The paper discusses some issues that may arise in the formation of the regulatory framework for the creation and maintenance of a three-dimensional real estate cadastre in Russia. An analytical review of the prerequisites for the creation of a three-dimensional real estate cadastre in Russia has been carried out. The priorities of interaction between urban planning and cadastral activities are considered, as well as the definition of scientifically grounded requirements for the accuracy of cadastral work, taking into account the introduction of the third, high-altitude coordinate H. Close attention is paid to the expansion of the requirements for the technical plan, in the transition to a 3D cadastre, the general availability of information about real estate objects on the public cadastral map.

The paper considers the problems that arise when creating a geodesic justification of a three-dimensional real estate cadastre and, the lack of justification for the necessary accuracy of determining the third coordinate of characteristic points of contours of buildings and structures. An information and analytical review of the current legal framework in the construction sector, used in our country at the stage of design, construction and operation of buildings and structures, which regulates the main requirements for the creation of project documentation used in the future when forming technical plans for objects of capital construction (OCC) as the basis for information entered in the Unified State Register of Real Estate (USRRE). At the same time, more attention is paid to ensuring the accuracy of geometric parameters in construction.

The author analyzes the process of accumulation of knowledge in the field of philosophy and law in order to create an epistemological basis for the perception of justice in the paradigm of the Philosophy of Law. The analytical review is based on the analysis of philosophical, theological, historical and other theories developed from ancient times to the present. The author focuses on the works of ancient thinkers (first of all, Plato, his disciple Aristotle, their followers, Roman authors), the works of scientists who created original concepts and enriched jurisprudence in the Middle Ages, the new and the newest times. Special attention is paid to the interpretation of theories that brought science closer to the creation of a theory of justice in the context of the Philosophy of Law. The author also describes the theories of justice of law developed by the largest scientists of the XX century, J.ºRawls, H. Otfried, F. von Hayek, Ph. Selznick, etc. The article considers the contribution to the development of knowledge about justice in the paradigm of the Philosophy of Law made by the local legal scholars, Soviet scientists, the largest modern specialists in this field, including V.D. Zorkin, V.I. Khairullin, etc. Based on the results of the analytical review, the main conclusions are developed and the author's definition of justice in the format of the Philosophy of Law is given.

AbstractSpatial grammars are rule based, generative systems for the specification of formal languages. Set and shape grammar formulations of spatial grammars enable the definition of spatial design languages and the creation of alternative designs. Since the introduction of the underlying formalism, they have been successfully applied to different domains including visual arts, architecture, and engineering. Although many spatial grammars exist on paper, only a few, limited spatial grammar systems have been computationally implemented to date; this is especially true for three-dimensional (3-D) systems. Most spatial grammars are hard-coded, that is, once implemented, the vocabulary and rules cannot be changed without reprogramming. This article presents a new approach and prototype implementation for a 3-D spatial grammar interpreter that enables interactive, visual development and application of grammar rules. The method is based on a set grammar that uses a set of parameterized primitives and includes the definition of nonparametric and parametric rules, as well as their automatic application. A method for the automatic matching of the left hand side of a rule in a current working shape, including defining parametric relations, is outlined. A prototype implementation is presented and used to illustrate the approach through three examples: the “kindergarten grammar,” vehicle wheel rims, and cylinder cooling fins. This approach puts the creation and use of 3-D spatial grammars on a more general level and supports designers with facilitated definition and application of their own rules in a familiar computer-aided design environment without requiring programming.

By entering into effect of the new Entity laws on the land registry, a new definition of the principle of trust is introduced, a definition that aims at the protection of the rights that have been acquired on the basis of incorrect or incomplete land registry status. However, the question arises of whether the third conscientious person will have any protection regarding the acquisition of property rights on real estate that is a part of marital assets, when such real estate is recorded in the land registry only belonging to one marital partner. In the legal theory and jurisprudence the issue of validity of the legal relation regarding the sale and the burdening of such real estate by the registered right holder has been raised. Bearing in mind the fact that in our legal system the principle of causal tradition is applied, coming to the correct position on this legal issue is very significant. Further scientific research in this area is of particular importance due to the ongoing process of the reform of land registry law, whose purpose is the reaffirmation of the land registry and the creation of legal presumptions for a faster and simpler legal disposition of real estate.

The authors present the results of theoretical and experimental studies on the use of laser scanning technology for the 3D-modeling of real estate objects in the cadastre. The result of the theoretical part of the research was a set of parameters for 3D modeling of real estate objects influencing the choice of the scanning method (ground, air or mobile), which showed that when creating separate 3D models of real estate objects (buildings, structures, premises and objects of unfinished construction) the method of ground-based laser scanning should be used. Based on the theoretical part, an experiment on 3D-modeling of a typical real estate object (building) was performed on the basis of data obtained with the method of ground- based laser scanning. The model of the real estate object was built with various degrees of detail to demonstrate its accuracy characteristics, depending on the distance from the scanner stations, the use of photographic materials, etc. The results of the experimental part of the studies show that the model obtained is in full conformity with the current requirements of the legislation in the field of cadastre. The proposed solution can be used as a methodological basis for constructing three-dimensional models in the transition of the Russian Federation to a 3D-cadastre system.

A dovetail structure is made up of two cusp points located on a same fold bifurcation curve in a parameter plane of a discrete dynamical system defined by a differentiable map. When a third parameter varies, an existing dovetail structure may disappear by the merging of the two cusp points, or a dovetail structure may appear by the creation of two cusp points on a locally smooth fold bifurcation curve. This paper presents a method permitting to determine the value of the third parameter at which a dovetail structure may appear or disappear in n-dimensional systems. The exposed method is based on the definition of a new singular point, called E-point, belonging to a fold bifurcation curve.

The unified information document provides the creation of three-dimensional space for decision­making system. Recorded on the same plane the primary symptoms of the disease, the second - the results of pre­processing the information obtained using internationally accepted questionnaires. Finally, the third presents the results of “voting” for final conclusions decision.</p>

This study is based on the assumption that the primary aim of the emergence of states was to provide security and development opportunities for its citizens. This objective determines the method of exercising power, the applicable legal system reflecting the adopted norms of social coexistence, and the public administration system. It was also presumed that security is associated with a sense of threat and confidence. They can be both objective and subjective, which means that they can be measurable or not. Due to the fact that while there are no major problems with determining the definition of a state, there are still difficulties related to identifying the essence of security and, consequently, also the security of the state. Therefore, the paper is based on the results of the bibliographic method and presents an overview of representative outlooks on issues related to threats, security and national security. This was done by reference to works created on the basis of the law, political sciences, and security sciences. The work was divided into three parts. The first introduces the considerations. The second presents views allowing the nature of security to be determined, and the third part presents the subject-entity scope of state security and the determinants of that security.
