The article analyzes the theoretical and applied aspects of the issue of regional integration in political science. The authors made an attempt to analyze the nature and characteristics of the integration process in the Eurasian region. Various scientific points of view on the problem of integration are shown. The article compares the approaches to the study of regional integration presented in the article. In today's world. At the same time, the authors show possible prospects and further development of Eurasian integration in the context of the participation of the Republic of Kazakhstan.

The term Eurasia is a contentious and illusive one and there is no consensus or agreement among authors on its meanings, implications and ramifications. President Nursultan Nazarbayev of the Republic of Kazakhstan introduced and developed his own vision, policies, perceptions and values of Eurasianism which he has been propagating and practicing on a continuous and consistent basis. In fact, the concept of Eurasianism and Eurasian policies have turned into state ideologies which are reflected in domestic, regional and foreign policies as well as in the foundation of the recent regional integration process. The purpose of the article is: to study and review the genesis of the old, popular as well as contemporary schools and thoughts of Eurasianism, their underlying goals, objectives and purposes in order to locate and understand Kazakhstan's views and concepts of Eurasianism in a broad historical and comparative perspectives; to review and critically analyze how President Nazarbayev's visions and policies of Eurasianism are reflected in the country's domestic, regional and foreign policies and what are their implications.

The article analyzes the language situation in the modern Republic of Mordovia (RM), which is a multi-ethnic region. The main ethnic groups in the republic are Russians, Mordovians and Tatars. Mordva is comprised of two subgroups – Erzya and Moksha. The dominance of the Russian language in the republic is obvious, which is due to the assimilation processes that has been taking place in the region for many decades. At the same time, Mordovian languages are taught in the schools of the Republic of Moldova; there are national (Moksha, Erzya, Tatar) schools, national newspapers and magazines, programs on national languages on the republican television and radio. However, ethno-cultural organizations of the Republic of Moldova consider it necessary to further expand state support for the Mordovian and Tatar languages. Among the national intelligentsia, primarily teachers and scholars of philology, there are two main points of view regarding further development of Mordovian languages. The first one supports separate development of the Moksha and Erzya languages. The second one does not actually contradict to it, but considers it necessary to create a unified literary Mordovian language based on the synthesis of Moksha and Erzya. Activists of the Foundation for the Salvation of the Erzyan Language, who consider this move as another step towards the “artificial assimilation” of the Erzyan, strongly oppose this project. The discussion about a single literary Mordovian language has been excessively politicized. Neither the leaders of Mordovia, nor the supporters of such a language aim to enforce it to population. A significant part of the Moksha and Erzya intelligentsia preferred to wait and see rather than oppose to the project. To sum up, the linguistic factor in Mordovia is closely interconnected with the ethno-political situation. At the same time, the identified problems of linguistic situation in the Republic of Moldova did not undermine the high level of ethnic tolerance typical for Mordovia and the entire Volga region.

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.

В статье проанализированы имеющиеся в научной литературе точки зрения относительно понятия «личность преступника», представлена авторская дефиниция личности преступника, совершающего преступления в сфере незаконного оборота наркотиков с целью сбыта. Криминологическому анализу подвергнуты осужденные, отбывающие наказание в виде лишения за преступления, связанные с незаконным оборотом наркотиков, по ч. 2, 3 ст. 328 Уголовного кодекса Республики Беларусь. По результатам проведенного эмпирического исследования выявлены особенности социально-демографического, медицинского, уголовно-правового и нравственно-психологического характера, присущие осужденным указанной категории. Обосновывается необходимость осуществления сотрудниками исправительных учреждений постоянного мониторинга личностных качеств осужденных за преступления, связанные с незаконным оборотом наркотиков с целью сбыта, и выработки на этой основе наиболее оптимальных вариантов проведения с ними индивидуальной воспитательной работы. Представлена авторская разработка криминологической модели личности преступника, отбывающего наказание в виде лишения свободы за преступления, связанные с незаконным оборотом наркотиков с целью сбыта. The article analyzes the points of view of scientists regarding the concept of “the identity of the criminal”, presents the author’s definition of the identity of the criminal who commits crimes in the sphere of illicit drug trafficking with a view to marketing. Convicted prisoners who are serving a sentence of deprivation for crimes related to drug trafficking, according to the following parts, are subjected to criminological analysis. 2, 3 tbsp. 328 of the Criminal Code of the Republic of Belarus. According to the results of the empirical research, the peculiarities of the socio-demographic, medical, criminal law, and moral-psychological nature of the convicts of this category were revealed. It justifies the need for employees of correctional institutions to continuously monitor the personal qualities of those convicted of crimes related to drug trafficking with a view to selling, and to develop on this basis the most optimal options for carrying out individual educational work with them. The author presents the development of a criminological model of the identity of a criminal who is serving a sentence of imprisonment for crimes related to drug trafficking with a view to selling.

The development of agro-industrial complex of the Republic of Tatarstan in the current economic conditions is a key element in the formation of food security and the competitiveness of the region. Further achievement of competitiveness is possible in terms of further development of the corporate approach, methods and management tools, that will increase the efficiency and effectiveness of the agro-industrial complex of the Republic of Tatarstan. The article considers the corporate governance features, which consists in the search by enterprises of agro-industrial complex of the Republic of Tatarstan for further sectoral parameters of development for sustainable economic growth, taking into account the stochastic conditions of activity, enterprises of this sector of the economy.

В статье проведено исследование исторических аспектов развития и становления системы бухгалтерского учета Республики Ирак. Систематизированы и хронологически представлены основные события, повлиявшие на развитие Единой учетной системы бухгалтерского учета и отчетности в Республике Ирак. Изучив исторические аспекты развития иракской системы бухгалтерского учета, выделены этапы ее развития. Проведен сравнительный анализ российских, иракских стандартов и МСФО и выделены их отличительные особенности. Обосновано, что основные ориентиры для трансформации иракских национальных стандартов – это международные стандарты финансовой отчетности. Определено, что дальнейшее развитие иракских стандартов заключается в трансформации количества стандартов и их содержательной составляющей для раскрытия информации об активах, обязательствах, доходах, расходах. The article examines the historical aspects of the development and formation of the accounting system in the Republic of Iraq. The main events that influenced the development of the Unified Accounting System of Accounting and Reporting in the Republic of Iraq are systematized and chronologically presented. Having studied the historical aspects of the development of the Iraqi accounting system, the stages of its development are highlighted. A comparative analysis of Russian, Iraqi standards and IFRS is carried out and their distinctive features are highlighted. It has been substantiated that the main guidelines for the transformation of Iraqi national standards are International Financial Reporting Standards. It was determined that the further development of Iraqi standards consists in transforming the number of standards and their content, for disclosing information about assets, liabilities, income, expenses.

The article by Mohamed Eisa Ismail Dahab, Ambassador Extraordinary and Plenipotentiary of the Republic of the Sudan to Ukraine, is dedicated to the relations between the Sudan and Ukraine. A positive momentum in the bilateral relations of the two countries has been evidenced by the establishment of the Embassy of the Sudan in Ukraine. Since then, both parties have sought to deepen and strengthen cooperation in various fields of mutual interest. The establishment of the Embassy of the Sudan in Kyiv at the ambassadorial level was a crescendo of friendly relations and a display of mutual will and sincere desire to strengthen relations further for the sake of the two nations. The Sudan also provides support to Ukraine on the international arena. Two states defend similar positions in the UN. Ukraine and the Sudan intend to accelerate the speed of bilateral relations and contribute to joint political and economic arrangements, share draft agreements and memoranda of understanding to conclude various contracts on trade and investment, agriculture, education and science, technologies, and other spheres of collaboration for the prosperity and welfare of the two nations. The author puts an emphasis on the importance of economic cooperation. The Sudan imports from Ukraine and spends many billions for various goods and raw materials. Ukraine is a partner in supplying wheat grain and flour, oil and seeds of oil plants, and various commodity goods. The Ambassador of the Sudan expresses his gratitude for strong determination of Ukrainian government to contribute to further development and strengthening of relations between Ukraine and the Sudan in different domains. He hopes the states will do their best for permanent cooperation, coordination and friendship. Relevance. Vegetable growing is a traditional sector of agriculture in Azerbaijan. The republic has all the conditions for its development, both natural and socio-economic. Materials and methods. The aim of the research was to analyze the current state of vegetable growing in the republic, to identify the strengths and weaknesses of the industry, to determine the terms of support for producers from the state and branch science. Results. The gross harvest of vegetables has been steadily growing in the last decades, and by 2019 amounted to 1715 thousand tons. The yield of vegetables also increased during this period from 14, 7 to 21.9 t / ha. In door production area is approximately 4800 ha. The production of greenhouse vegetables is focused on the Russian market. The bottleneck in the industry is vegetable seed production, a market with a capacity of almost 20 million euros is occupied by foreign companies. At the same time, the agricultural producers get state support in the form of subsidies and soft loans and a full tax exemption. Industry science is also developing: the Research Institute of Vegetable Production has been reconstructed and fully equipped, special training organized for vegetable growers in the Azerbaijan State Agrarian University. Further development of the industry continues through the intensification and biologization of production, expanding the range and improving product quality.
