The Holy Grail: The Evaluation of Anti-Radicalization Policies in the Netherlands

Since the 1970s, the Dutch anti-radicalization strategy has been characterized by a close collaboration between police, welfare providers, community groups, and national and local governments. This comprehensive approach aims to identify individuals at risk of radicalization at an early stage, offering them alternative life paths and robustly responding to imminent threats. The comprehensive approach generally enjoys considerable support among professionals, politicians, and the populace at large. However, a swelling tide is asking for more evidence that this combination of “soft” and “hard” interventions is working. Parliament is asking the government to take more measures against emerging extremist threats, but also demands more proof that these measures are effective. Liberal parties in parliament are critical of the financial and societal costs of counter-terrorism and anti-radicalization measures, while right-wing parties worry the government is not tough enough. Over the past five years, the Dutch government has commissioned multiple evaluations. Specific incidents, such as the shooting in Utrecht on 18 March 2019, have been extensively evaluated. A more general review in 2015 examined the counter-terrorism policy as a whole, finding that the ideas for the comprehensive approach were sound; yet, that the investment of ministries in this approach fell apart in the perceived low-threat period, making the intended “comprehensive” strategy become a pick-and-choice approach. Currently, the national and local governments involved in anti-radicalization efforts keep asking for more evaluations. The Ministry of Social Affairs created an evaluation toolkit, which local governments can use to evaluate interventions. The City of Arnhem commissioned a review of its anti-radicalization efforts, which is mainly able to assess the plans and processes, but not yet the outputs of the interventions. Moving forward, more collaboration may be needed within or even between European countries to amass sufficient data to enable full effect evaluations.

Secara nasional, Indonesia telah mengantisipasi epidemi HIV/AIDS, tetapi jumlah kasus HIV/AIDS di Provinsi Bali dari tahun ke tahun memperlihatkan peningkatan yang semakin mengkhawatirkan. Penelitian ini bertujuan untuk mengetahui perkembangan jumlah kasus dan kebijakan penanggulangan HIV/AIDS di Denpasar. Penelitian ini menggunakan metode kualitatif yang dilakukan di Denpasar pada tanggal 11-17 September 2011. Sampel penelitian ini menggunakan informan terpilih yaitu kepala bappeda, pejabat Dinas Kesehatan Kabupaten Denpasar, direktur rumah sakit, puskesmas, ketua komisi penanggulangan AIDS di kabupaten/kota dan pemerhati HIV/AIDS termasuk ODHA. Penelitian menemukan jumlah kasus HIV/AIDS di Kota Denpasar yang tertinggi dan penularan terbesarnya melalui hubungan seks. Namun, dukungan pemerintah daerah dalam upaya pencegahan dan penanggulangan HIV/AIDS terlihat belum maksimal. Padahal kebijakan penanggulangan HIV/AIDS sangat ditentukan oleh cara pandang pemerintah terhadap penyakit HIV/AIDS. Untuk itu, perlu peningkatan pemahaman tentang HIV/AIDS serta pencegahan dan penanganan semua pihak terkait sehingga penanggulangan HIV/AIDS dapat lebih efektif, efisien, dan tepat sasaran.Nationally, Indonesia anticipated HIV/AIDS epidemic, but the number of cases of HIV/AIDS in Bali province from year to year showed an increase in the increasingly alarming. This study aimed to determine the number of cases and the development of policies on HIV / AIDS in Denpasar. This research was conducted using qualitative methods in Denpasar on 11-17 September 2011. The study sample was selected using the informant is head of planning, Denpasar District health officers, the director of the hospital, health center, chairman of the commission on AIDS in the district/city and observer of HIV / AIDS, including people living with HIV. The study found the number of cases of HIV / AIDS in the city of Denpasar is the highest and greatest transmission through sexual intercourse. However, the support of local governments in efforts to prevent and control HIV/AIDS looks not maximized. In fact the policy of HIV/AIDS is largely determined by the government perspective on HIV / AIDS. To that end, should be an increased understanding of HIV/AIDS as well as prevention and treatment of all parties concerned. So that HIV/ AIDS can be more effective, efficient, and targeted.

The purpose of this research was to evaluate the policy of the nine-year learning compulsory of basic education from the objectives context. The research method used evaluation research approach through descriptive qualitative method. The data collection methods used interviews, observations, and documents. The data analysis technique used three stages, namely data reduction, data presentation, discussion, and drawing conclusions. The findings conclude that the objective of the nine-year compulsory education is in accordance with the government rule from the central and local governments. The methods used by the Serang government in achieving the goal of the nine-year compulsory education are the use of both natural and human resources, the participation of all parties in a comprehensive manner to carry out educational activities, and an interactive system of coordination between all parties. The implication of this research is seen in the implementation of education and management of education policies in the city of Serang.

Indonesian Act No. 32 and 33 by 2014 about the formation of the regional autonomy is a challenge for local governments to utilize the potentials of the region. One of the local revenues for enhancing fiscal area is Regional Own Source Revenue (PAD), which are sourced from taxes and retributions. This research aims to analyze the financial management from the Government of Ternate. The secondary data collected from DPD, BPS, and offices related to the financial areas in 2010 – 2014 as well as data on the results of interviews with officials of the Regional Work Unit that has been appointed. By descriptive analysis, the result showed that economic growth has increased and indicated the increment of regional GDP. Based on the percentage of each sector against the Gross Domestic Regional Product in 2010 – 2014, trade, hotels and restaurants as well as other sectors were significantly contributing. The analysis found that the city of Ternate has not been financially able to carry out regional autonomy. However, the Government of Ternate is expected to improve regional financial capability by implementing intensification, the efforts to internally optimize local taxes and levies, and intensification, the efforts to expand and utilize new potentialities over regional tax and levies, to improve fiscal capability of the city of Ternate. To conclude, the effort in increase the District Own Source Revenue can be done by implementing intensification and intensification of regional tax and retribution.

The needs of local governments to the central government in the framework of financing and the level of community compliance to pay taxes in accordance with what is owed is the focus that needs to be discussed. For this reason, this study aims to analyze the factors that encourage tax evasion according to individual taxpayers in Madidir District, Bitung City. This type of research is qualitative descriptive, and the data used is primary data. Data obtained through direct interviews with seven informants in the city of Bitung based on the results of research on the analysis of factors - factors that encourage tax evasion in the form of reducing, removing, and illegal manipulation of tax burden according to taxpayers in Madidir Subdistrict, Bitung City can be concluded that the driving factor society takes action tax evasion is a fare factor that makes the tax burden to be high, economic factors, taxes system factor that too complicated, compliance factors that aim to enrich themselves, the government firmness factor, and distrust of the government bureaucracy.Keywords: tax, factors, tax evasion.

Strategic planning (SP) is undoubtedly an important tool for the management of municipalities, mainly due to the consequential regulations established by the Fiscal Responsibility Law, and also the City Statute, which exercise constant pressure on local governments. This study proposes to examine the importance of Municipal Strategic Planning (MSP) for regional development, and specifically as a means of correlating strategy and the results that shall be achieved. Therefore, we selected the city of Blumenau, SC, which adopted a growth strategy through capitalizing on touristic events based on its German tradition: Oktoberfest, held in the spring and Sommerfest in the summer. The field research adopted the procedure to explore, qualitatively, the case in question through interviews with those directly involved in the decision-making process, within the government and the authorities involved. The results indicate the success of the municipal government and Blumenau’s community in improving its touristic activities concerning the aforementioned events by incorporating an ample SP. In recent years, this collaboration has made an influential contribution to local development.

AbstractEnvironmental problems in urban areas are a problem that never stops. That every community needs a healthy life, but this seems difficult to become a reality for urban communities because the population continues to increase every year so that land conversion occurs which results in increased air and water pollution. Therefore, the central government hopes that each region or region can provide RTH 30% of the city area. The purpose of this study is to analyze the enforcement of the City Forest Regulations in Surabaya and to find out the efforts of local governments in fulfilling urban forest land in urban areas. This study uses a normative juridical method. As part of RTH, the development of urban forests in Surabaya is very much needed by the community, therefore cooperation between the government and the community is needed in the management and development of urban forests. Fulfillment of urban forest areas in Surabaya can be done by maximizing the form of urban forest that has been regulated based on the City Forest Regulation, either in the form of channels, groups or scattered.Keywords: city forest; green open space; urbanAbstrakMasalah lingkungan hidup diwilayah perkotaan merupakan masalah yang tak kunjung berakhir. Oleh karena itu, pemerintah pusat mengharapkan bagi setiap wilayah atau daerah menyediakan RTH 30% dari luasan kota. Tujuan dilakukannya penelitian ini adalah untuk menganalisa pemberlakuan Perda Hutan Kota di Surabaya serta mengetahui upaya pemerintah daerah dalam memenuhi lahan hutan kota pada wilayah perkotaan. Penelitian ini menggunakan metode yuridis normatif. Sebagai bagian dari RTH, pengembangan hutan kota di Surabaya sangat dibutuhkan oleh masyarakat oleh karenanya diperlukan kerjasama antara pemerintah dengan masyarakat dalam pengelolaan dan pengembangan hutan kota. Pemenuhan luasan hutan kota di Surabaya dapat dilakukan dengan mamaksimalkan bentuk dari hutan kota yang telah diatur berdasarkan pada Perda Hutan Kota, yakni dapat dengan bentuk jelaur, mengelompok maupun menyebar.

This study aims to determine the readiness of the government of Bitung in implementing accrual-based government accounting standards. Data was collected by observation at every SKPD in Bitung City Government followed in-depth interviews with key informants. The data collected was analyzed by qualitative methods. Then based on interviews (Focus Group Discussion) drawn conclusions indicate that Bitung City Government was ready to apply Accrual Based Government Accounting Standards. This is supported by the Government regulations which require to all local governments, including the city of Bitung in applying Accrual Based Government Accounting Standards, as well as Bitung City Government has issued the relevant mayor Accounting Policies in Bitung. Other things that support the readiness of the implementation of Accrual Based Accounting Standards, namely; development of human resources employee, committed leader who supports the changes later infromasi facilities and infrastructure systems are adequate and can accommodate Accrual Based Accounting Standards.

Consumer Settlement Board, known as BPSK is a non-structural institution to resolve the consumer dispute out of court, BPSK itself is housed throughout the County and City which membership consists of elements of the government, consumers, and businesses. The number of cases or consumer problems, especially in the city of Samarinda start from the taps, electricity, leasing, and banking always decorate the daily media, the not active of BPSK as an intermediary between the consumer and the business agent especially in East Kalimantan makes the settlement of consumer dispute is less effective because of inadequate or the lack of human resources and the reluctance of local governments to commit the funding. Thus, whether the implementation of dispute resolution itself is effective by consumers themselves through BPSK city of Samarinda.

Indonesia currently adopts a new decentralization policy. In the past, central government had been the major role of regional and cities development. With the new policy, central government has transferred its role in developing cities and regions to the local governments. This policy adopts two complimentary laws. Law No.22/1999, which is basically the devolution policy, has been accompanied by Law No.25/1999, which basically is the fiscal decentralization policy. Both laws reflect that decentralization policy in Indonesia has adopted the concept of "money follows functions".Before the implementation of decentralization policy, the government of cities had been benefited from many facilities built by central government on the city area. With the decentralization policy, it is expected that a reduced role of central government will have a significant impact on the growth of cities in Indonesia. The policy has three major fiscal instruments; a block grant funding, a specific grant and revenue sharing. The block grant funding is considered as the most important instruments of fiscal decentralization in Indonesia. About 80 percent of financial transfer from central to local governments will be in the block grant type of transfer. In the past, the use of transfers was determined by central government specifically. Therefore, the role of block grant was very minimal. With the new fiscal decentralization scheme, the benefits of cities from central government investments are expected to decrease. Therefore, there is a question to what extend the cities will be sustainable in the decentralization era.This paper attempts to answer the impacts of current fiscal decentralization policy on the growth of the cities. The first objective of the paper is to evaluate the current intergovernmental tranfers and their impact to cities revenues. Secondly, by utilizing a regional macroeconometric model, this paper also elaborates the implication of the transfers to the city growth and interregional disparity in Indonesia.

Structuring of local government has been through various regulations and dynamics in its implementation, since the era of independence until the reform era. The substitution and refinement of a law to its refinement brings implications for the arrangement of powers and affairs undertaken by local governments. Aksentuasinya grapple on what to do in the local government to provide services and realize the welfare of the people. Finally up to the Act No. 23 of 2014 is strengthening the balance of authority between the provincial and district / city government and community involvement in the development process. Previously become the government authorities kew Kabagan / the city then became the affairs and authority of the provincial government.
