Research relevance: this article deals with problem of determining the goal of educating students and youth in Kyrgyzstan. The republic government has adopted a number of documents in the field of upbringing and education; however, the goals in upbringing are not clearly defined until today. Research objectives: to analyze the literature on upbringing goals in pedagogy and make conclusions about this problem. Research materials and methods: the work used various scientists, educators and politicians points of view in defining the essence of education process in pedagogy. Research results: in developing the upbringing goals, we should not forget about ideas from religious pedagogy, which is promoting the idea, that child should be brought up on religious morality to form good child “yimanduu bala”. Conclusions: our opinion in determining the upbringing goal is to form a spiritually moral personality prepared for life.

The article analyzes the theoretical and applied aspects of the issue of regional integration in political science. The authors made an attempt to analyze the nature and characteristics of the integration process in the Eurasian region. Various scientific points of view on the problem of integration are shown. The article compares the approaches to the study of regional integration presented in the article. In today's world. At the same time, the authors show possible prospects and further development of Eurasian integration in the context of the participation of the Republic of Kazakhstan.

В статье проанализированы имеющиеся в научной литературе точки зрения относительно понятия «личность преступника», представлена авторская дефиниция личности преступника, совершающего преступления в сфере незаконного оборота наркотиков с целью сбыта. Криминологическому анализу подвергнуты осужденные, отбывающие наказание в виде лишения за преступления, связанные с незаконным оборотом наркотиков, по ч. 2, 3 ст. 328 Уголовного кодекса Республики Беларусь. По результатам проведенного эмпирического исследования выявлены особенности социально-демографического, медицинского, уголовно-правового и нравственно-психологического характера, присущие осужденным указанной категории. Обосновывается необходимость осуществления сотрудниками исправительных учреждений постоянного мониторинга личностных качеств осужденных за преступления, связанные с незаконным оборотом наркотиков с целью сбыта, и выработки на этой основе наиболее оптимальных вариантов проведения с ними индивидуальной воспитательной работы. Представлена авторская разработка криминологической модели личности преступника, отбывающего наказание в виде лишения свободы за преступления, связанные с незаконным оборотом наркотиков с целью сбыта. The article analyzes the points of view of scientists regarding the concept of “the identity of the criminal”, presents the author’s definition of the identity of the criminal who commits crimes in the sphere of illicit drug trafficking with a view to marketing. Convicted prisoners who are serving a sentence of deprivation for crimes related to drug trafficking, according to the following parts, are subjected to criminological analysis. 2, 3 tbsp. 328 of the Criminal Code of the Republic of Belarus. According to the results of the empirical research, the peculiarities of the socio-demographic, medical, criminal law, and moral-psychological nature of the convicts of this category were revealed. It justifies the need for employees of correctional institutions to continuously monitor the personal qualities of those convicted of crimes related to drug trafficking with a view to selling, and to develop on this basis the most optimal options for carrying out individual educational work with them. The author presents the development of a criminological model of the identity of a criminal who is serving a sentence of imprisonment for crimes related to drug trafficking with a view to selling.

Bengkok land is village property in the form of village land. This bent land is widely known as village treasury land or village property. The definition of bent land itself is not explicitly regulated in statutory regulations. The definition of crooked land is implicitly regulated by statutory regulations. Based on the explanation of Article 72 of Law Number 6 of 2014 concerning Villages (hereinafter referred to as the Village Law), it is stated that bent land is the result of business. The provisions in Law Number 6 of 2014 concerning Villages indicate that Village Treasury Land or village assets which include bent land are certified in the name of the Village Government. In addition, the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 1 of 2016 concerning Village Asset Management, regulates the same thing as Law Number 6 of 2014 concerning Villages. This research approach uses a statutory approach (statute approach) and a conceptual approach (conceptual approach). Based on the research results, which crooked land that is starting to lose its existence is certified in the name of the Village Government

The consequences of the floods that had affected the area of Serbia in 2014 indicated a very low level of preparedness of population to respond to natural disasters. Therefore, the aim of quantitative research is to examine the impact of fear on the willingness of citizens to respond to a natural disaster caused by the flood in the Republic of Serbia. Bearing in mind all local communities in Serbia where floods occurred or there is a high risk of flooding, there was selected a random sample consisting of 19 out of 150 municipalities and 23 towns and the city of Belgrade. In the selected communities, a research was undertaken in those areas that had been most affected in relation to the amount of water or potential risk of flooding. The survey used strategy of testing in households with the use of a multi- stage random sample. The research results indicate that the citizens who have a fear of floods are familiar with safety procedures to a greater extent in relation to citizens who do not have the fear; they have taken the preventive measures; they point out that they still are not ready to respond, but plan to do so in the next 6 months; they would evacuate to the upper floor of the house; they point out that someone in the family has educated them about the flood. In contrast to that, citizens who do not have the fear are not doing anything to prepare themselves to react in such situations, they are confident in their own abilities to cope with the consequences of floods, etc. The originality of the research lies in the fact that in Serbia there has never been conducted a research to examine the state of preparedness of citizens to respond. Bearing in mind that the research is based on the territory of Serbia, conclusions can be generalized to the entire population. The research results can be used when creating a strategy for improving the level of preparedness of citizens to respond.

The article introduces the significance of social worker's assistance to prospective foster parents: a case of an X Lithuanian town. The best place for the child development and improvement is the family. For some reasons not all the children are raised in families. Some children have no possibility to live with their biological families, therefore according to the established legislation, they live in foster homes under the supervision of foster parents or are adopted. Children adoption in our country is regulated by different acts of legislation. The activity of the ombudsperson for children’s rights is governed by the Law on the Ombudsman for Children Rights Protection of the Republic of Lithuania (2000), Civil Code of the Republic of Lithuania, Regulations of organization and management of children guardianship (2002), etc. Research <strong>aim</strong> is to analyze the social service worker's assistance to the prospective foster parents. The following objectives to reach our <strong>goal</strong> are presented: to analyze theoretical conception of adoption procedure and enforcement; to discuss the system of the social service workers’ assistance to prospective foster parents; to investigate foster parents' approach towards the social service worker's assistance and to reveal the main problems. <strong>Research methods</strong>: analysis of the scientific literature – scientific analysis of adoption issues. The stages of adoption procedures and the requirements overviewed and analysed are provided; document analysis: documents, acts of legislation, laws and regulations of child adoption regulations are analysed and overviewed; a qualitative study: semi-structured interview, analyzing the foster parents' approach towards the social service workers' assistance; problems and probable solutions are identified. The research results are obtained by content analysis. <strong>The article presents the following generalizations:</strong> 1) adoption is considered as a social process when specific rights and responsibilities are provided to foster parents in order to guarantee the child's safety. In case of inter-country adoption, the adoption opportunities are estimated, the child is prepared for the adoption and the family for the child is selected. At that period foster parents face internal and external factors. Seeking to grant the children rights and smooth adoption process, professional social workers should coordinate it; 2) institution of the Ombudsman for Children Rights of the Republic of Lithuania and State Child Rights Protection and Adoption Service under the Ministry of Social Security and Labour are also engaged in the adoption and foster care; 3) the research results reveal that the biggest problems for prospective foster parents are extensively long adoption period, lack of social service workers' assistance and poor knowledge on the available assistance.

The article comprises a short presentation of the icons in the beginning, the project that they are included in, some short data about typology, style, and location in time. There are given some technical assessments of the construction of the panels, decorative elements and additional materials for the whole ensemble. The setting up of the degradations are divided from different points of view, as influence of natural inevitable medium factors in certain conditions, as human interventions, as results of the religious role of the objects, as hazards occurred in time and non of the less as intended, theft or vandalism acts. Further, it is thoroughly presented their initial state of conservation in which concerns the degradations of the wooden structure, with examples and debates about the reasons they were set in. Then, it follows the methods approached for consolidation, and also the esthetical ways of presentation of the intervened areas. There are exposed – from an ethic perspective, the reasons that led to the choosing of respective materials and techniques, according to research results, age, original technique, conservation state and value of the three objects. There are illustrated and explained the working stages and techniques, also detailed issues about the nature, percentage and way the materials employed were combined. In the end, the gratitude of the author is expressed towards the help of the specialists in the research and restoration process.

The article is devoted to the study of the organization of lifelong learning process as a condition for the individual’s successful career development. The importance of the accession of the Republic of Kazakhstan to the European educational space is determined. Continuity of the education process, today, is one of the basic principles in the educational policy of Kazakhstan. The article presents the characteristics of such concepts as «formal education», «non-formal education», «informal education», according to the special terminology of UNESCO (formal education is a process of acquiring knowledge that takes place in a well-organized and hierarchically ordered context, culminating in the issuance of a state sample; non-formal education, in turn, is characterized by the acquisition of knowledge outside the specialized educational space; informal education is an individual human activity aimed at the cognitive process and does not always have a specific result). The article proves the need to merge formal, non-formal and informal education, which, in turn, makes it possible to prepare a person for life in a rapidly changing environment and ensure full-fledged career development of the individual, preserving his individuality, and satisfying his career and life needs.

This study aims to analyze the legality of the electronic certificate of mortgage in the context of executing the guarantee if the debtor defaults or defaults if there is a data error in the bank credit agreement. The method used in this research is the literature method with reference to the normative juridical method, namely using data sourced from secondary legal materials, namely from the prevailing laws and regulations in Indonesia. The regulations used as material are the Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency of the Republic of Indonesia Number 3 of 2019 concerning Electronically Integrated Mortgage Services. The research results show that the certificate generated from the electronic mortgage registration system has executorial power because the mortgage certificate contains the sentence for Justice Based on the One Godhead. The sentence shows that the mortgage certificate can be used as a tool for executing collateral if the debtor defaults or defaults to pay without a court order. Sentences for Justice based on the One Godhead are equated as a judge's decision in a court. If there is a data error in the certificate and no changes are made, the execution cannot be carried out and the certificate can be canceled and the agreement in guarantee can also be canceled.
