Cervical cancer is still a scourge for women in the world. The low coverage of early detection of cervical cancer is one of the causes of high mortality due to late treatment. One factor influencing women's participation of childbearing age in cervical cancer early detection is access to information and cadres' role. This community service aims to increase the knowledge of health cadres about early detection of cervical cancer as a requirement for health promotion to women. The methods used in this activity were lectures, question and answer, and discussion. The participants were 13 health cadres in Sumberrahayu Village, Limbangan District. The result is an increase in good category knowledge (15.5 to 76.9%). Increasing cadres' knowledge can be used as a model for community empowerment in upgrading the childbearing age women's knowledge about early detection of cervical cancer.

The method used in community service is Community-based Research (CBR) to develop early detection programs for non-communicable diseases of breast cancer and cervical cancer. Research findings showed 91.1% of respondents did not know about early detection of IVA test. The results of the IVA screening test on 90 respondents, there is one respondent with a definite IVA pre-cancerous lesion. SRIKANDI (Sadar Kanker Sejak Dini) Cadre was formed to increase public awareness. Srikandi's cadre provisioned with knowledge about cervical and breast cancer, equipped with pocketbooks and given training on breast self-examination (BSE). Result :The results of the study were obtained from 61 respondents, the majority of which had sufficient knowledge as many as 43 people (71%). And most of them performed IVA test as many as 45 people (74%), from the bivariate analysis obtained a p-value of 5 0.005, conclusion : there is a significant relationship between the knowledge of women of childbearing age about cervical cancer to the IVA examination. Suggestions to respondents are expected to be able to increase knowledge about cervical cancer and routinely carry out cervical cancer early detection checks by means of IVA examinations at health centers or health facilities that provide IVA Test

Based on the results of statistical tests showed that the 6 variables studied obtained 4 variables meaningful and 2 meaningless variables. The meaningful variables are education variables p = 0.046 (p≤0.05), knowledge variables p = 0.008 (p≤0.05), socioeconomic variables p = 0.000 (p≤0.05) and family support p = 0.037 (p≤0.05) while the non-meaningful variables are age and distance to the place of health services. Performance-based grants management is a strategy used by public agencies to improve performance and strengthen accountability by connecting annual award amounts to performance information. This study evaluates the impacts of a performance-based grants management process implemented by the U.S. Centers for Disease Control and Prevention to strengthen the effectiveness of its National Breast and Cervical Cancer Early Detection Program. The study uses panel data and interrupted time-series analysis over 10 years for 51 grantees. Results show partial and conditional effectiveness of the performance-based grants management process in strengthening performance. In particular, the implementation of the performance-based grants management system consistently improved the performance of those grantees for whom the targets were challenging. While prior research has found, in some cases, evidence of a positive impact of performance management practices in improving programs delivered directly by public organizations at the local level, this study examines the performance management–performance relationship in a more challenging context of a federal grants program delivered through a highly decentralized system.
