In the last decade of the XXth century, Russian employers began to experience difficulties with the selection of qualified personnel. The current situation was due to a structural imbalance between the supply and demand of labor and a general decline in the level of skilled personnel employed in industry. Over the years of reforms associated with the transition to market relations, the Russian industry has lost a significant number of production personnel, including people with the highest qualifications. The acute shortage, and sometimes the staff shortage, which many enterprises of the country are experiencing today are mainly of a structural nature, since the country uses technologies of different technological modes, and resource constraints on economic development from the supply of labor and its quality generations are poorly counted. According to various estimates, from 40 to 60 % of graduates of educational institutions do not work in their specialty and do not stay in the first place of work for a long period. Most leave after six months or a year. But the economy is changing rapidly. It is becoming innovative, high-tech and digital. The noted processes lead to the growth of the importance of the human factor and increase the requirements for people who enter the economy and must move it forward. For this, among other conditions, it is necessary to advance training of young personnel in the framework of newly emerging professions and even to «run ahead» somewhat in this matter. Since one of the main problems of Russian professional education today is the quality of training of specialists and qualified personnel, mastering a set of skills, characteristic of newly emerging professions and industries. The main trends against which the formation of today’s 6–14-year-old generation will take place are the subject of this article. The fourth industrial revolution is closely related to the latest technological advances – digitalization, robotization, the creation of artificial intelligence, etc., which in the short term will lead to the following: - about half of all existing professions will die out in the next decade; a huge mass of people will be without work, as the world will enter an era of high technological unemployment; the rate of technological change will be so high that workers physically do not keep up with retraining for new specialties, continuously replenishing the army of the unemployed. As a result of these transformations, not only the level, but also the structure of labor demand is changing – some professions become obsolete, others are replenished. J. Schumpeter said that the process of industrial mutation continuously reconstructs the economic structure from the inside, destroying the old and creating a new one.

More than two years have passed since the first Russia-Africa Summit and Economic Forum, which were successfully held in Sochi in October 2019. The very fact of holding an event of this magnitude testifies both to the historical “turn” of the Russian Federation towards the African continent, and to the unprecedented enthusiasm of the African side about the “return” of Russia to Africa. The task facing the organizers of the next Russia-Africa Summit is to consolidate and build on the success achieved in October 2019. Obviously, the second forum should not be a repetition of the first, but a qualitatively new step in the development of Russian-African relations, therefore, its meaningful content needs to be substantially enhanced and expanded. It is necessary to move from the formulation of goals and objectives of Russian policy in the African direction to the implementation of specific projects and the development of a mechanism and tools for mutually beneficial cooperation. It is vital to show the Africans exactly how Russia differs from other partners of the continent, and to highlight those areas of cooperation that can contribute to the implementation of the strategic development tasks of the Russian Federation and the African continent. The authors of the article posit, that the key link in our relations in the near future, which will be attractive for African countries and will contribute to the successful economic development of the Russian Federation, can be the development of bilateral opportunities for technological partnership, since it becomes for the interacting parties a driver for the development of their economies in the context of the fourth industrial revolution and an incentive to create new strategic alliances. In a post-pandemic world, the demand for Russian technologies in Africa can grow significantly, since Russia has high competencies in precisely those areas that are most in demand today on the African continent. The transfer of Russian technologies, as well as cooperation in the scientific field, are not only beneficial to Russia in terms of image, presenting Moscow as a force contributing to the advanced development of Africa and strengthening its economic sovereignty. It allows our country to form an army of its supporters in the states of the continent by solving the problem of overcoming technological backwardness and training qualified personnel who will master and promote specifically Russian technological solutions. In addition, Russia receives a vast “testing ground” for processing and improving its technologies, which are in demand by the fast-growing young African population, and a huge market for Russian high-tech goods and services, which is so necessary for many Russians, including regional, manufacturers who are ready to increase their production, but experience difficulties in marketing their produce.

This article discusses the topical issues of engineering education, which have become the discussion point at the international network scientific and practical conference titled “Synergy” that has been held since 2016. The organizational basis of the conference is provided by the leading technical universities in Russia under the support of the international societies for engineering education and the largest Russian energy company Gazprom. The article outlines the broad issues of the conference, related to interdisciplinarity, new standards and technologies for engineering education, digital educational environment and online technologies, interaction between engineering education and high-tech business and industry, the models of digital competencies and mechanisms to independently certify them, training of highly qualified personnel, professional education within the school-university-enterprise system, and many other relevant aspects of contemporary engineering education.

Characteristics of the industrial revolution 4.0 is the wide application of high-tech achievements, especially information technology, digitalization, artificial intelligence, network connections for management to create sudden changes in socio-economic development of many countries. Therefore, to reach the high-tech time, many magazines in Vietnam have changed dramatically, striving to reach the international scientific journal system of ISI, Scopus. The publication of international standard scientific journal will meet the demand of publishing research results of local scientists, on the other hand contribute to strengthening exchange, cooperation, international integration in science and technology.

We are witnessing how new technologies are radically changing the design of organizations, the way in which they produce and manage both their objectives and their strategies, and -above all- how digital transformation impacts the people who are part of it. Even today in our country, many organizations think that digitalizing is having a presence on social networks, a web page or venturing into cases of success in corporate social intranet. Others begin to invest a large part of their budget in training their teams and adapting them to the digital age. But given this current scenario, do we know exactly what the digital transformation of organizations means? It is necessary? Implying? Is there a roadmap to follow that leads to the success of this process? How are organizations that have been born 100% digital from their business conception to the way of producing services through the use of platforms? What role does the organizational culture play in this scenario? The challenge of the digital transformation of businesses and organizations, which is part of the paradigm of the industrial revolution 4.0, is happening here and now in all types of organizations, whether are they private, public or third sector. The challenge to take into account in this process is to identify the digital competences that each worker must face in order to accompany these changes and not be left out of it. In this sense, the present work seeks to analyze the main characteristics of the current technological advances that make up the digital transformation of organizations and how they must be accompanied by a digital culture and skills that allow their successful development. In order to approach this project, we will carry out an exploratory research, collecting data from the sector of new actors in the world of work such as employment platforms in its various areas (gastronomy, delivery, transportation, recreation, domestic service, etc) and an analysis of the main technological changes that impact on the digital transformation of organizations in Argentina.

The emergence of the fourth industrial revolution (Industry 4.0, hereinafter I 4.0) has led to an entirely fresh approach to production, helping to enhance the key industrial processes and therefore increase the growth of labor productivity and competitiveness. Simultaneously, I 4.0 compels changes in the organization of work and influences the lives of employees. The paper intends to construct a model for predicting the allocation of human resources in the sectors of the national economy of the Czech Republic in connection with I 4.0. The model used in this research visualizes the shift of labor in the economic sectors of the Czech Republic from the year 2013 to the following years in the near future. The main contribution of this article is to show the growth of employment in the high-tech services sector, which will have an ascending trend.

Purpose Industrial revolutions have been induced by technological advances, but fundamentally changed business and society. To gain a comprehensive understanding of the fourth industrial revolution (I4.0) and derive guidelines for business strategy, it is, therefore, necessary to explore it as a multi-facet phenomenon. Most literature on I4.0, however, takes up a predominantly technical view. This paper aims to report on a project discussing a holistic view on I4.0 and its implications, covering technology, business, society and people. Design/methodology/approach Two consecutive group discussions in form of academic world cafés have been conducted. The first workshop gathered multi-disciplinary experts from academia, whose results were further validated in a subsequent workshop including industry representatives. A voting procedure was used to capture participants perspectives. Findings The paper develops a holistic I4.0 vision, focusing on five core technologies, their business potential, societal requests and people implications. Based on the model a checklist has been developed, which firms can use a tool to analyze their firm’s situation and draft their industry 4.0 business strategy. Originality/value Rather than focusing on technology alone – which by itself is unlikely to make up for a revolution – this research integrates the entire system. In this way, a tool-set for strategy design results.

International labor migration is one of the most important elements of the modern global economy. Amid growing knowledge economy, migration of highly skilled specialists plays an increasingly important role. For Israel, as an immigrant society, migration issues have been of paramount importance since the early days of the independent state. However, in the first decades the discussion focused mainly around the influence of immigrants on the economic development of the country and identification of the most effective ways to adapt immigrants. At present, the Israeli economic model is built in such a way that the institutions of the knowledge economy are at its core, that requires a significant amount of labor with an appropriate level of skills. At the same time, today Israel witnesses emigration of such specialists, mainly to the United States. This paper is devoted to the analysis of the current situation. The article substantiates the relevance of the chosen topic not only for Israel, but also for other economically developed countries and gives a brief bibliographic review in the field. Next, the author analyzes the tendencies of high skilled work force immigration to Israel at the present stage through the analysis of the supply and demand in the country's labor market in the high-tech sector and assessment of the government programs created to attract foreign non-Jewish specialists to the country which appear to be not effective. The article also deals with the problems of emigration of high skilled workers from Israel. An overview of the magnitude of the phenomenon is given based on international comparisons; main reasons of the trend are identified and analyzed; government programs for the return of compatriots are assessed. It is argued that Israel should pursue a more effective policy to attract highly skilled non-Jewish immigrants into the country, which will fully realize the existing positive externalities and dampen the problem of brain drain.

Indonesia menjadi salah satu dari berbagai negara yang telah dipengaruhi oleh perkembangan teknologi dan iptek yang semakin canggih, sehingga dunia kini telah memasuki era industri 4.0. Generasi milenial adalah salah satu kelompok yang dipengaruhi oleh perkembangan teknologi yang serba instan, bahkan peran penting generasi milenial sudah mulai surut tergantikan oleh kemajuan teknologi. Menghadapi tantangan tersebut diperlukan solusi yang solutif yaitu mengimplementasikan model pemuridan kontekstual sebagai panggilan pelayanan terhadap generasi milenial di era industri 4.0, sehingga membentuk generasi milenial supaya beridentitas Kristen dan bertumbuh menjadi dewasa dalam iman. Pendekatan yang dilakukan adalah dengan pendekatan kualitatif yang melibatkan studi pustaka. Penelitian ini menghasilkan kesimpulan bahwa model pemuridan kontekstual layak dijadikan pedoman dalam mengarahkan para generasi milenial di era indutri 4.0 agar mampu bertahan (survive) dalam perkembangan zaman yang semakin canggih.Kata kunci : Pemuridan, Kontekstual, Panggilan Pelayanan, Generasi Milenial, Revolusi Industri 4.0ABSTRACT - The current global globalization can not be dammed anymore its existence in the country of Indonesia. Indonesia has become one of a variety of countries that have been influenced by increasingly sophisticated technological and technological developments, so that the world has now entered the industrial era 4.0. Millennials have become one of those groups influenced by the development of instantaneous technology, even the important role of millennials has begun to subside replaced by technological advances. Facing these challenges requires a solution that is to implement a model of contextual discipleship as a service call to millennials in the industrial era 4.0, thus forming millennial generations so that Christian identity and growing into adulthood in the faith. The approach taken is a qualitative approach that involves the study of literature. This research aims to investigate the link between human capital depreciation and job tasks, with an emphasis on potential differences between education levels. We estimate an extended Mincer equation based on Neumann and Weiss’s (1995) model using data from the German Socio-Economic Panel. The results show that human capital gained from higher education levels depreciates at a faster rate than other human capital. Moreover, the productivity-enhancing value of education diminishes faster in jobs with a high share of non-routine analytical, non-routine manual, and routine cognitive tasks. These jobs are characterized by more frequent changes in core-skill or technology-skill requirements. The key implication of this research is that education should focus on equipping workers with more general skills in all education levels. With ongoing technological advances, work environments, and with it, skill demands will change, increasing the importance to provide educational and lifelong learning policies to counteract the depreciation of skills. The study contributes by incorporating a task perspective based on the classification used in works on job polarization. This allows a comparison with studies on job obsolescence due to labor-replacing technologies and enables combined education and labor market policies to address the challenges imposed by the Fourth Industrial Revolution.
