The article discusses the problems of the modern textbooks and teaching aids on pedagogy, where the solution of management problems is the content of the chapter, which is often called “Management of educational systems”. Then authors define, that in scientific papers devoted to the problems of pedagogical management, the view of his specific object and subject is substantiated. So, it is considered that pedagogical management as a science of management of educational systems and processes is a branch of pedagogy, the subject of which is the organization of management in the field of education and in educational institutions. The structure of pedagogical management includes the following levels: a. management of the teaching staff; b. teacher activity management; c. student activity management. The authors believe that in pedagogical management there are two levels of management: the head of the educational institution and the teacher. The activity of the head is aimed at creating conditions for the effective functioning and development of the entire educational system of the institution; the task of the teacher-manager is the organization of educational work with the aim of developing cognitive activity and the formation of the student's personality. According to the authors, project management is among the “young” and most demanded areas of scientific knowledge and practice.  Development of it over the past 50–60 years has gone from its understanding as a technological scheme for organizing work on the implementation of individual projects to the idea of project management as a methodology for system changes, which carried out in organizations, firms, corporations, territorial entities, across the country and interstate associations. The article also reviewed the most diverse areas of scientific knowledge. It is the project culture. We think that it is institutionally manifested in project activities, although it does not boil down to it. All of the above gives grounds for identifying historical and cultural sources of project management as a person’s ability, an independent type of professional activity and, finally, a cultural phenomenon. The authors think that in modern management concepts, there are two types of management - process (management of recurring activities in fundamentally unchanged external conditions) and project management (change management of the managed system). The latter is precisely the subject of research in the field of scientific knowledge and practice, called “project management” and the subject of one of the branches of management science - project management. In conclusion, the authors define the methodological foundations of project management in pedagogical management are system-activity, process, and resource approaches, which, being internally consistent, set the fundamental methodological orientation of research in the considered field of scientific pedagogical knowledge.

Este artículo tiene como objetivo proponer una prueba cognitiva–cuantitativa para identificar el Acercamiento Comunicativo Dialógico Textual en el docente de nivel medio superior con relación al texto científico, a partir de la elaboración de una rúbrica integrada por categorías (dimensiones cognitivas) y niveles de comprensión de lectura, al tiempo de ser una base para la elaboración de ítems. Actualmente la prueba se encuentra en etapa diagnóstica y es de corte cuantitativo no probabilístico. Los primeros resultados señalan que sí es posible identificar el ACDT, justo donde la decodificación que realiza el sujeto sobre el objeto textual, determina la profundidad del diálogo y la adquisición del conocimiento científico en torno al mensaje. AbstractThe objective of this article is to propose a cognitive–quantitative test to identify the Dialogic–Textual Communicative Approach Of the upper middle education's teaching staff about scientific texts, from a rubric integrated by categories (cognitive dimensions) and reading comprehension levels. It's important to mention that this rubric was also used to elaborate the items. Currently the test is on a quantitative not probabilistic diagnosis stage. The first results conclude that certainly the ACDT, can be identifiable, where the decoding that the subject is doing about the textual object, determines the depth of the dialogue and the scientific knowledge acquisition about the message. Recibido: 17 de agosto de 2015 Aceptado: 01 de marzo de 2016

The article describes the system of professional retraining of the Deputy Directors of schools on educational work in the Moscow region. The importance of the activities of the Deputy head and modern requirements to professional competence are revealed. The results of microanalysis of the current state of the professional level of organizers of education are given, conducted by teachers of the Department of educational systems of the Academy of social management (ASOU). Next, special attention is paid to additional professional program of professional retraining «Management in education». It seems the structure, content summary, and technology implementation. The program is aimed at providing targeted assistance to the heads of educational institutions and teaching staff in the restructuring process of education and management on the principles of system- activity and competence approaches, and the definition of specific competences in the field of education. In the conclusion the main tasks of the nearest path of development of the faculty of professional retraining of pedagogical workers and ASOU are given, the expected results of their implementation are designed.

Teaching is an organized and planned work process that accomplishes the tasks of upbringing and education. The success of teaching depends on the quality of planning. The lecturer has the obligation to perform planning continuously. Planning can be annual, monthly, and daily, and for the processing of each teaching unit, it is necessary to have the class prepared. Class is the basic time unit for planning educational work in the school. Each lesson must be preceded by the appropriate written preparation of the teacher. It should not be an obligation but a need for the material to be successfully mastered. Every class is special and with good preparation mistakes and shortcomings are minimized. Each writing preparation for a class has several phases: professional, didactic-methodical, and technical preparation. After these phases, the making of written preparation is approached. It should contain the following elements: name of the school, name of the teacher, name of the subject, grade and class, date, the ordinal number of class, teaching topic, teaching unit, type of class, goals and tasks of the class, form of work, teaching methods, teaching AIDS, correlation with other subjects, class flow, homework, the layout of the board and observations about the class. The methodology of teaching history has similarities with the methods of other subjects, but also its peculiarities, due to its subject of work, history.

The role of networks is swiftly increasing in the production and communication of scientific knowledge. Network aspects have, therefore, an ever growing importance in the analysis of the scientific enterprise, as well. The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

The integration or co-application of traditional knowledge and scientific knowledge has been the subject of considerable research and discussion (see Johannes 1981; Johnson 1992; Stevenson 1996; McDonald et al. 1997; Huntington et al. 1999, 2002), with emphasis on various specific topics including environmental management and conservation (see Freeman & Carbyn 1988; Ferguson & Messier 1997; Ford & Martinez 2000; Usher 2000; Albert 2001). In most cases, examples of successful integration compare traditional and scientific observations at similar spatial scales to increase confidence in understanding or to fill gaps that appear from either perspective. We present a different approach to integration, emphasizing complementarity rather than concordance in spatial perspective, using two migratory species as examples.

В данной статье рассматривается понятие экстремизма как социального явления, его основные детерминанты, оказывающие влияние на его распространение в условиях исправительного учреждения, роль оперативного отдела пенитенциарного учреждения в профилактике распространения данного явления. Описываются основные условия, способствующие совершению правонарушений и преступлений, раскрывается понятие оперативного поиска, под которым понимаются мероприятия, направленные на установление первичной информации о лицах либо фактах, представляющих существенную значимость (оперативный интерес), ее систематизацию, проверку и принятие необходимых решений в целях профилактики и раскрытия преступлений экстремистской направленности. Первичная оперативно-розыскная информация - это сведения о лицах и фактах, которые рассматриваются как данные, представляющие оперативный интерес, о которых ранее не было известно оперативному аппарату исправительного учреждения. Получение подобных сведений позволит оперативным подразделениям составить первоначальный психологический портрет изучаемого, а также прогнозировать его дальнейшее поведение. Рассматривается формирование криминологического портрета осужденного, являющегося носителем экстремистской идеологии, так как без данной информации невозможно ведение полноценной воспитательной работы по развенчанию экстремистской идеологии. Раскрываются формы и методы взаимодействия оперативных отделов исправительного учреждения с другими отделами ИУ по вопросам реализации мероприятий, направленных на противодействие распространению экстремистской идеологии в местах лишения свободы. This article considers the concept of extremism as a social phenomenon, the main determinants influencing its spread in the conditions of a correctional institution. The role of the operational department of the penitentiary institution in preventing the spread of this crime. The main conditions contributing to the commission of offenses and crimes are described. The concept of operational search is described, which should be understood as measures aimed at establishing primary information about persons or facts of significant importance (operational interest), its systematization, verification and making the necessary decisions in order to prevent and solve extremist crimes. Initial operational-search information, this is information about persons and facts that are considered as data of operational interest, which were previously not known to the operating apparatus of the correctional institution. Obtaining such information will allow operational units to draw up an initial psychological portrait of the subject, as well as predict his further behavior. It describes the formation of a criminological portrait of a convict who is the bearer of extremist ideology. Since without this information it is impossible to conduct full-fledged educational work to debunk extremist ideology. The forms and methods of interaction between the operational departments of the correctional institution and other departments of the IU on the implementation of measures aimed at countering the spread of extremist ideology in places of deprivation of liberty are disclosed.

The study of various management concepts at the present stage of economic development contributes to improving the efficiency of activities in various areas through intensive development. As a result, in each economic entity, the issue of applying not only advanced production technologies but also management approaches becomes relevant. At the moment, a significant number of management concepts have been developed and actively used. Still, project management can be considered the universal one, as it helps implement the set goals in conditions of resource constraints. The degree of effectiveness of the project approach to management is largely determined by the ability of an economic entity’s accounting and analytical system to form the necessary information base. Scientific and practical interest is a study aimed at creating elements of the information field for making effective management decisions in the context of the project approach to management, which is the purpose of the work. The result should be considered a set of distinctive features of project management in setting and maintaining management accounting in an economic entity.

The article is devoted to the analysis of project approaches in modern management. The object of analysis is project activity, the subject of consideration is project methodologies, their features and promising directions of development. The author identifies the advantages, risks and disadvantages of the main design approaches (Waterfall model, Agile, Scrum, Kanban) the tendencies and trends of development of the project direction in the nearest future. The work will be useful for students who study project management, employees of companies who want to start developing in the project direction, project specialists interested in new trends in the project direction.
