The article analyzes the fact that the unstable development of physical science in European territories has actualized the development of the profile education, the implementation of scientific and thematic research, which also affected the domestic production «progress». The patriotic high school was in all contexts unprepared for such a «coup» in the country’s practical work, as the production boom was far ahead of the figure of skilled personnel potential. However, the worldview of the state government structures and representatives of the manufacturing sector regarding the further development of the state significantly differed. The first ones, not wanting to spend the proper amount of funds on educational financing, in every way argued their financial steps as an economic «helplessness» of the state, while the latter, on the contrary, actively sought opportunities to support the proper development of profile education. It is argued that step-by-step germination of technological sprouts of high school on the domestic ground reached the depths of its roots with the best educational traditions of the European part of the world, simultaneously acquiring unique shapes of content and forms. The so-called «step-by-step» gradation of the teaching staff with a scientific degree (in particular, private tutors, extra-ordinary and ordinary professors), whose roots reached the aforementioned foreign country, were widely popular in domestic higher schools. It is noted that at the beginning of the XX century, the territory of the Dnieper was marked by the crystallization of valuable educational projects based on the local higher technical schools, which, in total, was produced by the ideological domination of pedagogical skills in the teaching and circles. The emergence of each new project was not left out of the attention of the domestic and world community, since it contained the features of innovation and progressiveness based on the existing socio-cultural realities. It has been outlined that systematic attempts of leading imperial structures and, later, Soviet power to interfere with the educational process prevented the implementation of more than one promising and progressive domestic project. It was emphasized that the very essential aspects of the higher education functioning, which were strictly controlled by the responsible state institutions, were as follows: financial (in relation to the transfer of funds to institutions); and qualificational (compliance with the direct correspondence between the current requirements of the labor market and the basic training objectives; approval of academic degrees).

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. The dissertation is the first comprehensive study of practical training of social workers in high school of Poland. The analysis of the source base with the use of searchbibliographic, logical-system and interpretive-analytical methods revealed that a considerable amount of work is devoted to covering the issue of practical training of social workers in the educational process of higher education in modern world science, but systematic historical and pedagogical research on the development of the practical training of social workers in high school of Poland at the present stage of development was not carried out. The theoretical principles of the genesis and development of practical training of social workers in high school of Poland are revealed. It has been established that the legislative provision of training of social workers in Poland is a complex and dynamic process, which is constantly changing in accordance with international standards, regulatory requirements, social changes and needs for this type of service in a European country. However, the adoption of a number of legislative acts, which, in the light of European tendencies, regulated the social policy of the state during the period under investigation, predetermined much earlier the delineation of the professional space for the social worker in Poland and the emergence of a system of vocational training of social workers with the domination of their practical competitiveness on the labor market. On the basis of a holistic historical and pedagogical analysis it was established that the process of practical training of a social worker in high school of Poland as a social phenomenon includes two conditionally defined, substantiated and interconnected periods with corresponding transformations at the genesis stages: the first period – the development of practical training of social workers of the Polish Higher Education (1990 – 2004): (1990 – 1995); (1995 – 1999); (1999 – 2004); the second period – the intensification of the practical training of social workers of the Polish Higher Education (2004 – 2018): (2004 – 2008); (2008 – 2018). The practical component of the vocational training of social workers in high school of Poland is synergistically due to the subject-subjective interaction and mobility of the educational institution and the student, with a predictable orientation for future professional cooperation between the social worker and the client. Such an approach is an integral part of the social system of the state, which determines political, social, educational and personal transformations. In order to make changes, improve, review some of its elements and how to interact with them, one can apply only those pedagogical influences that are associated with natural trends in its development. The progressive ideas of the Polish experience regarding the practical training of social workers are outlined and the possibilities of their creative use in the domestic educational space are carried out. The study does not claim to comprehensively and exhaustively disclose all aspects of the problem. The directions of further work include the implementation of a comparative analysis of the professional training of social workers in Ukraine and the EU, the development of tools for ensuring the professional selfimprovement of specialists of the stated specialty by means of innovative foreign technologies, etc. Key words: practical training, practical courses, practice, practical social work, social worker, practical training of a social worker in Polish Higher Education.

The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

This work examines engineering education in Egypt provided by state (government funded) universities. There have been concerns from all stakeholders about the graduates’ knowledge and skills. The chronic problems with higher education in Egypt in general have been previously reported in the Literature, but this paper provides insights form engineering academics with many years of experience in Egyptian engineering education and a fresh look from a business perspective at the phenomenon. In this manuscript, the institutions are analyzed using the integrated business anatomy model, in order to identify the underlying causes of the problems observed. The structural, operational and environmental (both external and internal) challenges that lead to the current status are clearly detected. The analysis highlighted several constraints that hinder radical reforms. Amongst these constraints is the legal and organizational framework in which the state funded universities operate. Other social, technological and economic factors also play important parts. The recipe for improvement provided by the authors has taken all these elements into consideration. This work hopes to provide focus and direction for future reform efforts.

Article is devoted to consideration of questions of transformation of a modern role of the teacher of high school which changes and supplements a substantial basis of its professional competence and demands reconsideration and acceptance of new concepts. The role and the functions of the teacher connected with problems of education of youth in educational space of high school that promotes formation of communicative skills and social intelligence of competitors of higher education which of objects of influence become its subjects is characterised. It is defined that consulting preceptorship of group carries out adviser – the key subject of the socially-humanitarian influence which functions essentially differ from functions of the curator in traditional understanding. Socially-humanitarian functions and roles of adviser of groups of competitors of higher education are presented, socially-humanitarian directions and forms of its work. Status definition in educational process of an institution of higher education of student's advisers is proved, the purpose of their activity, the primary goals and functions. The conclusion, concerning modern development of the Ukrainian higher school, its European orientation which demands from teachers of performance of a certain number of roles – not as instructors and a source of knowledge and as couch, facilitator, the tutor, the moderator, the mentor and adviser of an individual educational trajectory of competitors of higher education is drawn.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Examined are the main development trends in the field of higher education, the originality of their manifestation in Russian society. The specificity of the continuity of learning is revealed, the directions of transformation of the educational process in the context of digitalization are determined. The topic of the effectiveness of the implementation of innovative methods in educational activities, such as case-method, tutoring, interactive training, was touched upon. The duality of the study is noted, since the introduction of innovative methods into the educational activities of Russian universities, on the one hand, has a positive effect on the state of the educational system, on the other hand, it gives rise to a tendency towards an increase in social and digital inequality in education and society as a whole, and also presupposes changes in requirements. to the teaching staff, which is now required first of all to be motivated and ready to master and use modern innovative methods in educational practice.

Cloud computing has become a major talking point in recent times. An innovation such as cloud computing for higher education institutions (HEI) can be a cost effective means to operate their IT systems effectively without having to spend vast amounts of money on developing their IT infrastructure. HEIs also face the burden of several challenges e.g. limited infrastructure resources and IT budget, as well as limited teaching staff, technical experts, and IT skilled personnel. With support from a systematic literature review approach, this article identifies the key determinants of cloud adoption from a technological, organisational, environmental and personal perspectives. A total of 17 cloud adoption studies in the HEI context and their respected models from the period of 2012 to 2017 are reviewed and discussed. The findings suggest a lack of cloud adoption studies in the HEI domain from multiple perspectives, particularly in relation to the wider socio-technical concerns related to cloud adoption and future studies related to this research gap are deliberated.

One of the state entities which have the task of preventing and combating terrorism is the Police, while the Police Academy in Szczytno is their intellectual base. It is not only an organisational unit of the Police, but also a higher education institution with legal personality. This status entitles it to teach at different levels of civilian higher education, as well as conduct in-service training for police officers. Education in the area of terrorist threats and counteracting them is aimed, on the one hand, at making the students aware of the scale of such threats and their accurate identification, as well as the ways of responding to them by the state and its institutions, and, on the other hand, at learning specific reflexes that will allow anyone who finds themselves in an area threatened by a terrorist attack to quickly assess the resulting threat and to react immediately. The goals set in this way are reflected in the employment structure of the academy, which includes specialist organisational units, and among the scientific and teaching staff are experts, including practitioners, who in the past carried out the tasks of the state at different levels of the system for counteracting terrorist threats. They systematically participate in scientific undertakings, including research projects, scientific conferences and publication work, participate in the work of expert teams, both national and international, and cooperate extensively with external entities. The result of their multidimensional activities is shaping and deepening social awareness of terrorist threats and desired attitudes towards them, as well as appropriate preparation of police officers, but also other services, to safely perform tasks related to the elimination of terrorist threats.

This article describes the results of quality monitoring of courses organization and conduct related to MIOE teaching staff. The article presents a generalized CPE teacher�s portrait, the analysis of opinions, estimates and judgments on the content and organization of educational process in the context of the goals currently facing the CPE system. This publication is directed to those professionally interested in the state and dynamics of changes existing in the CPE.
