Lately, many parents and educators are still complaining about the success of children's character education, especially in adolescence. Teenagers usually tend to violate moral values, ethics, and religious norms such as: undisciplined, not independent, disrespectful, against parents, lazy to learn, leave prayer, violence, fighting, brawls, etc. other. This creates a problem for parties: the government, schools, the community, more specifically for parents. Therefore research on the concept of qurrota a'yun as a child character based on the study of the Qur'an al-Furqan: 74, and as-Sajdah: 17 is important. There are various opinions of the scholars about the concept of qurrota a'yun, namely Ahmad Mustafa al-Maraghi, Ibn Kathir Muhammad Nasib ar-Rifa'i, Buya Hamka, and Quraish Shibab. A qualitative research study using the phenomenology and cultural method was conducted in SMA Negeri 4, in Kupang. The data collection techniques were observation, interviews, and documentation. The data was obtained from the informants, and then processed and analysed by using interactive model analysis. The results of this study are 1) the lack of an optimal role from parents in building Civil Society; 2) schools embed the concept of society in their students but need to strengthen the students’ character; 3) the Civil Society concept in social life is not implemented properly, and 4) there are some obstacles which result in the absence of good civil society, such as the lack of character education, community high dependency on the government, a lack of facilities in relation to the children’s development at school, a lack of political education and political communication, and the practice of nepotism and interests in relation to social justice. The role of society in building a civil society community is still lacking. This is even though, in terms of tolerance and pluralism, parents and schools are already well implemented. However, the aspects of autonomy, democracy and social justice are not working properly, which turn out to be constraints when it comes to civil society formation.

Indonesia is a country with a massive cultural diversity in every region. The cultural community certainly has its own characteristics to show their respective traditions with the natural forces of the region both real (sekala) and intangible (niskala). In that case, to live the socio -cultural life is certainly not independent of the procedures, attitudes and ethics when dealing with society. now, ethical attitudes in character seem almost extinct and neglected. This is becoming more viral with the participation of unethical attitudes by young people through youtube content, InstaGram, and other electronic media that have been rapidly developing lately. So it is necessary the role of parents, the role of educators, and the role of the government to be able to filter the food on the media and always direct the students to always improve the values of Pancasila as the basis of being ethical as a moral teaching. In this case, Pancasila will be discussed through ethical education from the point of view of Balinese Theology and Culture.

Character education is a vital instrument in determining the progress of a nation. Therefore the government needs to build educational institutions in order to produce good human resources that are ready to oversee and deliver the nation at a progressive level. It’s just that in reality, national education is not in line with the ideals of national education because the output is not in tune with moral values on the one hand and the potential for individuals to compete in world intellectual order on the other hand. Therefore, as a solution to these problems is the need for the applicationof character education from an early age.
