This article continues the presentation of the problems related to the modeling (in CEMI RAS) the RF social sphere financing. Earlier articles in the issues reflected an expanded understanding of this sphere (taking into account its links with production), its social and economic structure. Then the methodological aspects of the implementation of these provisions in the complex multi-level information and analytical system of the PIC (population, income, consumption), starting with the theoretical and methodological justification of the semiotic approach-in the «person» of the semiotic methodology of SMOD/SMOG – to its organization were highlighted. The PIC system, with step-by-step semiotic control of all indicators to ensure their reliability, serves as the basis for modeling the social sphere financing according to basic data since 1995. This article presents the first part of the review of such works carried out in 1999 with the gradual modernization of the PIC system according to state statistics. Later, the PIC system was used in further studies of social policy parameters and options.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. The article presents the experience of the Territorial Reconciliation Service of the Kemerovo Region in the development and testing of algorithms for mediation resolution of complex school and family situations of minors based on the principles of the restorative approach. For restorative work with multi-level conflicts in the escalation stage in educational organizations, as well as difficult life situations of minors and their families, registered in the juvenile affairs departments, special social technologies have been developed that have a comprehensive design and include various restorative programmes (restorative mediation, community circle, school-parent council, family group conference, family mediation). An analysis of the results of pilot empirical testing of the technologies developed by the authors shows their effectiveness in relation to complex school and family conflict situations. If there is special training in restorative technologies and an organizational structure uniting trained restorative practitioners (Territorial Reconciliation Service), these algorithms can be applied by specialists in the social sphere, education system, juvenile delinquency prevention and neglect system

The article is focused on the Brazil’s social policy before and during the first and the second waves of the COVID-19 pandemic. The authors highlight the specific features of the country’s social policy and at the social impact of the crisis, particularly looking at the example of the Brazilian criminal groups` participation in the fight against the pandemic. The article provides an overview of the measures adopted by the Brazilian Government to mitigate the negative consequences of COVID-19 in the social sphere. It is concluded that the effectiveness of the Brazilian response to the coronacrisis is low due to the structural imbalances accumulated before the outbreak of the pandemic. The article consists of three parts. The first analyses the main features of the country’s social policy before the outbreak of COVID-19. It reveals that Brazil’s social policy has already been struggling before the pandemic due to the effects of the 2015-2016 crisis. The second part of the article focuses on the anti-crisis measures adopted by the Brazilian Government during the pandemic and problems with implementing the anti-coronavirus plan in the social sphere. Examples of successful and failed experiences in the fight against the pandemic in Brazilian states are provided. The third part is devoted to the positions of the criminal groups on the issue of combating the pandemic, especially in the favelas that are the most vulnerable parts of the country. The specificity of Brazilian experience in responding to the COVID-19 pandemic relates to the growing influence of such non-state actors. The authors come to a conclusion that Brazilian response to the pandemic cannot be considered successful, despite numerous governmental initiatives to mitigate the crisis. The problems and shortcomings of the previous development do not allow Brazil to make an instant breakthrough in the field of social policy with emergency measures. The success of the proposed measures depends on the Brazilian Government's ability to address the structural problems in the social sphere.

The purpose of the study is to examine the role of social programs in the structure of expenditures of the consolidated budgets of the Russian Federation and the Volgograd region, to identify the main directions for improving the content of targeted programs aimed at implementing specific measures in the field of social policy.Materials and methods: the methodology includes structural and statistical analysis, methods of economic forecasting and modeling. The analysis uses official statistical data, as well as re-ports on the performance of the consolidated budgets of the Russian Federation and the Volgograd region in the period 2014-2018. The paper contains an analysis of both scientific periodicals and non-periodical publications devoted to the topic of this study.Results: the paper discusses the features of spending budget funds for the implementation of social programs at both the federal and regional levels, reflects the model of the impact of the volume of budget financing of the social sphere on the state of the regional economy. In the course of the work, recommendations were developed to improve the mechanism for allocating financial resources, including elements of public-private partnership, as well as to stimulate the development of socially-oriented non-profit organizations that can become effective intermediaries between government agencies and the population in the implementation of social policy measures. The study revealed an upward trend in the volume of budget funds allocated for the implementation of activities within the framework of social environment development programs. At the same time, it was noted that this growth is partially offset by the dynamics of inflation, which indicates the need to optimize expenditure items taking into account data on changes in the consumer price index and the level of real incomes of citizens.Conclusion: centralizing the management of socio-economic development processes seems to be the most rational course of action in an unstable economic system. Improving the quality of life of the population of the regions occurs in the conditions of transformation of economic systems, during which the regional economy joins allRussian course. In the course of the work, the need to improve the effectiveness of the implemented social policy was justified, which becomes especially necessary in the conditions of increasing rates of population outflow from the Volgograd region. The developed social sphere of the region makes it possible to form effective civil society institutions, in which the population independently participates in the process of improving the social environment. To ensure control over timely and complete budget execution, state audit methods can be used (we are talking about regional and municipal control and accounting bodies), including strategic audit, which allows proactive control of the effectiveness of upcoming events. The results of this study can be used to track the dynamics of budget spending in the implementation of socially-oriented programs, as well as to determine the most promising areas of budget financing of the social environment.

The article presents the fundamental trends typical for the current stage of socio-economic development. The role of the integration of innovative technologies and digitalization of the economy is emphasized, and some tasks and problems associated with these processes are outlined. It is noted that in the conditions of the new technological order, social and labor relations and the position of the Russian labor market are changing. The changes under consideration determine the transformation of the nature of work and the requirements for modern specialists. The article highlights some of the contradictions that exist today between the educational services market and the labor market. The correlation of changes in the modern labor market and the prospects for the development of the social sphere in the new conditions is shown. The role of social policy in these processes is emphasized, and some issues characteristic of the current stage of the development of Russian social policy are noted.

The article deals with issues related to the possibility of using foreign experience in the system of forming the economic culture of the family. The analysis of factors that can serve as a catalyst for the formation of a policy in the field of such culture is carried out. The system of family economic culture formation in developed countries is analyzed. The article describes the concept of economic culture of the family. The possibilities of separating this concept into a separate category that differs from the concepts of "human economic culture" and "economic culture of society» are considered. The possibilities of creating a multi-level system for forming the economic culture of the family, with the inclusion of secondary and higher levels of education in this process, are considered. The author also analyzes the main prerequisites for creating a new direction in the social policy of the state in the field of popularization of economic knowledge.
