronic interference, which can lead to deterioration of conditions for receiving signals from radio sources. The use of the known methods, techniques, and algorithms for the placement of radio monitoring tools does not fully consider the requirements mentioned above. This leads to a decrease in the effectiveness of radio monitoring in a particular area of performance. Therefore, the purpose of this article is to develop a methodology for spatial placement of radio monitoring to ensure the effectiveness of radio monitoring in a particular area of tasks, taking into account the heterogeneity of the terrain, as well as natural and artificial electronic interference. Determining the coordinates of radio monitoring facilities included in the radio monitoring system involves determining the allowable options for their placement in a particular area of tasks using the mathematical apparatus of the dense placement function and its hodograph and further thinning of the matrix of acceptable solutions based on restrictions. A distinctive feature of the proposed approach is the optimization problem of geometric design for radio monitoring of complex spatial forms. At the same time, the peculiarities of completing the radio monitoring system using different types are also taken into account. It is expedient to use the developed technique for the planning of application of the system of radio monitoring; formation of working decisions on the construction of the radio monitoring system; assessing the quality of decisions and the formation of alternatives; ensuring the adaptation of the structure of the radio monitoring system to changes in the situation under the influence of the enemy and the formation of new zones of electronic interference.
