In this article, the authors make a comprehensive analysis of socio-economic development of the municipality of urban district Zhukovsky, Moscow region. The authors made recommendations for increasing the level of socio-economic development of this urban district, and assessed the effectiveness of the socio-economic development programs of the municipality.

Community development program is defined as the set of programs and policies designed to improve the socio-economic condition and also use the existing resources in better way. It is an organized process where member’s efforts of a community can be joined with the collaboration of government departments and non-governmental organizations to improve and evolve community socially, economically and culturally. In Pakistan, the first community development program was introduced in 1951 with the establishment of pilot project in Karachi, by the federal government. Since 1951 till today various community development programs have been implemented by government and non-government organizations (NGOs) to improve the living standard of people. The purpose of the study was to evaluate the impact and contribution of community development programs for socio-economic development in Pakistan. The research study endeavored to analyze the social and economical impacts of these programs on the communities where the programs were implemented. The study included interviews with government officials, NGOs staff and beneficiaries in the field. The findings of study shows that programs in general have positive impacts and appreciated but a lot of work are needed to be done for the welfare of whole society. The recommendations were made as to the best practices of community development programs for policy makers and NGOs to improve the living standard of people in the country.

In both developed and developing countries culture, tradition and technology are key issues that affect the dialogue relating to how the three elements can be integrated in socio-economic development programs. This chapter examines the extent to culture and technology has an influence in the integration of technology in socio-economic development in Africa. It also inquires about the extent to which technology influences culture and traditions in developed countries. Furthermore, it scrutinizes the degree to which culture and traditions are receptive to the integration of technology within the socio-economic fabric of the society. The chapter concludes that school libraries should develop a curriculum that is relevant to the information needs of the community, especially those in rural areas. It is imperative to engage communities in developing programs that help to elevate communities without compromising on fundamental and internationally recognized standards. If local conditions are taken into cognizance programs to integrate culture, tradition and technology will be successful.

The purpose of this paper is to identify what youth development programs are needed for the socio-economic development of Kyrgyzstan, and how such programs can be built effectively for the sustainable development of Kyrgyzstan. Since their independence from the Former Soviet Union, virtually all Central Asian countries have faced complex socio-economic challenges in their transition from a command to a market economy. As a consequence, social instability has increased to the level of serious threat to political stability and national security. Particularly, Kyrgyzstan has had people’s revolutions trice since its independence. In those three Kyrgyz revolutions, even though all patriotic Kyrgyz people were parts of relatively peaceful demonstrations against dictators and their corrupt governments, young people who were teens and early twenties made the difference at the critical moments during those two revolutions. Now, Kyrgyz people seem overconfident in believing that they could change anything they don’t like. Especially after the second revolution, many people, especially young people, in Kyrgyzstan have a wrong and dangerous perception that they could have another revolution any time when they feel their demands are not satisfied. However, unfortunately, such demands could not be satisfied completely in a shorter time of their tolerance. If young people’s beliefs about their future will not be realized soon, there will be social chaos virtually everyday continuously, which hurts its socio-economic development in Kyrgyzstan. As the Kyrgyz young people feel have ore socio- political power than ever in Kyrgyzstan, angry and frustrated young peoplein Kyrgyzstan will make lots of noise politically as well as socially. However, history tells us that radical movements, such as revolutions, are not the ultimate solutions in most times for building a healthy society or a prosperous nation. Revolution could sweep the past, but they could not promise a bright future automatically. Building a promising future needs well-developed plans, including youth development programs, by the knowledgeable and competent leadership with visions, and those plans should be carried out one by one in right ways. However, little attention has been paid to such programs in Kyrgyzstan. Therefore, Kyrgyzstan should establish well-focused youth development programs and implement them according to its national priority in strategic development of its country. The objective of this paper is to identify what youth programs/activities are needed for socio-economic development in Kyrgyzstan and how to develop such programs/activities effectively in the current situation, and to make some suggestions for successful operations of those programs to encourage all the Kyrgyz youth to play constructive roles in building their country as a socio-economically well-respected country in the world. Цель этой статьи - определить, какие программы развития молодежи необходимы для социально-экономического развития Кыргызстана и как такие программы могут быть эффективно построены для устойчивого развития Кыргызстана. С момента обретения независимости от бывшего Советского Союза практически все страны Центральной Азии столкнулись со сложными социально-экономическими проблемами при переходе от командной экономики к рыночной. Как следствие, социальная нестабильность выросла до уровня серьезной угрозы политической стабильности и национальной безопасности. В частности, с момента обретения независимости Кыргызстан трижды переживал народные революции. В этих трех киргизских революциях, несмотря на то, что все патриотически настроенные киргизы участвовали в относительно мирных демонстрациях против диктаторов и их коррумпированных правительств, молодые люди в возрасте от 20 до 30 лет сыграли решающую роль в критические моменты этих двух революций. Теперь кыргызстанцы кажутся слишком самоуверенными, полагая, что они могут изменить все, что им не нравится. Особенно после второй революции у многих людей, особенно молодых, в Кыргызстане сложилось неправильное и опасное представление о том, что у них может произойти еще одна революция в любое время, когда они почувствуют, что их требования не удовлетворены. Однако, к сожалению, такие требования не могли быть удовлетворены полностью за более короткий срок их терпимости. Если убеждения молодых людей в своем будущем не будут реализованы в ближайшее время, практически каждый день будет происходить социальный хаос, который негативно скажется на социально-экономическом раз- витии Кыргызстана. По мере того как кыргызская молодежь захватывает больше социально-политической власти, чем когда-либо в Кыргызстане, разгневанные и разочарованные молодые люди в Кыргызстане будут создавать много шума как в политическом, так и в социальном плане. Однако история говорит нам, что радикальные движения, такие как революции, в большинстве случаев не являются окончательным решением для построения здорового общества или процветающей нации. The article is devoted to the study of strategic guidelines for diversification of production and modernization of the economy of a resort town on the example of the urban district of Yevpatoria of the Republic of Crimea. The competitive advantages, distinctive features of the draft Strategy for the socio-economic development of the urban district of Yevpatoria of the Republic of Crimea, including strategic guidelines for the modernization and diversification of the city's economy, necessary for its further development as a resort city, are formulated. The research methodological framework is based on the theoretical principles of strategic management, regional and municipal economy. This study is based on a comprehensive analysis of the draft strategy for the socio-economic development of the urban district of Yevpatoria of the Republic of Crimea by using a combination of methods: logical, dialectical, and also causal ones. The article is of interest to researchers, practitioners, including state and municipal officials dealing with the formation (development and updating), as well as the implementation and control over the implementation of strategies for the socio-economic development of territories and other stakeholders.

Subject. Analysis of the implemented measures aimed at the socio-economic and infrastructural development of the Novovoronezh City District. Topic. Research achievement of target values of strategic indicators of development of the city district of Novovoronezh in the framework of the implementation of the strategy of socio-economic development 2035. Purpose. Assessment of the achievement of the target values of the strategy 2035 indicators by the end of 2020 and the impact on them of internal and external conditions that determined the results of the deviation of the planned values. Methodology. Methods of logical and comparative analysis of the target values of indicators by year and statistical analysis of the achievement of the planned values of indicators. Results. The assessment of the activities carried out within the framework of the implementation of the strategy of socio-economic development by the end of 2020 allowed us to identify indicators whose planned values have not been achieved. It was revealed that 77 % of the indicators were achieved in full or exceed the planned level. The failure to achieve the target values of 12 indicators out of 52 is primarily due to the special management regime of the past year, caused by the consequences of the pandemic and the restrictions imposed in 2020 due to COVID-19. Application area. Scope of application. Planning and regulation of the activities of municipalities. Conclusions. The implementation of the socio-economic development strategy provided for several scenarios, depending on the current market conditions. The results of the implementation of measures under the strategy 2035 of the Novovoronezh City District can be considered successful and do not require adjustments at the current stage in further implementation. The author’s interpretation of the development of human potential as a driving force of personal and social progress, which is a dynamic process of changes in the quantitative and qualitative characteristics of human resources, is proposed in the article. The purpose of this study is to determine a clearer relationship between the formation and development of human potential and socio-economic development with highlighting of methodological approaches to the formation of appropriate development programs. To achieve this goal, the author investigated the relationship between the concepts of «socio-economic development», «human potential» and «formation and development of human potential». The provisions on the meaningful interpretation of human resources and human potential as human abilities and capabilities, which become the basis for creating appropriate conditions in social production for dynamic human development, have been clarified. It is substantiated that in the methodological aspect, when forming programs of socio-economic development, it is advisable to distinguish between social development as a main goal of these programs, and economic development as a means of achieving this goal with the simultaneous mutual influence of these components. It is proposed to consider the systemic transformation of human resource development management as a main component of the prerequisites formation for human potential accumulation and social production development. The main components of the updated human resource development management system, namely the goals, principles and levels of development, the functions of managerial influence, have been determined. It has been substantiated that the main goal of socio-economic development programs should be the continuous development of a person as a carrier of human potential; and the use of innovation, complexity, knowledge orientation – as a principles of their construction on the basis of organizational, systemic and humanistic approaches.
