Quality of management of State programs from an economic security perspective

The subject of this article is the quality of management of State programs (as in the first part of the State program «Industrial Development and Competitiveness», devoted to the automotive industry). Despite a high formal performance rating of the implementation of the State program, the analysis showed that its implementation had virtually no impact on the development of the Russian automobile industry. The work identifies the main reasons for this. All the causes identified are not specific to the automotive industry. On the contrary, they are all of a general, systemic, methodological nature, suggesting that they are characteristic of the management of State programs as a whole. The poor quality of the management of public programmes creates a range of risks to the economic and national security of the country, which are discussed at the end of the paper.

The article substantiates an innovative approach to assessing the quality of state programs of the Russian Federation. The proposed multi-criteria model involves evaluating the quality of programs in four areas. In turn, for each of the selected areas of evaluation, several specific criteria are used, which together form a comprehensive assessment of the quality of the state program. The proposed algorithm and tools allow for ranking and rating of state programs according to the quality criterion of their development, taking into account the effectiveness of implementation in the reporting period.

Currently, in the Russian Federation, economic development largely depends on the implementation of national projects and government programs adopted by the president and government. The federal executive bodies are developing specific goals and objectives of strategic planning affecting almost all areas of the economy, as well as a set of various measures with established indicators for the timing of their implementation and the resources necessary for their implementation. State programs are divided into 5 areas, each of which is responsible for a specific area. The state program “Providing affordable and comfortable housing and utilities for citizens of the Russian Federation” is part of a major area of “New Quality of Life” under which projects are being implemented in the field of social policy and construction. This article presents an assessment of the goals and objectives set in the state program “Providing affordable and comfortable housing and utilities for citizens of the Russian Federation”, analyzes the results of achieving the goals, considers examples of foreign practices and techniques in this area, and presents possible actions to reduce risks failure to achieve program targets.

The relevance of the chosen topic is beyond doubt, since the development of project management in state bodies of the Republic of Kazakhstan plays an important role in increasing the effectiveness of the implementation of state programs. In the context of globalization, which generates the growth of competitive advantages, the state is set clear strategic goals for the real development of the main directions of the economy in a certain time frame, which largely depend on state management. The implementation of strategies for the development of territories to improve the sustainable growth of the well-being of the population and improve the economy of an innovative type presuppose the strengthening of state management for the development of entrepreneurship, as well as the implementation of effective managerial modifications that will help overcome challenges and adapt in a changing economic environment. At the present stage, the expert community and international organizations believe that one of the deepest problems that hinder the development of the Kazakh economy, improve the well-being of the population, as well as the economic security of the state, is the low level of state management. The fruitful implementation of our own strategic priorities is possible only with the application of new approaches to high-quality public administration, which will enable the growth of the country’s economy, strengthen the image, geopolitical and economic positions of the Republic of Kazakhstan. In recent years, in Kazakhstan, in public administration, one can single out positive aspects in the framework of various reforms, namely, various legal, standard-regulatory documents were introduced and used with the improvement of the mechanisms of public administration tools that must be used in performance-based budgeting (hereinafter — RBB) and targeted approach of government programs. Despite the implemented reforms, the quality of public administration of programs remains at a low level, which is associated with a number of problems, such as irrational and inappropriate use of funds, corruption and others. The formed financial situation, improving the economy and giving it innovative trends, implementing strategies for economic development, increasing the level and quality of life of the population, selecting and introducing effective modifications of government management that meet the challenges and specifics of management, stimulate the introduction of the project approach as an innovative direction in public administration. The result of the article is the consideration of effective mechanisms in the management of projects of state programs and the solution of problems to increase their effectiveness.

Maintaining security is one of public tasks that determine the quality of life of the population. This issue is the subject of much debate both social and political. An in-depth assessment of the situation requires a variety of analyzes, significant from the point of view of the implementation of appropriate, effective strategy to increase the sense of security among citizens. The aim of the paper is to compare the state of public safety in selected European countries. The study was conducted based on Eurostat data from the years 2005–2011.

Objective: To reflect on the role of psychiatry in authorising physical treatments for Gender Dysphoria and to examine the quality of evidence for gender-reassignment. Method: A Medline search was performed with the subject term “transsexualism” or “gender dysphoria” and “outcome” or “follow-up” in the title. Studies published from 2005 onwards reporting psychosocial outcomes were selected for review. Results: Most available evidence indicating positive outcomes for gender reassignment is of poor quality. The few studies with robust methodology suggest that some patients have poor outcomes and may be at risk of suicide. Conclusion: The author raises questions about the implications for ethical treatment of transgender individuals.

The aim of the work was to demonstrate the possibility of forming a strategy of innovative development of the region that could accelerate the transition of the regional economy to the dominance of new technological structures. By constructing econometric models of economic dynamics, the timelines for starting the pre-mining of the fifth mode in the economy of the Tula region are estimated. The strategy of accelerating the innovative development of the region’s economy are described. The strategy is based on the program-target approach, reflected in the state program of industrial development in the Tula region. The effectiveness of the program is shown.

Year by year the user and process site of steelmarket keep growing and lay claim to the steelmakers. The researchers, developers and technologists use every effort to try to produce steels with compound properties. From claim of users –especially the Automotive Industry – developed the DP- (Dual Phase) and TRIP - steels (TRansformation Induced Placticity). In the Automotive Industry draft mostly the claim of loose of weight and increase the safety reserve.Welding of these Advanced High Strenght Steels (AHSS does have but very few publications and studies approach the subject). This study is about problems of weldability of Dual Phase and TRIP – steels. Welding difficulties were associated with hard and brittle spot weld nuggets and fusion weld heat affected zones being caused by nitrid. Our aim is to develop a welding procedure giving good quality of spot weld, thus the problem of hardened and brittle spot welds would cease to exist.

La innovación y el desarrollo tecnológico son una fuente crucial de competitividad dentro del entorno comercial global. En el siglo XXI, firmas automotrices alemanas como Audi, Volkswagen y Mercedes-Benz se han posicionado en el top de empresas con reconocimiento internacional por su calidad y prestigio innovador. No es ninguna novedad destacar que cada vez existen más compañías productoras de automóviles que se establecen a partir de la reproducción a bajo costo de los modelos de las principales marcas. Sin embargo, cabe destacar el hecho de que la industria automotriz alemana ha extendido su vinculación con las empresas ensambladoras de automóviles en China, que se han vuelto conocidas por duplicar el producto alemán. Mediante un análisis bajo los lentes de la seguridad económica, la dinámica del espionaje industrial moderno y la cultura del capitalismo chino, este trabajo se enfoca en evidenciar cómo el espionaje corporativo constituye una parte más del juego comercial moderno, particularmente en el contexto de la industria automotriz alemana en China. Así, se analizan los principales casos de espionaje chino de la industria alemana, las acciones defensivas emprendidas por Alemania y las estrategias que su industria automotriz prioriza para mantener la competitividad en un entorno de espionaje e incertidumbre. Abstract Innovation and technological development are a crucial source of competitiveness within the global trading environment. So far in the 21st century, some German automotive firms, such as Audi, Volkswagen, and Mercedes-Benz, have positioned at the top of internationally recognized car companies for their quality and innovative prestige. It is no novelty to mention that there are more and more car-producing companies, which reproduce the models of the main brands at a lower cost, and in doing so, they have positioned themselves internationally. However, it is especially noteworthy the fact that the German automobile industry has been spreading its linkage with the manufacturers and assemblers of cars in China, which have become famous by doubling the German product. This article shows how corporate espionage constitutes a part of the modern commercial game, particularly in the context of the German automotive industry in China, under the lens of economic security, the dynamics of modern industrial espionage and the culture of China's capitalism. For such ends, it discusses the main cases of Chinese espionage of the German industry, the defensive actions undertaken by the German Government, and the strategies that the German automotive industry prioritizes in order to maintain its competitiveness in an environment of espionage and uncertainty.

The subject of this research is indicators that characterize the quality of municipal services rendered in accordance with the state (municipal) task in the sphere of youth policy. Special attention given to the analysis of state tasks approved on the federal and regional levels for budgetary (autonomous) institutions. The author examines the indicators that characterize the quality of municipal services in the sphere of youth policy as the foundation for assessing the achievement of publicly significant results in the context of the vector for improving the efficiency of spending budgetary funds. The article explores the problem of the absence of correlation between the quality of services rendered and the size of subsidy allocated for the implementation of state (municipal) task. The main conclusion consists in the statement that at the present day it is difficult to assess the achievement of publicly significant result in rendering state (municipal) services in the sphere of youth policy as a criterion for the appropriate use of subsidies for the fulfillment of the state (municipal) tasks within the framework of the activity of budgetary (autonomous) institutions. This is substantiated by the formal determination of indicators set by such institutions, which characterize the quality of the rendered municipal services and the absence of comprehensive legislative regulation in this sphere. The efficiency parameters of the conducted state youth policy are for the most part reflected through the quantitative indicators.

Forecasting plays a significant role in organizing the economic activities of executive authorities using the example of customs authorities, since this is associated with the ongoing policy of optimizing customs payments administered by customs authorities, ensuring the economic security of the state, improving the quality of customs services and compliance with customs legislation. A wide range of forecasting methods allows them to be applied on the basis of assessing the feasibility of applying one method or another to forecast the main economic indicators of the activities of executive authorities. The analysis of the scientific and methodological base made it possible to form and propose a generalized algorithm for forecasting the indicators of the economic activity of executive authorities. Goal is to develop a generalized algorithm for predicting the indicators of the economic activity of executive authorities using the example of customs authorities.
