This study aims to analyze the role of the community in monitoring the use of village funds. Considering that the village carries out self-government, the village administration consists of a village government which includes the village head and village officials. The phenomenon of using village funds has occurred since the distribution of funds to villages through the fantastic APBN, so there is a need for monitoring in the use of village funds. In this study, the research method used was literature study method. The literature study used is a method used to collect data or sources related to the topics raised in this paper. The literature studies obtained were sourced from various kinds such as regulations/laws, journals, books and other documentation. The results showed that the role of the community in monitoring the use of village funds was still not optimal. This is reflected in the lack of supervision from the community. This is due to the fact that public complaint channels are not well managed by all regions and the scope of evaluation and supervision by the Camat is not optimal. There is no institutional mechanism for transparency and accountability of village funds to the community.

Timorese culture is patriarchal in that men are more dominant than women. As if women were not considered in traditional rituals so that an understanding was built that valued women lower than men. However, in contrast to the article to be studied, this would like to see the priority of women’s roles in traditional marriages in Belle village, South Central Timor. The role of women wiil be seen from giving awards to their parents called puah mnasi manu mnasi. This paper aims to look at the meaning of the rituals of puah mnasi maun mnasi and the role and strengths that women have in traditional marriage rituals in the village of Belle, South Central Timor. The method used for this research is a qualitative research method using interview techniques with a number of people in the Belle Villa community and literature study to strengthen this writing. Based on the data obtained this paper shows that the adat rituals of puah mnasi manu mnasi provide a value that can be learned, namely respect for women, togetherness between the two families, and brotherhood that is intertwined due to customary marital affrairs.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

The main problem in the research is the role of village officials in the implementation of village administration Village Karyamukti District Mootilango Gorontalo District. The purpose of this study to determine the role of village officials in the implementation of administrative tasks of village government. The research method used is quantitative method, and research type is descriptive. Techniques of collecting data through interviews, observation and documentation. Informants in this study were the village head, three heads of affairs, and the village secretary. The results show that: First, the role of village officials in the implementation of administrative duties in the Village Karyamukti Mootilango Gorontalo Gorontalo district is still less than the maximum. The assessment is because of the three heads of affairs, both government, development, and general recognize that its role has not been maximal in carrying out its duties and functions effectively. Secondly, the factors that influence the effort of improving the village apparatus in the implementation of administrative duties in Karyamukti village are the discipline of work, education and training, facilities and infrastructure and the level of welfare of village government apparatus.

Buleleng Regency is one of eight regencies in Bali that is known by foreign tourists as an attractive tourist destination, where the area has a variety of arts, culture and natural tour- ist attractions. Munduk Village has a variety of tourist attractions consisting of arts or culture and natural scenery, in the form of hills, rice fields, and waterfalls that are characteristic of the village. The concept of Tri Hita Karana is the basis for living the daily lives of local people in Munduk Village. Village tourism is a form of integration between attractions, accommodation and supporting facilities that are presented in a structure of community life that integrates with the prevailing procedures and traditions where tourists can stay in or close to the village to learn and enjoy life in the village.From the description of the background above, the formulation of the problem in this paper is: what is the role of tourism villages in the development of villages in Munduk Village, Banjar District, Buleleng Regency. The research method is done using interviews.Conclusions from the results of the study indicate that the role of the tourist village munduk in Munduk Village, Banjar Subdistrict, Buleleng Regency is as a source of income for the people in Munduk Village other than as farmers, considering the Munduk village area as a tourist vil- lage that is visited by many tourists which in turn can increase the income of the surrounding community. The suggestions that can be asked are: For the Munduk village government should be able to support tourism villages in Munduk by helping to provide funding facilities for devel- opment in order to develop. In addition, the community is given facilities for capital in order to build a business to support tourist villages in the village of Munduk, Banjar District, Buleleng Regency.

Supervision of Bhabinkamtibmas in the use of village funds, aims to ensure that Bhabinkamtibmas can carry out their duties properly. The method used is a normative legal research method with a statutory and conceptual approach. The results of this study indicate that the supervision of Bhabinkamtibmas in the use of village funds is needed to increase the role of Bhabinkamtibmas in village development and coordinate with village community leaders. Because when many community leaders supervise, it is better for the Village Government not to abuse their positions and KKN in the implementation of village development because village funds can tempt officials to do wrong. Bhabinkamtibmas should be involved since planning or deliberation in the hamlet/village, village deliberations (musrenbangdes) so that the development direction is according to priorities in the village and monitoring the village development process. Thus the task of supervising Bhabinkamtibmas can run smoothly, so that it can build a prosperous village without corruption, collusion and nepotism.

This study aims to determine the village government about the management of village-owned enterprises in the village of Bina Baru Kulo District, Sidenreng Rappang Regency. The population in this study were 266 heads of families in Bina Baru Village, Kulo District, Sidenreng Rappang Regency. This study uses the Slovin formula to a sample of 73 people based on data with incidental sampling techniques. Quantitative descriptive is the type of research used by this research. This research uses data collection techniques, namely observation, questionnaires, interviews and literature study. The data analysis technique used is the assistance of the IBM SPSS statistic 21.0 program. The results of this study indicate that the role of the village government is 48.9% less good. Management of Village-Owned Enterprises in Bina Baru Village, Kulo District, Sidenreng Rappang Regency 47.9% Poor Role of Village Government "Influential / Important" on Village-Owned Business Management in Bina Baru Village, Kulo District, Sidenreng Rappang District with t table t table value (4,980> 1, 66660) with a percentage of influence of 50.9% is not good, so that the role of the village government in the management of village-owned enterprises in Bina Baru Village, Kulo District, Sidenreng Rappang District has not been effective.

This study discusses community participation and the role of the government in the utilization of village funds in Dlingo Village. The aim of this study was to find out about the level of community participation in the use of village funds in Dlingo Village and to find out about the role of the government in determining the use of village funds in Dlingo Village. This study uses Arnstein's theory of participation ladder, which is used to determine the level of community participation at each stage of development, namely planning, implementation, and monitoring and evaluation. The research method used is qualitative descriptive research method by collecting qualitative data in the form of interviews, document studies, and observations. The results of this study indicate that: (1) Community Participation in Development Program Planning is at the level of community participation at the partnership level. Community participation in the process is quite high, reaching 90% attendance at the village development planning meeting forum. (2) Community Participation in the Implementation of the Development Program is at the stage of placation, this is evidenced by the implementation of the program involving almost the entire community. The role of the village government as the manager of village funds in terms of implementing the program is as a coordinator so that each program can be implemented properly. (3) Community participation in the Development Program Monitoring and Evaluation is in the consultation stage where the community becomes a consultant to the village government. The role of the government is in the monitoring and evaluation process in terms of being a driver of supervision and evaluation among the community.

This research was conducted to find out the management of village original income in Kerobokan Village and the role of BUMDes to be able to increase village original income and rural original income management strategy to improve the economy. This research method is qualitative descriptive method. Data obtained through in-depth interviews, observations and document studies are then analyzed by data reduction, data presentation, data analysis and conclusion. The result of the research shows that the management done by Kerobokan Village Government is in accordance with the management procedure, BUMDes play a role in increasing the village's original income so that the village government can carry out the development which impact on the village economy and the strategy implemented by the village government puts forward the coordination and cooperation.

The existence of village autonomy makes villages free to manage their own household, including in the case of village financial management. The amount of funds obtained by the village demands the village government to be able to manage its finances well, because based on the Minister of Home Affairs regulation no 113 2014 village finances are managed on the basis of transparent, accountable, participatory principles and carried out in an orderly and disciplined budget. Thepurpose of this study is to determine the level of Transparency and Accountability and how the management of village finances in the district Bengkalis. This research was conducted in Bengkalis District with total 28 villages using Mixed research method. The population in this study were 28 villages and using the Saturated sampling technique. The results of this study indicate that the level of Transparency and Accountability for each Financial Management Stage from Planning, Implementation, Administration, Reporting and Accountability is at the lowest value of 86.64% to 100%, meaning that in managing the financial village of Bengkalis Sub-district has fulfilled the Principle of Transparency and Accountability. Meanwhile, qualitatively there are various obstacles in each stage,ranging from regulatory changes, natural constraints, quality of human resources, even until the delay. However, the local government continues to improve this condition by always providing assistance to the village government, one of which is in the form of training so that village officials as the spearhead of village finance managers have good capacity so that they can manage the village finances well andexpected to give a significant impact to the welfare of rural communities.

The purpose of this study was to determine the role of the Sepuk Tanjung Village Government in waste management, and to determine the inhibiting factors for implementing the government's role. When the amount of waste increases, it will cause problems that can endanger humans, both health and the environment. Therefore, it is important to involve the village government as the government that is closest to the people. This research method uses empirical research methods with a statutory approach, to obtain data, researchers conducted observations and interviews with the village government and the community using purposive sampling. The results of the study reveal that the role of the village government is in accordance with Article 11 of Regional Regulation Number 2 of 2015 concerning Waste Management. As for the inhibiting factors, namely, the community factor, the infrastructure factor and the village government factor.
