Implementation of the concept of glocal city as a vector of development of small cities of Ukraine

Problem setting. Given the need for the development of small cities, the world practice has developed a number of concepts based not on increasing production capacity, but on the development of creative areas of the economy. Thus, the concept of a glocal city, or stimulation of glocalization processes, is quite effective for the development of such cities.Recent research and publications analysis. The very concept of “glocalization” dates back to its widespread use from the end of the twentieth century, its origins in the sociological research of R. Robertson and M. Epstein. In the meaning of this term, they invested such a combination of globalization and localization in which informal components (mentality, cultural traditions, features) are closely intertwined with communicative practices due to the existing globalization features. R. Robertson, studying the phenomenon of glocalization, argued that global trends and local features can harmoniously complement each other, although sometimes in confrontation.Highlighting previously unsettled parts of the general problem. Given the development trends of the modern world, we note that localization and globalization (which together are glocalization) and open network economy - the key vectors of development of countries, regions and territories. At the same time, the concept of a glocal city is little studied and insufficiently represented in the domestic science and practice of public administration.Paper main body. Globalization involves the use of modern information technology, which allows for much less resource to spread information far beyond the city, and therefore the use of elements of image marketing strategies of territories are also available and possible.It is with the choice of a creative trajectory of development that a small town has a real opportunity not only to become more attractive, but also to consolidate the efforts of the three sectors present in the area around a single concept. Finally, glocalization creates a reliable and adaptive platform for business development: a clear positioning and presence in the information field attracts investors, and the uniqueness of the proposed product determines the demand for it.Since the basis of glocalization is a combination of globalization and localization, the basic here is the reorientation towards the creative economy. The main feature of the creative economy is that the main product in it is innovation, the resource for the production of which is certain information.The concept of “glocal city” is a very unique form of creative economy, which chooses one key vector of development, a common brand / concept / idea / uniqueness, around which the activities of all actors present in the small town: business, public, cultural figures, etc.Conclusions of the research and prospects for further studies. One of the important vectors of small town development at the present stage is its transformation into glocal. Such transformations require a reorientation to a new path, namely the creation and functioning of a creative economy based on globality, freedom of access, openness and peer-to-peer. Such a reorientation, first of all, requires proper management support from local governments.

Local governments and businesses fear that increased local sales tax rates will induce losses to the local economy, even inducing losses so severe that no additional revenue will result from a higher tax rate. Earlier works by Fisher, Hamovitch, and Mikesell have examined sales loss in metropolitan areas, typically finding significant but not overwhelming effects. Those results do not address the question for small cities and typically are complicated by the expenditure effects resulting from the increased tax revenues. The present analysis uses unique data for a small town to examine the impact of a temporary sales tax rate increase with a retail sales share model. The evidence shows a significant but small sales impact that did not endure (a differential of 1% would lower city sales by 3.07%) and no impact on vendor location. The unfavorable rate differential produced a short-run effect, but not economic disaster.

Problem setting. The study of the potential of cultural diplomacy has been growing rapidly in recent times. This is due to the realization of the failures of traditional and «force» diplomacy, which often demonstrate the inability to ensure the successful solution of important international problems. Researchers note the need to use cultural diplomacy to intensify and increase the effectiveness of international cooperation. Target of research. Understanding the actualization of cultural diplomacy of Ukraine in the modern world, an attempt to analyze its legal basis. Analysis of resent researches and publications. The concep «cultural diplomacy» is more common in scientific discourse. Scientists such as D. Vedeneev, V. Kostrov, T. Peresunko, N. Musienko, V. Tsyvaty, M. Kulinich, O. Rozumna, and others have contributed to the development of the role of cultural diplomacy in the foreign policy vector of the Ukraine. Political science works predominate among the researches. Few works analyze the legal aspects of cultural diplomacy. Article’s main body. In the context of globalization there is a loss of national origins. Therefore, states must use all their potential to preserve and enhance their own and the world’s cultural heritage, mutual understanding and support of interethnic harmony. International legal thought defines the concept of «diplomacy» in different ways, sometimes identifying it with international law or foreign policy. However, diplomacy is one of the most important tools of foreign policy, along with its components such as the armed forces, intelligence, economic ties, and so on. Cultural diplomacy is a type of diplomacy that uses the country’s cultural heritage as a means to an end. The role of cultural potential in international relations is highly valued. It is cultural diplomacy, not the use of force to impose political, ideological ideas, which aims to unite countries. Ukraine is returning to the active use of cultural diplomacy tools in the XXI century, when there was an urgent need for broad international support for the implementation of ambitious European integration plans. The system of coordination, stimulation and organization of cultural activities at the international level allows identifying the tasks of cultural diplomacy of Ukraine. Ukrainian cultural diplomacy based on international legal instruments ratified by Ukraine and acts of national legislation. The analysis of the problem allows determining the urgent task of creating a favorable legislative framework for the maximum effectiveness of cultural diplomacy. Conclusions and prospects for the development. The filling of legal gaps in cultural diplomacy should take place in the vector of recognition of culture as a subject of foreign policy, awareness of its reputational and social potential. Ukraine faces the task of updating old and finding new cultural images and symbols to create a decent image of the country, as well as to create an appropriate legal framework for the effective implementation of the tasks of cultural diplomacy.

Purpose Entrepreneurial ecosystems are receiving growing attention from scholars, practitioners and policy-makers in both developed and developing countries. Studies of this phenomenon have focused almost exclusively on ecosystems in large, urbanized regions and metropolitan areas, located primarily in developed economies. However, the prevalence of small cities across the globe and the increasing acknowledgment that entrepreneurship in small towns is a key determinant of their economic development and rejuvenation suggests that entrepreneurial ecosystems research would benefit from a broader lens of inquiry. Thus, the purpose of this paper is to introduce a framework for studying entrepreneurial ecosystems in small towns. Design/methodology/approach This conceptual paper introduces the concept of small town entrepreneurial ecosystems (STEEs), draws from a wide-ranging set of disciplines to delineate the ways in which small town ecosystems are similar to and different than their larger counterparts and theorizes about several strategies STEEs use to overcome their limitations. Findings It is theorized that entrepreneurship in small cities is best conceptualized as the outcome of an ecosystem, which means that although small towns may not have some of the same key components as entrepreneurial ecosystems in large urban centers, other elements of the ecosystem may be able to bolster these deficiencies. It also suggests that those attempting to create or develop small town ecosystems may need to be entrepreneurial in the way they attract, view and utilize resources. Finally, it is theorized that small cities may be able to engage in several strategies to overcome their limitations and create vibrant entrepreneurial communities. Originality/value The theory developed produces implications for scholars focused on entrepreneurial ecosystems, economic development and emerging economies and suggests practical implications for policy-makers and development organizations seeking to improve the economic landscape of small cities.

Problem setting. The article analyzes the issue of legal relations in the field of land accounting. The legal nature of public relations in this area has been clarified. The accounting of the quantity and quality of land is investigated. The author’s definition of legal relations in the field of land accounting is provided. The circle of subjects of these legal relations is outlined. Analysis of recent researches and publications. To date, in the scientific literature there is no comprehensive study of the legal regulation of legal relations in the field of land accounting. There are only developments devoted to certain issues of land law science. Target of research. The study of the legal regulation of legal relations arising in the field of land accounting, the allocation of subjects of these legal relations. Article’s main body Justification of the appropriateness of obtaining, systematizing all the resources available on the land plot, determining the size, quality status and distribution of the land fund, providing the necessary data about the land, studying the legal relations arising on this occasion. The basis of the land registration and registration system in Ukraine is the State Land Cadastre. It reflects the subjective information on land, which accumulates as a result of land accounting. Such information is necessary primarily for the implementation of state control over the use, reproduction and protection of land. Only a legally regulated and wellmaintained process of conducting accounting and registration activities in the field of land relations can become the key to the introduction and functioning of a transparent mechanism for the circulation of land in market conditions and an effective mechanism for managing them. In this aspect, it is important to note that it is necessary to distinguish land accounting in the proper sense and land rights accounting (as a broader category compared to the first). In the context of the land registration reform and the further process of improving the State Land Cadastre, it is necessary to talk about the formation of land information relations. Conclusions and prospects for the development. Land accounting relationships are public relations that arise in connection with the activities of public authorities and local governments, which are endowed with appropriate powers to take measures to obtain, systematize and analyze information on the quantity, territorial location and use of land. The subjects of these legal relationships are landowners and land users, the state, state authorities and local selfgovernments, who are vested with the respective powers.

Abstract. The radical changes that took place at the end of the last century contributed to the emergence of a creative economy. Unlike previous economies, in which the main factors of production were production capacity, land and labor, the basis for the development of the creative economy was the creative potential of man. The current economic situation in Ukraine faces many challenges that need to be confronted with viable solutions. The occupation of Crimea cost Ukraine 3.6% of GDP, and the occupied territories of Donbass cost another 15% of GDP and 25% of all Ukrainian industry. In addition, many industries and factories in Ukraine are physically and morally obsolete and require large capital investments. These problems, which, as the experience of Ukraine shows, are not solved by traditional tools, force us to look for non-standard ways to solve them. Such approaches are offered by the creative economy.To assess the opportunities provided to Ukraine by the development of the national creative economy, the article considers the positive effects of the creative economy as evidenced by the successful experience of other countries. Such effects are the formation of creative human capital, increasing incomes, increasing tolerance, the revival of depressed regions. However, the realization of these positive effects is possible provided that there are components of the creative economy in Ukraine. Research by Ukrainian scientists proves that in Ukraine there are the main features of the creative economy, namely: creative industries; creative class as a basis of the creative lever of development of creative economy; young, creative, ambitious entrepreneurs — startups. A key factor in the development of the creative economy is creative human capital, an essential component of which are entrepreneurs — innovators who establish startups to implement their ideas. Analyzing the various definitions of the category «startup», the authors concluded that the most acceptable is one that reflects the fundamental difference between startups and other businesses, namely: a startup is a business structure based on revolutionary innovations, the purpose of which is to solve a specific problem presentation of a new product or service in conditions of extreme uncertainty. Taking into account the innovative nature of startups, their impact on the creation and development of creative industries and the creative economy in general allowed the authors to conclude that startups are a strategically important component of the development of the creative economy. Research has shown that the Ukrainian startup ecosystem has good potential for development. However, the Government of Ukraine is not yet paying due attention to the development of the ecosystem for the successful creation and operation of domestic startups. Only in the last few years has Ukraine begun to support innovative products at the state level. Examples of such support are the creation of the Invention Support Fund of the Ministry of Economic Development and the Ukrainian Startup Fund. In addition, according to the strategy for the development of innovation for the period up to 2030, startups are a structural part of the national innovation ecosystem. However, intensive long-term work is needed to create an effective startup support ecosystem. Even with large investments and the desire to replicate the successful ecosystems of Silicon Valley or New York, it is very difficult, because their infrastructure was formed over 30 years. Problem setting. The rapid development of public relations determines the use of information technology in all spheres of life, including in the field of public administration. There is no doubt about the need to introduce elements of e-government into everyday life, as it improves the lives of ordinary citizens, increases trust in public authorities and local governments, reduces the time spent on businesses and individuals needed to receive services. Analysis of recent research. The issue of providing digital social services was paid attention to by, V.P Kohan, M.M. Petrova, N.M. Terletska, D.I. Rusnak, V.L. Polar, V.V. Ripples. The formation of an appropriate mechanism for the digital provision of social administrative services in Ukraine remains unresolved. Target of research. The article is to define the tasks for the formation of the administrative and legal mechanism and the use of digitalization in the provision of social administrative services. Article’s main body. New online services are being introduced on the territory of Ukraine, which enable consumers to receive it remotely. In our opinion, in the future, these services should simplify the procedure for accessing them, given the subjects who are primarily interested in using them, and expand the scope of their provision: from informing the consumer to receiving the result. But these tasks can be accomplished only with the proper financial and material support of local governments, including the poorest financially united territorial communities. In addition, local governments should be required to retain technical specialists and consultants who will provide software and hardware for the provision of administrative social services and eliminate the inability of certain segments of the population to use high-tech digital services. These tasks should be attributed to those that require constant monitoring of their implementation and improvement of their mechanism. Features of the regime of social services are that: 1) their list is not defined by law, so it is more determined by the subjects – recipients of services; 2) socialization of services involves the organization of simplified access of citizens to administrative services; 3) the mechanism for providing accessible social services must ensure the protection of personal data of service recipients. Conclusions and prospects for the development. The unification of types of social administrative services and mechanisms of their provision with similar services provided in the countries of the European Union may be key to Ukraine’s progress towards a single digital space with the European Union.

Local government relates to the public administration of towns, cities, counties, and districts. One of the key responsibilities of local government is the administrative purpose of supplying goods and services. Local governments should also represent and involve citizens in determining specific local public needs and how these local needs can be met. As the structure of gross domestic product (GDP) in many countries across the world changes, so do the expectations towards the role of local governments as far as supporting local economic growth is concerned. The administrative purpose involves creating conducive conditions for economic development. Statistical figures show that the share of the creative economy in the GDP of the most developed countries is steadily increasing. New economic sectors such as “creative industries” pose a challenge to local governments. In this paper, we present a conceptual model for measuring the efforts of local governments in developing and supporting the creative industries. The model proposed by the authors allows for the comparison of smaller administrative units such as counties regarding their advancement and commitment to supporting creative industries.

Urgency of the research. In the conditions of a short-age of local financial resources, financing of infrastructure projects is impossible without the development of the system of municipal lending. Target setting. An important condition for the devel-opment of the municipal lending system is the introduction of modern information technology in the process of interaction between local governments with potential lenders and investors. Actual scientific researches and issues analysis. Theoretical and methodological aspects of the development of municipal lending, the market for municipal borrowing are considered in the scientific works of domestic and foreign scholars, in particular D. Bergstresser, O. P. Kyrylenko, А. V. Petrykiv, J. Reck, I. Z. Storonianska. Uninvestigated parts of general matters defining. However, in the context of e-government development, the low level of application of modern information technologies in the municipal lending market requires further research. The research objective. The purpose of the paper is to substantiate the need for the use of modern information technologies by local authorities and local governments in the system of municipal lending. The statement of basic materials. The article reveals the problems and necessity of introducing modern infor-mation technologies into the system of municipal lending. The use of local government and local government cloud technologies, systems of Internet-trading, creation of centers of information and financial technologies for expanding the boundaries of information interaction between all the participants of municipal lending is proposed. Conclusions. As a result of the introduction of infor-mation technologies into the system of municipal lending, the amount of funds will be increased to solve the financial problems of the development of the local economy.

Problem setting. More recently, the problem of the shortage of skilled personnel in Ukraine has become significantly aggravated, primarily due to emigratory mood of young people. To maximize the implementation of labor potential, it is necessary to identify and minimize the relevant human resource risks that may arise during the development of the organization, in particular of local authorities. After all, the functioning of many spheres of the state as a whole depends on the efficiency of local governments activities. Recent research and publication analysis. The concept and classification of human resource risks were considered and presented in the works of A. Alaverdov, O. Diomin, V. Zhukovska, L. Ischuk, V. Rodchenko, G. Rekun, O. Pakhlova, S. Lobazova, O. Smagulov. V. Fedoseev and M. Khromov investigated the causes of human resources risks. E. Bulanova developed methods for identifying the causes and factors of human resources risks, accounting for them, and minimizing the influence. N. Kazakova, Zh. Denisova, O. Kalmykova studied the minimization of human resource risks in the management of civil service personnel with the help of psychological influence. Highlighting previously unsettled parts of the general problem. Despite the elaboration of many aspects of this issue, the definition, specificity, and classification of human resource risks in local government bodies have been studied insufficiently and require a more thorough study and justification. The purpose of the paper is to identify and classify human resource risks in the personnel management system in local government bodies in Ukraine. Paper main body. Personnel management is a multifaceted and complex process, which is characterized by specific features and patterns. Human resource risks are an integral part of the HR management system. According to the majority of scientists, the activities of the organization are impossible without human resource risks. The main reason for human resource risks is the unpredictability of human behavior, which generates a significant range of possible solutions to problems and their consequences. Human resource risks in each area have their own characteristics. The wording of the concept of “human resource risks” in local government bodies is not officially fixed. Today, this term is also insufficiently developed in the scientific literature. Taking into account the specifics of these bodies, it can be taken as a basis that human resource risks in the personnel management system in local government bodies in Ukraine are a set of threats to personnel and the local government body as a whole, associated with factors of the personal factor, economic nature and the specifics of the social and professional environment of civil servants. The personnel hazard at each stage of work with the cadre potential can be generated by the following factors: technical, technological, motivational, psychological, and corruption. An important point in changing personnel hazards is circumstances that change over time. This includes the situation in the country, the team, the official's family, his/her character, needs, priorities. Today, during the quarantine period, technical and technological risks are especially relevant. They can simplify most procedures for obtaining services to protect workers from danger. However, there is another side to this situation – the psychological side. Not every official is capable of drastically changing his/her work schedule. These changes are especially difficult for aged employees. Conclusions of the research and prospects for further studies. Each personnel risk is constantly changing, crowding out stereotypes, and requires due attention from the management. It is extremely urgent today to increase the level of digitalization. It is the flexibility of the personnel management system that can become the basis for unlocking the long-term potential of local authorities, although the identification of human resource risks and their minimization is a long and difficult process.
