The aim of the study is to present a methodology for analyzing pollution emissions in a medium-sized city using modern traffic simulations in the aspect of minimizing exhaust emissions. The scope of the research and the methods of analysis used differ from those applied in big cities projects that can be found in the literature, Therefore the progressive elaboration model has been applied methodically to formulate and carry out the feasibility study. To perform microscopic traffic simulations, the software Simulation of Urban Mobility (SUMO—German Aerospace Center (DLR), Berlin, Germany) was applied. Thanks to the simulations, changes in traffic organization were accurately identified in the context of pollution emissions before they were implemented. The proposed approach allows a smooth flow of vehicles and a reduction of exhaust emissions. The experiments, supported by visual modelling of traffic with respect to pollution emissions, were performed on one of the main arteries of the city of Czestochowa (Poland). The results were used to explain the benefits of planned roadworks and convince the city government of the necessity to modernize the communication network.

This article discusses the struggles of urban social movements for a de-neoliberalisation of housing policies in Poulantzian terms as a “condensation of the relationship of forces”. Drawing on an empirical analysis of the “Berliner Mietenvolksentscheid” (Berlin rent referendum), which was partially successful in forcing the city government of Berlin to adopt a more progressive housing policy, the article argues that urban social movements have the capacity to challenge neoliberal housing regimes. However, the specific materiality of the state apparatus and its strategic selectivity both limit the scope of intervention for social movements aiming at empowerment and non-hierarchical decision-making.

After changing its city branding several times, Semarang now has a new city branding, namely "Semarang Variety of Culture." However, the city branding reaped contra from academics and cultural figures because Semarang was considered not sufficient yet in terms of representing its cultural diversity. Responding to this, the Semarang City Government and the Semarang City Public Works Department created a public service advertisement on CCTV socialization for flood control in the city of Semarang with a transgender figure as the ad star. This research was qualitative research designed with Seymour Chatman's Narrative Analysis. The research found a commodification and objectification of transgender people who imitated the feminine style of women in the advertisement. In other words, the public service announcement of Semarang CCTV socialization lowered the femininity, which is synonymous with women.The public service advertisement also violated the moral codes adopted by the majority of the Indonesian people.

Young people are important to cities, bringing skills and energy and contributing to economic activity. New technologies have led to the idea of a smart city as a framework for city management. Smart cities are developed from the top-down through government programmes, but also from the bottom-up by residents as technologies facilitate participation in developing new forms of city services. Young people are uniquely positioned to contribute to bottom-up smart city projects. Few diagnostic tools exist to guide city authorities on how to prioritise city service provision. A starting point is to understand how the youth value city services. This study surveys young people in Braamfontein, Johannesburg, and conducts an importance-performance analysis to identify which city services are well regarded and where the city should focus efforts and resources. The results show that Smart city initiatives that would most increase the satisfaction of youths in Braamfontein  include wireless connectivity, tools to track public transport  and  information  on city events. These  results  identify  city services that are valued by young people, highlighting services that young people could participate in providing. The importance-performance analysis can assist the city to direct effort and scarce resources effectively.

The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

Esta investigación muestra las características y estrategias socioeconómicas identificadas en un grupo de famiempresas de confección en Ciudad Bolívar, localidad de Bogotá, con las cuales logran la permanencia de sus negocios y así la reproducción de la vida y la subsistencia de sus familias. Este primer elemento se contrasta con las políticas de consecución de ingresos desarrolladas por los gobiernos distritales en el período 2000-2013, con el fin de encontrar los elementos comunes y el real aporte con el que las políticas sociales y económicas del Distrito benefician la economía popular de la ciudad, teniendo como referencia el grupo de famiempresas con el que se trabajó. Después de obtener un paralelo entre las políticas socioeconómicas del Distrito y las necesidades reales de las famiempresas, se desarrolla un ejercicio práctico aplicando la metodología de Vester como base para la formulación de recomendaciones dirigidas hacia los gobiernos distritales, en las que se manifiestan las prioridades que esta población objetivo espera de la acción institucional para mejorar el desempeño de sus famiempresas y, por ende, el de su consecución de ingresos para mejor su calidad de vida y la de sus familias.ABSTRACTThis research examines the socio-economic characteristics and strategies pertaining to a group of family business in the apparel sector in Ciudad Bolivar (Bogota), which ensures some stability in the business itself and in their families´ livelihood. In recent years, policymakers of urban agglomerations in various regions of the world have been striving to reduce environmental pollution from harmful exhaust and noise emissions. Restrictions on conventional vehicles entering the inner city are being introduced and the introduction of low-emission measures, including electric ones, is being promoted. This paper presents a method for scenario analysis applied to study the reduction of exhaust emissions by introducing electric vehicles in a selected city. The original scenario analyses relating to real problems faced by contemporary metropolitan areas are based on the VISUM tool (PTV Headquarters for Europe: PTV Planung Transport Verkehr AG, 76131 Karlsruhe, Germany). For the case study, the transport model of the city of Bielsko-Biala (Poland) was used to conduct experiments with different forms of participation of electric vehicles on the one hand and traffic restrictions for high emission vehicles on the other hand. Scenario analyses were conducted for various constraint options including inbound, outbound, and through traffic. Travel time for specific transport relations and the volume of harmful emissions were used as criteria for evaluating scenarios of limited accessibility to city zones for selected types of vehicles. The comparative analyses carried out showed that the introduction of electric vehicles in the inner city resulted in a significant reduction in the emission of harmful exhaust compounds and, consequently, in an increase in the area of clean air in the city. The case study and its results provide some valuable insights and may guide decision-makers in their actions to introduce both driving ban restrictions for high-emission vehicles and incentives for the use of electric vehicles for city residents.

On 21 July 2012, a huge thunderstorm hit Beijing, prompting the city government to act immediately to deal with the emergency. Yet great losses were caused, exposing problems about urban flood control and drainage, and making people take a new look at them. It is not uncommon for a rainfall of such a degree to happen in Asia. Comparatively speaking, however, unlike in Beijing, fewer damages are caused in Taiwan, Japan and the Philippines given the same situation. In this article, therefore, the problems arising after a heavy rainfall and their solutions will be discussed.

The analysis of the existing traffic was carried out, a new scheme of traffic organization at the intersection of Mayakovsky street - Chkalov street was proposed, calculations of traffic light cycles at these intersections were carried out, taking into account the introduction of new traffic light objects. The results of the research will solve a number of problems of the road complex of the city of Shakhty to improve the transport and operational condition of the existing network of pub-lic roads of local importance and structures on them. To bring technical parameters and levels of engineering equipment of roads in compliance with the reached sizes of intensity of traffic.

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.
