This paper evaluates how policy shaped the emergence of electric mobility in three countries, Norway, the Netherlands and Denmark, between 2010 and 2015. Whereas previous studies have looked at the effects of separate policy instruments, this paper gives insights in the interaction effects of instruments on the diffusion of battery electric cars between five policy areas. Based on analysis of synergetic, contradictory and pre-conditional effects, we find that an effective policy mix includes: fiscal incentives that mirror the actual carbon footprint of the respective vehicles; non-fiscal demand-side incentives; centrally financed and/or coordinated charging infrastructure; clarity regarding the choice of technology that will be supported. Moreover, development of a domestic, e-mobility-related industry and a high share of renewable energy strengthens the legitimization of e-mobility support. The findings help designing policy mixes in the transition to electric mobility.

The rapid market uptake of battery and hybrid electric cars in Norway is unparalleled. We examine the fiscal policy instruments behind this development. In essence, the Norwegian policy consists in taxing internal combustion engine vehicles rather than subsidizing electric ones. There are 14 different fiscal incentives in place bearing on vehicles, fuel, or road use. All of them are in some way CO2-differentiated. In the tradition of positive economics, we derive the price of carbon implicit in each policy instrument and in the total package of taxes and subsidies. The price of carbon characterizing the trade-off between conventional and battery electric cars in Norway as of 2019 exceeds €1370 per ton of CO2. For light and heavy-duty commercial vehicles the corresponding prices have been conservatively estimated at €640 and €200 per ton of CO2, respectively. In addition, the penalty incurred by automakers for not meeting their 2020/2021 target under EU Regulation 2019/631 corresponds to a carbon price of the order of €340 per ton of CO2. As compared to the price of emission allowances in the European cap-and-trade system, the price of carbon paid by automakers and Norwegian motorists is one or two orders of magnitude higher.

This project report presents the rationale and the first results as regards the ongoing learning process of the PROMETEUS (PROMotion of EmobiliTy in EU regionS) project, co-financed by the Interreg Europe program, in the context of EU policies and programs dedicated to the promotion of sustainable mobility, and electric mobility in particular. Electric mobility, and in general low-carbon mobility, is one of the main targets of the European Union’s policies dedicated to a green transition. Despite continuous efforts, the number of electric cars in circulation remains low and the objectives of expanding the market for such vehicles by 2030 are still far from being fulfilled. Up until 2018, the share of electric vehicles was in fact only 1.5% of total car sales in the EU. Specifically, it has been noted that an increase in the uptake of electric vehicles in Europe is hampered by the presence of three main barriers: affordability, infrastructure availability, and lack of investments. In this context, project PROMETEUS has aimed at tackling the lacunae in the availability of infrastructures for a transition towards electric mobility in the partnership’s regions, namely, Carinthia in Austria, Castilla y León in Spain, Lazio in Italy, Malta, and Prešov in Slovakia, and at countering low awareness in the public through the improvement of policy instruments linked to structural funds. In order to approach and clarify the process of improvement of those policy instruments, we have summarized and presented the reference results and outputs from the Action Plans across the partners. Moreover, the report discusses in detail the output of the regional Action Plan of the one of project partners—the Prešov region, as the form of a model example—as the initial situation in terms of infrastructure development in the region posing as the biggest challenge for the project. Managerial as well as research summaries can be helpful in the implementation of similar projects; in the continuous improvement of policy instruments; and, last but not least, in the formulation of new challenges to improve awareness of sustainable forms of transport.

The municipality of Marituba, Metropolitan Region of Belém - RMB, has suffered environmental impacts due to irregularities in the landfill operation implemented in 2015, which triggered social impacts perceived by all the population, including neighboring municipalities, such as Ananindeua and Belém Protests were carried out by the Movement Outside the Garbage that is constituted by the dwellings of the surrounding neighborhoods to the place where the embankment is located, of owners of commercial activities linked to the tourism and Non Governmental Organizations that interrupted several times the transit of the main route that interconnects the seven municipalities of the RMB and the entrance of the embankment, in order to draw the attention of the municipal public power to the problems that the population would have been facing ever since. From this, the following questions arose: What social impacts would people be making in these protests? Would such problems be directly related to the activities carried out in the landfill? And finally, what are the actions of the public authority and the company that manages the enterprise in the management of these social impacts? The relevance of this study concerns not only the identification of social impacts considering the fragility of this approach in the Environmental Impact Studies and concomitantly in the Reports of Environmental Impacts, but also, from the point of view of the debate about the licensing process of enterprises of this nature and employment and the need for the joint use of environmental and urban policy instruments, considering that RMB municipalities have not yet used sustainable alternatives for the reduction of solid waste produced in their territories, as well as the reduction of environmental impacts caused by dumps , and in the case of Marituba, of the landfill that operates outside the standards established by the Brazilian Association of Technical Standards - ABNT, which is responsible for the management and treatment of solid waste and the National Policy on Solid Waste - PNRSN.

The construction of charging infrastructure has a positive effect on promoting the diffusion of new energy vehicles (NEVs). This study uses natural language processing (NLP) technology to explore consumer preferences for charging infrastructure from consumer comments posted on public social media. The findings show that consumers in first-tier cities pay more attention to charging infrastructure, and the number of comments accounted for 36% of the total. In all comments, consumers are most concerned about charging issues, national policy support, driving range, and installation of private charging piles. Among the charging modes of charging piles, direct current (DC) fast charging is more popular with consumers. The inability to find public charging piles in time to replenish power during travel or high energy consumption caused by air conditioning is the main reason for consumers’ range anxiety. Increasing battery performance, improving charging convenience, and construction of battery swap station are the main ways consumers prefer to increase driving range. Consumers’ preference for charging at home is the main reason for their high attention to the installation of private charging piles. However, the lack of fixed parking spaces and community properties have become the main obstacles to the installation of private charging piles. In addition, consumers in cities with different development levels pay different amounts of attention to each topic of charging infrastructure. Consumers in second-tier and above cities are most concerned about charging issues. Consumers in third-tier and above cities pay significantly more attention to the installation of private charging piles than consumers in fourth-tier and fifth-tier cities. Consumers in each city have almost the same amount of attention to driving range.

Though new technologies have been applied in all industries, electric mobility technology using eco-friendly energy is drawing a great deal of attention. This research focuses on a personal electric mobility system for urban tourism. Some tourism sites such as Gyeongju, Korea, have broad spaces for tourists to walk around, but the public transportation system has been insufficiently developed due to economic reasons. Therefore, personal mobility technology such as electric scooters can be regarded as efficient alternatives. For the operation of electric scooters, a charging infrastructure is necessary. Generally, scooters can be charged via wires, but this research suggests an advanced electric personal mobility system based on wireless electric charging technology that can accommodate user convenience. A mathematical model-based optimization was adopted to derive an efficient design for a wireless charging infrastructure while minimizing total investment costs. By considering the type of tourists and their tour features, optimal locations and lengths of the static and dynamic wireless charging infrastructure are derived. By referring to this research, urban tourism can handle transportation issues from a sustainable point of view. Moreover, urban tourism will have a better chance of attracting tourists by conserving heritage sites and by facilitating outdoor activities with electric personal mobility.

A variety of measures are currently being taken on both the national and international levels in order to mitigate the negative effects of climate change. The promotion of electric mobility is one such measure for the transport sector. As a key component in a more environmentally-friendly, resource-saving, and efficient transport sector, electric mobility promises to create better sustainability. Several challenges still need to be met to exploit its full potential. This requires adapting the car technology, the value chain of vehicles, loads on the electricity network, the power generation for the drive, traffic, and charging infrastructure. The challenges to this endeavor are not only technical in nature, but they also include social acceptance, concerns, and economic, as well as ecological, aspects. This paper seeks to discuss and elucidate these problems, giving special focus to the issues of driving range, phenomenon of range anxiety, charging time, and complexity of the charging infrastructure in Germany. Finally, the development of social acceptance in Germany from 2011 to 2020 is investigated.

ABSTRACTGovernment uses a wide variety of instruments to reach its policy goals, ranging from indirect methods, such as moral suasion and cash inducements, to more direct ones involving government provision of services. Although there has been a fair amount of writing on the nature and use of various policy instruments, there is very little work on either the meaning ascribed to these instruments by the decisionmakers who use them (or the experts who design them) or the processes by which some come to be favored over others. Characteristics of the political system, such as national policy style, the organizational setting of the decisionmaker, and the problem situation are all likely to have some influence over the choice of instruments. The relative impact of these variables, however, is likely to be mediated by subjective factors linked to cognition. Perceptions of the proper ‘tool to do the job’ intervenes between context and choice in a complex way. Efforts to account for variation in instrument choice, then, must focus not only on macro level variables but on micro ones as well.

Small cars accounted for 75% of the cars sold in India; electrification of these cars and making them affordable was one of the major challenges apart from the infrastructure. Hence, leading automakers saw this as highly impracticable. However, Mahindra Electric Cars Pvt. Ltd., India’s only electric car maker, firmly believed that electric mobility, though in the nascent stage, is the future of the automotive sector. The case tries to deals with Mahindra Electric Cars Pvt. Ltd.’s opportunities and challenges, the pioneers in electric mobility in India in the wake of government decision. It raises certain imperative questions like: Is the Indian market ready for electric cars? What will be the likely impact on the current market scenario? Can the automaker create a favourable perception in consumers’ minds towards electric cars? Will this new category thrive in a hyper-competitive conventional market? This case is written based on insights provided by the company. The case authors interacted with the four-member Mahindra team in Bangalore, India, and got first-hand input.

The work, based on previously little available for research, as well as materials and documents found in archival institutions, reflects the legal basis for ensuring road safety in 1948-1953, the state and organizational and legal measures taken in the field of combating accidents in road transport at the republican level by the example Ukrainian Soviet Socialist Republic. Attention is focused on the key problems that determine the development of the road safety system, the measures taken, their effectiveness, mistakes and achievements. Measures to counteract accidents in vehicles are investigated from a historical and legal standpoint, a critical and detailed analysis of decrees and orders of the government, departmental regulatory legal acts. It was found that the presence of a significant number of administrative decisions of the republican authorities of Soviet Ukraine, although it was a rather progressive step for its time, did not fully take into account the reality of achieving the set goals, local conditions and peculiarities. At the same time, the functioning of the emerging road safety system was significantly hampered by the lack of a unified national policy in the context of the rapid growth and development of the country’s automobile and road complex.

The purpose of this chapter is to discuss the different types of instruments of innovation policy, to examine how governments and public agencies in different countries and different times have used these instruments differently, to explore the political nature of instrument choice and design (and associated issues), and to elaborate a set of criteria for the selection and design of the instruments in relation to the formulation of holistic innovation policy. The chapter argues that innovation policy instruments must be designed and combined into mixes that address the problems of the innovation system. These mixes are often called ‘policy mixes’, though we prefer the term ‘instrument mix’. The wide combination of instruments into such mixes is what makes innovation policy ‘holistic’.
