Various forms of Rosstat's participation in the development of the strategic planning system are shown and the forms of its possible participation as it develops are suggested. Situations that arise in the process of developing strategic planning documents at various levels are identified and described, the negative consequences of which cannot be overcome without improving the methodology and methodology of statistics and the development of information technologies. The influence of state programs on the development of statistical observation methodology, as well as on the conceptual aspects and development of classification and coding systems is shown. Some of the proposals for the development of methodological support for statistics may be very timely for the purposes of information support for strategic planning, given the requirements put forward by the government of the Russian Federation for the integration of strategic planning documents at various levels.

The modern stage of the civilizational development of Russian statehood is characterized by the search for optimal and most effective management models. The article notes that, in the current difficult socio-economic conditions, it is the program-target planning method that is the most flexible tool, including in conditions of budgetary constraints. The normative and legal analysis of the documents showed that the evolution of target programs is the result of administrative and budgetary reforms implemented in the territory of the Russian Federation in a specific historical retrospective. The article emphasizes that to date, to ensure the synchronous development of the entire territory of the country, a single system of strategic goals and objectives has been formed. At the same time, a new approach to strategic development required the development of appropriate mechanisms for organizing project activities of the Government of the Russian Federation. That is why the national projects developed in accordance with the May 2018 Decree of the President of the Russian Federation occupy a special place in the country's strategic planning system and are the subject of close attention of public authorities. The analysis made it possible to systematize the problems and reveal the systemic contradictions of a legal and institutional nature that exist between state programs and national projects, which do not allow public authorities to effectively fulfill the targets set out in strategic planning documents. In conclusion, the authors conclude that it is necessary to legislatively consolidate the role and place of national projects in the general system of strategic planning, since at present the concept of a «national project» is absent in the federal law of the Russian Federation «On strategic planning in the Russian Federation».

The authors emphasize that the system of strategic planning in Russia, which began to be updated in 2009-2014, has a number of methodological problems, which does not allow for the effective implementation of legislatively fixed basic principles (tradition of power and continuity), and makes it impossible to phrase a vertical goal setting in the strategic planning system thus violating the principle of decomposition of goals and objectives, and does not allow to achieve a balance in terms of validity of program and strategic documents. The article emphasizes that the principles of systematization of the whole complex of strategic planning documents need to be detailed. It is necessary to define more clearly their hierarchical structure, to develop a typology of these documents, depending on the purpose, the characteristics of vertical and horizontal relationships. The authors conclude that the basic system forming document of the goal-setting should be the “National Security Strategy of the Russian Federation”, which defines Russia’s national interests and strategic priorities taking into account the challenges and threats to national security. All other strategic goal-setting documents of a long-term nature should be formed as tools for the implementation of the provisions of this basic strategy; their task is to clarify and detail the directions for ensuring strategic national priorities in relevant areas. It is substantiated that in the hierarchy of strategic planning documents, when developing the “Guidelines for the Government of the Russian Federation”, the provisions of the medium-term forecast of the social and economic development of the Russian Federation, as well as the Decrees of the President of the Russian Federation that legally formulate the Addresses of the President of the Russian Federation should be taken into account. The main areas of activity of the Government of the Russian Federation are a reference point for the development of plans for the activities of federal executive bodies where the provisions of laws mention the development priorities of economic sectors from industry strategies. It is medium-term forecasts, according to the authors, that are the tool for the transition from the goal-setting to planning and programming.

State programs of federal subjects and municipalities of the Russian Federation have a heterogeneous structure which is connected with regional and municipal legislation and which sets different requirements for the content of documents. The current order violates the integrity of the system of strategic planning documents, does not ensure the coordination of goals and objectives between the federal, regional and municipal levels of the government, which in turn does not allow for a comprehensive monitoring of implementing regional and municipal documents at the programming level, but also does not make it possible to assess the contribution of federal subjects of the Russian Federation and their municipalities to achieve national development goals. The standardization of the structure of state programs of federal subjects and municipalities of the Russian Federation will contribute to the introduction of digital technologies into the practice of state and municipal administration, which can be based on the use of cognitive technologies for the analysis of strategic planning documents. The authors formulate specific proposals and practice-oriented recommendations for unification of state programs of federal subjects and municipalities of the Russian Federation on the basis of the analysis of the federal, regional and municipal legislation establishing the requirements for the order of development and content of state programs of subjects and municipalities of the Russian Federation. The paper shows that the unified structure of state programs of federal regions, republics and municipalities can be used in developing a “constructor” of strategic planning documents, the creation of which is possible on a digital platform for the interaction of strategic planning participants. This approach will allow users of the digital platform to generate digitally various types of strategic planning documents.

The article formulates the basic requirements for the ideology of strategic planning and strategic management in the context of current «big challenges». Using specific industries and management spheres as an example, the shortcomings of the ongoing state programs and national projects were demonstrated and a generalized conclusion was drawn that the Government’s practical activities in implementing the Decree of the President of the Russian Federation dated May 07, 2018 No. 204 were reduced to formal changes in the regulatory framework and methodological support, which did not able to ensure the implementation of ambitious national goals. The resulting part of the article formulates some conceptual considerations and specific recommendations for improving the strategic planning system.

Volunteering is actively developing in the Russian Federation and around the world. Society that takes part in volunteer projects has a high level of civic identity, morality and forms humanistic values among young people. Volunteer movement is a tool to reduce the level of antisocial and extremist behaviour.Approximately 15% of the population of the Russian Federation is involved in volunteering activities at the present time. Thanks to the volunteer organizations created in educational institutions, the government creates positive image of a volunteer. At the same time, there is a problem of public distrust in this type of activity due to the lack of awareness of volunteer organizations and their projects. Organizers of the volunteer movement face the problem of lack of information about volunteering that entails the difficulties in setting goals and objectives of the volunteer organization. It is necessary to identify the information needs of volunteers, as well as to create an information field where they can meet these needs.There is no resource with comprehensive information about volunteering activity in Russia. Information needs of participants in such type of projects cannot be fully met. The main source of information is the portal “Volunteers of Russia”. It allows you to get e-book of a volunteer, register a volunteer organization, create an event and apply for participation in an existing project. However, the system has a number of factors that make it difficult to keep accurate records of volunteer activities; it is more designed to attract attention to projects.In 2018—2019, the study was conducted using the online survey (questionnaire). The survey involved volunteers (451 respondents) and their leaders (43 respondents) of the St. Petersburg Volunteer Movement “Our Future is in Our Hands”. The purpose of the study was to identify the information needs of volunteers and their managers. The survey results led to the conclusions: the availability of information resources on volunteering is not too high; the most interesting information is related to the experience of implementing volunteer activities, project development and management, the development of supra-professional skills. Volunteers prefer to use electronic documents.It is necessary to develop special programs and organize training courses on the formation of information culture of volunteers, to create a wider range of information resources for volunteers. One of the possibilities is to create a unified public resource that reflects different aspects of volunteering activities. It is important to form a comprehensive information support for volunteers.

The article considers main trends in the small business of the Altay Territory according to results of 2011 and 2016 full-scale observations that follow the results of activities of small and medium-sized enterprises in 2010 and 2015.In the introduction, the author argues the relevance of the economic and statistical analysis of small business, which is essential for its support, as it is one of the government’s priority areas of activity at all levels when it comes to solving problems of socio-economic development. There are characteristics of information support of the analysis related to the implementation of the Federal Law No. 209-FZ from July 24, 2007 «On small and medium business development in the Russian Federation» and the Order of the Government of the Russian Federation No. 201-r from February 14, 2009.The body of the article successively focuses on some areas of analysis - from the general characteristics of small businesses to the factual analysis of individual aspects of activities of the economic entities under review (headcount, wages and revenues, fixed assets and the scope of investment activities). The features of small enterprises development by economic activity are analyzed separately. An integrated indicator of structural differences is used to assess the significance of structural changes in small businesses. A cluster analysis of the Altay Territory municipalities was carried out and they were rated according to the small business development level. In addition, the author assessed the contribution of small business of the Altay Territory to the development of small business in the Siberian Federal District and the Russian Federation.The final section of the article draws conclusions from the authors’ own specific analysis that points to both positive and negative trends in the development of small business in the Altay Territory.

Decree of the President of the Russian Federation № 633 dated November 8, 2021 «On approval of the Fundamentals of State Policy in the field of strategic planning in the Russian Federation» among the main directions of state policy in this area, scientific and methodological support for strategic planning of socio-economic development and ensuring national security is defined [3]. Within the framework of this direction, a multi-criteria model for assessing the quality of state programs of the Russian Federation has been developed and passed initial testing. New methodological approaches have been transformed into an algorithm and assessment tools, brought to the level of draft Guidelines and tested on the example of several government programs of various formats and areas of implementation. The model includes the author's conceptual apparatus, parameters and evaluation criteria, a regulated sequence of evaluation procedures (algorithm), specific tools, a specially developed tabular format for obtaining and issuing evaluation results. The principal features of the multicriteria model were described earlier [11]. This article presents the first practical results of assessing the quality of individual state programs of the Russian Federation based on the developed model. The obtained results, in turn, can be used for further improvement of the model.

The article systematizes legal acts at the international, Federal and departmental levels on the use of artificial intelligence in law enforcement. In particular, at the international level, the corresponding legal act, according to the author, should contain three components of legal regulation: 1) regulate the organization and construction of an artificial intelligence system between States; 2) determine the principles of functioning of artificial intelligence; 3) regulate the ethical issues of using artificial intelligence. The legal basis for the use of artificial intelligence systems in law enforcement at the Federal level, in addition to the Constitution of the Russian Federation, should be the Strategy for the development of the information society in the Russian Federation (Strategy) for 2017-2030, as well as some special Federal laws (for example, the Law of Moscow), which are designed to specify the mechanism for using the advantages of artificial intelligence in all spheres of public life, including law enforcement. The author notes that the mentioned strategy defines only the General provisions of the state policy on the development of information technologies and artificial intelligence technologies. At the same time, the implementation of national interests outlined in the Strategy is impossible without the effective work of law enforcement agencies, whose functioning, in turn, is impossible without a well-built system of interaction between information support and artificial intelligence. The final part of the paper presents some proposals for improving the legal regulation of the use of artificial intelligence in law enforcement, in particular, justifies the need to adopt a national Doctrine for the use of a Unified system of information support and artificial intelligence in the activities of law enforcement agencies.
