The purpose of this paper is to provide evidence of the insertion of Romanian students of economic cybernetics on the labor market by connecting business environment expectations with the goals of a competitive digital economy. The research is organized around three hypotheses to address the issues of both non-employed and employed economic cybernetics students. A rank-ordered probit choice model was estimated to compute the probability that a certain skill requires improvement. The empirical results showed that the COVID-19 pandemic stimulated more cybernetics students to get a job in this period. Moreover, these students present the necessary level of digital skills to be employed, but other skills need improvement: skills of analysis and synthesis, adaptability in handling crisis situations and creativity. This research reveals the lack of working experience as the main cause for rejection after an interview and the students’ tendency to overestimate their salary. This study also identified barriers of the insertion on the labor market for these students with digital skills that were not the subject of previous studies. Moreover, the impact of the COVID-19 pandemic on their decision to get a job in this period is assessed and a few recommendations of skills improvements are provided. These results present practical implications for educational policies and the business environment in the context of achieving a competitive European digital economy. The limit of this research is given by the sample representativeness for cybernetics students only for Bucharest, but a future paper will ensure a representative sample at the national level.

Purpose – to analyze strategic company management in the digital business environment. Design/Method/Approach. General scientific methods are applied: systematization, comparison, generalization, analysis, and synthesis. Findings. The essence of strategic management and its significance to a company has been analyzed. The relationship between strategic company management and digital business environment has been elucidated. Basic trends for doing business in the digital environment have been defined. Theoretical implications. Theoretical significance of the research is in the advancement of opinion on the strategic company management in digital business environment. Practical implications. The practical value of the research is in the possibility of applying the results obtained by both international and domestic companies for strategic management in the digital business environment that emerged as a result of the Fourth industrial revolution. Originality/Value. The main trends of modern business in the digital environment have been identified. The choice of strategies of multinational companies has been identified, as well as the areas of their application in digital business environment. Research limitations/Future research. The prospects for further research are to study the strategic management of international companies and analyze the impact of digital business environment on their development. PurposeThe purpose of this work is to comparatively study human resources management (HRM) areas in Brazil, at the national level, analyzing how companies considered labor market and labor relations aspects when building their strategies and when configuring people management models in place in the country (2014–2019), based on local conditions.Design/methodology/approachThe subject was approached through qualitative analysis, encompassing document survey, systematic literature review, specialists' panel discussions, eight focus groups (43 human resources [HR] managers), interviews (16 union members), applying institutional approach to people management.FindingsIn regards to labor market and unions, HR areas faced different conditions across Brazilian regions. They have dealt with those influences on their strategic and quotidian decisions in an unstructured fashion. HR areas remain constructed as traditional, adjuvant and far from strategic level. In the institutionalization process – normative isomorphism – a professional HR jargon use was identified. HR areas usually act in collective bargaining, resorting to specialized professionals or consulting companies. During the economic crisis, HR professionals' attitude had a reactive nature, responding to organizations leadership, with little dedication to the emerging context.Practical implicationsThis work enables important players like HR managers, union members and specialists in public policies to interpret the institutionalization phenomena of practices related to management, labor market and labor relations in the country.Social implicationsUnderstanding the effects of the relations among state, companies and unions allows the different power vectors, acting upon the institutionalization process of people management areas in the Brazilian case, to be outlined.Originality/valueThis study applies the institutional approach to understand the economic and social heterogeneity affecting organizations in Brazil. It enhances the knowledge on HRM areas scope and their articulation toward labor market and relations.

Subject. This article discusses the formation of receivables that depends on the influence of numerous and at the same time heterogeneous factors. Objectives. The article aims to develop methodological provisions for the content of receivables, its key elements, in order to establish an adequate management mechanism to maintain capacity to pay and maximize profits. Methods. For the study, we used the systems approach, analysis and synthesis, and generalization. Results. On the basis of generalization and systematization of published works on the subject matter, we have identified insufficient accounting of the impact of receivables at the macro level and show a new direction of the topic in terms of the functional assignment of receivables in the structure of working capital at the micro level. Conclusions. Receivables are a kind of credit exposure of an economic entity. This risk has certain criteria such as volume and duration combined with time, quantitative and qualitative characteristics.

The object of this research is the process of management informatization in economic sphere. The subject of this research is the impact of active implementation of information management technologies upon transformation of this process. At the same time, the article does not dispute the effectiveness and feasibility of the segment of rendering digital services, but rather focuses on studying digital economy overall and its impact upon the modern information society. The relevance is defined by the fact that the expert opinions on digital economy and its prospects substantially differ, and the experience of rapid transition to remote work during the COVID-19 pandemic significantly increased the number of potential problems. The application of systemic approach, methods of decomposition and comparative analysis, taking into account the experience of organization of remote work during the quarantine, allowed viewing the questions of digitalization of the economy as one of the spheres of human activity from a comprehensive perspective. The conclusion is made that digitalization of the economy, although not being a “know-how” in the direct sense, ensures taking the economic management processes to the new level, which due to changes in content of the processes in “real” economy, may substantially affect development of society as whole.

There is a constant increase in the graduates supply in the labour market in Albania. It seems that the expansion is going on a basis that risks distorting the distribution of students not in line with labor market needs. These expansions have been predicated on the assumption that more education is good for individuals and for society as a whole, not only in terms of economic outcomes like wages or employment, but also for a wide range of social outcomes like improved health and higher well-being. However, along with expansion of the system has come a range of new questions that have emerged as consequence of being many more tertiary graduates. For example, has the increase in tertiary graduates resulted in an oversupply of workers with tertiary qualifications, and thus a decline in the ‘value of a degree?’ If overeducation is a temporary disequilibrium or a permanent feature of economy; if the subject of degree affects the likelihood of being overeducated etc. are raised. This paper represents a research, aiming a total covering of the labour market measuring the overeducation rate for the graduates in Albania and drawing some take aways. The main contribution of the paper consists in providing estimations of graduate overeducation rate in national level. Some guidelines for possible recommendations for policies makers, relevant government agencies, higher education institutions, parents and other stakeholders involved in higher education sector in Albania, are also provided.

The digital transformation vision (REACH 2025) is essential for transformation and enabling individuals, sectors, and companies in Jordan to adopt digital solutions and build a robust ground in conducting business. The government in Jordan launched the REACH2025 Vision in 2016, and it has taken many serious measures to bring sectors, companies, and individuals to virtual digital by 2025. This government's vision consisted of seven dimensions (Smart Specialization and demand-driven innovation, Public Sector Innovation, Tech Start-ups and Entrepreneurs, ICT Skills, Capacity and Talent, Enabling Business Environment, Smart digital economy infrastructure, and Governance), and 18 actions to implement over ten years. The researchers used these dimensions to build a framework to measure the impact of government progress on enabling individuals, sectors, and companies, on productivity, and encouraging investment. The researchers used a sample of 196 respondents from various disciplines to figure out attitudes and evaluate government actions. The researchers also used responses to validate the proposed theoretical framework in the components of the digital economy. The results revealed positive attitudes towards the development and implementation, and excellent in some areas, while some measures need strengthening and re-evaluation. The study recommended employing the proposed framework to measure the actual impact of the digital transformation. The study also advises leading future research towards further empirical examination to validate the framework proposed.

Introduction. The transition to the digital economy and rapid development of information technologies actualize the task of companies to find new models of business management. The formation and development of the digital strategy integrated with business and HR strategies becomes prerequisite for ensuring the stable competitive position of enterprise in the market due to its transformation into the technological one. Personnel management is a dynamic subsystem of any enterprise, and qualitative rethinking of human resources management methods and technologies entails a significant impact on the results of the enterprise as a whole. It confirms the special importance of studying the impact of digitization on this area of management. The purpose of the paper is to study the features of personnel management of enterprises on the basis of digitalization. Results. Important aspects of digitization impact on enterprise personnel management are shown. It is focused the attention on the transformation of the most important subsystem of enterprise management – the system of personnel management under the influence of the digital economy. At the junction of digitalization and personnel management, a new form of management arises – digitalized personnel management. The main theoretical provisions of digitalized personnel management are considered, its principles, influence on the internal environment and the labor market as a whole are indicated. Conclusion. Personnel management is the most dynamic subsystem of the enterprise, and a qualitative rethinking of methods and technologies of personnel management entails a significant impact on the results of the enterprise as a whole. It confirms the special importance of studying the impact of digitalization on this area of management. Transformation of personnel management processes under the influence of digitalization is inevitable due to the evolution of enterprise management in general and it is a positive event, because entails increasing efficiency and shifting staff employment to more creative professions, which require unique knowledge, skills and abilities. Undoubtedly, such qualitative transformations will affect not only the internal environment of the enterprise, but also the labor market as a whole and in connection with it the education system. To achieve the positive effect of such transformations, comprehensive work is needed to implement them both at the level of individual enterprises and at the level of the national economic system. Modernization of personnel management methods may require significant investment in technology and communication, but the consequences of non-compliance with consumer experience can be significant not only for the reputation, brand, involvement and retention of employees, but also to achieve the key purpose of the enterprise.

The changes caused by digitalization give rise to a definite need to increase managerial and organizational flexibility. In some areas the impact of these rapid changes is significant, in others the impact is weaker, but is clearly felt in all industries and functions. This determines the need for research of project and product management to help managers form an approach to achieve optimal results and gain a competitive advantage over the other technology companies. Focusing on the project management and product management topics, the current paper falls into a niche of great relevance and strategic importance for the technology industry. In this regard, the purpose of this study is to examine the product and project management in times of digital transformation and to analyze whether the transition from project to productoriented management in technology industry is necessary. The methods used in this paper include: analysis and synthesis; research through literature sources, results of theoretical and empirical research in the field of product and project management, etc. The results show that integrating a product mindset within projects will enable technology companies to further adapt to the dynamically changing business environment and to provide a unique value proposition in times of digital transformation.
