Maritime Autonomous Surface Ship (MASS) has been developed recently, and demonstration projects have been carried out internationally. Considering the full autonomous level is unlikely to be addressed shortly, remote control centre and Remote Operator (RO) will play a vital role in the MASS system. Although competence of watchkeeping at the ship’s bridge is inevitable for RO to avoid ship accidents caused by human errors, international requirements have not been introduced yet. This paper presents a way to develop the regulatory framework on the competence of RO based on the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) by exploring the concept of Situation Awareness (SA). Goal-Based Gap Analysis (GBGA) is constructed based on the human-behaviour model and the required information for SA. A case study through the mini focus group discussion with interviews by a total of three (3) veteran instructors of training ships is conducted utilising the information including the results of previous demonstration projects on the remote control. The results show the relationship between required information and ship sense, shortage of these factors when RO is operating, additional competence and possible regulatory requirements for RO. The findings support the usefulness of GBGA and pave the way to develop a regulatory framework for RO further.

Настоящая статья является пятой из цикла статей, посвященных корректировке кодекса ИМО по остойчивости в части ограничений продольной качки. В ней рассмотрены подходы к ограничениям по погоде из условий, возникающих при продольной качке для судов различных типов и предложены критерии оценки этих явлений на нерегулярном волнении разной интенсивности. На основании выполненных систематических расчетов продольной качки на нерегулярном волнении получены зависимости вертикальных ускорений по длине судна от скорости и интенсивности волнения для транспортных судов. Полученные формулы позволяют оценить указанный показатель мореходности. При этом ставится цель расширения нормативной базы для обоснованного назначения эксплуатационных ограничений по погоде и району плавания судов при совершенствовании Правил Российского Морского Регистра Судоходства на основе общего подхода к нормированию мореходности, со­гласующегося с методикой разработки новой Международной конвенции о грузовой марке 2000. Предлагаемый подход к определению дополнительных критериев мореходности для оценки эксплуатационных ограничений судов по погоде из условий мореходности может быть использован на практике для совершенст­вования нормативных требований Регистра. This article is the fifth in a series of articles devoted to the adjustment of the IMO stability code in terms of pitching limitations. It considers approaches to weather restrictions based on the conditions arising during pitching for ships of various types and proposes criteria for assessing these phenomena on irregular waves of different intensities. On the basis of the performed systematic calculations of pitching on irregular waves, the dependences of vertical accelerations along the length of the vessel on the speed and intensity of waves for transport vessels were obtained. The formulas obtained make it possible to estimate the specified indicator of seaworthiness. At the same time, the goal is to expand the regulatory framework for the justified assignment of operational restrictions on the weather and the area of navigation of ships while improving the Rules of the Russian Maritime Register of Shipping on the basis of a general approach to the regulation of seaworthiness, consistent with the methodology for the development of a new International Convention on Load Mark 2000 . The proposed approach to the definition of additional seaworthiness criteria for assessing the operational limitations of ships by weather based on seaworthiness conditions can be used in practice to improve the regulatory requirements of the Register.

A tsunami struck the coast of Tamilnadu and Pondicherry on 26 December 2004. Jawaharlal Institute of Postgraduate Medical Education & Research, (JIPMER) in Pondicherry played a vital role in providing medical relief. The experiences from the relief activities revealed areas of deficiency in medical education in regards to disaster preparedness. A qualitative study using focus group discussion was employed to find the lacunae in skills in managing medical relief measures. Many skills were identified; the most important of which was addressing the psychological impact of the tsunami on the victims. Limited coordination and leadership skills were also identified. It is recommended that activity-based learning can be included in the curriculum to improve these skills.

Purpose Construction workers contribute significantly to the economic development of a country, but the working conditions and the living standard for construction workers in Bangladesh are inhumane. This study aims to focus on the actual scenario of the quality of work-life (QWL) of the construction workers who work without meeting basic human needs. Design/methodology/approach In this study, researchers used a mixed-method approach. An inclusive one-to-one (F to F) interview has operated at the beginning of the research; later on, focus group discussion (FGD) and a structured questionnaire have been used to investigate the construction workers' QWL workers in Bangladesh. Findings The findings showed that construction workers are highly dissatisfied with their position, working hours and leaves, payment system, accommodation, food, sanitation and drinking water, education, leisure, entertainment and religious freedom, health safety and security. Consequently, that hinders the natural growth of the said sector where there is no initiative to implement these rights. Practical implications Based on this study's findings, the construction industry's higher authority can make some policies to make workers' lives a little happier. Besides, this study will play a vital role in improving academic literature regarding the workers' current condition in Bangladesh's construction industry. Originality/value To best the authors' observation, this is the first study in the Emerald Insight publishers on the overall inhuman quality of construction workers' work-life in Bangladesh.

The article analyzes the current regulatory framework for proof of safety, quality assurance, and confi rmation of the conformity of microprocessor-based railway automation and remote control systems in the EAEU. CENELEC standards are briefl y discussed. A brief overview is provided as regards measures to ensure the required level of safety of microprocessor-based railway automation and remote control systems from the point of view of quality management of development, safety management, and confi rmation of the proper functioning of microprocessor systems. The practice of confi rming the railway transport automated process control systems comply with standards in the form of a declaration of conformity per TR CU 003/2011 has been analyzed. It is concluded that there is a need to develop a regulatory framework to ensure regulated analysis and assessment of railway automation and remote control systems following the requirements of functional safety, as well as further development of standardization documents to regulate methods for assessing functional safety.

The purpose of the article is to systematize and streamline the current legislation to simplify the algorithm for collecting and compiling a package of documents in order to establish and register a museum (museum formation) at a military educational institution. The scientific novelty lies in the fact that an attempt has been made to systematize and streamline the process of forming museum formation, as well as to harmonize and generalize the current legislative requirements for this process. Conclusions. A study of the legislation and regulatory framework for the establishment, operation and registration of museums at military educational institutions showed a complex and confusing system of regulatory legal acts, often requiring duplication of certain actions, and sometimes mutually exclusive, which complicates the procedure for creating a museum at a military educational institution. Systematization of regulatory requirements, structuring them in the order of implementation, as well as the classification and inventory of the collection items directly requires a specialist with the appropriate professional skills, abilities and motivation, otherwise, the assembly remains in the status of a storage.

Risk Based Inspection (RBI) has been implemented mainly in oil and gas industry to manage the risk of aging facilities. The RBI plan has also been introduced for new facilities and become part of the design requirements, making it the right time for PT. XYZ to improve their RBI implementation to support the Facility Risk Integrity Management System. This is a semi-quantitative study on primary data collected through focus group discussion using the RBI evaluation parameters based on API 580, API 581, and field observation and secondary data from previous RBI reports, maintenance program, and inspection program. Finally, an evaluation was conducted to assess whether the RBI management strategy has been integrated to the safety and asset management; inspection, testing, and monitoring; and operation strategies. This gap analysis aims to evaluate the effectiveness of the ongoing RBI implementation at PT. XYZ in general while specifically identify the part of RBI and related Asset Integrity Management already implemented and those that still need further improvement. Results show an overall score of 328 of 470, showing a good implementation of RBI. The largest gaps identified are RBI on specific equipment (score=3.0), documented RBI management policy and strategy (score=3.8), risk target and risk acceptable level (score=4.0), and specific damage mechanism components (score=5.3).

In the Philippines, agriculture plays a vital role because this sector can contribute a lot in the development of the economy. The value of documenting the agriculture growth annually and the problems encountered is being done by the government particularly, the Department of Agriculture (DA) to come up with interventions or programs to support the Filipino farmers, both in rural and urban areas. Hence, this study focused on determining the farmers’ awareness on climate change and their adaptation strategies in one municipality in Batangas Province. By employing mixed method through self-made questionnaire and focus group discussion, this study revealed that respondents are highly aware on climate change and the best strategy to use in adapting to climate change was conservation agriculture. The study offered recommendations that different authorities can employ to strengthen the farmer’s awareness and adaptation on climate change.
