Features of state and regional management of financial flows in the transport industry significantly affect on all elements of the financial support mechanism for public transport enterprises (forms, types, tools, sources of financial resources). The purpose of the article is to determine the elemental composition of the financial support mechanism for public transport enterprises, to study the features of the formation of its structure, to characterize the advantages and disadvantages of possible sources of financing in this area in the context of limited attraction of budgetary resources. As a result of the study, the elemental composition was clarified and a model of the financial support mechanism for public transport enterprises (form of financing, method of financing, type of financing, financing instruments) was built, taking into account the specifics of the transport industry. It was substantiated that the financial support mechanism for public transport enterprises should be understood as a system of financial relations, implemented through a set of forms, methods and tools of influence on the financial and economic activities of public transport enterprises in order to effectively form, distribute and use financial resources and perform a socially important function of ensuring transportation passengers. The advantages and disadvantages of sources of financial support for public transport enterprises were determined. The expediency of using alternative sources of financial resources was substantiated, in particular, local government bonds and concessions within the framework of public-private partnership. The advantages of the introduction of local government bonds at various levels of government were determined.

Reproducing investment potential of institutional sectors of the economy of any territorial system becomes a challenging issue in the light of recent trends: lack of financial resources for modernization and development of the real sector of economy, failure to successful implementing the planned strategic programs for economic development of territorial systems at macroeconomic, regional and municipal levels. A systematic approach to the formation and reproduction ofthese resources is required. In this regard, the main purpose of the work was to develop methodological foundations of designing a balance model for reproducing the investment potential of institutional sectors in the regional system. The analysis of the advantages and disadvantages of the existing approaches showed that a systematic representation of the reproduction processes of the investment potential of institutional sectors in the territorial systems requires a detailed mapping of the movement processes of financial resources between the sectors, as well as spatial features of the movement of their investment resources between the regional systems. Proposed in the work, the theoretical and methodological approach uses the basic principles of the system of national accounts: “double entry”, according to which one sector initiates the movement of financial flows, and the other accepts them; financial account structure of institutional sectors. Moran’s spatial autocorrelation and autoregression method was also applied. Thus, it provides to assess the investment resource endowment of the sectors and their sufficiency to solve the most important development problems, to determine the main uses of these resources by institutional sectors, and the riskiness of their investment activities. Such an approach provides an opportunity for state authorities and a financial regulator to assess the system of investment interconnections between institutional sectors that has developed in the regions, the problems and threats of financial development of these sectors, and to find reserves to solve them.

Financial factors are crucial for the development of small and medium-sized businesses. The article dwells on the issue of the effectiveness of regional financial support for small and medium-sized businesses implemented in the form of preferential lending, and it also discusses “failures” that generate problems in the implementation of this support. The research object is Rostov region. The authors prove that it is difficult for small and medium-sized businesses to obtain a loan on normal terms due to instability of financial flows. As a result of the analysis, the authors reveal that the volume of lending to small businesses in Rostov region is steadily declining. The decrease in demand for loans from small businesses is connected with high interest rates on bank loans. The article emphasizes that concessional lending can solve the problem through the encouragement of business development in priority areas for the region. The correlation analysis is carried out on the basis of comparing the main indicators of the regional subprogram “Development of small and medium-sized businesses in Rostov region” and indicators of social and economic development of the region. According to the results of the analysis, there is an increase in the number of economic entities in the section of small and medium-sized businesses due to unemployment reduction in the region. However, this quantitative dependence in Rostov region is functionally unstable and probabilistic. At the same time, inefficient organizational and methodological activities of the state in supporting small and medium-sized enterprises have lead to the emergence of “failures” that generate the problem not of the lack of financial resources but of their low demand.


The work is devoted to the analysis and development of the financial mechanism for the introduction of local loan bonds. The author generalizes the concept of «local loan bonds» and identifies the advantages and disadvantages in the process of implementing local loan bonds in the transport industry. Has been studied, that local loan bonds are one of the most effective financial instruments used by local governments to attract additional sources of financial support for businesses in the transport sector. The difficulties of applying local bonds in four relevant areas were identified as organizational, financial, investment and regional. The advantages of local loan bonds introduction at different levels were systematized as state, regional and for the issuer – city self-government bodies. It is determined that there are a number of restrictions on the issuance of local bonds at the legislative level on the total amount of loans to the local budget, local budget expenditures may not exceed 10 percent of the general fund expenditures on local debt service and time limits. The organizational mechanism of local loan bonds introduction is developed and expenses of local authorities in the course of their issue are considered. It is determined that during the issue of local bonds the issuer incurs costs for basic or additional services. The issuer will make a significant part of the costs in the process of organizing the registration of the issue of local loan bonds, for the services of an underwriter and financial advisor. The implementation of the financial mechanism for the local loan bonds introduction through certain forms of interaction, which are proposed to be considered in terms of cash flows, bond rights and information flows. The financial mechanism of introduction of bonds of local loans for subjects of managing of transport branch is offered. Within the mechanism of introduction of local bonds, its main participants are the issuer, investor and professional intermediaries, and as elements of market institutions – governing bodies: the stock market, the depository and the registrar. On the basis of the financial mechanism of local loan bonds implementation, the stages of financial support of local loan bonds are systematized in accordance with their purpose and functions of the mechanism participants. An important feature of the mechanism of financing of economic entities of the transport industry is the gradual nature of its implementation.

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.

Recently, bus companies in Peninsular Malaysia are confronted with a crisis of maintaining its local bus services. Operating unprofitable public transport system in local cities and rural areas is an important issue in a developed country. However, such cases (operating unprofitable public transport) have emerged in developing country like Malaysia. Until recently, researchers focused on this kind of problems for only developed country and there are not enough international comparison about local bus service. To address this gap, we conducted a comparative analysis between Japan and Malaysia in this paper. We’ll focus on the similarities and differences in terms of regulation, policy and some cases of bus substitution in both countries. We also examined the advantages and disadvantages about Japanese case and present some implication about future policy in Malaysia.

The present article discusses economic issues related to the design of optimal regulatory contracts on the example of the urban public transport industry. It highlights the importance of the design of efficient regulatory contracts in the context of changes facing the urban transportation industry in the European Union. Furthermore, it provides an overview of the main issues put forward in economic literature related to the design of regulatory contracts. It discusses several problems relevant in this context such as informational asymmetries, transaction costs, and regulatory capture. It also comments on a selection of views presented in economic literature dealing with these issues. Finally, the article presents the regulatory framework, contractual practices and characteristics of the French urban public transport industry. France is well known for its long standing tradition of contracting between the State and the private sector in transportation. The analysis of the French example may help to prove useful insights in this regard.

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.
