To the Question of Comparison of Objective and Subjective Estimations of the Region's Security with Objects of Social Infrastructure

The aim of the work was to demonstrate the possibility of forming a strategy of innovative development of the region that could accelerate the transition of the regional economy to the dominance of new technological structures. By constructing econometric models of economic dynamics, the timelines for starting the pre-mining of the fifth mode in the economy of the Tula region are estimated. The strategy of accelerating the innovative development of the region’s economy are described. The strategy is based on the program-target approach, reflected in the state program of industrial development in the Tula region. The effectiveness of the program is shown.

Industrial development is the most important task for the economy of Kazakhstan. In 2010, a course was taken to diversify the economy. In 2010–2014 implemented was The State program of forced industrial and innovative development. Today, the implementation of the second five-year industrialisation period is nearing its completion. The aim and tasks of research is to conduct a comprehensive description of the impact of the Aktogay mining and processing complex on the components of the socio-economic development of the region. To achieve this goal, the following tasks must be completed: analyse the state of socio-economic processes in the Ayagoz district of the East Kazakhstan oblast for the study period; describe the impact of the Aktogay mining and processing complex on the current state of socio-economic development of the East Kazakhstan oblast. In the framework of the State program of forced industrial and innovative development of the country in 2010–2014 a total number of 162 projects were implemented with a total investment of 41.9 billion dollars. One of the “breakthrough projects” is the construction of the Aktogay mining and processing complex in the East Kazakhstan oblast. The construction of the Aktogay MPC contributes to: the development of the economy of the Ayagoz district of East Kazakhstan oblast; increase of the potential of mining industry of Kazakhstan through the introduction of new technologies that are used in extraction and processing of ore, as well as in the production of the final product. The article analyses the state of socio-economic development of the Ayagoz district and East Kazakhstan oblast before and at the operation of the Aktogay MPC. Indicators were selected by social and economic blocs for 2009–2018. Taking into account the particular location of the Aktogay MPC, criteria were selected for each component of the socio-economic environment that reflect both the positive and negative residual effects of non-ferrous metallurgy enterprises. The significance of positive and negative impacts for each component was evaluated using statistical data on socio-economic indicators. For analysing the social environment of East Kazakhstan oblast, indicators were the measures of favourable or unfavourable activities in meeting the social needs of the population of the region. For analysing the economic development of the region, the indicators are a comparative assessment of the effectiveness of the enterprise for the economy of the region.

The article summarizes modern problems and ways to improve industrial development in Russia, taking into account the challenges of an innovative economy. A comparison is made between the planned in the Strategy for the Innovative Development of the Russian Federation for the period up to 2020 and the actually achieved indicators reflecting the state of the industry. The conclusion is made about the low level of implementation of the Strategy and the need for further programmatic and methodological support for transformations, taking into account the guidelines of neo-industrialization.

The task of transition to innovative development requires the involvement of resources of all contributors to the national economy. The role of big business in this context is unique. The authorities and members of the expert community repeatedly mentioned the considerable potential of attracting resources of big business (which is not used to the full extent) for the innovative development. In recent years in Russia there have been developed and implemented a variety of mechanisms of involvement of big business in innovation development in order to create an effective innovation system. These mechanisms are "scattered" in different industries, at various levels of management, in various government programs and subprograms, in the Federal target programs. These documents include the Strategy of innovative development of Russia up to 2020, the State program "Economic development and innovative economy", the State program "Development of science and technology" by 2020 and others. The variety of mechanisms requires their classification and evaluation. There have been considered and systematized mechanisms of involvement of big business in innovation development (using technological platforms, creating business-incubators in the universities, making demand for the innovative product among important government businesses, etc.), analyzed special means of their use, revealed general advantages and drawbacks. Assessment of the quality of such mechanisms is being carried out. Tax service data show inadequate efficiency of tax mechanisms which could be important for big businesses. Issues of stimulating big business by tax encouragement mechanisms and involving it into innovative development require greater attention. There is the need to call for foreign experience of involving big business into innovative development.

The subject of this article is the quality of management of State programs (as in the first part of the State program «Industrial Development and Competitiveness», devoted to the automotive industry). Despite a high formal performance rating of the implementation of the State program, the analysis showed that its implementation had virtually no impact on the development of the Russian automobile industry. The work identifies the main reasons for this. All the causes identified are not specific to the automotive industry. On the contrary, they are all of a general, systemic, methodological nature, suggesting that they are characteristic of the management of State programs as a whole. The poor quality of the management of public programmes creates a range of risks to the economic and national security of the country, which are discussed at the end of the paper.

During periods of geo-economic and geopolitical instability in the conditions of aggravation of relations between Russia and the West an objective assessment of socio-economic development alternatives is needed with the objective of establishing an effective competitive national economy, agreeable to standards of modern realities inclusion into the system of world economic relations, aimed at import replacement and strategic security of the state. In our view, theories and concepts are necessary for the development of import substitution as an important condition of economic safety maintenance of the country and its regions. According to Russian scientists they are a significant factor for stable and sustainable innovative development of the specific site, increase the likelihood of sustained development of country economy and its regions and make a significant contribution to the development of the regional economy. The state has many effective tools for influencing the market and the business to optimize economic growth, redress imbalances of socio-economic development of territories. The government is interested in ensuring economic, food supply and financial security of the country. In the framework of import substitution policy regional authorities have the opportunity to create and implement various incentive schemes of import substitution process. The process efficiency depends on the management system construction of import substitution in the region. It shows a clear need for the study of the role and importance of regional regulation of import substitution. Management of regional economy should be based on the understanding that import substitution is a development resource. It is the perception concept of import substitution process that should be the basis for a new regional economic policy in Russia, focused on modernization and innovative development of its non-oil sector and rational use of resources. The article provides the definition of "import substitution", measures aimed to implement the import substitution process in the Kursk region and characteristics of regional import substitution plan submitted by the organizational and managerial model of import substitution process in the Kursk region.

The purpose of this work is to create an automated system for recording the availability and use of natural resources in the Republic of Belarus. To achieve this goal, the following main tasks were solved: to conduct an analytical review of similar information systems, to highlight their advantages and disadvantages, to develop a new improved version of the system, taking into account previous experience of use, to test the received tool for assessing the environmental friendliness of nature-intensive production and technology. The article provides an analytical review of modern software tools for automation of accounting and rational use of natural resources. It is shown that their application is not possible for a qualitative solution of urgent problems in our country. Three versions of the automated system designed for collecting, storing, processing and presenting subject data on the availability and use of natural resources are consistently described. Comparative analysis with existing analogs is carried out. The distinctive features and advantages of the proposed solution are indicated. With the use of the developed system, the nature of projects in the State Program for Innovative Development of the Republic of Belarus for 20011–2015 was evaluated. The Ministry of Energy is pointed as the state customer of the most resource-intensive use projects and  technologies. Thus, it is shown that the proposed automated information system for recording the availability and use of natural resources makes it possible to collect, store, analyze and display the subject information, and is an actual basis for supporting the adoption of management decisions in the field of natural recourses management and environmental protection. The obtained results were used by the State Committee for Science and Technology for the evaluation of projects as part of the State Program of Innovative Development of the Republic of Belarus for 2011–2015 for the sake of natural recourses cost-effectiveness.

The tourism sector is becoming an increasingly significant component of the economy of many regions of Russia. However, the lack of the necessary infrastructure does not fully utilize its potential. The pandemic has become an incentive for the development of domestic tourism and at the same time exposed many problems. So, on the materials of the Altai Territory, the authors gave an assessment of the state of the tourist infrastructure of the region, as the basis of the tourist sphere. The most important recreational zones of the Altai Territory were considered. It was revealed that most of the tourist zones of the region face many infrastructure problems — the lack of accommodation, lighting, social infrastructure, poor-quality roads. At the same time, solving these problems is a prerequisite for the sustainable development of the region’s industry. To develop a strategy for the further development of the tourism sector, the authors carried a SWAT analysis of the tourism sector of the region, proposed ways to solve the identified problems. The developed proposals will improve the state of the industry as a whole (primarily the infrastructure component), as well as increase its contribution to the regional economy.

The article examines the impact of the implementation of regional industrial projects on the development of the region's economy. The authors carried out an analysis of the implementation of projects in the period from 2010 to 2016 in the framework of the state program of industrial and innovative development in the Zhambyl region. In the course of the study, an analysis of the implementation of regional industrial projects in the sectoral context over the past seven years was carried out. Based on the analysis, the impact of the implementation of projects on the diversification of the region's economy was determined and the impact on improving the socio-economic indicators of the region was examined. In particular, the impact of the implementation of industrial projects on the employment of the population in the region has been studied.
