The European Commission initiated the preparation of a new long-term vision for rural areas. First step of this process was the launch of a public consultation to which also the Horizon 2020 SHERPA (Sustainable Hub to Engage into Rural Policies with Actors) project is making a contribution on behalf of 20 different Multi-Actor Platforms (MAPs). The Hungarian MAP - a group of science-society-policy actors - focuses on the Agricultural Knowledge and Innovation System (AKIS), more precisely digitalization. The topic of Agricultural Knowledge and Innovation System - is a horizontal issue and it is embedded even into the Common Agricultural Policy’s (CAP) strategic planning process. Being part of it, the development of AKIS requires close and intensive cooperation of policy makers, researchers and farmers or in broader context the society with various stakeholders. The aim of the Hungarian research was to identify the current and likely trends for the Hungarian rural areas and to point out key challenges, opportunities, enablers and hinderers in rural development in terms of the Agricultural Knowledge and Innovation System (AKIS) up until 2040. The methodology used was the Delphi technique. In the first phase, a review of key trends, main challenges and opportunities and a summary of existing foresight regarding digital agriculture was written. Then AKIS experts were asked to talk about their experiences and opinions in the framework of interviews, a focus group meeting and a survey. In the end, results of the survey were discussed in a consensus meeting. Among the results, it is worth mentioning that digitization and digitalization will fundamentally change the way rural areas operate including economic, environmental and social dimensions. The main enablers of a promising future vision are capacity building for knowledge transfer, adaptation for job creation and offering better quality of life, stronger community building for collaborations, deeper government involvement, and last but not least, strengthening the local identity in rural areas.

Innovation actions within European Horizon 2020 (H2020) projects aim at testing research results in practice. When supporting social innovations in rural areas, such testing requires the alignment of several rural actors in order to entail behavioral changes beyond the individual level. Recently, social innovation has been recognized as an important tool for rural areas, developing new solutions to respond to wicked problems for improving local living conditions at the grassroots level. In this study, we analyzed the use of an operational framework to support the early governance of social innovation actions. This framework was applied to co-construct seven innovation actions across Europe and the Mediterranean basin applied to forestry, agriculture, and rural development. Our results showed that supporting social innovators and local actors at the early stage of social innovation processes is key for efficiently addressing and tackling challenges and opportunities. Additionally, we showed that the process of defining a social innovation is complex and requires recursive engagement, which might lead to evolution through time, especially in the first phases of the process. Lastly, conducting the feasibility assessment enabled strategic thinking on crucial dimensions for designing a promising social innovation action, such as social networks management, financial sustainability, and know-how. Such findings helped us to draw general lessons for the development and governance of social innovation actions in rural areas, potentially applicable to any rural sector.

Social innovation (SI) impacts are long-term changes that affect different dimensions of territorial capital (i.e., economy, society, environment, governance) for the territory in which SI occurs. Yet, systematic empirical evidence and theoretically sound assessments of the impacts of SI are scarce. This paper aims to fill the gap and assess the different aspects of SI’s impacts in European and Mediterranean areas that are characterized by marginalization processes. To assess the impacts of SI in marginalized areas, we use the evaluation framework developed within the Social Innovation in Marginalized Rural Areas (SIMRA) Horizon 2020 project and apply it to nine SI initiatives related to the fields of agriculture, fisheries, forestry, and rural development. Our findings show that SI produces cross-sectoral (societal, economic, environmental, and governmental) and multi-level impacts (on individuals, community, and society), which have improved the societal well-being, and contributed to the reduction of certain forms of marginality, mainly inside the territory in which SI occurred.

The COVID-19 pandemic has accelerated the use and importance of telehealth and telemedicine globally. In industrialized countries, stay-at-home measures and changes to government regulations regarding telehealth resulted in an over 100-fold increase in demand within weeks. The COVID-19 has raged across Latin America for most of 2020, with associated high rates of illness and death. The objective of this article is to review some of the successes and challenges of telehealth in Latin America and highlight opportunities for action within the context of COVID-19. We identify several positive trends in telehealth adoption across the region as well as some promising case studies on the use of telehealth platforms for delivering care when needed. We also identify barriers that have limited the scale of telehealth in Latin America during the current phase of the pandemic. Limiting factors include inadequacies in long-term evolution telecommunication availability and access to digital trainings for healthcare workers. In addition, political commitment, legislation, and regulation have yet to catch up with demand. Finally, we present opportunities to more effectively scale these technologies, across Latin America for the current emergency, as well as reducing or controlling healthcare costs, addressing health disparities, and providing improved health care, especially in rural areas.

The government should sponsor private Sector to promote tourism in rural areas. For upgrading the rural tourism government requires to understand the rural location, demography, socio-culture, financial and political background of that area. How we can involve the rural citizens to improve their socio-economic condition. The objective of this paper is to present an update on rural tourism expansion and development in India. Rural tourism is rising in terms of number of visitors and the government of India should focus on it as an engine of growth

The smart city transport concept is viewed as a future vision aiming to undertake investigations on the urban planning process and to construct policy-pathways for achieving future targets. Therefore, this paper sets out three visions for the year 2035 which bring about a radical change in the level of green transport systems (often called walking, cycling, and public transport) in Turkish urban areas. A participatory visioning technique was structured according to a three-stage technique: (i) Extensive online comprehensive survey, in which potential transport measures were researched for their relevance in promoting smart transport systems in future Turkish urban areas; (ii) semi-structured interviews, where transport strategy suggestions were developed in the context of the possible imaginary urban areas and their associated contextual description of the imaginary urban areas for each vision; (iii) participatory workshops, where an innovative method was developed to explore various creative future choices and alternatives. Overall, this paper indicates that the content of the future smart transport visions was reasonable, but such visions need a considerable degree of consensus and radical approaches for tackling them. The findings offer invaluable insights to researchers inquiring about the smart transport field, and policy-makers considering applying those into practice in their local urban areas.

In the industrial economy, evaluating company performance based on financial results was good enough. However, in the current globalized and highly competitive environment, maintaining long term competitiveness requires companies to engage in overall strategic planning and performance evaluation. The balanced scorecard is a tool or method for balancing an organization's performance and can react to situations where a company's direction becomes disoriented. This approach assists in strategy planning, process management, and performance evaluation from four perspectives, including financial, customer, internal process, and learning and growth. Good strategy planning provides companies with a correct management direction, correct process management ensures the efficient execution of plans, and correct performance evaluation illustrates the execution results. This study mainly focuses on how a large rubber company in Taiwan utilizes the balanced scorecard in its organization. As the technical perspective is important in the rubber keypad industry, besides the four above perspectives, this company has added the technical perspective. By introducing this company and its progress in implementing the balanced scorecard, this study hopes to provide other companies, especially rubber companies, with a planning direction and reference for the future implementation of the balanced scorecard.

Current urbanisation trends in India show a quantum jump in number of ‘census towns’, which are not statutorily declared as urban areas, but have acquired all characteristics of urban settlements. Sizeable number of such census towns are not located near any Class 1 city. Lack of proper and timely planning has led to unplanned growth of these settlements. This article is based on a review of planning legislations, institutional framework and planning process of four states in India. The present article analyses the scope and limitations of the planning process adopted in the rapidly urbanising rural areas of these states. The findings reveal that states are still following a conventional approach to planning that treats ‘urban’ and ‘rural’ as separate categories and highlights the need for adopting an integrated territorial approach to planning of settlements.
