The article describes the system of professional retraining of the Deputy Directors of schools on educational work in the Moscow region. The importance of the activities of the Deputy head and modern requirements to professional competence are revealed. The results of microanalysis of the current state of the professional level of organizers of education are given, conducted by teachers of the Department of educational systems of the Academy of social management (ASOU). Next, special attention is paid to additional professional program of professional retraining «Management in education». It seems the structure, content summary, and technology implementation. The program is aimed at providing targeted assistance to the heads of educational institutions and teaching staff in the restructuring process of education and management on the principles of system- activity and competence approaches, and the definition of specific competences in the field of education. In the conclusion the main tasks of the nearest path of development of the faculty of professional retraining of pedagogical workers and ASOU are given, the expected results of their implementation are designed.

The article discusses the problems of the modern textbooks and teaching aids on pedagogy, where the solution of management problems is the content of the chapter, which is often called “Management of educational systems”. Then authors define, that in scientific papers devoted to the problems of pedagogical management, the view of his specific object and subject is substantiated. So, it is considered that pedagogical management as a science of management of educational systems and processes is a branch of pedagogy, the subject of which is the organization of management in the field of education and in educational institutions. The structure of pedagogical management includes the following levels: a. management of the teaching staff; b. teacher activity management; c. student activity management. The authors believe that in pedagogical management there are two levels of management: the head of the educational institution and the teacher. The activity of the head is aimed at creating conditions for the effective functioning and development of the entire educational system of the institution; the task of the teacher-manager is the organization of educational work with the aim of developing cognitive activity and the formation of the student's personality. According to the authors, project management is among the “young” and most demanded areas of scientific knowledge and practice.  Development of it over the past 50–60 years has gone from its understanding as a technological scheme for organizing work on the implementation of individual projects to the idea of project management as a methodology for system changes, which carried out in organizations, firms, corporations, territorial entities, across the country and interstate associations. The article also reviewed the most diverse areas of scientific knowledge. It is the project culture. We think that it is institutionally manifested in project activities, although it does not boil down to it. All of the above gives grounds for identifying historical and cultural sources of project management as a person’s ability, an independent type of professional activity and, finally, a cultural phenomenon. The authors think that in modern management concepts, there are two types of management - process (management of recurring activities in fundamentally unchanged external conditions) and project management (change management of the managed system). The latter is precisely the subject of research in the field of scientific knowledge and practice, called “project management” and the subject of one of the branches of management science - project management. In conclusion, the authors define the methodological foundations of project management in pedagogical management are system-activity, process, and resource approaches, which, being internally consistent, set the fundamental methodological orientation of research in the considered field of scientific pedagogical knowledge.

The article offers readers a brief description of the content of the Model Education Program in Russian educational institutions, developed on the basis of state documents: “Strategy for the development of education in the Russian Federation for the period up to 2025”; “Concept for the development of additional education for children”; “Concept of state family policy in the Russian Federation for the period up to 2025”. The program is designed to provide support in the creation of in-school education programs aimed at the successful socialization of the student, the establishment of harmonious relations with the people around him, self-identification as a citizen of his country. The publication describes the sections of the Program, which include the organization of the educational process at school, the definition of the goals and objectives of education, its types and forms, as well as the direction of the reflexive activity of the entire school teaching staff and each teacher individually for the analysis and assessment of the educational work carried out by him.

Nowadays in Ukraine there is a dynamic progress in the dissemination of inclusive education. It determines the need to study and adapt the experience of other countries, taking into account the specifics of domestic realities. Of special interest are the countries of North America, in particular Canada and the United States, which have a fairly long history of inclusive education. The comparative analysis will enable us to identify the possibility of applying the most effective strategies of inclusion in the educational system of Ukraine Nowadays, in Ukraine, there is a certain dynamic progression of inclusive distribution. It is this that actualizes the need to study and use the experience of other countries, taking into account the specifics of domestic realities. Amid existence of a number of concepts of inclusive education in the world of educational space different approaches are distinguished in the methodological framework. Comparing the essential understanding of these approaches in North American and Ukrainian educational systems, there is unanimity of views in common positions. However, there are certain differences, particularly in recognizing the SEN position of the child as subject and object in the system: Western inclusive education system is fully regulated by law, while in Ukraine there is a gradual overcoming of the philanthropic vestiges through the expansion and improvement of the legal framework with the underlying international instruments. Awareness of the position of individual approach as the cornerstone of an inclusive education system in both educational scientific communities generally coincides. Unity of scientific views of North American researchers and Ukraine is also observed in the vision of status and role positions of all participants in inclusive education as a prerequisite for regulatory functioning education system. Unanimous scientists of both scientific schools and the professional competence of teachers as a key tool for coordinated activities in the inclusive class and the functioning of the educational system as a whole. The definition of common components and specific features of the development of inclusive education on the basis of ideological interpretations will help to determine the general character of the grounds for the inclusive form of education and to use the positive experience of Western countries in Ukrainian realities effectively.

Under the context of growing demand for teachers’ professional training, the issues of the formation and improvement of their pedagogical mastery become of current interest. A teacher who wants to develop his/her pedagogical skills shall constantly learn to apply pedagogical methods in his/her work. After all, the professional competence of a teacher directly depends on the possession of professional technique. The purpose of this work is to clarify the concept of “pedagogical technique” and determine its place and role in improvement of teacher’s professional mastery. In this regard, methods of analysis, synthesis, comparison, generalization, and clarification were used. The narrative of the importance of clarifying the definition of the term is presented for defense and the version proposed is as follows: “Pedagogical technique is an important component within the structure of pedagogical skills, their forms, practical manifestation, through which a high level of pedagogical professionalism can be formed and developed”. The knowledge of structure of pedagogical methods and formation of appropriate behavioral skills increase the teacher’s professionalism. Therefore, in teacher’s activities, pedagogical technique steps forward as a system of social and pedagogical support of the educational process, which performs a number of functions in teaching and educational work.

В статье проанализированы имеющиеся в научной литературе точки зрения относительно понятия «личность преступника», представлена авторская дефиниция личности преступника, совершающего преступления в сфере незаконного оборота наркотиков с целью сбыта. Криминологическому анализу подвергнуты осужденные, отбывающие наказание в виде лишения за преступления, связанные с незаконным оборотом наркотиков, по ч. 2, 3 ст. 328 Уголовного кодекса Республики Беларусь. По результатам проведенного эмпирического исследования выявлены особенности социально-демографического, медицинского, уголовно-правового и нравственно-психологического характера, присущие осужденным указанной категории. Обосновывается необходимость осуществления сотрудниками исправительных учреждений постоянного мониторинга личностных качеств осужденных за преступления, связанные с незаконным оборотом наркотиков с целью сбыта, и выработки на этой основе наиболее оптимальных вариантов проведения с ними индивидуальной воспитательной работы. Представлена авторская разработка криминологической модели личности преступника, отбывающего наказание в виде лишения свободы за преступления, связанные с незаконным оборотом наркотиков с целью сбыта. The article analyzes the points of view of scientists regarding the concept of “the identity of the criminal”, presents the author’s definition of the identity of the criminal who commits crimes in the sphere of illicit drug trafficking with a view to marketing. Convicted prisoners who are serving a sentence of deprivation for crimes related to drug trafficking, according to the following parts, are subjected to criminological analysis. 2, 3 tbsp. 328 of the Criminal Code of the Republic of Belarus. According to the results of the empirical research, the peculiarities of the socio-demographic, medical, criminal law, and moral-psychological nature of the convicts of this category were revealed. It justifies the need for employees of correctional institutions to continuously monitor the personal qualities of those convicted of crimes related to drug trafficking with a view to selling, and to develop on this basis the most optimal options for carrying out individual educational work with them. The author presents the development of a criminological model of the identity of a criminal who is serving a sentence of imprisonment for crimes related to drug trafficking with a view to selling.

The study aimed to assess conformity with Brazil’s standard protocol for diagnostic and therapeutic practices in the management of congenital syphilis by pediatricians in public maternity hospitals. A cross-sectional study was conducted in 2015 with 41 pediatricians working in all the public maternity hospitals in Teresina, the capital of Piauí State, Northeast Brazil, through self-completed questionnaires. The study assessed the conformity of knowledge and practices according to the Brazilian Ministry of Health protocols. The study has made evident low access to training courses (54%) and insufficient knowledge of the case definition of congenital syphilis (42%) and rapid tests for syphilis (39%). Flaws were observed in the diagnostic workup and treatment of newborns. Requesting VDRL (88%) and correct treatment of neurosyphilis (88%) were the practices that showed the highest conformity with standard protocols. Low conformity with protocols leads to missed opportunities for identifying and adequately treating congenital syphilis. Based on the barriers identified in the study, better access to diagnostic and treatment protocols, improved recording on prenatal cards and hospital patient charts, availability of tests and medicines, and educational work with pregnant women should be urgently implemented, aiming to reverse the currently inadequate management of congenital syphilis and to curb its spread.

The purpose and target of this study was to describe the efforts of the principal to improve the professional competence of teachers in Public Elementary School No. 162/I Bukit Sari Village, Maro Sebo District. The aspects studied included the efforts of the principal to improve teacher professional competence, as well as inhibiting factors. The author uses a qualitative approach and chooses the type of case study. The principal is a subject. The principal and teacher are the data sources used as sources of information. Data collection uses interview techniques and documentation studies. Analyzing data is done by reviewing, data reduction, presenting data, and verifying data to then draw conclusions. The technique of checking the validity of the data using source triangulation. The results of this study explain that the efforts of principals to improve teacher professional competencies are by implementing a coaching process and involving teachers in various educational activities and training, seminars, workshops, and Teacher Working Groups. The obstacles are: 1) Teachers and schools have difficulty accessing information because the internet connection or network is very slow. 2) There are still some teachers who do not understand the concept of interrelationship between subjects. Based on the results of the study it is recommended that: 1) The principal must be more active in developing all teaching staff. 2) Immediately resolve the problem of internet network connection and fulfill other supporting facilities. 3) Teachers must be able to use various learning methods.

The objective of the article is to further study the concept “teacher’s professional competence” as well the ways of its formation. The research was conducted among the students as prospective teachers, and teaching staff of Yuriy Fedkovych Chernivtsi National University. The analysis of the research helped prove the essential role of some factors in the professional development of future teachers. In particular, such factors as knowledge of the teaching subject, knowledge of effective teaching methods and skills to implement them, the importance of teaching practice, the personality factor, teacher’s self-education were singled out. Therefore, the paper aims to outline a few ideas on how to ensure the implementation of the above-mentioned considerations. We also dwell upon the impact of the human behavior on the process of foreign language learning and teaching. That is why knowledge about affective factors is consequential in the academic process and using some interactive methods can also help lower the affective filter. Types of motivation and ways to enhance it are described in the paper too.

The authors explore the definition of an innovative educational environment. It is proved that professional IT education is the basis for improving its quality level and has certain advantages over other types of knowledge, providing flexibility due to modern technological features, including the use of QR coding information.
