The increasing importance of the sectoral aspects of the implementation of the state industrial policy is characterized. The analysis of a number of existing state programs in the industrial sphere is given. The main shortcomings of sectoral strategic planning documents are systematized; relevant recommendations are outlined. The features of the implementation of industrial policy at the macro level at the regional level are considered. Recommendations are given to ensure the consistency of federal and regional documents on industrial policy. The key risks and conditions of effective implementation of the state industrial policy at the corporate level are identified. The requirements for the content of corporate standards that take into account the requirements of the state industrial policy have been developed. Recommendations are formulated to improve the strategic planning of companies in the context of reflecting the objectives of the state industrial policy. A management algorithm for linking the objectives of industrial policy at the macro level and corporate incentive factors is proposed.

The lack of skills of state and municipal employees, as well as the rigid organizational structure of the authorities, hamper the implementation of project management in the regions of Russia. In addition, the process of implementing project management often faces unresolved methodological and regulatory issues that do not allow the effective implementation of project management and its integration into strategic planning in the region. A review of the problems of implementing project management at the regional level allowed recommendations for their resolution.

The author's view on determining the target orientation of regional programs for the development of housing construction in St. Petersburg is presented. The topicality of the study is in the research of the target audience, goals and activities of currently and previously implemented programs, which allowed identifying violations of the state strategic planning principles and revealing the cause of their occurrence. As a result, there has been worked out an approach enabling to differentiate the goals and activities of regional programs so that the main elements of mechanisms for their creation and effective implementation in the field of housing construction are specified, which allows establishing a balance between the basic needs of society, business and the state.

The article considers the institutional framework for the formation of the country and the region investment potential. The state and prospects of Ukrainian legislation in the field of investment, as well as the organization of attraction and support of investments at the state and regional level are investigated. The necessity of systematization of investment legislation of Ukraine, the outcome of which should be the adoption of the Investment Code. It is also grounded that the process of attracting and supporting investments, namely the creation of a separate body for which it would be assigned the task of promoting foreign investment both at the state and at the regional level, also needs to be improved. It is determined that the necessary conditions for increasing the investment activity of domestic enterprises at the state level are the formation and implementation of a well-balanced investment policy, ensuring favorable business climate in the country, development of investment and infrastructure provision of investment processes, etc. At the level of regions and certain sectors of the economy, the development and implementation of regional and sectoral investment development programs should contribute to the effective implementation of investment activities. It is expedient to create a special body that would engage in investment and support of investment projects at the state level, and also had its representative offices in all regions of Ukraine, which would be engaged in supporting local investment projects. This will enable the creation of an effective regional policy, the formation of investment attractiveness, and, thus, to ensure the receipt of investment resources.

The article analyzes the main indicators of the evolution of the domestic economy and its industrial complex in the past year (in January — November 2019). It Identifies trends in this evolution, including negative trends that determine the preservation of reproductive threats in 2020: sluggishness, instability and low quality of economic growth. The main reasons for the fact that the objective resource capabilities of the macro level were clearly not used enough to effectively solve the urgent problems of technological modernization of the economy and increase people’s welfare are established. The main reason is the poor quality of public administration, including imperfect strategic planning and industrial policy; there is still no modern national innovation system in the country. Accordingly, recommendations for improving the quality of state regulation in its specified components are justified. The recommended measures, according to the author, will help the economy to move to a trajectory of rapid, sustainable and high-quality growth.

The chapter summarizes the nature of capital and capitalism. The chapter also highlights concepts related to the role of the State in economic activity, and the nature of industrial policy. The initial concepts dealt with are that of capital as a fund, capital as structure and capital as capabilities. Capitalism necessitates socially organizing production. Assessing organizational and administrative contingencies is important for understanding capitalism. Institutions are the bedrock of capitalism. The broad roles of Government, in designing laws and regulations, building infrastructure and acting as entrepreneur, are discussed. The implementation of national industrial strategies facilitates growth. The nature of industrial strategies is highlighted. Industrial policy activities, as defined by the three facets of institutions, innovation and involvement, are discussed. With respect to India’s industrial strategy, independent India’s founders’ visions of a modern industrial society, grounded in a need to involve Government in institution building, are introduced.

The exploitation of Arctic resources is becoming now one of the most important directions of Russia’s strategic development. The coordination center for this project is St. Petersburg. The article assesses the potential of this region which forms an essential prerequisite for the effective implementation of the given work from the standpoint of the state and prospects of industrial clusters formed in its territory. The subjects of the cluster environment of St. Petersburg relevant programs of state support are divided into three categories: 2 innovative territorial clusters, 3 territorial clusters, 9 territorial clusters administered by the Center for cluster development. Specific recommendations for them are proposed on the basis of analysis of their strengths and weaknesses, as well as assessment of opportunities and threats to their development.

Principles of distributive justice bind macro-level institutional agents, like the state. But what does justice require in non-ideal circumstances, where institutional agents are unjust or do not exist in the first place? Many answer by invoking Rawls's natural duty ‘to further just arrangements not yet established’, treating it as a ‘normative bridge’ between institutional demands of distributive justice and individual responsibilities in non-ideal circumstances. I argue that this response strategy is unsuccessful. I show that the more unjust the status quo is due to non-compliance, the less demanding the natural duty of justice becomes. I conclude that, in non-ideal circumstances, the bulk of the normative work is done by another natural duty: that of beneficence. This conclusion has significant implications for how we conceptualize our political responsibilities in non-ideal circumstances, and cautions us against the tendency – common in contemporary political theory – to answer all high-stakes normative questions under the rubric of justice.

Рассмотрен комплекс действующих нормативно-правовых актов. Предложены управленческие алгоритмы решения проблем стратегического планирования. The features of the resource approach in the formation of industrial policy are characterized, the main tasks of the industrial development of Russian enterprises are formulated. The resource approach allows you to have a variety of modifications of the considered criteria, depending on factors affecting the development of the industrial potential of enterprises and organizations. A set of existing legal acts is considered. Management algorithms for solving strategic planning problems are proposed.
