Kolyvan earthquake 09.01.2019 with ML = 4,3 is named after the anthracite mining section of the same name. Since 2010, there has been an increase in seismicity around the cuts in the Gorlovsky coal basin (Novosibirsk region), which is caused by an increase in coal production in this field. It is proved that we are dealing with induced seismicity near the cuts, the largest of which is Kolyvansky. For the Gorlovka basin, in general, a graph of earthquake recurrences was constructed, which in its slope is significantly different than for natural earthquakes of the Altai-Sayan mountain region and for man-made earthquakes of Kuzbass. The Kolyvan earthquake was confidently recorded by stations in Russia and many foreign countries, and at the same time, the shakiness of the day surface near the epicenter does not correspond to the macroseismic equation and stretches southward, which is associated with a significant role of the depression structure.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Keywords: policy change, ideas, idea-based approach, Kingdon’s multiple streams, policy entrepreneurs.

In federal criminal cases, federal law requires that judges consider the sentences other courts have imposed in factually similar matters. Courts and parties, however, face significant challenges in finding applicable sentencing precedents because judges do not typically issue written sentencing opinions, and transcripts of sentencings are not readily available in advanced searchable databases. At the same time, particularly since the Supreme Court’s 2005 decision in United States v. Booker, sentencing precedent has come to play a significant role in federal sentencing proceedings. By way of example, this article discusses recent cases involving defendants with gambling addictions, and recent cases involving college admissions or testing fraud. The article explores the ways the parties in those cases have used sentencing precedent in their advocacy, as well as the ways the courts involved have used sentencing precedent to justify their decisions. Given the important role of sentencing precedent in federal criminal cases, the article finally looks at ways in which the body of sentencing law could be made more readily available to parties and courts alike.

Enzootic bovine leucosis (EBL) has been known for more than a century and a half. Its occurrence and registration may have historically been associated with intensive breeding of dairy cattle in Western Europe to increase target productivity. It is known that any limiting intervention in the nature of the animal organism is always accompanied by an uncontrolled and unpredictable change in the genotype of a wider range than the required, particularly negative order. In particular, a decrease in the resistance to macroorganisms and the possibility of the new diseases emergence, including infectious ones (for example, immunodeficiencies such as BLAD syndrome of black-motley cattle and stress syndrome in pigs, the occurrence of scrapie and other slow sheep infections). In the last two decades of the last century, in many disadvantaged countries, primarily Western European, national programs for the eradication of EBL have been developed and subsequently successfully implemented. First of all the motivation was the economy of dairy cattle breeding (mainly the extension of productive age, as well as the tightening of requirements in international trade in cattle and bull products, breeding, pricing, etc.). In an analytical article are reviewed the elements of epizootology of EBL in the foreign countries with special attention to the situation in the USA, scenarios of various control programs, and promising methods for assessing the role of infected animals in the epizootic process. A critical assessment of the problem of EBL in the Russian Federation is given, the reasons for the ineffectiveness of against leucosis measures are discussed.

Government of India launched a ‘Swadesh Darshan Scheme’ in January 2015 that pinpoints 13 designated circuits including Ramayana circuit, Krishna Circuit, Buddhist Circuit, and Spiritual Circuit to promote religious and cultural tourism in the country. Kurukshetra is a ‘Holy City’ of State of Haryana that is recently been added in ‘Krishna Religious Tourism Circuit’. ‘Krishna Circuit’ embraces inherent mythology and beliefs pertaining to Lord Krishna and includes different place of Haryana, Uttar Pradesh, Rajasthan, Gujrat, and Odisha for tourism facilitation. This scheme is alleged to contribute significantly in increasing the attractiveness of certain religious tourist destinations. Tourism entrepreneurs like hoteliers, restaurant owners, tour operators, travel agencies as well as religious entrepreneurs (Shinde, 2010) such as religious gurus, priests and managers of temples and ashrams are expected to get benefited from the initiatives proposed in the scheme in varied ways. Given the significant role of this scheme for growth of entrepreneurs, the present study aims to highlight the challenges faced by entrepreneurs that deserve attention of policy makers.

A study was undertaken in collaboration with eight Krishi Vigyan Kendras (KVKs) and five Learning and Experience based Advisor (LEAD) farmers were selected by each KVK, employing socio-metric technique. Hence, data were solicited from 40 LEAD farmers from eight districts who were trained by KVKs. Role of KVKs were determined based on their Index Value (IV). Study reveals that KVKs played an important role in skill development of LEAD farmers through organisation of need based and skill-oriented trainings (IV=62) followed by front-line demonstrations on location specific agricultural technologies at farmers’ fields (IV=59.42), and developing linkages between LEAD and fellow farmers (IV=58.33). Key determinants accountable for enhancing effectiveness of this model were enhanced technology adoption (IV=60.13) followed by enhanced agricultural production (IV=57.48) and productivity (IV=57.10). Study reveals that one LEAD farmer adopted 5 agricultural technologies from KVKs. Further, fellow farmers adopted 2 agricultural technologies from LEAD farmers. Hence, it was concluded that this approach may play a significant role in complementing Indian public extension system through reducing cost and coverage of more farm families. This model needs community as well as government support for sustainability and its scalability.

This paper focuses on the contribution of Italy to the development of energy cooperation between Kazakhstan and the EU, focusing on the specific case of the Kashagan oil field. I argue that Italy, as the largest importer of Kazakhstan’s oil, can play a significant role in the diversification of energy export routes from Kazakhstan and in the introduction of new European technologies. In turn, Kazakhstan can play a prominent role in ensuring the energy security of the EU, especially after the 2014 Crimea incident. I posit that recent Italy-Kazakhstan relations shows how a medium-sized power such as Italy can be important in leading a larger block of countries into a new field of investment and development.   Full text available at: https://doi.org/10.22215/rera.v9i1.244
