The community's role during a disaster within the first 24 - 72 hours before having government's aid is crucial in making the condition under control in a timely manner, disaster management institution, especially at local level, has not had any models for preparedness training through participative approach based on the local wisdom of Jambi community to reduce disaster risks. The research process is carried out in three stages, (1) the first part is a literature study conducted to obtain information about how to deal with natural disasters, (2) Field studies conducted in several areas related to floods in Jambi Province, (3) ) Analysis Community needs are carried out by reviewing the design of the pre-disaster disaster planning system and the needs of the Flood Preparedness Community in three districts of Jambi province. A sample of 1000 people was divided into 3 groups. Each group will be completed in accordance with the pre-response system and community needs, then analyzed qualitatively. Meanwhile, to find out the management system design. Obtained preparedness data in the three villages with a total subject of 1000 people that 52.33% did not get information about the disaster or disaster preparedness, 64.6% never made an emergency plan for the family when there was a disaster, 68.67% never prepared emergency equipment (food, water, or emergency supplies), 68.27% had not attended disaster preparedness training in the past year, but only 6.2% had never discussed with neighbors about what to do in the event of a disaster. Based on the results of the research, several stages can be planned in the making of the pre-disaster assessment design as an alternative to minimize losses from disasters, which can then be developed as a disaster plan process and making mitigation in accordance with the needs of each district..

The 1973 Emergency Medical Services System Act in the United States mandates that one of the 15 functions to be performed by every EMS system is coordinated disaster planning. Implicit in the legislation is the assumption that everyday emergency medical service (EMS) systems will be the basis for the provisions of EMS in extraordinary mass emergencies, or in the language of the act, during “mass casualties, natural disasters or national emergencies.” Policy interpretations of the Act specified that the EMS system must have links to local, regional and state disaster plans and must participate in biannual disaster plan exercises. Thus, the newly established EMS systems have been faced with both planning for, as well as providing services in large-scale disasters.

AbstractThis paper describes the formation of defence area that often triggers agrarian questions at local level. The determination of defence area frequently aroused conflicts with local community having evidence of land ownership and cultivating the land for productive purposes. Ironically, military power, as an instrument for national defence claimed those land and use it for economic interests. This research uses qualitative method. Data collection was conducted by literature study, in-depth interviews and observation. This paper concludes that military defence was used as a tool to secure economic interests of the Colonial Government in colonial era. Furthermore, Indonesian military following this pattern in post-reform era. This means that there is a dislocation of authority when the Military uses public assets for their private interests.

Open Science has established itself as a movement across all scientific disciplines in recent years. It supports good practices in science and research that lead to more robust, comprehensible, and reusable results. The aim is to improve the transparency and quality of scientific results so that more trust is achieved, both in the sciences themselves and in society. Transparency requires that uncertainties and assumptions are made explicit and disclosed openly.
Currently, the Open Science movement is largely driven by grassroots initiatives and small scale projects. We discuss some examples that have taken on different facets of the topic:

The software developed and used in the research process is playing an increasingly important role. The Research Software Engineers (RSE) communities have therefore organized themselves in national and international initiatives to increase the quality of research software.

Evaluating reproducibility of scientific articles as part of peer review requires proper creditation and incentives for both authors and specialised reviewers to spend extra efforts to facilitate workflow execution. The Reproducible AGILE initiative has established a reproducibility review at a major community conference in GIScience.

Technological advances for more reproducible scholarly communication beyond PDFs, such as containerisation, exist, but are often inaccessible to domain experts who are not programmers. Targeting geoscience and geography, the project Opening Reproducible Research (o2r) develops infrastructure to support publication of research compendia, which capture data, software (incl. execution environment), text, and interactive figures and maps.

At the core of scientific work lie replicability and reproducibility. Even if different scientific communities use these terms differently, the recognition that these aspects need more attention is commonly shared and individual communities can learn a lot from each other. Networking is therefore of great importance. The newly founded initiative German Reproducibility Network (GRN) wants to be a platform for such networking and targets all of the above initiatives. GRN is embedded in a growing network of similar initiatives, e.g. in the UK, Switzerland and Australia. Its goals include

Support of local open science groups

Connecting local or topic-centered initiatives for the exchange of experiences

Attracting facilities for the goals of Open Science

Cultivate contacts to funding organizations, publishers and other actors in the scientific landscape

In particular, the GRN aims to promote the dissemination of best practices through various formats of further education, in order to sensitize particularly early career researchers to the topic. By providing a platform for networking, local and domain-specific groups should be able to learn from one another, strengthen one another, and shape policies at a local level.

We present the GRN in order to address the existing local initiatives and to win them for membership in the GRN or sibling networks in other countries.

The focus of this research is to describe the role of Tagana in disaster education and the obstacles it faces in providing disaster education for elementary school students. This research is a qualitative descriptive study. This research was conducted at SDN 2 Wates Ponorogo. Data collection techniques through observation, interviews, literature study, and documentation. Data analysis used the Mile and Huberman analysis model. The results showed that the role of Tagana in disaster education for elementary school students can be seen from the Tagana Goes to School program. The program aims to accelerate the building of students' understanding and preparedness for disasters so as to minimize the impact. In the program, the roles of Tagana are: 1) providing knowledge of the types of disasters to students; 2) providing knowledge of disaster mitigation according to the type of disaster, and 3) conducting disaster mitigation simulations. In this case, disaster education is more focused on earthquake disasters. Meanwhile, the obstacles faced by the Tagana Goes to School team were limited personnel and lack of response from the school. For this reason, additional volunteers must be carried out and disaster preparedness cadres formed in schools, so that the program can run effectively and efficiently.

PT. PAN BROTHER is a multinational company that produces textiles headquartered in Jakarta, Indonesia. This company was founded in 1969. This company produces various kinds of clothing. Currently, PT. PAN BOTEHR, especially the branch in Boyolali, namely PT. Prima Sejati Sejahtera has conducted attendance by using a finger print machine and a computerized scanner. Employees who wish to take annual leave, maternity leave, official permits, and sick leave are already using a web-based system, by means of employees inputting attendance on a computer provided by the company. However, there are still employees who lack knowledge of science and technology and are still an obstacle to implementing the web-based system. This system can actually be accessed using a smart phone, so that employees do not need to ask attendance staff for help when inputting leave. And to recap the attendance report of HRD employees must also look for employee leave documents that are still in paper files, so that this can slow down the withdrawal of reports on a monthly basis. With this problem, the Company made an innovation by creating an online-based web application for inputting employee leave and the author also conducted research on the application of this web-based system using literature study and field studies in field objects. It is hoped that with this research, the system can be used by all employees to be more effective in inputting absences due to leave and can help alleviate the performance of HRD staff to be more flexible and efficient and reduce absenteeism reporting errors due to employee leave.

Existing literature on Ghana’s performance on the decentralized planning system hardly explores the role of individual rationality and organizational rationality in explaining performance on development efforts. This article examines whether the proposition of the New Institutional Economics (NIE) that decisions that individuals make constitute trans-actions in which costs and debts are incurred has a bearing on the performance of institutions involved in endogenous development processes at the local level. The case study methodology was employed using two purposively selected water supply schemes in Ghana. In-depth interviews and questionnaires were used to collect primary data. Secondary data was obtained from project reports. The findings indicated that even during the pursuit of an endogenous development strategy at the local level, the performance of the local stakeholders was determined by the state of intra-stakeholder structures. This in turn, was a sum of the decisions and actions of the individual members of the entities that were the main actors (i.e. the stakeholders). The NIE’s proposition that trans-action cost is key basis for individuals’ decisions and action was clearly evident in the decisions and actions of individuals (i.e. staff of the main actors), but it also was evident in the decisions and actions of the main actors (the entities that were the stakeholders). The study recommends that key development actors and the Ministry of Water Resources Works and Housing devote more attention to researching into how internal organizational conditions affect and shape the performance of stakeholders on the systems and how the existing intra and inter-stakeholder mechanisms can be improved to foster the success of development efforts at the local level.
