Strengthening the early warning system to forecast extreme weather and provide action-oriented advisories may increase rice yield as well as enhance the income of the farmers through minimizing risks and losses, if proper use of the generated advisory is ensured. This study assessed the importance and impact of weather forecast based advisory service (WFBAS) in Bangladesh. Literature review and field experimental data were used in a sensitivity analysis to show the impact of WFBAS on rice production. Available literatures suggested that the weather based advisory service would enhance rice yield by around 6.7-10%, but the experimental findings revealed that yield advantage could be 21.48%. Besides, the adoption of this technology would reduce the cost of cultivation by 12%, whereas the aggregate impact would increase the farmers’ profit by 25%. In the sensitivity study, we considered the production and price of Aman and Boro seasons (actual and government procured prices for 2018-19) and assumed only 6.70% yield increase with 5% farmers adopting of WFBAS. As such, additional 0.172 million tons will be added to the national rough rice production and thus the nation will be benefited by 3143 million Bangladeshi taka (BDT) at the actual farmgate price and it would be 4478 million BDT at the government procured price. The return on one BDT investment in this technology would be 51-73 BDT based on actual and procured prices. The projection showed enhenced production of the rough rice at 0.119 million tons and 0.214 million tons by 2025 and 2030, on which the additional return would be BDT 2441 and BDT 5223 million at the projected actual farmgate price and BDT 3522 and BDT 6979 million at the projected Government procured price, respectively. Hence, the successful implementation of the WFBAS will help to develop resilient rice farming communities, minimize livelihood risk, reduce the cost of production, utilize resources efficienty, and enable the farmers to take maximum benefit from favorable weather conditions through improved agricultural extension services. Finally, the enhanced yield and loss reduction will help to achieve the target of Sustainable Development Goal (SDG) by 2030 through sustaining rice production in Bangladesh under changing climate. Increasing rice production has become one of the ultimate goals for South Asian countries. The yield and area under rice production are also facing threats due to the consequences of climate change such as erratic rainfall and seasonal variation. Thus, the main aim of this work was to find out the supply response of rice in Malaysia in relation to both price and non-price factors. To achieve this target, time series analysis was conducted on data from 1970 to 2014 using cointegration, unit root test, and the vector error correction model. The results showed that the planted area and rainfall have a significant effect on rice production; however, the magnitude of the impact of rainfall is less conspicuous for off-season (season 2) rice as compared to main-season rice (season 1). The speed of adjustment from short-run to long-run for season-1 rice production is almost two-and-a-half years (five production seasons), while for season-2 production, it is only about one-and-a-half year (three production seasons). Consequently, the study findings imply the supply of water to be enhanced through better water infrastructure for both seasons. Moreover, the area under season 2 is continuously declining to the point where the government has to make sure that farmers are able to cultivate the same area for rice production by providing uninterrupted supply of critical inputs, particularly water, seed and fertilizers.

Benzobicyclon is the first 4-hydroxyphenylpyruvate dioxygenase-inhibiting herbicide pursued for commercial registration in U.S. rice production. A study was conducted in 2015 and 2016 to evaluate the response of eight rice cultivars to post-flood application timings of benzobicyclon at 494 g ai ha-1(proposed 2X rate). ‘Caffey’, ‘CL151’, ‘CLXL745’, ‘Jupiter’, ‘LaKast’, ‘Mermentau’, ‘Roy J’, and ‘XL753’ were evaluated in response to applications of benzobicyclon. The highest level of visible injury was observed in LaKast at 7% in 2015. No visible injury was detected among other cultivars either year at 2 weeks after treatment. In 2015 and 2016, no more than a four-day delay to reach 50% heading occurred across all cultivars. Rough rice yield was not affected by any of the post-flood application timings of benzobicyclon. A second study was conducted in 2016 at three locations throughout Arkansas to investigate the tolerance of 19tropical japonica(inbred and hybrid) and twoindicainbred cultivars to a premix containing benzobicyclon at 494 g ai ha-1and halosulfuron at 72 g ai ha-1 applied 1 week after flooding. Thetropical japonicacultivars have excellent crop safety to benzobicyclon while application to theindicacultivars, Rondo and Purple Marker, expressed severe phytotoxicity. Benzobicyclon caused less than a 2 d delay in heading to thejaponicacultivars. Rough rice yield of thetropical japonicacultivars was not affected by benzobicyclon while yields of bothindicacultivars were negatively affected. Benzobicyclon can safely be applied to drill-seededtropical japonicainbred and hybrid cultivars in a post-flood application without concerns for crop injury. Benzobicyclon should not be used onindicacultivars as it will cause severe injury, delayed heading, and yield loss.

The traffic accidents in the high ways and towns are still increasing, their effect on the community development clearly seen. The control of this problem is highly significant. The analysis of the data and the information about the traffic accidents, their direct, indirect, a variables and continues cost represented in curing the injured, paying the Diya, the cost of the medical operations on behalf of the government and the relatives of the injured dealt with through the accounting view. This paper aimed at measuring the effect of traffic accidents in terms of money, to be use for the development of Accer province – South of the kingdom of Saudi Arabia. The overall cost of the traffic accidents in 2013 is 23 pillions Riyal. The percentage of the injured is 30% per family. The cost account of traffic accidents in Accer province is 1. 6 pillions Riyal. These sums of money could have been use for the development of the province. The paper recommends The direct, indirect, a variables and continues costs of the traffic accidents should give a due consideration The traffic administration should give a due consideration as well, to be minimizing the number of the traffic accidents. There should be decisive practical measures to stop these accidents.

Low profit from most staple food production in Nigeria, have continued to discourage the teaming unemployed Nigerian youth from taking up farming as a business. Therefore, this study analyzes the cost and economic returns in Ebonyi State rice production. This study made used of simple random sampling techniques to select 242 rice farmers. The study employed the use of structured questionnaire in its primary data collection. The collected data were analyzed using descriptive statistics (Percentages, Frequency, Standard deviation and Mean), Net Rice Farming Income (NRFI) and Returns/US Dollar Invested (RUSDI). The result from the analysis reveals that rice production is profitable in Ebonyi state. The Net Rice Farming Income (NRFI) obtained by the farmers in Ebonyi state were $900.10 US Dollar per hectare while the return on investment obtained by them were $2.90 US Dollar per hectare. Therefore, unemployed youth in Nigeria should be encourage through provision of rice farming grant or loan by the government. In addition, adequate training on improve technology should be conducted by the government agency for the rice farmers.

The IFRS-16 will shortly be implemented worldwide, where the operating lease is effectively removed, and all operational leases are qualified as debt. The operational lease is a major source and is important for off-balance sheet financing in Indonesia. Therefore, the implementation of IFRS-16 will probably hurt Indonesian business. The contract and/or service level agreements on the retrofits for the energy efficiency product can relieve the business owner from cash flow and new debts. This study established a framework for a critical comparative study; compare and assess the possibility of the retrofit financial practices under the current taxes regime, and the possibility upon IFRS-16 implementation to better understand the favorable measures for retrofit practitioners and future customers to handle the disputes. Triangulate the findings of comparative study and questionnaire survey to develop recommendation for the future researchers, practitioners and the government. The result indicates that the benefits of the retrofits financing implementation beat the cost and complexity posed by the enactment of new IFRS standards. Thus, the impact of the IFRS-16 and taxation are being considered as a part of business constraints that should be addressed together and able to manage the disputes over misperception on retrofits aspects with taxes officers.

AbstractTwo field studies were conducted in Louisiana to determine the impact of Nealley’s sprangletop on rough rice yield under multiple environments in 2014, 2015, and 2016. The first study evaluated optimal timings of Nealley’s sprangletop removal for optimizing rough rice yields. The second study evaluated the impact of Nealley’s sprangletop densities on rough rice yield. Nealley’s sprangletop was removed with applications of fenoxaprop at 122 g ai ha–1at 7, 14, 21, 28, 35, and 42 d after emergence (DAE). Nealley’s sprangletop removal at 7 and 14 DAE resulted in higher rough rice yields of 7,880 and 6,960 kg ha–1, respectively, when compared with the rice from the season-long Nealley’s sprangletop competition with a 6,040 kg ha-1yield. Delaying herbicide application from 7 DAE to 42 DAE resulted in a yield loss of 1,740 kg ha–1. Over the 35-d delay in application, rough rice yield loss from Nealley’s sprangletop interference was equivalent to 50 kg ha–1d–1. Nealley’s sprangletop densities were established at 1, 3, 7, 13, and 26 plants m–2by transplanting Nealley’s sprangletop when rice reached the one- to two-leaf stage. At Nealley’s sprangletop densities of 1 to 26 plants m–2, rough rice yields were reduced 10 to 270 kg ha–1, compared with the rice from weed-free plots. Based on regression analysis, Nealley’s sprangletop densities of 1, 35, 70, and 450 plants m–2reduced rough rice yield 0.14%, 5%, 10%, and 50%, respectively.

An efficient transport system is not only a pre-requisite for economic development but is also important to achieve the objective of economic integration in the world economy. Insufficient transport infrastructure results in congestion, delay delivery time, fuel waste, pollution and accident1 which built inefficiencies in the economy and costs the economy 4 to 6 percent of GDP each year [Shah (2006)and World Bank (2007)], which can be saved by investing in transport services. Realising its importance, the government of Pakistan has initiated National Trade Corridor Improvement Programme (NTCIP) in 2005 to improve logistic and transport infrastructure so that it can fulfill the demand of economy more efficiently. This five years programme includes all sectors that improve performance of corridor-high way namely, road transport, railways, airports, and ships etc. The objective of the programme is to reduce the cost of doing business and improve quality of services. The study quantifies the efficiency of transport sector by evaluating the impact of public investment to improve transport services on the economy in general and on cost of land transportation in particular; i.e., cost of freight and passenger movement and cost of externalities such as congestion, air pollution and accident. The outcome of the study depends on how improved facility is achieved, i.e., who bears the cost and who benefits etc. This paper assumes tax financed public investment that not only change domestic price and demand, but also welfare and poverty. The issue is analysed in computable general equilibrium framework taking into account inter linkages of transport sector with rest of the economy. First, a social accounting matrix (SAM) is developed with a detailed transport module. Then, a dynamic CGE model is developed around this SAM and simulations are conducted for short run and long run analysis of public investment in trans port sector.

Abstract The greater Mymensingh area comprises seven districts and a population of over 17 million people (2002). This area was the location of DANIDA's Mymensingh Aquaculture Extension Project (MAEP) implemented jointly with the Government of Bangladesh (GOB) to assess the potential of aquaculture to alleviate poverty. The MAEP (1989-2003) promoted carp polyculture through the development of hatcheries, nurseries, micro-credit, and an extensive training programme targeted at the poorest households. The MAEP played a key role in initiating improved aquaculture practice in Bangladesh. Winrock International was engaged by DANIDA to document the impact of the MAEP. In the Mymensingh area, over 1.4 million households have adopted carp polyculture. Annual income per household from carp polyculture is US$ 145 (2002). Unit yields increased from 1 to 3.3 t ha-1 from 1989 to 2002. Total production has increased from 85,000 to 351,000 t resulting in an annual increase in revenue of US$ 204 million. Over 40% of Bangladesh's aquaculture production now comes from greater Mymensingh, which has less than 10% of the nation's population. The Internal Rate of Return (IRR) for the MAEP investment is 224% and the cost benefit ratio is 1:27. The MAEP has had a profound impact in improving the lives of the rural poor.

[Id]Berkembangnya penggunaan mesin e-voting dan meningkatnya penerapan pemilu dalam jaringan (daring) mengindikasikan bahwa masyarakat percaya akan performansi teknologi informasi dalam meningkatkan proses pemilu. Kesuksesan implementasi teknologi informasi mutlak dibutuhkan, Sebagai dukungan kesuksesan tersebut diperlukan analisis yang mendalam. Sebelum mengimplementasikan teknologi e-voting, pemerintah perlu mengetahui tingkat kesediaan (willingness) masyarakat untuk menggunakan teknologi baru. Tingkatan tertentu bahwa ekspektasi seseorang dapat terpenuhi dengan baik adalah definisi dari kepercayaan (trust). Kepercayaan masyarakat teridentifikasi sebagai faktor utama untuk mempengaruhi niat/ kemauan masyarakat menggunakan sebuah teknologi. Penelitian ini menganalisis pengaruh dari faktor kepercayaan terhadap niat untuk menggunakan e-voting. Penelitian ini mengusulkan sebuah model yang menggambarkan niat masyarakat untuk menggunakan e-voting (Intention to use) dengan mengidentifikasi kepercayaan masyarakat terhadap teknologi (trust of technology). Trust dibagi menjadi beberapa faktor yang lebih spesifik. Kuisioner kertas disebarkan kepada 370 masyarakat negara Indonesia dan 346 di antaranya valid. Kuisioner disebarkan secara langsung oleh surveyor kepada masyarakat yang telah memiliki hak pilih dan disebar secara merata kepada golongan umur yang bervariasi, serta tingkat Pendidikan maupun profesi yang beragam. Hasil penelitian menunjukkan bahwa semakin tinggi Trust of Technology (TOT) dapat meningkatkan niat masyarakat untuk menggunakan e-voting (Intention to Use E-voting - ITU). Ditemukan juga beberapa faktor dapat mempengaruhi pengaruh positif terhadap kepercayaan masyarakat terhadap teknologi. Hasil dari penelitian ini menunjukkan bahwa pemerintah diharapkan untuk memperhatikan fakto-faktor yang mempengaruhi kepercayaan masyarakat yang berujung niat dan kemauan masyarakat untuk menggunakan e-voting sebelum menerapkan e-voting tersebut.Kata Kunci: Kepercayaan, Keinginan, Keamanan, Validitas, Pemilu.[En]Increasing adoption of the electronic voting machine and rising pilot testing of internet voting suggests people believe that ICT can improve the electoral process. Since every new technology adoption needs to achieve successful implementation, deeper analysis on several sides was needed to support it. Before implementing a particular e-voting technology, the government needs to know the level of citizen willingness to adopt those new technologies. The expectancy that promise of an individual or group can be relied upon is defined as trust. The citizen trust can be identified by certain factors that lead to intention to use actual system. This study analyzes the impact of trustworthiness on citizen intention to use e-voting system in a developing country. The research proposes a model of e-voting adoption intention by investigating citizen trustworthiness from trust of technology (TOT). The trust was expanded to more specific unique factors. Offline questionnaires were spreaded to 370 respondents and 346 of them were valid. Questionnaires were distributed directly by surveyors to people who have the right to vote and distributed equally for a wide range of ages, as well as varying levels of education and professions. The results indicate that higher TOT increase citizen intention to use e-voting, and also several key determinants have positive influence on the citizen trust. This result suggested that government should first comply with several factors in citizen trustworthiness before conducting an e-voting system.

PurposeThe purpose of this study is to develop a methodology for the identification, categorization and prioritization of operational government-supported healthcare supply chain barriers (GHSCBs).Design/methodology/approachThis study develops a theoretical background for identifying and segregating relevant GHSCBs and proposes a 5W2H (a Toyota production system) with fuzzy DEcision MAking Trial and Evaluation Laboratory (DEMATEL) embedded approach to quantify the causal–effect relationships among the identified operational GHSCBs.FindingsSeven GHSCBs (i.e. uncertainty of demand management, lack of continuous improvement and learning, lack of deadline management, lack of social audit, warehousing equipment unavailability, human resource shortage and inadequate top level monitoring) were identified as significant cause group where the government, top management and decision-makers of government-supported healthcare supply chain (GHSC) have to put efforts.Research limitations/implicationsThe results obtained are specific to the GHSC of Indian perspective, which could be extended to global context. However, the proposed approach can be a base and provide a platform to understand and analyze the interactions among GHSCBs.Practical implicationsThe proposed methodology will show the appropriate areas for allocating efforts and resources to mitigate the impact of GHSCBs for successful implementation of healthcare supply chain.Originality/valueAccording to best of the authors' knowledge, this is the first study of operational barrier for GHSC in India in specific. The use of 5W2H embedded fuzzy DEMATEL approach for the development and analysis of the theoretical framework of Indian GHSCBs is unique in barrier literature.
