This paper gives a brief description of the being created system of information support for innovation activities in the Republic of Kazakhstan, which is built as an information portal, that provides navigation in the national and global information space through the provision of metadata about information resources, relevant to the user’s task. The corporate knowledge management system is considered as a component of the information infrastructure for supporting innovation. An approach to the management of polythematic knowledge is proposed, envisaging the representation of knowledge, based on the use of classification type languages. In this case, a thematic rubricator is introduced into the ontology model instead of a thesaurus, where each category (rubric) has its own code, name and set of keywords, characterizing its thematic content. The proposed joint use of thematic rubrics of Russian State rubricator of scientific-engineering information and All-Russian institute of scientific and engineering information allows increase the degree of accuracy of the knowledge presentation, as well as take advantage of establishing the associative relations between different classification systems. Along with this, there is maintained the possibility of a verbal knowledge description in terms of keywords, characterizing the content of subject entries and words from the rubrics titles.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

On April 21—23, 2021, the Russian State Library (RSL) hosted the International scientific and practical conference “Rumyantsev Readings”, which is one of the largest annual library events. The conference traditionally raises issues of preserving and studying the world cultural heritage, promotes intercultural interaction. In 2021, it covered a wide range of issues of theory and practice of library science, bibliography science, and bibliology. The participants are specialists of libraries of all levels, from federal to municipal, and various departmental subordination, museums, archives, higher educational institutions and research institutes from 19 regions of Russia, as well as from the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Lithuania and the Republic of Uzbekistan. Broadcasting of the meetings, as well as holding a number of sections and round tables both in face-to-face and zoom-conference format, significantly increased the audience coverage. The Rumyantsev Readings attracted the highest number of remote participants (2,427 connections), that determined the relevance of the conference in modern conditions. Three hundred and one participants attended the conference personally.The rich program included a plenary session, 13 round tables, seminars, and sections. The following sections were organised at the Rumyantsev Readings: “Library in the modern world: accessibility in the period of restrictions”; “Information and bibliographic activity: theory and practice”; “Collectors, researchers, curators. Libraries and museums in the context of history”; “Art Publications in the collections of libraries. Creation, existence, study”; “Specialized collections (printed music and maps) in the library holdings”; “Manuscript sources in the collections of libraries”; “Rare books and book monuments”; “Theory and practice of library science”; “Library classification systems”. As part of the pre-session meeting of the 32nd Section on Library Management and Marketing of the Russian Library Association, there was a round table “Social networking activity of libraries: how to record and report (methodological approaches and solutions)”. There were also the following events: a round table a “The Register of book monuments: government database of recording and registration and scientific research resource”, an expert session “Actual problems of formation of digital competencies of learners in the library and information sphere” and a scientific and practical seminar “Actual heritage” devoted to the 150th birth anniversary of L.B. Khavkina. The publishing house of the Russian State Library “Pashkov Dom” has released the conference proceedings.

The article presents an overview of the all-Russian scientific and practical conference (with international participation) “Information Context of Culture: Resources, Technologies, Service” (the 11th conference of heads and specialists of information services for culture and art). The conference, orga­nized by the Russian State Library, the Russian State Library of Arts, and the St. Petersburg State Institute of Culture, on the instructions of the Ministry of Culture of the Russian Federation, was held in Moscow on September 24—25, 2019. Its purpose was to summarize the results of scientific research and practical experience on the issues of information support of the cultural sector in the digital age, to identify some problems and find ways to overcome them, and to demonstrate the best achievements in this field. The conference was attended by more than 90 representatives of cultural management bodies, federal, regional and municipal libraries, universities, training centers and other organizations of culture, science, education and mass media from 22 regions of Russia, as well as heads and specialists of national libraries of Armenia, Belarus and Kazakhstan (via video link). Thanks to the online broadcast, the total audience of the event increased by almost 200 people. The conference participants noted the importance of scientific and information activities in the cultural sector both for society in general and for the sector’s development in particular. In order to improve this work, the conference participants recommended to promote its digitalization, which is aimed at creating public resources for culture and art and organizing information services in the 7/24 mode via the Internet, including on mobile devices; to intensify the mutual use of resources through participation in joint projects; and to strictly observe copyright when creating information resources and methodological materials.

The articles object is a process of accounting and information support for the formation of depreciation policy. The purpose of this article is to develop a conceptual framework for a common accounting and information space of depreciation policy. First, the authors consider the benefits of total digitalization of the organization and methodological support of depreciation policy process and make some assumptions related to the concept of enterprise’s economic data protection.  Since the scientific challenge is how to effectively monitor and quickly adjust depreciation policy, the authors have chosen methods to analyze the relations between business, government regulation, and economic data security. In the course of the research, a survey of 376 enterprises of Zaporizhia, Donetsk and Luhansk regions of Ukraine was conducted. To identify impact of the enterprise size on the availability of information about individual indicators, they are grouped according to the selected system of taxation (simplified and general). In addition, the survey results and monitoring of the beta version of depreciation policy's information portal were presented. It was also concluded that the accounting indicators can be used to quickly adjust the depreciation policy at the state level.

For the first time in historiography, an attempt is made to illuminate the activities of Senator I.N. Tolstoy in conducting an audit of the regional management system of the Yakutsk region. Particular attention is paid to the audit of office work of the Yakutsk regional administration and the Yakutsk city hall. The novelty of the study is in the fact that, based on an analysis of archival sources first introduced into scientific circulation, the specifics of the functioning of the regional administration in the second quarter of the 19th century is revealed, and the results of the audit are considered as prerequisites for expanding the rights of administrative independence of the Yakutsk region from the Irkutsk province. The relevance of the study is due to the fact that this was the only senatorial revision for all years in the territory of the vast and geographically remote Yakutsk region, which has not undergone extensive scientific study. In the course of the presentation of the substantive part, a review of the main directions of the audit activity in relation to the regional and district levels of government, as well as its inspection supervision of the activities of the lower administrative authorities, including the city hall, was performed. Based on the author’s development, it was proved that the senatorial audit, reflecting the attention of the imperial authorities to the periphery, was aimed primarily at increasing the efficiency of the Siberian suburbs management system on the example of the Yakutsk region through personnel shifts and elimination of identified office work disturbances. The study was based on documents first discovered in the archives of the Russian State Historical Archive and the National Archives of the Republic of Sakha (Yakutia).

Given the high degree of openness of the Azerbaijani economy and the sensitivity of national banks to global challenges, the Strategic Road Map on the development of financial services was developed and introduced in 2016 in the Republic. The project was created taking into account the principles of modern technologies: financial inclusion; digital information support; protection of the rights of consumers of banking services; etc. The project implementation led to the modernization of the financial and credit sector of the Republic of Azerbaijan, to the introduction of modern operating systems in various segments of financial institutions.

Introduction. The article aims at analyzing the state policy regarding unauthorized fishing settlements of migrants on the Kalmyk pasturesin the period between the second half of the 18th and 19th cc. to better understand the processes of historical development of the Caspian territories of Kalmykia and of the Russian Caspian region. Accordingly, the lines of research were as follows: to examine the causes for unauthorized settlements and the dynamics of the state policies in the region, to study the migrants (settlers) in terms of the irethnicity, social class, and occupation, as well as their relationship with the authorities. Data and methods. The study was based on materials of the Russian State Historical Archives, the State Archives of the Astrakhan Region, the National Archives of the Republic of Kalmykia, and published sources. Both historical-genetic and historical-comparative methods were employed for the analysis of the data. Results. The author investigated the history of each of the unauthorized fishing settlement, the migrants’ backgrounds in terms of ethnicity, social class, and occupation, and the government’s policies in relation to the migrants. The study shows that such settlements were related to the growth of fishing industry in the region and, partly, to the government’s military and policing practices on the coast of the Caspian Sea. The authorities began to deal seriously with the problem of unauthorized fishing settlements on the Kalmyk pastures from the mid-19thcentury, with the start of transformation in the fishing industry. At the turn of the 20th century, the settlements were removed from the control of the Kalmyk authorities and were legalized, then, the process of their administrative-territorial and land structuring was started to finally complete in the second decade of the 20thcentury. Conclusions. The policy of the authorities in relation to unauthorized fishing settlements on the Kalmyk pastures differed from that in other areas of the Kalmyk steppe. In Mochagi, the authorities did not insist on the removal of such unauthorized settlements and negotiated with the settlers, and only if the latter rejected the proposed solutions for staying on the Kalmyk pastures, the question about their eviction was raised. Such policies on the problem of settlements on the coastal strip of the Caspian Sea, namely in Mochagi, were justified by the interests of the fishing industry to prevent any harmful effect in case of removal of villages and their inhabitants.

The success of innovation activities of industrial enterprises to create product innovations depends on many factors. One of the main factors in this list is an objective assessment of their market prospects. This assessment can be carried out using the procedure of marketing testing, as it contains necessary methodological support and tools to determine the commercial prospects of product innovation at each stage of the innovation cycle. The effectiveness of marketing testing largely depends on how successfully organized this process in the enterprise, which actualizes the development of organizational and economic mechanism for managing marketing testing of market prospects for product innovations. This research is devoted to this question. The article presents the organizational and economic mechanism for managing marketing testing of market prospects of product innovations of industrial enterprises. The developed mechanism contains: subsystem of information support (internal and external information), target subsystem (tasks and purposes, criteria and principles of management of marketing testing), control subsystem (subjects which carry out management and functions which they carry out), the managed subsystem (divisions of the enterprise). Involved in marketing testing), providing a subsystem (methods and resources of management) and a subsystem of controlling the procedure of marketing testing of market prospects of product innovations. The mechanism also includes a subsystem of marketing testing, which consists of the author’s theoretical and methodological approaches to assessing the market prospects of product innovations at the stages of the innovation cycle of their development. It is based on the following approaches: theoretical and methodological approach to foresight research of future needs in product innovations; theoretical and methodological approach to the criterion base of evaluation and selection from a number of alternatives of innovative projects for the development of product innovations; theoretical and methodological approach to marketing testing and evaluation of market prospects of product innovations; theoretical and methodological approach to the diagnosis and strengthening of consumer capital of the enterprise; methodical approach, by which decisions are made on the readiness of product innovations to enter the market and complete the work on the procedure of marketing testing. The marketing testing mechanism contains the relationships between the subsystems (influence, coordination, and adjustment, feedback) to obtain an overall result. The result of the implementation of the proposed mechanism is tested for market success, developed product innovation, which is ready for commercialization, which is predicted to succeed, and the developer, thus, will receive all planned revenues and profits from its sale on the market. The conducted analysis is a future basis for the implementation of the developed organizational and economic testing mechanism in the practical activities of domestic innovative industrial enterprises.

In modern conditions, the role of transparency of both public and local finances is growing significantly, which is a tool to increase the efficiency of financial resources, which confirms the analysis of Ukrainian and foreign studies. In Ukraine, the level of transparency is improving every year and as of 2019 is assessed by international organizations as the minimum allowable. At the same time, the level of transparency of local budgets differs significantly in different regions. To improve the situation and implement best practices in the field of transparency of public finances at both the state and local levels, it is important to analyze the foreign experience of those countries that are leaders in ratings of transparency of public authorities and transparency of the budget process. The paper analyzes the experience of the Office of the Public Accountant of Texas (USA), the Treasury of New Zealand, and the Treasury of the Republic of South Africa, which according to the open budget rating provided by the International Budget Partnership are among the 10 most transparent countries. Analysis of the content of the information portal of the Texas Public Accounts Controller Office showed a separate section “Transparency” with a detailed presentation of information in terms of key blocks of revenues and expenditures, state budget and finances, information on the formation and use of funds in all localities, information on budget deficit as well as information on transparency at the level of individual settlements, school districts, etc. A comparative analysis with the state of transparency of Ukrainian government agencies responsible for the development and implementation of fiscal policy and identifies weaknesses and strengths in terms of their transparency. It is established that the openness of the process of using public finances in Ukraine is gradually increasing, while the positions in the world transparency rating are also improving. However, the conceptual difference between building sites in the countries analyzed is that they report to taxpayers in a form that is accessible to them, rather than simply covering available information without comment or explanation.
