<p>Terrorism is a threat that not only jeopardizes a country's security, but also the survival of ASEAN as a regional organization, the security of peace and stability, and the region's overall economic possibilities. This research aimed to examine the implementation of Counter-terrorism (CT) cooperation in the ASEAN Regional Forum (ARF) from the perspective of Indonesia's defense diplomacy. The research method used was the qualitative method which is based on the combination of interviews and literature review regarding ASEAN’s or ARF’s Counter-terrorism cooperation and Indonesia’s defense diplomacy from the year 2015-2019. The findings showed that CT cooperation is less discussed in the mechanism of the ARF since the current focus of ARF is on Trafficking in Person (TIP) and threats of Chemical, Biological, Radiological, and Nuclear (CBRN). Meanwhile, from the perspective of defense diplomacy, Indonesia has successfully initiated ARF Statement on Preventing and Countering Terrorism and Violent Extremism Conducive to Terrorism (VECT) with Australia and New Zealand in 2019. However, it is undeniable that CT cooperation through the ARF mechanism remains difficult to achieve due to several obstacles, including the differences of national interests and legal framework, the principle of non-interference, and the existence of mutual distrust between participating countries.</p>

This research discusses the concept of zakat in Abu Ubaid's Kitab Al-Amwal. The purpose of this study is to analyze the existence of social justice in zakat. The research method that I use is a qualitative method with a literature review method. The result of this research is that zakat according to Abu Ubaid has esoteric values of social justice. Zakat instruments can alleviate poverty and stabilize state finances. To create social justice, the zakat instrument provides space for those in need. The space is not only a treasure. But also capital that can be used to start a business. In addition, in order to optimize zakat, the government must take part in maximizing the potential of zakat.

In mid-February 2020 New Zealand released its long overdue ‘Countering terrorism and violent extremism national strategy.’ This article draws on the experience of three academic commentators who cast a critical eye over the document and whose respective thoughts are brought together here. The approach taken is to discuss the purpose and fundamentals of what strategy is to provide a framework with which to review New Zealand’s first publicly released counter-terrorism strategy. Unfortunately, this important and long overdue strategy, in the view of the authors, comes up well short of what it should be. The authors offer a challenge to New Zealand’s policy makers concerned with national security to seek more depth in the consideration of their approach, to present a strategy with less graphic design, more substantial discussion of the fundamental questions relating to the management of modern terrorism and violent extremism, and an appreciation of the nuanced New Zealand experience with political violence from late twentieth century to the present day.

  The root and stem are the lowest levels at which a language speificific structure can be categorized. Additional categorization is the syntac level. An empirical study comparing root and stem categorization in a sample of two languages (English and Arabic) shows far-reaching distinctions.Therefore the researchers conducted the research about root and stem in arabic and english.The research method that was used is descriptive qualitative method. To gain the data the researchers used literature review in which the data gained from dictionary,English and arabic articles.The data analysed by using content analysis.These variations in the categorization of linguistic signs at the most fundamental levels cast doubt on any thesis claiming universal categorization or stem categorization. Such a static perspective should be substituted by a vibrant perspective demanding the role of categorization in linguistic operation.

Parallel import is a concept for importing and reselling original products from distributors that are legally obtained from producers at lower prices rather than buying directly from producers. These products are placed on the market in one country with the approval from owner and imported to another country without the permission of the owner. Parallel imports are built on the principle of exhaustion of rights. Basically, there are three principles of exhaustion of rights, namely;the principle of international exhaustion of rights, domestic/national exhaustion of rights and regional exhaustion of rights. Based on the TRIPS agreement, each country is given the freedom to determine and regulate the principle of exhaustion of rights to be applied. The issue under discussion is how the parallel import regulation in brands according to Indonesia, Indian, and New Zealand laws what can be adopted in Indonesia law regarding parallel imports based on these comparisons. In this study, the writer used a normative research method. This research also uses legal comparison as part of its analysis with data collection techniques through literature study. Data analysis method used is descriptive qualitative method. The results of the study showed that Indonesia has no regulation regarding parallel imports. While in India and New Zealand there are related regulations. Regarding disputes settlement regarding parallel imports in Indonesia, civil law is adopted, in India with a judge's decision in accordance with existing regulations. What can be adopted by Indonesia in this case is to explicitly reinforce regulations regarding parallel imports in brands.

The research method used in this research is a qualitative method with content analysis. The steps are taken in this research use a literature study approach, namely bysearching various written or online sources in the form of books, archives, magazines, articles, ordocuments relevant to be identified, classified, and concluded. The data and information are then elaborated as a basis for research analysis. The results showed that SUKUK's treatment in Indonesia, as regulated in PSAK 110, has accommodated sukuk issuers and sukuk users' needs. Furthermore, the regulations for the issuance and implementation of SUKUK in Indonesia are adequate, but there is still a need to strengthen the legal framework by refining existing policies. The results of this study indicate that the government and companies issuing SBSN need to increase promotion and education to the public concerning SUKUK so that Indonesian citizens are expected to have an interest in investing through SUKUK. Keywords: Accounting, Law, sukuk ABSTRAKPenelitian ini bertujuan untuk mengetahui pelaksanaan investasi SUKUK di Indonesia dari aspek akuntansi dan regulasi. Metode penelitian yang digunakan dalam penelitian ini adalah metodekualitatif dengan analisis isi. Adapun langkah-langkah yang dilakukan dalam penelitian ini dengan menggunakan pendekatan studi literatur yaitu  dengan  melakukan pencarian terhadap berbagaisumber tertulis ataupun online baik berupa buku-buku, arsip, majalah, artikel, atau  dokumen- dokumen yang relevan untuk diidentifikasikan, diklasifikasikan, dan disimpulkan. Data dan informasi tersebut selanjutnya dielaborasi sebagai dasar analisis penelitian. Hasil penelitian menunjukkan perlakuan SUKUK di Indonesia yang diatur dalam PSAK 110 sudah mengakomodir kebutuhan penerbit sukuk dan pengguna sukuk. Selanjutnya, regulasi untuk penerbitan dan pelaksanaan sukuk di Indonesia sudah memadai namun masih perlu dilakukan penguatan kerangka hukum melalui penyempurnaan pokok kebijakan yang sudah ada. Hasil penelitian ini mengindikasikan Pemerintah dan Perusahaan penerbit SBSN perlu meningkatkan promosi dan edukasi kepada masyarakat tentang sukuk, sehingga masyarakat diharapkan memiliki minat untuk berinvestasi melalui SUKUK. Kata kunci: Akuntansi, Hukum, Sukuk.

The purpose of the study is to evaluate the implementation of financial inclusion in Indonesia. Data consists of Micro Enterprises (MEs) with revenue less than 300 million per year. The research method used is a qualitative method with data collection through literature review, surveys, and interviews. Results show that the urgent needs of MEs is credit facility, but only 39% MEs has experienced credit facility from banks. Further, age and length of business are demographic characteristics that can explain financial inclusion. The most barriers in implementing financial inclusion in Indonesia are the complex requirement from banks.

The novel Sepertiga Malam di Manhattan by Arumi E is very interesting to study. This novel is a novel about the struggle of a family to get happiness. This novel is the Arumi E's 27th newest novel. The struggle in this novel is to make the family happy, expecting for the baby. Before writing the novel, Arumi E did a research in the places written in the novel to achieve a very interesting fictional story and most of this story was taken from the traveling results so it was so interesting. The objective of this research is to describe (1) the Autopoetic System in the novel Sepertiga MalamdiManhattan by Arumi E. (2) The differentiation system in the Novel Sepertiga Malamdi Manhattan by Arumi E.The research method used is in the form of a descriptive qualitative method that uses a social system approach. The method used by the researcher is the dialectical method. The data source used in this research is the novel Sepertiga Malamdi Manhattan by Arumi E, published by Gramedia publisher in 2018. The data collection in this study uses the steps of reading the novel. To collect data, the researcher use any instrument.There are two results of the study: (1) The autopoetic system in the novel Sepertiga MalamdiManhattan by Arumi E. is concerning to some characters who have their own beliefs or rules in their lives who do not want to follow the rules of others, they are more confident in their own way to success and purpose of life. (2) The system of differentiation in the novel Sepertiga Malamdi Manhattan by Arumi E. is covering the handling of changes in the environment, the characters are able to adapt to the new environment, which has a different culture from the original culture. This shows evidence of the system autopoetic and differentiation in the novel Sepertiga MalamdiManhattan by Arumi E.

In the discipline of Islamic law research, strong proofing and clear Istinbat method are key pillars in the construction of Islamic law based on the application of the science of usul al-fiqh and maqasid al-shari'ah. However, what happens at the state of Johor’s fatwa institution is the opposite. The fatwa research methods applied by the Fatwa Committee of Johor in resolving current fatwa issues is not based on the right and true discipline of Islamic law research. In fact, current inputs related to fatwa issues are not explicitly stated in the method of determining the law either in the form of reality or scientifically verified. Therefore, this paper will discuss the fatwa procedures undertaken by the Fatwa Committee of Johor based on the methods applied in resolving current issues. The research methodology adopted is library and interview methods. This study shows that fatwa management and production in the state of Johor is placed under the jurisdiction of the Mufti of Johor’s Department. The methods adopted by the Fatwa Committee of Johor covers two methods, namely: internal research methods including literature review through the application of original source and proofs based on syarak. Second: field research method that includes an external review or going to the location of study such as conducting observation, questionnaires and interviews including referrals to specialists of different fields. Maslahah and mafsdah consideration are also implemented by the Fatwa Committee in every fatwa decision based on the standard that meets the interests of maqasid al-shari'ah. Namun begitu, apa yang berlaku di institusi fatwa negeri Johor adalah sebaliknya. Kaedah penyelidikan fatwa yang diaplikasi oleh Jawatankuasa Fatwa Negeri Johor dalam menyelesaikan isu fatwa semasa tidak berasaskan kepada disiplin penyelidikan hukum Islam yang tepat dan sebenar. Malahan input-input semasa yang berkaitan dengan isu fatwa juga tidak dinyatakan secara jelas dalam kaedah penentuan hukum sama ada dalam bentuk realiti yang berlaku atau pembuktian secara saintifik. Justeru, kertas kerja ini akan membincangkan prosedur fatwa Jawatankuasa Fatwa Negeri Johor berdasarkan metode-metode yang diaplikasi dalam menyelesaikan isu-isu yang bersifat semasa. Metodologi kajian yang digunakan dalam kajian ini adalah melalui metode perpustakaan dan metode lapangan. Hasil kajian menunjukkan bahawa pengurusan dan pengeluaran fatwa di negeri Johor hanya terletak di bawah bidang kuasa Jabatan Mufti Johor. Metode fatwa yang diamalkan oleh Jawatankuasa Fatwa Negeri Johor merangkumi dua metode iaitu pertama, kaedah penyelidikan dalaman yang merangkumi kajian kepustakaan menerusi pengaplikasian dari sumber asas dan dalil-dalil syarak. Kedua, kaedah penyelidikan lapangan yang meliputi kajian luaran atau turun ke lokasi kajian seperti observasi, soal selidik dan temubual dan rujukan kepada pakar dalam bidang yang berlainan. Pertimbangan maslahah dan mafsdah juga dimplementasikan oleh Jawatankuasa Fatwa dalam setiap keputusan fatwanya berasaskan standard yang menepati kepentingan maqasid al-shari’ah. Abstract The study was set to examine the differences between religion and religiosity and to explore how communities can be protected against religious violence. The study also intended to investigate the motives and the effect that religious violence has had throughout history. The study employed the qualitative research method whereby the researcher carried out a meta-analysis synthesis of different research findings to make conclusions and implications that could answer the study questions. Using the literature review they conducted, the researchers carried out data collection. As such, the researcher employed the bottom-up approach to identify the problem and the questions along with the investigation framework of what they decided to explore. The findings of the study revealed that religious backgrounds should be the cornerstone to realize the diff erence between religion and religiosity. Religion is of divine origin whereas religiosity is specifically a humanistic approach and a behavioral model. The religious violence phenomenon is formed by interlocking factors such as the interpretation of religious texts which clearly adopt thoughts and heritage full of violence camouflaged by religion. It is recommended that governments use a strong strategy employing the educational system, summits and dialogs to successfully overcome religious violence. The summits on religion should result in starting a dialog that ensures acceptance of the different religions.
