This article discusses the topical issues of engineering education, which have become the discussion point at the international network scientific and practical conference titled “Synergy” that has been held since 2016. The organizational basis of the conference is provided by the leading technical universities in Russia under the support of the international societies for engineering education and the largest Russian energy company Gazprom. The article outlines the broad issues of the conference, related to interdisciplinarity, new standards and technologies for engineering education, digital educational environment and online technologies, interaction between engineering education and high-tech business and industry, the models of digital competencies and mechanisms to independently certify them, training of highly qualified personnel, professional education within the school-university-enterprise system, and many other relevant aspects of contemporary engineering education.

Specific character of a dynamic development of economy and society place demands on new highly-qualified personnel of any sphere professional activity, especially the sphere connected with interaction with people who have modern high-tech skills. Demands’ changes on the subject of professional activity brings on a qualitative restructuring of professionalization’s process, that facilitates an integration of educational and professional spheres with a conceptional, technological and theoretical supporting. Successful professional activity depends a lot upon a successful period of early professionalization that is impossible without proper provided insights of a profession. This article shows the results of an empirical study regarding the analysis of peculiarities of professional ideas of pre-service teachers. A specific attention is given to the problem of study of professional activity ideas effect at the stage of early professionalization, which changes during the period of ideas’ transformation concerning professional activity and career building that is caused by the changes in the essence of professionalization from a socio normed event into an individual work of professional aimed at self-determination and self-actualization in profession.

The paper examines the phenomenon of profes-sional identity as a tool for intensifying labor capital. Professional identity implies the orientation of an individual to the constant development of profes-sional qualities, which over time provides the econ-omy with highly qualified personnel. However, in modern Russian realities, many factors complicate the formation of professional identity, including those at the stage of acquiring higher professional education. The results of the sociological study of the state of professional identity of university stu-dents in Ufa revealed some problems in the for-mation of ideas about the profession (specialty) and the motivation for its choice. So, at the time of enter-ing a university, young people often have a superfi-cial idea of the chosen specialty, they do not have a process of professional determination. The motiva-tion for the professional choice of students is equal-ly rational and irrational, with every fourth student choosing a specialty under the influence of random factors. The study also showed that the role of the institution of secondary general education in the process of professional self-determination is not of prevailing importance, while in developed countries the school is the primary element of the vocational guidance system. Based on the analysis of the data presented, it is necessary to make managerial deci-sions in the field of career guidance in Russia, and measures of career guidance work with students at school are proposed.

The article suggests that professional training of highly qualified personnel for the fashion and beauty industry should take into account a comprehensive study of the methodology of creativity in a range of areas that would-be specialists can be engaged in. The methodology of creativity is also implemented in the creation of fashionable clothing designs and the processes of their establishment in the fashion industry. The authors consider it plausible to teach disciplines focusing on consumer modeling and finding entrepreneurial comprehensive solutions to organizational and economic problems typical of the fashion industry.

The problem of using a new form of dual education training to provide high-tech developing production with new qualified personnel from graduates of technical universities is being developed and solved. The solution to the main problem is presented in two stages. At the first stage, the possible directions of development and modernization of high-tech production of innovative products are analyzed. To choose the direction of development of the enterprise, a database of existing and promising orders, which affect the competitiveness of aerospace products has been developed. For this purpose, a method based on a precedent approach is used. The new order portfolio requires of highly qualified specialist training. Therefore, the competency requirements of specialists who must meet the portfolio of modernized production orders are analyzed. The set of competencies of university graduates does not always match the requirements of employers. Therefore, at the second stage of the study, the choice is made of those dual education methods (distance learning, virtual education, master classes, etc.) that allow bringing the knowledge of graduates to the competencies of employers. Dual education is used for this purpose, taking into account the possible individual learning path for each student. The activities are presented in a combined presentation and include various learning tools. As a result of individual training, each university graduate must receive a set of competencies that meet the requirements of the employer. A precedent database is being formed that contains indicators of competitiveness of products with new requirements for the competencies of university graduates. The costs related to dual training are being optimized. Lexicographic ordering of variants and integer optimization are used as mathematical models of research. It is advisable to use the proposed approach in the tasks of preparing of highly qualified specialists for the implementation of innovative projects to create competitive products.

In the last decade of the XXth century, Russian employers began to experience difficulties with the selection of qualified personnel. The current situation was due to a structural imbalance between the supply and demand of labor and a general decline in the level of skilled personnel employed in industry. Over the years of reforms associated with the transition to market relations, the Russian industry has lost a significant number of production personnel, including people with the highest qualifications. The acute shortage, and sometimes the staff shortage, which many enterprises of the country are experiencing today are mainly of a structural nature, since the country uses technologies of different technological modes, and resource constraints on economic development from the supply of labor and its quality generations are poorly counted. According to various estimates, from 40 to 60 % of graduates of educational institutions do not work in their specialty and do not stay in the first place of work for a long period. Most leave after six months or a year. But the economy is changing rapidly. It is becoming innovative, high-tech and digital. The noted processes lead to the growth of the importance of the human factor and increase the requirements for people who enter the economy and must move it forward. For this, among other conditions, it is necessary to advance training of young personnel in the framework of newly emerging professions and even to «run ahead» somewhat in this matter. Since one of the main problems of Russian professional education today is the quality of training of specialists and qualified personnel, mastering a set of skills, characteristic of newly emerging professions and industries. The main trends against which the formation of today’s 6–14-year-old generation will take place are the subject of this article. The fourth industrial revolution is closely related to the latest technological advances – digitalization, robotization, the creation of artificial intelligence, etc., which in the short term will lead to the following: - about half of all existing professions will die out in the next decade; a huge mass of people will be without work, as the world will enter an era of high technological unemployment; the rate of technological change will be so high that workers physically do not keep up with retraining for new specialties, continuously replenishing the army of the unemployed. As a result of these transformations, not only the level, but also the structure of labor demand is changing – some professions become obsolete, others are replenished. J. Schumpeter said that the process of industrial mutation continuously reconstructs the economic structure from the inside, destroying the old and creating a new one.

To build an innovative economy, it is necessary to take into account the factors that affect this criterion. One of these factors is the quality of training of highly qualified personnel in engineering and management professions. Technological re-equipment of the industry requires the production of high-tech products that will become the backbone of the new, innovative economy of Russia. Thus, the need for a competitive system of training personnel who will participate in the formation of such an economy in the conditions of modernization of industries, transition to the sixth technological order is increasing. Engineering and management personnel combine both knowledge of science and technology (technical means) and the basics of management in relation to production and technological systems.

The article describes the problem of qualitative training of highly qualified specialists for the tourism industry. It presents the model of formation of professional competence of specialists. There are also the basic problems of the domestic system of training personnel for the tourism industry on programs of additional professional education. The author provides information about foreign experience of personnel training organization in tourism sphere of activity. The article is devoted to the methodology of stepwise solution of existing problems of personnel training for tourist industry in Russia. The study uses the methodology of theory of constraints system (TOC) by E. Goldratt, which is built on logical reasoning and providing answers to three main questions to the management of improving transformations: 1) what limits the development (improvement); 2) what needs to be sent to change limits, its complete elimination, expansion limiting boundaries and so on; 3) how to implement this change. The article shows the algorithm of building of logical circuits called E. Goldratt’s «current reality tree» (CRT) and «future reality tree» (FRT). Analyzing the dendrogram, the author comes to the conclusion that the greatest factor of the local tourism development is the mismatch of curricula to the needs of tourism organizations that can be solved by joint work of the educational organizations of secondary professional and higher education and additional professional education with professional unions, associations and other unions of organizations in the tourism sphere. This conclusion is reinforced by findings based on the analysis and generalization of training professionals experience in tourism business abroad. The necessity of cluster approach to the organization of training, including the cooperation of organizations of higher and additional professional education with professional tourism community is proved.

The article highlights the current state and problems of vocational health professional education of physicians and nurses in the specialty «cosmetology». Legal documents: orders, instructions, regulations on the activities of medical practitioners and nurses in the specialty «cosmetology» are described. The authors noted that availability of qualified staff, regularly and systematically improving their professional skills, not only the student´s individual technologies, largely determines the quality and safety of services provided on cosmetology. The authors believe that cosmetologist must have higher professional education in one of the specialties: «General medicine», «Pediatrics», he should complete his residency training on the specialty «Cosmetology» or to complete a professional retraining on specialization «Cosmetology» in the presence of higher education on the specialty «Dermatovenereology». During labour activity a doctor is obliged to obtain additional professional education at least once in five years, what determines the quality of his activities.The authors note, there are the need for greater involvement in the training of private health organizations, which have modern material and technical base and highly qualified personnel.

The article analyzes the priority tasks in the development of high-tech industries in the Russian Federation. There is a need to develop the digital economy, create a high-performance export-oriented sector that develops on the basis of modern technologies and is provided with highly qualified personnel. There is a need to identify promising centers of specialization in high-tech sectors of the economy and concentrate measures to support them. The article emphasizes the need to stimulate cluster formations in competitive sectors of the regional economy as an effective mechanism for interaction between large business and technological small and medium-sized companies. The basic resource for the development of high technologies is defined, namely, the human resource potential, which requires constant attention of regional authorities.
