The aim of the study is to assess the levels of specialization of aspiring women entrepreneurs in various types of economic activities in modern countries. The study was based on data from a survey of women entrepreneurs in the Global Entrepreneurship Monitoring Process for 59 countries in 2018. Economic and mathematical models describing the specialization of entrepreneurs in five main groups of activities have been developed. The distribution of their values of indicators by country is considered. The countries with the maximum and minimum values of indicators are defined. A comparative analysis of indicators for Russia and foreign countries is presented.

Entrepreneurial potential of the population is largely determined by how adults evaluate their intentions in terms of creating their own business. The purpose of the study was to assess the existing indicators in 2018 that characterize the potential entrepreneurial activity of the population in different countries. The self-assessment of people on such factors as their ability and ability to create their own businesses, entrepreneurial purposes, fear of failure in this activity, as well as the presence of familiar entrepreneurs were considered as the estimated indicators. The study used information from the Global entrepreneurship monitor for 2018 for 48 countries. Three hypotheses were tested using mathematical models representing the density functions of the normal distribution. Five indicators of entrepreneurial potential were used to determine their average values for the countries under consideration. Countries with high and low values of indicators were identified. A comparative analysis of the entrepreneurial potential in Russia and foreign countries is carried out.

The purpose of the study was to develop proposals for the use of two comprehensive indexes to assess the social significance and the existing potential for entrepreneurship development in different countries. The study used information provided in the report on the Global entrepreneurship monitoring project. At the same time, the opinions of residents of 48 countries for 2018 were considered. The first index included four indicators, and the second index included five indicators. Mathematical models were developed and the values of these two complex indexes were calculated. The average values of the indexes and their ranges of change for most countries are determined. Lists of countries with high and low index values are given. A comparative analysis of the values of complex indexes typical for Russia and other countries is presented. The results of research are new and original, have scientific and practical significance.

Relevance. Our research was devoted to such a field of human activity as individual entrepreneurship. The experience of most countries shows that this activity has developed significantly in recent years. Research on individual entrepreneurship is relevant because it provides a justification for improving this type of activity. The purpose of the study is to evaluate indicators describing the level of individual entrepreneurship in the total number of women and men who are emerging and beginning entrepreneurs in different countries. Materials and methods. The calculations were based on empirical data provided in the Global Entrepreneurship Monitoring project for fifty-nine countries. Economic and mathematical modeling was based on the development of normal distribution density functions. Results. The study evaluated three indicators describing the gender dimensions of individual entrepreneurship in 59 countries. The average values and ranges of changes in the considered indicators were determined, which are typical for most countries. In addition, national economies were identified that are characterized by high and low values of each of the three indicators. The study showed that there is a gender gap in the values of indicators in most countries. It is proved that the share of women involved in individual entrepreneurship in most countries is higher than that of men. The presence of significant differences in the values of the three indicators under consideration by country is shown. The comparison of the values of indicators for Russia and foreign countries is carried out. Conclusion. The results obtained are of theoretical and practical significance for governments and entrepreneurs. The methodological approach to assessing gender differences in individual entrepreneurship presented in the article can be used in further research. The new knowledge gained is of interest and can be used in the educational process at universities.

The purpose of the study is to develop proposals for using the corresponding comprehensive indices for each country to assess social values and potential business intentions. The study was based on empirical data from The global entrepreneurship monitor for 48 countries in 2018. Formulas are proposed and calculations of complex index values are performed. The distribution of their values by country is considered. Lists of countries with high and low index values are given. A comparative analysis of indices for Russia and foreign countries is presented. The indices proposed for evaluating opinions about entrepreneurship are of scientific and practical significance.

Recent decades have shown an increasing role of entrepreneurship in both economically developed and developing national economies. The purpose of the research is the estimation of the indicators that describe the proportion of voluntary, demanding and forced entrepreneurs in the total number of early entrepreneurs. The existing ratio of entrepreneurs with different motivation was also evaluated. The study used empirical data obtained in 2018 and presented in the Global entrepreneurship monitoring report. The normal distribution functions were used to develop economic and mathematical models for approximating initial data and evaluating four indicators of early entrepreneurs motivation in different countries.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

Can economic diversification constrain elites from shaping government institutions to their own advantage? This chapter reviews scholarly work that suggests it can. Elites frequently use government institutions to cement their position and enrich themselves at the expense of others, but to overcome opposition to their own advancement they must form coalitions. The ability to form coalitions is conditioned by the compatibility of underlying interests; the more diverse the economy, the less cohesive the underlying interests are, making it harder for the elites to form collusive coalitions. This chapter outlines political theory and recent research on the role played by diverse and competing interests in shaping the exercise of government power, democratization, and institutional reform. Considering the sectoral structure of the economy can help us better understand ongoing economic and political processes such as reconcentration of economic activities, the position of transient labor, and state-led efforts for economic diversification.

In the article: The globalization of the modern world makes it urgent to study the legislative practice of foreign countries (including criminal law). The study of foreign law is necessary not only to guide the processes of global economic, political and cultural integration and unification, but above all to facilitate domestic criminal law.As the criminal legislation of the Islamic Republic of Iran and the Republic of Azerbaijan relates to different legal systems, it is difficult to compare them, but it is mutually beneficial. Thus, it allows to identify gaps in the legislation of both countries and take measures to eliminate them. Key words: crime, responsibility, talion principle, revenge, additional punishment, so to speak
