Future sea-level rises on the urban waterfront of coastal and riverbanks cities will not be uniform. The impact of floods is exacerbated by population density in nearshore urban areas, and combined with land conversion and urbanization, the vulnerability of coastal towns and public spaces in particular is significantly increased. The empirical analysis of a selected number of waterfront projects, namely the winners of the Mies Van Der Rohe Prize, highlighted the different morphological characteristics of public spaces, in relation to the approximation to the water body: near the shoreline, in and on water. The critical reading of selected architectures related to water is open to multiple insights, allowing to shift the design attention from the building to the public space on the waterfronts. The survey makes it possible to delineate contemporary features and lay the framework for urban development in coastal or riverside areas.

Chapter 6 looks at the world of official urban planning and placemaking, providing different perspectives on its relationship to DIY urbanism. Through the voices of professional planners, the chapter explores their conflicted opinions on DIY approaches: criticizing their informality and emphasizing the importance of regulations and accountability for everything from basic functionality to social equity, yet sympathetic to do-it-yourselfers’ frustrations and often excited to adopt their tactics, harness their energy, and exploit their cultural value. The chapter then describes how some DIY projects have found pathways to formal adoption and inspired popular “tactical urbanism” and “creative placemaking” approaches to public space design. Many such interventions can result in innovative public spaces with social, environmental, and economic benefits. But the reproduction of an aesthetic experience selectively inspired by a hip grassroots trend and combined with “creative class” values can mark the resulting spaces themselves as elite and exclusionary.

Public spaces are designed and managed in many different ways. In Hanoi, after the Doi moi policy in 1986, the transfer of the public spaces creation at the neighborhood-level to the private sector has prospered na-ture of public and added a large amount of public space for the city, directly impacting on citizen's daily life, creating a new trend, new concept of public spaces. This article looks forward to understanding the public spaces-making and operating in KDTMs (Khu Do Thi Moi - new urban areas) in Hanoi to answer the question of whether ‘socialization’/privatization of these public spaces will put an end to the urban public or the new means of public-making trend. Based on the comparison and literature review of studies in the world on public spaces privatization with domestic studies to see the differences in the Vietnamese context leading to differences in definitions and roles and the concept of public spaces in KDTMs of Hanoi. Through adducing and analyzing practical cases, the article also mentions the trends, the issues, the ways and the technologies of public-making and public-spaces-making in KDTMs of Hanoi. Win/loss and the relationship of the three most important influential actors in this process (municipality, KDTM owners, inhabitants/citizens) is also considered to reconceptualize the public spaces of KDTMs in Hanoi.

Perceived as a complex system, public space could be examined through the means of complexity thinking. Complexity thinking not only offers a new urban terminology delivering interesting insights on the city and its public space, it also offers new tools that could deepen our understanding of their major issues. In this paper, the complex case of Horsh Beirut is diagnosed with one of these tools: Systemic Triangulation. As a trans disciplinary tool for relational diagnosis, Systemic Triangulation acknowledges the inscription of urban problems in structural, functional and dynamic continuums, establishing the relationships between them, and projecting interactions between the system and its environment. This paper searches for the implication of this method, based on non-linear representations of urban reality, in public space design and management. And explores to what extent the systemic approach could give us fresh answers on classic urban problems such as dysfunctional green public spaces and spatial segregation.

Public spaces are defined as places that should be accessible to all inhabitants without restrictions. They are spaces not only for gathering, socializing and celebrating but also for initiating discussions, protesting and demonstrating. Thus, public spaces are intangible expressions of democracy—a topic that the paper tackles its viability within the context of Alexandria, case study Al-Qaed Ibrahim square. On the one hand, Al-Qaed Ibrahim square which is named after Al-Qaed Ibrahim mosque is a sacred element in the urban fabric; whereas on the other it represents a non-religious revolutionary symbol in the Alexandrian urban public sphere. This contradiction necessitates finding an approach to study the characteristic of this square/mosque within the Alexandrian context—that is to realize the impact of the socio-political events on the image of Al-Qaed Ibrahim square, and how it has transformed into a revolutionary urban symbol and yet into a no-public space. The research revolves around the hypothesis that the political events taking place in Egypt after January 25th, 2011, have directly affected the development of urban public spaces, especially in Alexandria. Therefore methodologically, the paper reviews the development of Al-Qaed Ibrahim square throughout the Egyptian socio-political changes, with a focus on the square’s urban and emotional contextual transformations. For this reason, the study adheres to two theories: the "city elements" by Kevin Lynch and "emotionalizing the urban" by Frank Eckardt. The aim is not only to study the mentioned public space but also to figure out the changes in people’s societal behaviour and emotion toward it. Through empowering public spaces, the paper calls the different Egyptian political and civic powers to recognize each other, regardless of their religious, ethnical or political affiliations. It is a step towards replacing the ongoing political conflicts, polarization, and suppression with societal reconciliation, coexistence, and democracy.

<p>Nature-Based Solutions (NBS) appear as some relevant alternatives to mitigate the consequences of climate change. For this reason, they are promoted for the implementation of the national plan for adaptation to climate change (PNACC) in France, in line with the Paris Agreement, the strategy of the European Union for adaptation to climate change and the French national strategy for biodiversity.</p><p>Nevertheless, this ambitious goal of democratizing NBS poses some institutional and technical challenges because many obstacles remain to their implementation. Overcoming these shortcomings is the objective of the LIFE integrated project called ARTISAN (Achieving Resiliency by Triggering Implementation of nature-based Solutions for climate Adaptation at a National scale). Coordinated by the French Biodiversity Office (OFB), its consortium regroups several local authorities, technical, research and education institutes.</p><p>For this purpose, ARTISAN is creating a framework promoting the implementation of NBS by improving scientific and technical knowledge about them, then by developing and disseminating relevant tools for project leaders (for the design, sizing, implementation and evaluation of ecosystem performance).</p><p>To demonstrate that NBS can respond to a diversity of climatic, ecological and institutional contexts, 10 pilot sites will be monitored in metropolitan and overseas France. The concerned issues are for example the reduction of urban heat island by the de-waterproofing of the public space, the limitation of the impact of cyclonic episodes on the urbanized coastline overseas by promoting the restoration of the mangrove, and the decrease of agricultural water stress during the low flow period by the hydromorphological restoration of wetlands. These pilot sites will serve to develop, improve and validate operational tools, methods and trainings devoted to practitioners.</p>

Being the vital element of successful cities, public spaces play an important role in achieving sustainable development goals and in coping with climate change. The new urban agenda considers public spaces indispensable for sustaining the productivity of cities, social cohesion and inclusion, civic identity, and quality of life. Accordingly, there is no doubt about the importance of public spaces, while their quality is generated through the symbiosis of various elements. On the basis of normative theories of urban design, several public space design frameworks have been established in order to define what makes a good public place. Such a framework for public space quality evaluation is developed and tested at the Chair for Planning and Design in Landscape Architecture at the University of Belgrade—Faculty of Forestry. The framework covers six criteria which illuminate key aspects of public spaces: safety and security, accessibility, legibility, comfort, inspiration and sensitivity and liveability. In this research, special attention is paid to the criteria of comfort analysed on two scale levels in Belgrade, Serbia. In the past, Belgrade was affected by extreme weather events that caused serious and sometimes disastrous consequences. The most pronounced challenges among them are heat waves in summer that, due to the shortage of vegetation combined with the proliferation of tarmac and concrete surfaces and reduced air ventilation, particularly threaten the densely populated central municipalities of Stari Grad, Savski Venac and Vracar. The first scale level covers the analysis of the public space network and the degree of establishment of green infrastructure in Lower Dorcol quartier, which is located in the Municipality of Stari Grad, using quantitative and qualitative indicators and GIS (Geographic Information System) digital tools. The aim of this study is to observe the actual state of the public space network and to define a future scenario of its development in line with climate change challenges. Jevrejska Street, as an element of the above-mentioned public space network, is the subject of the next phase of the research. The study on this scale level will cover qualitative and quantitative analysis of public space elements such as paving, urban equipment, greenery, lighting, water facilities, etc. Next to that, by using the ENVI Met platform, the actual and proposed improvement of the street will be explored. The final part of this research will include a discussion about the research methodology used in order to improve the public space design process and to point out the need for the careful consideration of comfort as an important aspect of good public space.

AbstractThis study aimed to assess the impact of meteorological conditions on the use of public space in Scandinavia and Canada. Between September 21 and December 18, 2017, a cross-sectional online survey ‘EAMQ-Climate: space’ was distributed via web-based platforms. Survey responses were received from 361 residents (258 people from Scandinavia and 103 from Canada). The relative impact of the meteorological determinants on the use of public space was calculated, and a factor analysis was performed. Disparities between Canada and Scandinavia as well as between the climate zones represented were analysed using ANOVA. Overall results showed that the most significant meteorological enablers for the use of outdoor public spaces in winter were solar gain, snowfall and snow-covered surfaces. The main barriers were slush-covered and icy surfaces, rainfall and darkness. Wind and cold were conditions with less influence. The impact of rain and ice, however, differed between climatic zones. It was also established that, when addressing the meteorological impact on avoiding the use of public spaces in winter, it is vital to discriminate between conditions related to a) the ground surface and b) ambient conditions, as well as the particular significance of c) snow and sun, and d) darkness. For the design of public space in winter cities, we conclude that designers need to focus on a wider range of weather conditions than sun, wind and cold, and include snow, rainfall, slushy and icy ground and poor visibility. The study suggests that winter public space has a higher climatic design requirement to be successful than streets and pathways that are mainly used for soft mobility.

This study deals with the use of remote sensing (RS), geographic information systems (GISs), hydrologic modeling (water modeling system, WMS), and hydraulic modeling (Hydrologic Engineering Center River Analysis System, HEC-RAS) to evaluate the impact of flash flood hazards on the sustainable urban development of Tabuk City, Kingdom of Saudi Arabia (KSA). Determining the impact of flood hazards on the urban area and developing alternatives for protection and prevention measures were the main aims of this work. Tabuk City is exposed to frequent flash flooding due to its location along the outlets of five major wadis. These wadis frequently carry flash floods, seriously impacting the urban areas of the city. WMS and HEC-HMS models and RS data were used to determine the paths and morphological characteristics of the wadis, the hydrographic flow of different drainage basins, flow rates and volumes, and the expansion of agricultural and urban areas from 1998 to 2018. Finally, hydraulic modeling of the HEC-RAS program was applied to delineate the urban areas that could be inundated with floodwater. Ultimately, the most suitable remedial measures are proposed to protect the future sustainable urban development of Tabuk City from flood hazards. This approach is rarely used in the KSA. We propose a novel method that could help decision-makers and planners in determining inundated flood zones before planning future urban and agricultural development in the KSA.

The article deals with characteristics of urban public spaces, their role in the global transformation of the social relations system is determined. The ambiguity of assessing the impact of globalization on modern cities is due to the theoretical and methodological problems of modern sociological urbanism. There is no single approach among scientists to defining the concept of urban public space, which determines the relevance of the study of its interpretation and definition of essential properties. Public spaces are considered as a connecting element between the system and social levels of urban research, which correspond to the levels of integration identified by the modern sociologist E. Giddens. The article analyzes classical and modern approaches to the study of public space, there is reveals the course of evolution of sociological thought in relation to the formation of differentiation of types of spaces within cities. Based on the analysis of the works of modern sociologists and urbanists, such key features of public spaces as openness, socio-political neutrality, and symbolism were identified. Global processes and contradictions lead to an aggravation of the problem of the presence of the category of “Others” within public urban spaces, which are representatives of various segments of the population, with a variety of claims and interests. One of the consequences of the intensive development of digital technologies is a possible situation of “competition for the citizen” between traditional public spaces and online services. Assumptions are made about future transformations of social relations within public spaces as a result of the impact of the COVID-19 coronavirus pandemic.

Public spaces that attract and retain diverse people are crucial to foster urbanity and tolerance, and build stronger and livelier communities, especially in big cities. The simple coexistence of similarities and differences in public spaces can, to say the least, validate our own essence and offer us a possibility of growth. Sharing the same space with other people – even without interacting with them – favors social learning. Theory suggests that thought, feeling and behavior can be altered by observation. The search for public spaces that make urbanity viable is desirable in any society (especially in more unequal societies, as one can find in developing countries). However, inspired by ideas built on the critique of great urban agglomerations after the Industrial Revolution, cities around the world have undergone transformations that did exactly the opposite. As a series of lifeless places began to emerge, several researchers tried to figure out why this was happening. These researchers found that just wanting to create a lively place was not enough. It was necessary to scrutinize the behavior of people in public spaces in order to understand the relationship between their configuration and use. The knowledge they have built has been largely responsible for the increasing concern with public spaces and their relation to public life since the 1960s. Cities around the world are realizing that empty places could be full of people, and that not only a place full of people is something positive, but an empty place is not. They are learning to see underused public spaces as social, cultural, environmental, and financial waste. However, even with so much information available, it is still possible to find, in any contemporary city, public spaces that fail to support public life. Frequently, little or nothing is done to make them safer or more attractive, diverse and pleasant. It is even more worrying to realize that such places continue to be created. This is the focus of this paper. It brings together available knowledge and experiences in the area of public space design. It also complements, structures and translates such experiences and knowledge into a Public Space Post-Occupancy Evaluation Method, which stresses the importance of observing people and their activities. As a result, one can better understand, observe, assess and, thus, manipulate the main attributes of a public space that may influence its capacity to attract and retain diverse people on a daily basis. The method is offered as a tool to support those who deal with public spaces at different levels – from academic studies to municipal management. It has been used in Brasilia, Brazil, for the past 7 years, with positive results in governmental decision-making processes. A case study is briefly presented to illustrate its use.
